Over the first six months of 2025, more than 360 proposals from Muscovites have already been implemented, which have come to life thanks to the platform "City of Ideas". Residents regularly submit initiatives for the development of the capital to the section "Suggest an idea".

Users have access to 16 areas that cover 65 topics, from parks to rail transport. In 2025, the most popular areas among city residents are "Culture" and "Youth".

Cultural Moscow: Art is getting closer

In the sphere "Culture" 67 proposals have been implemented. For example, Gorky Park regularly hosts excursions and exhibitions.

A whole program of creative and educational events appeared in the recreation area "Terletskaya Dubrava". For example, a lecture "Problems of climate change: historical aspect" was organized for visitors in the pavilion "Lecture Hall" on the main square of the park. Residents discussed current issues of the changing climate.

A lesson from the project "The History of One Painting" was also organized for the park's guests. Muscovites attended a master class in painting and learned a lot about the great artists Leonardo da Vinci, Raphael Santi and Salvador Dali.

The park's territory has become a favorite place for family recreation. Children enthusiastically draw, play board games and listen to fairy tales, while adults attend environmental lectures. The educational project "A Place in the Sun" is popular. Here you can not only see photo exhibitions dedicated to the nature of Moscow, but also learn how everyone can contribute to preserving the ecology of the city, and attend thematic excursions.

Transport Moscow: convenience at the initiative of residents

In the sphere "Transport" Muscovites offer solutions to improve the comfort of moving around the city. Thus, public transport stops have turned into multifunctional information centers. For example, you can find out about vacancies in the structures of the Moscow transport system or about the service "Learn about the housing complex", which helps city residents choose housing taking into account the transport accessibility and infrastructure of the area. And also at the stops there is a convenient route schedule, including in the form of a poster with a QR code, which allows passengers to accurately plan their time.

Pedestrian Moscow: Comfort Step by Step

In the sphere "Getting Around the City" Residents of the capital actively propose solutions for improving pedestrian infrastructure. Thanks to their proposals, new comfortable areas for walking and safe crossings are appearing. Thus, approaches to the bus stops "Veshnyakovskaya, Building 41" and "Ploshchad Amilcara Cabrala" were improved.

Smart Moscow: technologies for the convenience of residents

Active citizens also contribute to the development of the capital's digital services by leaving ideas in the section "Electronic Projects"Thanks to the suggestions of Muscovites, they become more convenient and functional.

So, in the section "Incentives" on the website of the city loyalty program "A Million Prizes" In the card of each souvenir you can read the reviews of the owners and see real photos of the goods. In addition, at the initiative of users, you can now send the points received for active participation in city electronic projects to replenish the account in the application of the popular public catering network.

The mechanics of the project have also changed. "City of Tasks". The new status "Under review" allows participants to take on more tasks at once, since reports that are being moderated no longer take up space in the list of tasks taken into work. This change helps Muscovites to participate more actively in the development of cultural life and the improvement of the city.

Youth Moscow: How Muscovites' Ideas Change the City

Thanks to the sphere "Youth" On the "City of Ideas" platform, young residents of the capital are actively involved in creating new cultural and educational projects. This year, 45 proposals have already been implemented.

For the youth of Moscow, within the framework of the idea of a resident, directed to the theme "City of Heroes Moscow". Development of the project", a lecture "The role of information and media in a special military operation" was organized. In the format of "Dialogue with a hero" it was read by Russian journalist and TV presenter, editor of TV programs and writer Artem Sheinin.

And on the eve of the 80th anniversary of the victory in the Great Patriotic War, a bus excursion to the museum complex "Road of Memory" and the main temple of the Armed Forces of Russia was organized for students of Moscow universities. The children learned more about the courage and fortitude of Soviet soldiers during the battle.

Platform "City of Ideas" has been operating since 2014. More than 625 thousand users have joined it. They share ideas on how to make the capital even more comfortable. In total, Muscovites can offer initiatives on 65 topics in 15 areas of city life.

Over 8.8 thousand proposals have already been implemented. City residents participated in projects dedicated to electronic services, culture, entrepreneurship, healthcare, education, transport and other topics. The City of Ideas platform is being developed by the State Institution New Management Technologies and the capital Department of Information Technology.

The creation, development and operation of the e-government infrastructure, including the provision of mass socially significant services, as well as other services in electronic form, correspond to the objectives of the national project "Data Economy and Digital Transformation of the State" and the Moscow regional project "Digital Public Administration". Dmitry Patrushev: Russia is committed to constructive cooperation on issues of preserving the Caspian Sea

Deputy Prime Minister Dmitry Patrushev took part in a meeting of deputy heads of government of the Caspian states. The meeting discussed the main vectors of joint work to minimize the adverse effects of the shallowing of the Caspian Sea.

"The Caspian Sea has important ecological and socio-economic significance for our countries. And of course, the Russian Federation is concerned about its condition. We are currently facing an unprecedentedly active decrease in sea levels. Because of this, various sectors of the economy suffer, in particular agriculture, transport, mining, and tourism. And the intensive release of land leads to soil degradation and desertification," said Dmitry Patrushev.

The Deputy Prime Minister noted that Russia has been conducting research in the Caspian Sea for many years. Its shallowing is a major challenge for all five coastal states: Turkmenistan, Azerbaijan, Iran, Kazakhstan and Russia, so studying the causes of shallowing requires a comprehensive approach. Dmitry Patrushev emphasized the importance of predicting options for further developments and developing measures to protect the ecology of the Caspian Sea and adapt the economy to natural and climatic processes.

The Deputy Prime Minister proposed launching a multilateral interaction mechanism that would allow developing common standards and approaches to studying Caspian Sea level fluctuations. The Deputy Prime Minister reported that the Coordination Committee for Hydrometeorology of the Caspian Sea, within which data exchange is already underway, could become a platform for joint activities.

"The Russian Federation is committed to constructive interaction with all Caspian states. Our joint work must be carried out without any politicization: we are responsible to current and future generations for the preservation of the Caspian Sea and the sustainable development of this region," the Deputy Prime Minister stated.

Dmitry Patrushev particularly emphasized that Russia also hopes for the intensification of regional dialogue on the issues of the shallowing of the Caspian Sea within the framework of the Tehran Convention.

Deputy Prime Minister Marat Khusnullin held a meeting of the Presidium of the Government Commission on Regional Development, where applications for the implementation of projects financed with funds from treasury infrastructure loans were reviewed and approved.

"We continue to work on distributing funds from treasury infrastructure loans. Most of the application campaign has been completed. All 89 regions of the country took an active part, we see the involvement. I ask all governors to take this work seriously, to monitor the implementation of planned projects. Many of them allow not only to put the existing infrastructure in order, but also to create a reserve for growth and prospects for the future. Today, applications for a total of 46.8 billion rubles were approved. These are 64 objects in 20 projects in 10 regions of the country. The funds will be used to modernize housing and communal services systems. I am confident that all approved projects will contribute to improving the quality of life of people and will generally have a positive impact on the socio-economic development of the regions," said Marat Khusnullin.

The Deputy Prime Minister reported that, in particular, the headquarters approved applications for the construction of a second line of the main sewer collector in St. Petersburg with a CIC volume of 11.9 billion rubles, the reconstruction of the water supply system in the Republic of Dagestan with a CIC volume of 6.86 billion rubles, the reconstruction of a pumping station and a settling tank block of a water treatment plant in the Chuvash Republic with a CIC volume of 2.44 billion rubles, the reconstruction of treatment facilities in Sredneuralsk and the construction of treatment facilities in Sysert in the Sverdlovsk region with a CIC volume of 5.81 billion rubles, and the modernization of water supply networks in Chelyabinsk and Kopeysk in the Chelyabinsk region with a CIC volume of 2.92 billion rubles.

In the Kirov region, it is planned to build 5 boiler houses with conversion to gas, as well as a complex facility for handling municipal solid waste, using KIK funds totaling 2.28 billion rubles.

Thanks to the KIK, water treatment and sewage treatment facilities will be reconstructed in the village of Staraya Ladoga in the Leningrad Region, and water supply and sanitation networks will be built. The volume of the KIK is 1.87 billion rubles.

Samara Region has approved applications with a CIC volume of 4.13 billion rubles for the implementation of 6 projects and 26 objects. Among them are the reconstruction of 15 sections of heating mains, modernization of heat supply systems in Novosemeykino, major repairs of a water main in Syzran, construction of two water disposal facilities and reconstruction of a wastewater treatment facility in Tolyatti, reconstruction of two water disposal facilities in Samara, construction of three boiler houses in the Kinel-Cherkassky municipal district. The projects will improve the quality of heat supply, water supply and sanitation for more than 800 thousand residents of the region.

In the Republic of Tatarstan, an application for 3.47 billion rubles from the KIK for the development of a promising territory in the Kirovsky district of Kazan with a total area of 759 hectares has been approved. It is planned to develop it in stages according to the principle of a "15-minute city". Thanks to the KIK, it is planned to build main networks of domestic and household sewerage systems with a length of more than 19 km. The project will improve the quality of the water disposal system for more than 142 thousand residents of the territory.

Previously, applications with a total CIC volume of 19.73 billion rubles were approved for the implementation of the projects of the Bolshoy Smolensky Bridge in St. Petersburg, the purchase of buses in the Kirov region, the reconstruction of the Smolensk-Severny airfield and the renewal of the housing and utilities infrastructure in the Smolensk region.

In his report, the Minister of Construction, Irek Faizullin, spoke about the current review of applications from regions for the implementation of infrastructure projects using funds from treasury infrastructure loans (TIL).

"Currently, we see high interest from regions in using the CIC tool. The application campaign for basic housing and communal services limits and the competitive selection for investment projects has already been completed. Applications continue to be received within the framework of long-term comprehensive plans for the Far Eastern Federal District and the Arctic zone. 7 regions with an approved limit for this year have already submitted applications, and applications from other regions are still being accepted until the end of September," said Irek Faizullin.

As part of the redistribution of limits, it was also proposed to allocate 3.3 billion rubles to restore infrastructure in the Kursk and Belgorod regions; applications from the regions will be submitted for approval in the near future.

Vasily Kupyzin, General Director of the Territorial Development Fund, reported that the KIKs have become a continuation of the mechanism of infrastructure budget loans, which has proven itself to be effective in comprehensive regional development.

"As a CIC operator, the fund carefully works with each application. 82 regions submitted applications for updating housing and communal services systems for a total of 187 billion rubles. The sphere is very complex and requires special attention, so the planned work is important for improving the quality of provided utilities. In general, we have extensive successful experience in implementing IBC projects. We will make every effort to ensure high-quality implementation of new projects for the benefit of Russians," commented Vasily Kupyzin.

Sobyanin opened the first flagship MFC for registration of self-propelled vehicles

Translation. Region: Russian Federal

Source: Moscow Government – Government of Moscow –

An important disclaimer is at the bottom of this article.

Moscow Mayor Sergei Sobyanin and Oksana Lut, Minister of Agriculture of the Russian Federation, opened a multifunctional center (MFC) of the Association of Administrative and Technical Inspections (OATI) of the city of Moscow in the Ochakovo-Matveevskoye district on Ryabinovaya Street (property 38).

"There are over 130,000 units of self-propelled equipment registered in the capital – these are asphalt pavers, excavators, loaders, tractors, agricultural and other machines for large businesses. The number of ATVs is growing. Until recently, registering such equipment was quite a complicated process. We have changed the situation. Today, together with the Minister of Agriculture of Russia Oksana Lut, we inspected the new multifunctional center of the Association of Administrative and Technical Inspections of the City of Moscow on Ryabinovaya Street. Here you can get all the necessary services in a single window in one visit: from registering cars and passing a technical inspection to passing exams and obtaining a license to drive them. As a result, the time for providing services will be reduced by at least half. There are no analogues of such a complex in our country yet, and it is based on the best modern technological solutions," Sergei Sobyanin wrote in

on your telegram channel.

Source: Sergei Sobyanin's Telegram channel @mos_sobyanin

Of the 130.6 thousand self-propelled vehicles registered in Moscow, legal entities own 92.8 thousand units, and citizens own 35.5 thousand units. Among them:

— road construction machinery (37 percent) — rollers, asphalt pavers, excavators;

— municipal vehicles (31 percent) — forklifts and front-end loaders, tractors;

— agricultural machinery (23 percent) — tractors, combines;

— off-road vehicles (nine percent) — snowmobiles, ATVs, buggies.

"Obtaining all the necessary documents should be as convenient, clear and fast as possible. To this end, we are working on creating a single digital ecosystem of Gostekhnadzor, which will contain all the information on the stages of ownership, registration, technical inspection, insurance and disposal of equipment and will ensure the synchronization of the work of all interested departments. Special thanks to the Mayor of Moscow for supporting the development of the capital's Gostekhnadzor. The approach implemented in the new MFC is focused on fast and high-quality service provision, digitalization and customer focus. We plan to extend this practice to other regions," said Oksana Lut.

Sergei Sobyanin thanked the minister for his assistance in implementing a project that is important for the city.

"We created the most comfortable conditions for registration. Although this is the center of administrative inspection, the most important task was to create conditions, because after all, tens of thousands of vehicles that require technical inspection, obtaining rights, re-registration – all this did not happen in the best conditions. Thank you very much for giving us advice, giving the technical task, coordinating such a joint project of Gostekhnadzor in Moscow. We are ready to share our experience, help, create conditions. Thank you very much. I think this is an important project," said the Mayor of Moscow.

Technology and comfort

The area of the multifunctional center of the OATI of the city of Moscow is 5.5 thousand square meters. It includes the flagship center of the Specialized State Inspectorate for Supervision of the Technical Condition of Self-Propelled Machines and Other Types of Equipment of Moscow (Gostekhnadzor of the city of Moscow), sites for technical inspection and registration of self-propelled equipment and for practical training and exams for the right to operate it.

The flagship MFC provides three government services: registration, technical inspection and issuance of a permit for driving a tractor driver.

"Registration and technical inspection take about 40 minutes. Passing the practical and theoretical parts of the exam and receiving a ready tractor driver's license takes an hour and a half," said Alexandra Plekhanova, head of the one-stop service at the flagship MFC. "The theoretical exam is on computers, and the practice is on the training ground, which we also have here."

An administrative and garage complex has also been built to accommodate operating services and ensure the operation of the OATI specialized equipment fleet. In 2026, it is planned to commission a laboratory that will monitor the quality of work performed on road and other sites, and conduct tests of materials used in the improvement and repair of municipal facilities.

The MFC has created a comfortable environment for visitors, including an electronic support system (navigation), reception, cloakroom, spacious halls, waiting areas, and a cafe. Initial reception and issuance of completed documents are carried out in a separate spacious room equipped with the necessary equipment and comfortable furniture.

Parking spaces have been allocated for applicants arriving by private transport. It is also possible to unload the equipment provided for inspection from a lowboy directly on the territory of the center. Previously, this required looking for parking spaces on the streets, which was inconvenient for owners and created additional difficulties for other drivers.

Technical inspection and exams

During the technical inspection, specialists check the operation of equipment that determines traffic safety: for example, steering, braking and hydraulic systems, light signaling, as well as the condition of tire treads. More than 25 special devices are provided for this. If the car meets the required parameters, the State Technical Supervision Authority of Moscow issues a certificate of passing the technical inspection (TO).

As for the previously operating inspection sites in Golyanovo on Montazhnaya Street (building 11) and in Chertanovo Tsentralny on Podolskikh Kursantov Street (building 7, building 16), they are in demand and will continue to operate.

Before the opening of the MFC, exams for the right to operate self-propelled equipment were held at one of 18 training centers located in different parts of the city. Applicants had to wait for an inspector of the State Technical Supervision Service of Moscow to arrive at one or another training center. To receive a ready certificate, it was necessary to personally come to the State Technical Supervision Service department no earlier than the next day after the exam.

In the new MFC, taking exams and issuing tractor driver's licenses will take no more than two hours. It will also be possible to choose a convenient time for this in advance.

For passing theoretical and practical exams for the right to operate self-propelled equipment, the MFC has four specialized classrooms, as well as a unique site occupying more than 0.8 hectares. It fully complies with the current requirements and recommendations of the Ministry of Agriculture of Russia for the area, number and sequence of examination exercises.

At the same time, the new site allows you to take a practical exam on three types of equipment, such as an all-terrain vehicle (ATV), a tractor, an auto- and an electric forklift. Exams are accepted in six categories of self-propelled vehicles: A1 (ATV, ATV), A2 (all-terrain vehicle, buggy), B (mini tractors), C (forklifts, excavator-loader), D (tractors with high engine power), E (tracked excavators).

The maximum objectivity of the assessment during the exam will be ensured by the intelligent system "Smart Polygon". Using video cameras, sensors, and a GNSS RTK positioning complex, the system collects and analyzes data on the condition, location, trajectory, and speed of the self-propelled vehicle during the exam, recording errors in completing the exercises.

There is also a video recording that can be viewed. This is especially important in the event of an unsuccessful exam, as it allows you to understand the mistakes made.

Owners and drivers of self-propelled equipment can apply for government services at the new center on Ryabinovaya Street on the mos.ru portal.

The multifunctional center of the Moscow City OATI is open five days a week (except Saturday and Sunday): Monday – Thursday from 08:00 to 17:00, Friday – from 08:00 to 15:45 (lunch break from 12:00 to 12:45). It is expected to receive more than 20 thousand visitors per year.
