The federal project "Formation of a comfortable urban environment", which since 2025 has been part of the national project "Infrastructure for life", helps transform cities and towns across the country. Therefore, we continue this systematic work. According to the results of the first half of 2025, 591 areas have been improved. Including 14 projects that were implemented – winners of the All-Russian competition of the best projects for creating a comfortable urban environment. These are parks, embankments, squares and courtyards that become centers of attraction – people walk here, play sports, relax with their families, meet with friends and new cafes open here," said Marat Khusnullin.

For example, in the Velizh municipal district of the Smolensk region, Sovetskaya and Volodarsky streets were transformed. The work included the creation of art objects, recreation areas, the arrangement of new road surfaces and landscaping. The updated territory with an area of 13.8 thousand square meters is already open to residents.

The first stage of improvement of the Heroes-Pilots Park in the Dzerzhinsky District of Volgograd has been completed. New pedestrian zones, lighting and thematic elements, including the composition "Boy with an Airplane", have appeared here.

For residents of the city of Frolovo in the Volgograd region, the Zheleznodorozhny Park has been renovated. Now it is a multifunctional space with areas for sports, recreation and cultural events. The park has new modern exercise machines, modernized sports areas, workout and street sports areas, a skate park, updated pedestrian routes and bike paths.

In Moscow, the modernization of the city clinical hospital (GKB) named after V.V. Veresaev on Lobbenskaya Street (building 10) is nearing completion. Modernization of buildings

Reconstruction of building No. 12 began in September 2024. The cardiology departments previously located here were transferred to the already renovated buildings No. 1 and 2.

During the work, the seven-story building built in 1986 will be completely modernized. The renovated building with an area of 14.45 thousand square meters will house a modern maternity hospital with 286 beds, of which 15 are in intensive care (including nine incubators for newborns) and 15 are in a short-stay hospital.

Placing the maternity hospital on the territory of a large multidisciplinary hospital will allow all available medical resources, including a powerful diagnostic base, to be put at the service of motherhood and childhood. If necessary, consultations on complex cases will be held here. An underground passage connects the building with the existing buildings of the V.V. Veresaev City Clinical Hospital. It will significantly facilitate and speed up the routing of patients between different departments of the hospital, if necessary.

The latest medical equipment will be purchased to equip building No. 12. This includes, for example, ultrasound machines, a C-arm X-ray machine, resuscitation, gynecological, surgical, laboratory and other equipment, including high-tech equipment for nursing premature babies.

Seven operating rooms are envisaged – three for the obstetrics hospital and four for the gynecology department with a short-stay hospital. Their technological capabilities will allow for minimally invasive interventions, including within the framework of high-tech medical care (HTMC).

The first floor will house an admissions department with an emergency operating room (for urgent interventions), a pregnancy pathology department, and an observation (infectious) box. A foyer will also be set up here for a ceremonial meeting upon discharge from the maternity hospital.

The second floor will house a gynecology department and a short-stay hospital with four operating rooms (three of which are small). Their capacity will allow them to provide assistance to more than 40 patients per day.

The third through sixth floors will house the obstetrics and physiological department for the joint stay of mothers with newborns in comfortable single and double wards. In addition, the fifth and sixth floors will house the intensive care unit with 15 beds. The fifth floor will be for newborns (nine incubators) with the necessary equipment for nursing premature babies with extremely low birth weight, and the sixth floor will be for women in labor (six beds).

On the seventh floor, a maternity ward with 14 individual boxes of increased comfort and an operating block with two operating rooms equipped with a C-arm device will be opened. This will allow high-tech interventions to be carried out.

As in the entire hospital, the updated building will implement the principle of a digital clinic – documentation will be kept in electronic form. This will provide joint round-the-clock online access of specialists to patients' medical data, including via mobile devices – tablets of doctors and nurses.

Currently, building No. 3 of the V.V. Veresaev City Clinical Hospital, built in 1971, is also being modernized. The renovated building, with an area of about four thousand square meters, will house a women's health center that will operate according to the new standard of outpatient obstetric and gynecological care. In one place, patients will be able to receive all the necessary types of diagnostics and treatment both to prepare for the birth of a child and to maintain women's health.

The modernization of buildings No. 12 and 3 of the V.V. Veresaev City Clinical Hospital is planned to be completed by the end of this year.

Multidisciplinary institution in the north of Moscow

The V.V. Veresaev City Clinical Hospital opened in 1937. Today it is one of the largest multidisciplinary medical institutions in Moscow. The hospital is located in the north of Moscow in the Dmitrovsky district at the address: Lobbenskaya Street, Building 10.

The clinic consists of 11 buildings with a total area of 58.8 thousand square meters, as well as a maternity hospital (800th Anniversary of Moscow Street) and 10 women's consultation centers, to which about 495 thousand women are assigned.

In total, the hospital has 778 beds, including 102 in intensive care and 30 in emergency medical care.

As part of the comprehensive modernization of the healthcare institution in recent years, the main treatment buildings No. 1 and 2 have been reconstructed, and a flagship emergency care center and a helipad have been built. Now, buildings No. 12 and 3 are being modernized, where a maternity hospital and a women's health center will be located.

Doctors of the V.V. Veresaev City Clinical Hospital provide assistance to patients in many areas. These include purulent and cardiovascular surgery, traumatology, neurosurgery, obstetrics, gynecology, neonatology, anesthesiology and resuscitation, cardiology, vascular and peripheral neurology, endocrinology, therapy and others.

High-tech medical care is provided in such areas as cardiovascular surgery, surgery, neurosurgery, traumatology and orthopedics, endocrinology, obstetrics and gynecology.

The hospital successfully operates a regional vascular center, where a full cycle of treatment and rehabilitation measures are carried out for patients with stroke and heart attack. Among them are endovascular surgery (percutaneous coronary intervention – minimally invasive operations performed through a small puncture in the skin), thromboextraction (a procedure for removing blood clots during stroke), open surgery (cardiac surgery, neurosurgery, vascular surgery), specialized resuscitation (cardiac resuscitation, neurosurgical and cardiac surgical resuscitation, neuroresuscitation) and therapeutic care (cardiology and neurology).

The hospital has a diabetic foot center, a phlebology center, inter-district departments for multiple sclerosis and paroxysmal conditions (epilepsy, fainting, etc.), and an inter-district center for surgical treatment of precerebral artery pathology.

Since the beginning of this year, 47.1 thousand people have received medical care at the V.V. Veresaev City Clinical Hospital (in 2024 – 89.5 thousand). Within the framework of high-tech medical care, 2708 patients were treated (in 2024 – 3456 people).

Since its opening in January 2023, the flagship emergency care center of the V.V. Veresaev City Clinical Hospital has received about 146 thousand patients. In addition, specialists have performed over 46 thousand operations.

The institution employs 2,073 people, including 703 doctors and 815 mid-level medical personnel.

The V.V. Veresaev City Clinical Hospital is a clinical base for 12 departments of five educational institutions. These are the Russian National Research Medical University named after N.I. Pirogov, the First Moscow State Medical University named after I.M. Sechenov, the Russian University of Medicine, the Russian Medical Academy of Continuous Professional Education and the National Research Institute of Public Health named after N.A. Semashko.

The new standard of outpatient obstetric and gynecological care is based on comprehensive care for women's health and the comfort of receiving specialized treatment. The new standard of outpatient obstetric and gynecological care includes a full cycle of services – from consultations and examinations to support during pregnancy within the structure of a single complex (women's health center – maternity hospital or perinatal center – gynecological department of a multidisciplinary hospital).

A key element of the new standard is women's health centers – modern clinics with a wide range of diagnostic capabilities, where women can receive obstetric and gynecological care throughout their lives, prepare for pregnancy, and be monitored by their doctor before the birth of their child.

The new centers are intended to replace traditional women's consultations, where the quality and comfort of medical care do not meet modern requirements due to various reasons, such as:

— placement in small premises, in which it is not possible to install a full set of diagnostic equipment. Often, the consultation area is from 350 to 600 square meters, and in some of them there are only three rooms;

— lack of uniform equipment standards. Patients have to visit other medical organizations to undergo not only specialized, but also many routine examinations, including ultrasound;

— uneven workload of specialists and staff shortages. The lack of uniform requirements for staffing reduces the availability of medical care — not all women's clinics have specialists;

– the impossibility of creating comfortable conditions for stay.

In accordance with the new Moscow standard, women's health centers provide:

— continuity between outpatient and inpatient care. For patients, this means seamless routing from the women's health center to the maternity hospital, perinatal center or multidisciplinary hospital. A woman's health is in the hands of one team of professional doctors;

— a unified standard of equipment that allows for a full range of diagnostic procedures (ultrasound, mammography, fetal screening, etc.) to be performed using modern, high-tech equipment;

— a unified approach to recruiting staff. The centers will employ obstetricians-gynecologists, therapists, endocrinologists, psychologists and specialists in other various fields;

— modern approaches to the prevention and treatment of diseases, including early detection of oncological diseases, treatment of infertility, cervical pathology and benign breast diseases;

— convenient digital solutions. All data on appointments, examination results, tests and prescriptions are stored in an electronic medical record, women's consultations and women's health centers are united on the EMIAS platform, and basic processes, including the creation of structured protocols, site passports, registers and routing, are carried out digitally;

— comfortable conditions for patients, ensuring the preservation of personal space, as well as creating an atmosphere of coziness and a positive attitude.

In addition, an important advantage of women's health centers is their accessibility. They accept patients seven days a week, unlike the old women's consultation centers, which accept patients only on weekdays.

Women of all ages receive medical care in women's health centers, including during pregnancy, as well as patients of dispensary groups (with infertility and other health problems requiring specialized treatment). Pregnancy management takes place in the most comfortable conditions with wide diagnostic capabilities and the involvement of highly specialized specialists.

Women's Reproductive Health Support Program

In September 2024, Moscow was the first in Russia to launch a program to support women's reproductive health, "Becoming a Mom," aimed at helping Muscovites aged 25 to 39 (if there are medical indications, 18 to 24 years old) plan their pregnancies, taking into account their individual characteristics. The project was developed jointly with leading reproductive specialists and obstetricians and gynecologists.

For the first time, procedures such as blood tests to measure the level of anti-Müllerian hormone (AMH), which shows how many potential eggs women have left in reserve, cryopreservation of eggs, and genetic diagnostics of embryos have become free for residents of the capital.

At the first stage, project participants are offered to take a test for AMH levels. If the test results show that it is low, the woman will be invited to a women's health center for a detailed consultation and offered a set of actions for successful pregnancy planning. For example, it will be possible to preserve eggs for free using cryopreservation. The city will ensure the storage of eggs and embryos in clinics participating in the project for two years. When a woman wants to become a mother, she will be able to use them to get pregnant using assisted reproductive technologies.

In addition, specialists can offer free in vitro fertilization and embryo transfer procedures. Today, EMIAS has formed referrals for screening examinations for AMH levels for more than 1.2 million women.

Since the launch of the program, more than 220 thousand Muscovites have taken the test. This indicates a high coverage of the female population by the population screening program for reproductive health.

Every fourth woman who took the AMH test has a value of less than 1.5. Almost six thousand project participants, including thanks to the data obtained, decided to become mothers and have already registered for pregnancy. About 300 participants used the cryopreservation procedure.

All this demonstrates the demand for a project to diagnose and support women's reproductive health and to form a responsible attitude of women to their health, pregnancy and motherhood in society.

The city will allocate an additional six hectares of land for individual housing construction

Over the past six months, the capital has approved the allocation of more than 50 plots of land for individual housing construction (IHC). This was reported by the Deputy Mayor of Moscow for Urban Development Policy and Construction Vladimir Efimov.

"Individual housing construction remains a significant segment of the real estate market. Due to the demand for such plots, the capital offers city residents various options for purchasing them. Since the beginning of the year, the city has decided to include in the special

list of plots, available for individual housing construction, more than 50 objects with a total area of 5.8 hectares. About 23.6 thousand square meters of residential real estate can be built on them. Interested individuals will be able to choose the plot they like from the list and purchase it by concluding an agreement directly with the city or by participating in an online auction," Vladimir Efimov noted.

In order to purchase land for the construction of a private home, you need to select a suitable plot from the list posted on the Moscow Government website and submit an application for its purchase to the capital Department of City Property. After this, the department will publish a notice of the provision of a land plot for individual housing construction. If no other applications are received within 30 days, a purchase and sale agreement is drawn up without bidding. If there are additional applications, an auction is held. The starting price of the lot is set at the cadastral value of the land.
