Deputy Prime Minister Dmitry Patrushev held a meeting on providing farmers with agricultural machinery. The meeting was attended by Minister of Agriculture Oksana Lut, senior officials from the Ministry of Industry and Trade, Rosagroleasing, and representatives of industry companies, unions, and associations.

The Deputy Prime Minister reported that spring field work has begun in 14 Russian regions and will rapidly gain momentum in the coming weeks. Currently, the pace is ahead of last year.

"One of the most important components of an effective sowing campaign is ensuring farmers have access to the necessary agricultural machinery at affordable prices. Overall, we continue to systematically build processes aimed at fulfilling the Presidential Decree's target of increasing agricultural production. This is inextricably linked to increasing the industry's energy supply and enhancing its technological sophistication. This work is being conducted within the framework of the national project 'Technological Support for Food Security.' Among other things, the Ministry of Industry and Trade, with the participation of the Ministry of Agriculture and industry companies, is developing modern Russian-made machinery essential for farmers. This primarily concerns items with a traditionally high share of imported products," said Dmitry Patrushev.

The Deputy Prime Minister added that the first domestically produced breeding combine was developed last year, and work is currently underway to create a sugar beet harvester.

Furthermore, various projects are being implemented to ensure the mass production of equipment with automated controls, which increases labor productivity in the agricultural sector. The Russian Ministry of Industry and Trade has been tasked with developing a production plan for such equipment.

The Russian government is also proposing state support measures to increase the availability of domestically produced equipment. These include preferential leasing and preferential lending. Furthermore, the Russian Ministry of Agriculture and Rosagroleasing are creating a network of machinery and technology companies that offer equipment rental services for specific needs. This ensures full utilization while simultaneously saving farmers money. The Deputy Prime Minister instructed the Russian Ministry of Agriculture and Rosagroleasing to develop a plan for the long-term development of such organizations in the regions.

Following the meeting, Dmitry Patrushev set the task of forming a working group to jointly discuss plans for the development of domestic agricultural machinery, identify opportunities to reduce production costs, and implement advanced designs based on industry needs. The group will include representatives from several federal agencies, scientific organizations, and industry associations.

Last year, the new national project "Infrastructure for Life" began implementation in Russia's historical regions. It also includes a program for relocating residents from dilapidated housing. In the Luhansk People's Republic, for example, the first 64 residents received keys to apartments in a new building in Sverdlovsk. This was announced by Deputy Prime Minister Marat Khusnullin.

"The Krasnoyarsky residential complex built in Sverdlovsk is the first such building in the city in 30 years and the first relocation from dilapidated housing in the reunified regions. This is a very important event both for the 64 residents who, along with the keys to 31 new apartments, have received a qualitatively new standard of living, and for the republic as a whole. In Donbas and Novorossiya, 58 of the 69 dilapidated apartment buildings in the first phase of resettlement are located in key communities. Their development is a priority for achieving the goal set by the President—to provide residents with housing with a total area of at least 33 square meters per person by 2030," said Deputy Prime Minister Marat Khusnullin.

The Deputy Prime Minister added that funding for the implementation of resettlement programs is provided by the Territorial Development Fund.

"Since 2022, the Fund has been involved in the restoration and development of infrastructure and the economy of the reunited regions. Regarding the resettlement of dilapidated housing, the Fund reviews and approves regional applications for program implementation and then allocates funding. Over 1,000 residents of Donbas and Novorossiya will be resettled as part of the approved applications for the first phase in 2025–2026. A new residential complex in Sverdlovsk was built by an investor participating in the free economic zone, whose management company is also the Fund. The courtyard of the ten-story building features public spaces, parking spaces, and sports grounds," added Vasily Kupyzin, General Director of the Fund.

"The launch of the five-year program to resettle citizens from dilapidated housing is a very important event for the republic. We have never had such a program before. With its launch, we have begun a systematic solution to the problem of dilapidated housing, which we inherited from the previous Ukrainian leadership. We are only at the beginning of our extensive work to improve the housing conditions of residents of the Luhansk region. Importantly, the resettlement program will also be implemented in our other municipalities. I would like to thank the Territorial Development Fund, the regional team, and our esteemed developer for their assistance in implementing this important initiative. A special word of gratitude goes to Deputy Prime Minister Marat Shakirzyanovich Khusnullin for his ongoing support of the republic's development," noted LPR Head Leonid Pasechnik.

Participants in the drills held in the capital on Wednesday practiced flood control and wildfire prevention, according to the Deputy Mayor of Moscow for Housing, Utilities, and Public Works. Petr Biryukov.

"Over three thousand specialists from the joint mobile task force created by order of Sergei Sobyanin participated in the exercise. These included fire and rescue garrison personnel, representatives of emergency and city services, and engineering and utility companies. The exercises tested the coordination of efforts to ensure the safe passage of floodwaters and prevent flooding, as well as preparedness for the fire season," said Pyotr Biryukov.

According to the drill scenario, a sharp rise in average daily temperatures caused the snow to melt rapidly, flooding the village of Ryzhovo. Residents needed to be evacuated immediately. Several people attempted to leave on their own but fell through the ice.

Participants in the exercise practiced organizing rescue and evacuation operations, providing first aid to victims, and implementing measures to protect populated areas and restore infrastructure damaged during flood and fire hazard periods. Approximately 500 pieces of modern equipment were deployed, including firefighting and medical helicopters, all-terrain vehicles, tracked firefighting vehicles, airboats, and hovercraft.

During the second phase of the exercise, specialists practiced wildfire prevention and suppression. A special task force is deployed in the city, and over 100 firefighters have been trained. They are capable of landing from aircraft and extinguishing fires.

Military Service After University: What Polytechnic University Graduates Need to Know

Translation. Region: Russian Federation –

Source: Peter the Great St. Petersburg Polytechnic University –

An important disclaimer is at the bottom of this article.

A meeting between graduating students of the Polytechnic University and representatives of the Russian Ministry of Defense responsible for conscription and contract military service took place in the White Hall. The event was specifically organized for young people whose military deferments expire after completing their studies at the university, so they could plan their future actions in advance.

The first part of the meeting was devoted to conscription and the legal nuances involved. Alexey Vasiliev, Head of the Conscription Department of the Kalininsky District Military Commissioner's Office in St. Petersburg, addressed the participants.

He reminded that every conscript must have a registration certificate from the military registration and enlistment office at their place of registration. This is usually received at age 17. A young man can be called up for service in the Armed Forces from age 18. If they are studying at a university, they are eligible for a deferment. To obtain one, they must provide the military registration and enlistment office with a certificate confirming their enrollment. The date of their next enlistment will also be indicated on the registration certificate.

The deferment ends immediately after graduation. Typically, the term of study on the certificate is stated as ending in August 31st. However, most students defend their diplomas in June, and after graduation, they may be called up for military service. They are required to report to the military registration and enlistment office within two weeks and undergo a medical examination. However, they have the right to take a vacation leave, during which they will remain enrolled at the university for another two months. To confirm their eligibility for the deferment, they must apply for a vacation leave with the academic department and bring the certificate to the military registration and enlistment office.

It's best to do this, as otherwise the consequences will follow quite quickly. As soon as the expulsion order is issued, the military enlistment office will be notified of it. Since the unified military registry has been launched in Russia, a summons will be posted there, specifying when to report to the military enlistment office. The graduate will receive a notification of this in their personal account on Gosuslugi. On the day the summons is posted, the citizen's right to leave the Russian Federation is automatically restricted. Failure to appear on the specified date, according to the Code of Administrative Offenses, carries a fine of 10,000 to 30,000 rubles. The military enlistment office also has the right to impose restrictive measures within 20 days, such as blocking driver's licenses, bank accounts, money transfers, etc.

So, it's better to be on the safe side by taking a vacation leave and then decide what to do next. For example, a bachelor's degree graduate can enroll in a master's degree program and receive a deferment for another two years. Admission to a doctoral program guarantees a further deferment. The doctoral student is given an additional year to defend their dissertation. Along with the degree, the candidate receives a military ID and is enlisted in the reserves.

Those who have completed a specialist program can follow the same path. There is, however, a caveat. Part of the specialist program ends in February, and graduates are subject to conscription on March 1. Therefore, it's worth considering applying for compulsory military service, for example, in one of the scientific companies. This can be done on the Russian Ministry of Defense website.

The advantages of conscript service in scientific companies were discussed in the second part of the meeting. These units were established in 2013 at military institutes: the scientific company of the Navy, the scientific company of the Ground Forces, the scientific company of the Main Communications Directorate of the Russian Armed Forces, the scientific company of the Logistics Headquarters of the Russian Armed Forces, and others. Subsequently, several scientific companies were formed at the ERA Military Innovation Technopolis in Anapa, each with a specific focus.

Captain Second Rank Anton Sokolov, Deputy Head of the Selection Committee for Scientific Company No. 1 of the Navy—a division of the Admiral N. G. Kuznetsov Naval Academy—explained how to enlist in the scientific company, the requirements for candidates, the departments and specialties available, and the living conditions of the cadets. Anton Grigoryevich clarified that graduates of military training centers at universities and those who have received a military registration specialty through the DOSAAF system are not accepted. He also noted that the company has a specific policy: work with candidates begins a month earlier than the main conscription campaign. This means that the application process ends at the end of March. The same applies to the fall conscription.

Polytechnic University graduates have served and continue to serve in the Navy's scientific company. Several cadets attended the meeting, who spoke with current students afterward and answered all their questions.

The scientific company of the Main Communications Directorate of the Russian Armed Forces was formed in 2017 at the Military Academy of Communications, located near the Polytechnic University. Stanislav Tarasenko, head of the recruitment team for the scientific company of the Main Communications Directorate of the Russian Armed Forces, provided general information about the company's research focus and offered to organize a separate meeting with those interested in serving their military service there. He also invited Polytechnic students on a tour of the Military Academy of Communications. Stanislav emphasized that the academy is committed to ensuring that the year of conscript service for university graduates becomes a natural continuation of their scientific work, and that after completing their service, they can successfully find employment, including at defense industry enterprises, or become civilian research fellows at educational institutions of the Ministry of Defense, or sign a contract conferring the military rank of lieutenant and find officer positions at the academy or military research institutes.

At the end of the meeting, the students learned in detail about contract service in the unmanned systems forces created in 2025. Dmitry Bykovsky, a specialist in unmanned systems at the contract service selection center and a 2024 graduate of the State University of Aircraft Instrument Engineering, explained the details. He outlined the benefits of this type of military service specifically for students and added that payments for contract soldiers have recently increased: One year of service can earn 7,000,000 rubles.

Marat Khusnullin: The first round of digital skills training at construction colleges has been completed.

An important disclaimer is at the bottom of this article.

Russia's construction industry continues to implement the roadmap for the Concept for Training Personnel for the Construction and Housing and Utilities Sectors through 2035. One of the key areas of this work is the early professionalization of future specialists. The DOM.RF Technologies Academy has completed the first cohort of a federal educational module on digital competencies for students in secondary vocational education, announced Marat Khusnullin, Deputy Prime Minister and Chairman of the DOM.RF Supervisory Board.

"The development of qualified personnel is strategically important for achieving the country's national development goals, and today we are placing particular emphasis on the digital transformation of the industry. It's important that future construction workers master modern domestic technologies and software while already in college. The first wave of digital skills training at construction colleges has been completed today, covering five regions: Krasnodar Krai, Kaliningrad and Ulyanovsk Oblasts, and the Republics of Mari El and Sakha (Yakutia). Given that the secondary vocational education system currently accounts for a significant portion of the influx of young specialists into the construction industry, such projects are intended to play a significant role in renewing the workforce and improving the quality of graduate training," said Marat Khusnullin.

The project began in September 2025 and was held at the Krasnodar Polytechnic College, the College of Construction and Professional Technologies in the Kaliningrad Region, the Yoshkar-Ola Construction College, the Yakutsk Municipal Construction College, and the Ulyanovsk College of Urban Planning and Law.

The educational module was integrated into the existing curricula and built around practical tasks. Over the course of six months, students studied digitalization tools for the construction industry, information modeling technologies, and the application of artificial intelligence. They worked with domestic software—the DOM.RF Technologies solution (Digital Construction Control) and ASCON products (Renga, Pilot-BIM)—and participated in project sessions and meetings with industry experts.

A key feature of the program was its adaptability: for each college, the module was adjusted to suit the students' specific training profile and current academic workload, which allowed for a more practical focus on the curriculum without placing additional burden on the teaching staff.

"Today, the construction industry is rapidly transforming, adopting new technological and management standards, requiring updated approaches to training even at the college level. In this context, early profiling and project-based work with modern digital tools are crucial. DOM.RF implements and supports digital educational projects aimed at developing the industry. Our priority is to train specialists who will be ready to tackle complex technological challenges, introduce innovations in housing construction, and shape a new urban environment," noted Alexey Nidens, First Deputy General Director of DOM.RF.

The project will help strengthen colleges' interactions with regional employers. Incorporating industry-specific objectives into the educational process allows for the development of a sustainable "college-business" model, whereby student training is directly tailored to the needs of construction companies.

The program is implemented for educational institutions entirely on a non-profit basis. Its geographic expansion is planned for 2026.
