The main theme of the EEF this year is "The Far East – Cooperation for Peace and Prosperity". In 2025, there will be more than 100 business events divided into seven thematic blocks: "The Far East – a Territory for Life and Development", "Growth Recipes: Investments, Innovations, Integration", "Openness and Mutually Beneficial Partnership – the Basis of Stability", "Technologies: From Theory to Economic Effects", "Cities – for People's Lives", "Growth Arteries: How Logistics Changes the Economy" and "In Partnership between Business and the State: a Major Reassembly". The sessions will discuss unlocking the potential of human capital, developing preferential regimes, logistics, infrastructure, implementing artificial intelligence, bioeconomics and additive technologies, developing international economic and humanitarian cooperation, as well as other topics.

The Far East – a Territory for Life and Development block will include sessions dedicated to the development of the macro-region, based on personnel training, the introduction of new technologies, demographic issues and other vectors. Particular attention will be paid to the Far Eastern Hectare program. The discussions will be attended by Minister of Justice Konstantin Chuychenko, Chairman of the State Duma Committee for the Development of the Far East and the Arctic Nikolai Kharitonov, Head of the Federal Service for Supervision of Consumer Rights Protection and Human Wellbeing, Chief State Sanitary Doctor of Russia Anna Popova, as well as heads of Far Eastern regions, representatives of the expert community and public organizations.

The second package of measures against cyber fraudsters includes about 20 initiatives to protect citizens in the digital environment. The current version of the document has been published for public discussion. Work on preparing measures to combat cyber fraudsters is being carried out under the supervision of Deputy Prime Minister – Head of the Government Staff Dmitry Grigorenko.

"The government continues its systematic work in the fight against cyber fraudsters. The first package launched this comprehensive approach. We introduced self-prohibitions on online loans and registration of SIM cards for citizens, established a ban on the use of foreign messengers by government agencies, provided for the ability to refuse SMS mailings and mass calls. Citizens have new tools for protection. But this was only the first step. The time has come to introduce liability for cyber fraudsters, as well as additional requirements for mobile operators and banks. At the same time, we are not stopping with the second package. Technologies do not stand still, attackers are inventing new schemes. Regular updating of tools for protecting our citizens in the digital environment is becoming an integral part of an effective fight," said Dmitry Grigorenko.

The second package included measures of various categories – from self-prohibitions for citizens to new requirements for mobile operators. It also provides for criminal and administrative liability for offenders.

Among the new measures is the ability for citizens to set a self-prohibition on calls from abroad: fraudsters often use foreign numbers to deceive citizens. Moreover, mandatory marking of international calls is being established. Thus, even citizens who do not set a self-prohibition will be warned that the call is coming from another country.

Punishment is envisaged for the use of artificial intelligence by fraudsters to commit thefts or extort money and property from citizens. The minimum penalty that fraudsters may face for using AI to commit theft is a fine of 100,000 to 500,000 rubles, the maximum penalty is imprisonment for up to six years. In addition, administrative liability is introduced for actions in the sphere of illegal organization of digital currency circulation, for example, for illegal mining.

The second package establishes the obligation of telecom operators to transfer information about numbers from and to which fraudulent calls are made to the GIS "Antifraud" registry, as well as to suspend traffic to numbers included in the registry (except for calls to emergency services). The GIS "Antifraud" is a platform for the prompt interaction of government agencies, banks, telecom operators and other organizations to combat cyber fraud and allows for the exchange of information about fraud attempts in real time. A pilot has now been launched to test the solutions.

In addition, the right of telecom operators to use anti-fraud measures, including using artificial intelligence, to identify suspicious calls is being introduced. Information contained in the GIS "Anti-fraud" can be used for these purposes.

A mechanism for extrajudicial operational blocking of phishing sites (so-called mirror sites) aimed at deceiving users and stealing their data is being introduced.

Measures to combat droppers – intermediaries of fraudsters who transfer their cards or e-wallets to them – are being expanded. A limit on the number of bank cards is being introduced – no more than 10 issued cards per person. This measure will also make it easier for banks to monitor transactions and identify suspicious operations.

Rental house in Khabarovsk.

In Khabarovsk, the settlement of 240 apartments built under the presidential program "Affordable rental housing in the Far Eastern Federal District" has begun. At the moment, the total number of apartments provided to tenants is 1,107 in seven regions. This was reported by Deputy Prime Minister Marat Khusnullin.

"The development of the Far East is a strategic task set by the President. One of the most important areas is the creation of comfortable living conditions for people. Including with the participation of the state company DOM.RF, a program for the construction of rental housing is being implemented. It helps improve the living conditions of families, and also helps attract qualified specialists and retain young personnel in the region. As of today, thanks to this program, 1,107 apartments have been occupied," said Marat Khusnullin.

Rental apartments in Khabarovsk are provided in the residential complex "Nachalo", located in the Northern microdistrict of the city, on Grudnova Street. The categories of tenants, in accordance with the terms of the program, are determined by the regional government.

"DOM.RF is implementing a program to build affordable rental housing in all 11 regions of the Far Eastern Federal District. To date, more than 11,500 apartments have been financed. Investments in new housing have amounted to 82 billion rubles to date. It has already been provided to in-demand specialists in the Zabaikalsky, Kamchatka, Primorsky, Khabarovsk Territories, the Republic of Sakha (Yakutia), Chukotka Autonomous Okrug and Sakhalin Oblast," noted DOM.RF CEO Vitaly Mutko.

In total, under the program in Khabarovsk Krai, the state company financed the construction of 2,388 apartments within the framework of 11 projects.

DOM.RF is the operator of the Affordable Rental Housing in the Far Eastern Federal District program. The state corporation is implementing it in cooperation with the Ministry for the Development of the Russian Far East, the Ministry of Finance, the Ministry of Construction of Russia, regions and developers. The monthly rental rate due to state support is about 1/4 of the average market level.
