Deputy Prime Minister Dmitry Patrushev held a working meeting with Chairman of the Board of the Management Company Rusnano Sergey Kulikov. The main topics were the issues of recycling and disposal of waste from the mining and manufacturing industries.

The government has retained the status of state scientific centers for 43 leading scientific organizations in the country. An order to this effect has been signed.

The decision will enable these organizations to continue to enjoy tax benefits on property and land taxes. They will be able to use the freed-up funds to conduct scientific research and development within the framework of implementing strategic national priorities and achieving technological independence through the creation and practical use of new technologies.

The list includes, among others, the Russian Scientific Center of Surgery named after Academician B.V. Petrovsky, the National Medical Research Center of Endocrinology named after Academician I.I. Dedov, the State Scientific Center "Institute of Immunology" of the Federal Medical and Biological Agency, the Central Aerohydrodynamic Institute named after Professor N.E. Zhukovsky, the National Research Center "Kurchatov Institute", and the High-Tech Research Institute of Inorganic Materials named after Academician A.A. Bochvar.

All of them have the status of a state scientific center. The decision to maintain or terminate such status is made on the basis of monitoring and analysis of the organization's activities, which is conducted annually by the Ministry of Education and Science. The decision is then approved by the Government.

Today, there are 45 scientific organizations in Russia that have the status of a state scientific center. This status is assigned to a scientific organization that has a unique scientific installation, a center for collective use, experimental equipment, and highly qualified scientific workers and specialists. The status is also granted to centers whose scientific or scientific and technical activities have received international recognition.

In 2024, the Government assigned the status of a state research center to the All-Russian Research Institute of Fisheries and Oceanography and the Institute of Catalysis of the Siberian Branch of the Russian Academy of Sciences. These organizations are not listed in the new order, since their status does not yet need to be confirmed.

On August 14, as part of an official visit to the Kyrgyz Republic (Cholpon-Ata), Chairman of the Government of the Russian Federation Mikhail Mishustin will take part in Russian-Kyrgyz negotiations.

During the negotiations, the heads of government of Russia and Kyrgyzstan plan to discuss prospects for further strengthening trade, economic, cultural and humanitarian cooperation. The territorial bodies of the Social Fund of Russia will consider applications for the use of maternal (family) capital funds and make decisions on them more quickly. The period allotted for this has been halved – from 10 to 5 working days. The decree on this was signed by Prime Minister Mikhail Mishustin.

The new norm was adopted to implement the provisions of the federal law “On additional measures of state support for families with children”, approved by the President in June 2025.

The period for reviewing applications and making decisions on them has also been reduced if the territorial body of the Social Fund of Russia needs to request additional documents. It will be reduced from 20 to 12 working days.

The maternal (family) capital program has been implemented in Russia since January 1, 2007 and today is part of the national project “Family”.

Maternity (family) capital funds can be used to improve housing conditions, pay for a child’s education, purchase goods and services for children with disabilities, and for other purposes.

Every year, the amount of maternity capital is indexed according to the actual inflation rate. Since February 2025, its amount is more than 690 thousand rubles for the first child, and for the second child and subsequent children – more than 912 thousand rubles.

Construction work is nearing completion in the new dormitory building of the Saint Petersburg State Marine Technical University. This was announced by Deputy Prime Minister Marat Khusnullin.

"The construction complex of Russia is actively working on creating modern conditions for education and scientific work at universities. High-quality laboratories and classrooms, as well as comfortable housing for students help attract talent to the university and contribute to the development of science. The St. Petersburg State Marine Technical University is the only university in Russia that trains specialists in the entire spectrum of shipbuilding specialties. A new modern dormitory with an area of more than 10 thousand square meters is currently being built for it, the construction readiness of which is already 95%," said Marat Khusnullin.

About 400 students and teachers of the university will live in a comfortable apartment-type dormitory. The building will have blocks for living with a kitchen and a bathroom. There will also be utility and administrative premises there.

"Creating modern, comfortable living conditions for students and teachers is a key task in the development of the country's educational infrastructure. The new dormitory, being built as part of the register of capital construction projects included in the comprehensive state program "Construction", supervised by the Ministry of Construction of Russia, will be a significant contribution to solving this problem for one of our key specialized universities," said Deputy Minister of Construction and Housing and Public Utilities Yuri Gordeev.

Currently, the site has completed roofing and facade installation, finishing work, installation of internal engineering systems and external engineering networks. Furniture assembly and installation are nearing completion, as well as landscaping of the adjacent territory. Commissioning of engineering systems is underway.

"In January 2025, we completed the construction of the research and production building. The facility is now actively functioning. Scientific research and laboratory work, educational and industrial practices are carried out there. The construction of a new building on the basis of the university made it possible to create new modern functional areas, thanks to which students will be able to gain practical skills and in-depth knowledge in the field of marine technology," said Karen Oganesyan, General Director of the Unified Customer PPC.

The state will reimburse breeding farms for part of the costs of conducting molecular genetic testing of young cattle. The resolution approving the rules for providing a subsidy for these purposes was signed by Prime Minister Mikhail Mishustin. The decision taken will contribute to the further development of livestock breeding and strengthening Russia's food security.

Molecular genetic expertise will provide information on the authenticity of the origin of breeding young animals and the presence of genetically determined diseases in animals. In addition, it will provide an opportunity to conduct genomic studies of the breeding value of a particular animal.

The amount of the subsidy transferred to the budgets of the subjects will be up to 70% of the volume of expenses actually incurred by breeding farms. The funds will be provided on the basis of an agreement between the Ministry of Agriculture and regional authorities and distributed using the state information system "Electronic Budget".

It is planned that in 2025, 110 thousand animals will undergo molecular genetic testing in Russia.

During the discussion of this issue at a meeting with deputy prime ministers on August 11, Mikhail Mishustin asked Deputy Prime Minister Dmitry Patrushev to keep issues of development of livestock breeding under personal control.

The work is being carried out within the framework of the federal project “Creating conditions for the development of scientific research in selection and genetics”, which is part of the national project to ensure technological leadership “Technological support for food security”.
