Riga, December 28 (Xinhua) — Latvia, Estonia, and Lithuania on Saturday formally withdrew from the Ottawa Convention, an international treaty banning the use of anti-personnel mines.

Diana Eglite, a spokesperson for the Latvian Ministry of Foreign Affairs, stated that Latvia submitted documents to the UN Secretary-General regarding its withdrawal from the Mine Ban Convention six months ago.

Lithuanian Defence Minister Robertas Kaunas stated: “The decision to withdraw from the Ottawa Convention was dictated by the need to strengthen deterrence and defence capabilities.”

On June 27, the three Baltic countries formally submitted notifications to the UN Secretary-General regarding their withdrawal from the Ottawa Convention. They cited changing national security needs as the primary reason for their coordinated decision.

SAO PAULO, December 27 (Xinhua) — At least 10 people were killed on Saturday in a head-on collision between two vehicles on a highway in the northeastern Brazilian state of Bahia, the Federal Highway Police said.

Bishkek, December 27 /Xinhua/ — The commissioning ceremony for a Chinese plant to generate electricity from municipal solid waste recycling took place on Saturday in Bishkek, the capital of Kyrgyzstan. More than 200 representatives from both countries attended the event.

Moscow, December 27 (Xinhua) — The city of Kupyansk in Ukraine's Kharkiv region is under the control of units of the 6th Guards Combined Arms Army of the "West" group of forces. CHANTHABURI, Thailand, December 27 (Xinhua) — Thailand and Cambodia signed a joint statement on Saturday announcing a ceasefire effective from 12:00 p.m. local time.

The statement was signed by Thai Defence Minister Natthaphon Nakphanit and Cambodian Deputy Prime Minister and Defence Minister Thea Seikhi during the 3rd Special Meeting of the General Border Committee (GBC), which was held on the Thai side of the border in Chanthaburi Province.

Speaking at a press conference after the meeting, Natthaphon Nakphanit noted that the key points of the statement include both sides agreeing to maintain the current troop positions without further movement. Moving troops and patrols will not approach the other side's positions, he added.

The ceasefire will be monitored for 72 hours, the minister stated. "Once the situation stabilizes, civilians will be able to safely return to their homes, after which the 18 detained Cambodian soldiers will be released in accordance with international norms and practices," he said.
