The region's industry is developing dynamically. During the trip, the First Deputy Prime Minister, together with the Acting Governor of the Rostov Region Yuri Slyusar, also visited the production site of Atlantis-Pak. The company is one of the three largest manufacturers of plastic casing in the world and exports its products to dozens of countries. The manufacturer is currently implementing a large investment project to produce barrier film for the food industry. Previously, a significant share of such products were supplied from abroad. The company confirmed its readiness to completely cover the demand for it on the Russian market. Therefore, in order to support domestic production, Denis Manturov instructed the Ministry of Industry and Trade to study the issue of introducing duties on similar products from unfriendly countries.

To date, two of the three stages of the investment project have been completed. The current production capacity is 3.6 thousand tons of products per year. The third stage includes the installation of two new lines for the production of multilayer barrier food film with a capacity of 6.3 thousand tons per year.

Denis Manturov and Yuri Slyusar discussed the implementation of key investment projects in the Rostov Region. "In general, the region's industry is growing, there are questions in several areas. In particular, in agricultural engineering – this is a common problem, which consists of several factors. But the Government, represented by the Ministry of Industry and Trade, the Ministry of Agriculture, and development institutions, is actively working today to "shake up" the market with support measures. Judging by the trend that we see in July, we will gradually cope with this task," Denis Manturov noted.

During the meeting, the acting governor raised the issue of supporting one of the largest enterprises in the region – the Novocherkassk Electric Locomotive Plant (part of the Transmashholding group of companies). “The company is implementing a 43 billion ruble project related to scaling and modernizing production facilities, is reaching the production of more than 700 sections per year, is building a virtually new technological process, and is switching to domestic traction motors,” said Yuri Slyusar. According to the acting head of the region, within the framework of the project, the enterprise is interested in participating in a public-private partnership using the capital grant format. As Yuri Slyusar emphasized, the region is interested in the Rostov enterprise becoming a pioneer here. Denis Manturov instructed the Ministry of Industry and Trade to consider the possibility of supporting the project as part of the implementation of the budget for next year.

Another issue was support for the sewing and textile production of the BTK group of companies in the city of Shakhty. The company is currently implementing a project to develop textile production aimed at producing polyamide thread. "This is especially important in the context of the decision taken by the President to ban the purchase of military uniforms from foreign fabrics and raw materials. This is a priority area, we will try to support it," Denis Manturov commented.

At the end of the meeting, Yuri Slyusar expressed gratitude to the President and the Government for the decision to recapitalize the Rostov Region Industrial Development Fund. This subsidy, according to the acting governor, has a large multiplier effect for the region's enterprises.

On August 23, our country celebrates the Day of the defeat of German troops by Soviet troops in the Battle of Kursk.

The Battle of Kursk is one of the largest and most strategically important battles of the Great Patriotic War. It took place in the summer of 1943 between the Red Army and the Wehrmacht and lasted 50 days. The battle was of great importance for the outcome of the entire war and became a turning point that finally confirmed the superiority of the Soviet Union over Germany. It is no coincidence that this date was included in the list of Days of Military Glory of Russia.

In developing Operation Citadel, the German command sought to regain the initiative by attacking the salient of the front in the Kursk region, hoping to encircle the Soviet troops and deliver a crushing blow. In response, the Russians created a deeply echeloned system of fortifications. Therefore, the Battle of Kursk can be divided into two stages: defensive and offensive. Germany concentrated about 900 thousand soldiers, about 10 thousand artillery pieces, 2758 tanks and 2050 aircraft for the attack. 1.3 million Soviet soldiers prepared to defend their native land with the support of more than 19 thousand guns and mortars, 3444 tanks and 2172 aircraft.

The Nazi troops advanced on July 5. The Red Army steadfastly withstood the onslaught and, thanks to operational intelligence, even launched counterattacks. One of these was the famous battle near the village of Prokhorovka – the largest tank counter battle in world history, where our units clashed with the elite German divisions “Adolf Hitler”, “Reich” and “Death's Head”.

Soviet offensive operations began on July 17, when the enemy's pressure had not yet died down, so dividing the Battle of Kursk into stages is arbitrary. By the 23rd, the Russians had reached the positions of the fascist troops that they had occupied at the beginning of the battle, and then drove them westward.

The battle ended with the liberation of Orel, Belgorod and Kharkov. Kursk, Orel and Belgorod became the first cities to receive the honorary title of "City of Military Glory".

The German army lost not only the captured lands, about 500 thousand killed, wounded and captured soldiers, 1,500 tanks and 3,700 aircraft, but also the strategic offensive initiative.

The victory in the Battle of Kursk marked the beginning of the Red Army's liberation campaign into occupied Europe.

Among the participants in the turning point battle were several employees of the State University of Management, including two Heroes of the Soviet Union, Mikhail Gureev and Pyotr Sedelnikov. The first commanded a mortar regiment and was awarded the Order of the Patriotic War, 2nd degree, for his successful actions. The second, as part of the 237th Assault Aviation Regiment, received his baptism of fire in the skies over Kursk.

The 23rd meeting of the Intergovernmental Commission on Economic Cooperation between the Russian Federation and the Republic of Azerbaijan was held in Astrakhan under the joint chairmanship of Deputy Prime Minister of the Russian Federation Alexey Overchuk and Deputy Prime Minister of the Republic of Azerbaijan Shahin Mustafayev. Representatives of relevant structures of the two countries took part in the event.

The parties discussed the results of work on implementing the decisions of the 22nd meeting of the commission, held in Baku on August 8-9, 2024, as well as the progress of the action plan for the development of key areas of Russian-Azerbaijani cooperation for 2024-2026. They analyzed the entire range of bilateral trade, economic, cultural and humanitarian relations and outlined guidelines for further work.

Among the priorities, Alexey Overchuk noted joint work on developing transport connectivity in the region, strengthening the independent financial architecture in mutual settlements, cooperation in the energy sector, development of industrial cooperation, including in the field of shipbuilding, agriculture, and cooperation in the Caspian Sea.

Russia is one of the key economic partners of Azerbaijan, ranking third in the republic's foreign trade. In mutual trade, the countries rely on national currencies. In January-May 2025, the Russian ruble prevailed in settlements under foreign trade contracts for trade in goods between residents of Russia and Azerbaijan, its share amounted to 79.8%.

There are about 1800 companies with Russian capital on the market of the Republic of Azerbaijan. Russian companies implement investment projects, including in the field of mechanical engineering, construction, transport, chemical, pharmaceutical and medical industries.

"This year, the project to localize insulin production in Azerbaijan with a design capacity of 250 thousand packages per year was successfully completed and the first shipment of products was made. There is scope to expand the range of manufactured medicines. Also this year, it is planned to commission a plant for the production of aluminum and steel composite panels. Significant cooperation is developing in the automotive industry. A number of well-known Russian automakers are present in Azerbaijan. A major project in the field of public transport development is being successfully implemented – the delivery of 65 cars for the Baku Metro by 2026," the Deputy Prime Minister noted.

The meeting participants noted the high level of interregional cooperation – 72 subjects of the Russian Federation maintain trade and economic relations with the Republic of Azerbaijan, and since the beginning of 2025, the regions of the two countries have held 12 joint events. The format of interregional forums was named as one of the important platforms for the development of such cooperation during the meeting.

Alexey Overchuk named the development of the transport industry and joint activities to strengthen transport connectivity in the region as a strategic area of work.

"In this work, we pay special attention to the development of the North-South ITC and the implementation of all agreements reached with our Azerbaijani colleagues. In order to roll out the route, the railways of Russia, Azerbaijan and Iran are jointly working on the technology, including multimodal container service, and discounts on railway tariffs are being applied," the Deputy Prime Minister noted.

"We aim to continue cooperation on the development of the North-South ITC both in bilateral and trilateral formats together with our colleagues from Iran. We also see good prospects for launching cruise service on the Caspian Sea with the possibility of tourists visiting the seaports of the Caspian states with the participation of passenger ships under the Russian flag. Today we considered this issue and agreed to promote the development of cruise shipping and tourism in the Caspian Sea region," the Deputy Prime Minister noted.

Following the meeting, the IGC co-chairs signed the final protocol of the 23rd meeting of the Intergovernmental Commission on Economic Cooperation between the Russian Federation and the Republic of Azerbaijan.

The parties confirmed their readiness to continue constructive dialogue aimed at strengthening Russian-Azerbaijani relations in all areas of cooperation.

The Deputy Prime Minister thanked the Governor of the Astrakhan Region Igor Babushkin for the high level of preparation and holding of the meeting, and also noted the significant contribution and active role of the Astrakhan Region in the development of interregional cooperation between the two countries, saying that the city where the meeting is held is symbolic, which is emphasized by the monument to the first President of the Republic of Azerbaijan Heydar Aliyev, erected in 2010 as a sign of strengthening friendship and economic ties between the countries.

During a working visit to Stavropol Krai, Deputy Prime Minister Dmitry Patrushev held a meeting on the development of the agro-industrial complex in the North Caucasus Federal District. The event was attended by the leadership of the Ministry of Agriculture and heads of the district regions.

"In 2025, the Government allocated more than 500 billion rubles for the development of the Russian agro-industrial complex. All the main mechanisms of state support for farmers, including preferential lending, are preserved. An additional allocation of 2 billion rubles to subsidize new loans has been approved. The list of support instruments continues to be updated. For example, starting this year, participants and veterans of the special military operation have access to a grant to create their own farms," said Dmitry Patrushev.

The Deputy Prime Minister added that from 2026, all support measures for farmers and small businesses will be consolidated in the new federal project “Development of Small Agribusiness”, which will guarantee a separate limit of funds.

Dmitry Patrushev noted the positive dynamics in livestock farming. The output of finished products remains at the level of last year.

"The harvesting of the new crop is now in its most active phase. At the moment, Russian farmers have already harvested more than 85 million tons of grain, of which more than 64 million tons is wheat. This volume of grain already fully satisfies our domestic needs. At the same time, the pace of harvesting, as well as the yield, are ahead of last year's level. All this allows us to maintain the forecast harvest at 135 million tons," the Deputy Prime Minister added.

Dmitry Patrushev emphasized the great potential of the North Caucasus Federal District for systematically increasing indicators in the agricultural sector. About 30 breakthrough investment projects in the agricultural sector are being implemented here. In 2025, the volume of interbudget transfers to the regions of the district increased by 5 billion rubles.

The Ministry of Agriculture has developed a Strategy for the Development of the Agro-Industrial Complex of the North Caucasus Federal District until 2030. It is aimed at supporting priority areas of agriculture – livestock farming, horticulture, vegetable growing, viticulture, and the cultivation of corn and rice. The strategy pays special attention to supporting small businesses and private farms, which occupy a significant share in the structure of agricultural producers in the North Caucasus.

Following the meeting, the Deputy Prime Minister emphasized the importance for the regions of the North Caucasus Federal District of increasing the efficiency of the industry through the introduction of advanced technologies, the use of high-quality domestic seeds and planting material, the development of melioration, and the purchase of new equipment. This will ensure the fulfillment of the strategy indicators.

"The North Caucasus will be one of the first to begin winter sowing. I ask the regional leadership to monitor the readiness of agricultural producers' material and technical resources. On the eve of the anniversary, tenth Eastern Economic Forum, an exhibition of photographs by finalists of the second season of the All-Russian competition for the best trip to the Far East "Far East – Land of Adventure" opened on the central square of the Far Eastern capital (Fighters of the Revolution Square). The initiator of the competition was Deputy Chairman of the Government of the Russian Federation – Plenipotentiary Representative of the President of the Russian Federation in the Far Eastern Federal District Yuri Trutnev.

These are the harsh Arctic lands, tundra and taiga, dormant and active volcanoes of Kamchatka and the Kuril Islands, the deepest lake in the world – sacred Baikal, Shantar Islands of Khabarovsk Krai, unique flora and fauna. Participants of the competition "Far East – Land of Adventure" create films about the beauty of nature, endurance and fortitude of people, the complexity of tourist routes. The photo exhibition will allow visitors to see the pristine nature of the Far East, climb mountains and volcanoes, swim with huge whales, enjoy the ringing silence of the winter taiga, the freshness of the sea wind and unique sunsets. The photo exhibition presents two works taken in Kamchatka — these are the materials of Vyacheslav Borisovsky and Dmitry Tyapkin. The shots of Viktor Kitsan and Lidiya Anisimova are from their travels in Primorsky Krai, and the photographs of Budy Tsydypov and Elihan Batotsyrenov are from the Republic of Buryatia. Mikhail Nepogodin and Valentin Morozov chose Khabarovsk Krai for filming, and Pavel Filyakov and Ilya Tyan — Amur Oblast. Nikolay Pytlyak and Egor Dyakonov presented photos from Zabaikalsky Krai. The largest number of applications was in the "Walking Trip" nomination – 141 films. The "Water Trip" nomination received 37 video works, "Winter Trip" – 22, "Arctic Trip" – 14 films.

Sakhalin Region leads the region in terms of the number of films submitted to the competition – 86 video works. Khabarovsk Region is in second place – 39 films, Amur Region and Jewish Autonomous Region – 16 and 15 films respectively. 13 works were submitted about travels to Kamchatka and Primorye. Six works were submitted for jury evaluation from Yakutia, Buryatia, and Magadan Region. Three works were submitted from Transbaikalia and two from Chukotka.

The development of university infrastructure is an important factor in improving the quality of education and scientific research. On the instructions of President Vladimir Putin, the country continues to work on creating a network of world-class campuses. For example, construction work in the building of the educational and scientific center of the Institute of Medicine and Psychology on the territory of Novosibirsk State University is 50% complete. Also, in Kaliningrad, facade work has begun on the clock tower of the Immanuel Kant Baltic Federal University. This was reported by Deputy Prime Minister Marat Khusnullin.

"Projects to create university campuses contribute to improving the quality of education and developing adjacent territories. For example, an educational and scientific center with an area of over 12 thousand square meters is being built on the territory of Novosibirsk State University. We are creating a powerful educational base for 700 students – from modern laboratories in chemistry, biology and medicine to a unique simulation center for practicing minimally invasive surgery skills. Currently, 50% of the work is completed. In parallel, work is underway at other sites in other cities. At the Kantiana campus of the Baltic Federal University named after Kant, façade work has already begun on the clock tower. It is important to continue developing student infrastructure in order to raise the quality of education to a new level," said Marat Khusnullin.

Currently, the NSU Educational and Scientific Center is working on the installation of roofs and facades, internal and external utility networks, and finishing work. Monolithic work and work on the installation of external walls have also been completed.

There will be three buildings on the campus in Novosibirsk. In 2024, the building for continuous classrooms was put into operation. Construction of the research center is ongoing. All buildings will be able to accommodate up to 3 thousand people.

The creation of the Kantiana university campus on the basis of the Immanuel Kant Baltic Federal University in Kaliningrad is also ongoing. A clock tower is located on the central building of the educational complex – the building of the Higher School of Philosophy and Social Sciences. Its height together with the spire will be 60 m. Work is currently underway on the installation of facades in the most visible part of the facility.

"It is assumed that the clock will be oriented to all four cardinal directions. They will also have several types of backlighting, each of which can be controlled independently, and the backlighting of the hands will be monochrome," said Karen Oganesyan, General Director of the Unified Customer Production Company.

The high clock tower will make the campus visible to city residents from afar. Its territory will create an atmosphere of past eras in which Kant and other outstanding thinkers lived.

The building of the Higher School of Philosophy and Social Sciences with an area of over 12 thousand square meters is designed for 1022 students. Currently, masonry work, installation of metal structures, and installation of engineering systems are underway at the site.

In total, six academic buildings and two dormitories for approximately 2.5 thousand places with co-working spaces, a fitness zone, a food court and recreational areas will be built on the territory of the Baltic Federal University. A street with cafes, shops and bank branches will also appear on the territory of the university.

The construction of the world-class Kantiana campus, with a total area of over 109,000 square meters, is planned to be completed in 2026.

Two more campuses are currently being built by specialists from the Unified Customer PPC in Orel and Yekaterinburg.
