The life cycle is transforming – this is an extension of the period of obtaining an education, the desire to realize oneself in the professional sphere, ensuring career growth and financial independence. All this postpones the birth of a child. Another consequence of this transformation is loneliness. Quite a large number of young people cannot find a partner," said Tatyana Golikova.

The Deputy Prime Minister noted that the average age of mothers at birth in Russia is 29. In addition, it is important to correctly assess the factor of the country's growing urbanization: more than 80% of all births today occur in cities.

"Indirectly, through the use of maternity capital for education, we see that 70% of recipients in this area choose universities in large cities: Moscow, St. Petersburg, Krasnodar, Kazan. Young people leave their cities and, as a rule, do not return. Thus, the uniform territorial development of the country, the construction of housing, social and engineering infrastructure – these are all key things that need to be developed, and not only in cities, but also in rural areas. The strategy for the spatial development of Russia and its correct construction are of key importance for achieving the indicators set by the President. And of course, this is the work of all executive authorities at both the federal and regional levels, the maximum involvement of employers," said the Deputy Prime Minister.

Tatyana Golikova emphasized that demographic issues were discussed in detail at faction meetings and with relevant committees in the run-up to the government hour.

“There are many support measures in place today. This is the Young Family program, preferential mortgage programs, the validity of which has been extended: family mortgage at 6%, rural mortgage at 3%, Far Eastern or Arctic mortgage at 2%. To help families pay off mortgages, a payment of 450 thousand rubles is provided at the birth of a third or subsequent child. In eight regions of the Far East, its size has been increased to 1 million rubles. Another eight have established a similar measure within the framework of regional programs to increase the birth rate. As a result, there are 16 of them. A separate topic is the development of the preferential rental housing market. Currently, 12 thousand rental apartments are being built in the Far East. In addition, there is the My Private Home initiative, which combines measures to support individual housing construction. The comprehensive rural development program also includes housing construction models in rural areas. It is important for us to jointly assess how all current housing programs are interconnected, how they affect the family, ”said Tatyana Golikova.

An analysis of the use of maternity capital over the entire period of its existence confirms that housing is the main focus (69%) and more than 67% of funds used for housing, or 3.1 trillion rubles, are directed toward mortgages.

The Presidential Decree on social support for large families established the permanent status of a large family and defined the concept of a large family for receiving support measures. At the federal level, basic guarantees in the sphere of labor relations, early assignment of an insurance pension, vocational training and retraining for parents with many children, and the provision of state benefits in connection with the birth and upbringing of children are enshrined. In 2024, a single benefit covered more than 1.5 million large families raising 5.3 million children.

"Since 2025, for the first time, a priority procedure for concluding a social contract with large families has been established. More than 25% of social contracts have been concluded with large families. A register of large families has been formed. Since October 1 of last year, an electronic certificate for large families has been launched. 2.2 million certificates have already been issued," noted Tatyana Golikova.

As part of the “demographic menu”, which is co-financed from the federal budget, 41 regions with low birth rates have provided additional support measures for large families.

"The problem remains that when establishing the status of a large family, regions require permanent registration in the region of all family members. This leads to the fact that the father, registered in another region, is not included in the family and, accordingly, in the certificate. And, as a result, he cannot take advantage of not only regional, but also federal support measures – go with children to a museum for free, buy goods or tickets at a discount. This approach must be eliminated. It is important that all regions have a responsible, informal attitude to the topic of supporting large families," the Deputy Prime Minister emphasized.

Within the framework of the new national projects “Family” and “Long and Active Life”, an active range of measures in the field of healthcare will be continued.

We understand the same, but read differently: how native language affects reading in English

Researchers from the international MECO project, including specialists Center of Language and Brain HSE University has developed a tool to study English reading in speakers of more than 19 languages. In a large-scale experiment involving more than 1,200 people, scientists tracked eye movements while reading the same texts in English, and then analyzed the level of comprehension. Reading in a foreign language is a complex skill, especially if the reader’s native language is very different. To find out how native language affects reading in English, scientists from 36 universities, including HSE, have teamed up in an international projectMeco, created in 2020. As part of the project, they record the eye movements of native speakers of different languages while reading texts in their native language and in English, and then analyze how fluent the reading is, where the eyes stumble, and what strategies the reader uses.

In the new wave of the MECO project, scientists added data on English reading from 660 people, collected in 16 labs in Europe, Asia, and South America. The experiment was conducted in two stages. First, participants completed behavioral tests: spelling, vocabulary, reading words and pseudowords, motivation, and nonverbal intelligence. Then they silently read 12 short texts in English from a computer screen (approximately at the level of American native-speaking students) and answered questions about their content. During this time, the participants' eye movements were recorded using the EyeLink eye tracker. The study used both new results and information collected in previous stages of the project. In total, the scientists analyzed data from more than 1,200 participants.

The results showed that most participants handled questions about the content of the texts equally well: they understood 70–75% of what they read. However, there was a large spread in the data regarding reading fluency. Native English speakers read the fastest: they had fewer fixations (gaze stops), skipped words more often, and reread less often. The German participants were the most similar to English speakers. However, native speakers of Spanish, Russian, Chinese, and other languages read less fluently and used different strategies.

Interestingly, the level of text comprehension was almost independent of eye movements: participants showed the same results when answering questions on the content regardless of their reading speed. However, fluency was highly dependent on the level of English: the better the participant coped with language tests — vocabulary, grammar, and others — the more confidently their gaze behaved: fewer rereads, more skipped words, fewer fixations.

"We now have a tool that allows us to assess English reading in 19 languages. MECO's open data allows us to compare reading in different languages, compare native speakers and language learners, and track the influence of the native language's writing system – Latin, Chinese characters, or ligature," the authors of the article say. "Over the course of several years, more than 1,200 people have taken part in the project. These data are the basis for dozens of future studies on how native language affects text perception and English reading skills."

NSU student creates app for recognition, digitization and analysis of classical Tibetan texts using machine learning

A system for automatic recognition and transliteration of texts in classical Tibetan, focused on old printed documents made using Tibetan syllabic writing, which goes back to the ancient Indian Brahmi script, was created by a student of the Fundamental and Applied Linguistics program working at the Institute of Mathematics and Mathematical Geophysics of the Siberian Branch of the Russian Academy of Sciences. However, over time, under the influence of natural and anthropogenic factors, paper media are subject to physical destruction, which leads to the loss of priceless information and limits access to these unique materials. Currently, the Tibetan Fund of the Institute of Mongolian, Buddhist and Tibetan Studies of the Siberian Branch of the Russian Academy of Sciences contains up to 70 thousand units of chronicles that are at risk of being lost. One of the most reliable ways to preserve and systematize historical documents is to digitize them, — said Anna Murashkina.

The young researcher set herself the task of using machine learning to build a model that would recognize Tibetan alphabet symbols from images, translate them into machine-readable form, and at the same time show greater accuracy than existing open solutions, including Tesseract.

— To do this, I manually performed linguistic markup of Tibetan text lines from the IMBT SB RAS collection. Then, taking into account the specifics of Tibetan graphics, I developed a system for assessing the quality of optical character recognition (OCR). Then I compared existing architectures and chose a convolutional neural network model, which required additional training, — explained Anna Murashkina.

She implemented additional training of the model on a marked corpus of documents, and as a result, a complete modular OCR algorithm was created, including the stages of pre-processing, segmentation, recognition and post-processing.

— For me, the value of the project is that I helped digitize an archive that stores history — documents created by people of the past who wanted to pass on their knowledge to future generations. I am glad that I am helping to transfer this knowledge through time, preserve it and make it available to a wider audience. My development will be used by employees of the Institute of Mongolian, Buddhist and Tibetan Studies of the Siberian Branch of the Russian Academy of Sciences. The possibility of cooperation with the Buddhist Center for Digital Technologies, which digitizes the archives of temples and monasteries, is also being discussed. In cooperation with this organization, we will expand the possibilities of digitizing Tibetan manuscripts using open resources developed jointly with researchers from organizations in different countries, so that later everyone can touch this priceless heritage and get acquainted with the documents that are in temples and archive repositories, — said Anna Murashkina.

On an area of almost 70 thousand square meters, there will be a clinic for 450 visits per shift, 14 operating rooms and 32 intensive care beds, three ward buildings with 540 beds, a nuclear medicine unit with 10 “hot beds”, modern linear accelerators and diagnostic equipment, and a boarding house for 120 people.

At the moment, the construction of the boarding house building and the central block has been completed, and ventilation and electrical installation work is being carried out.

Perm Krai Governor Dmitry Makhonin emphasized that the new oncology center will be a unique medical facility. "In terms of scale and level of equipment, the new oncology center can be compared with federal centers operating in Moscow and St. Petersburg. The new oncology center will be designed to receive 14 thousand patients per year. 1.2 thousand doctors and medical personnel will work here. Thanks to this, we will be able to treat residents of Perm Krai and neighboring regions at the most modern level," Dmitry Makhonin noted.

An extended meeting on the development of the unmanned aircraft systems industry was held at the Government Coordination Centre under the chairmanship of Deputy Prime Minister Vitaly Savelyev. The event was attended by representatives of the Ministry of Transport, the Ministry of Industry and Trade, the Ministry of Education and Science, subjects, as well as manufacturers of unmanned aircraft systems and their operators.

Participants presented up-to-date data on the production and use of advanced unmanned systems for various sectors of the economy, and discussed a number of opportunities that could contribute to the further development of the industry in terms of increasing production volumes and the use of UAS.

An important issue of stimulating the use of UAS at various levels remains the development of means of their identification and further integration of unmanned aircraft systems into the airspace. The introduction of a new class of airspace – H with the use of a simplified procedure for using airspace for the performance of flights of unmanned aircraft is at the final stage of development. In addition, a unified system for identifying unmanned transport is being created based on the state information system "ERA-GLONASS". The practical implementation of these solutions will create additional opportunities for opening the skies in the regions for the use of unmanned aircraft.

In 2024, the production volume of civil unmanned aircraft systems increased more than 2.5 times – from 6 thousand units to 16.4 thousand units compared to 2023. In total, there are currently more than 600 UAS and component manufacturers.

In addition, all participants of the meeting noted the importance of training personnel for UAS management, including the integration of veterans of the Air Defense Forces into civilian professions in the UAS industry. Thanks to the activities of the federal project "Personnel for Unmanned Aircraft Systems" of the national project "Unmanned Aircraft Systems", more than 10 thousand people were trained in 2024. This year, it is planned to train 5.6 thousand people. In total, about 68 thousand people are undergoing training under the programs of the Ministry of Education and Science, the Ministry of Education and the NTI Fund in various areas related to UAS.
