Alexey Overchuk's comment to media representatives on the further unblocking of all economic and transport links in the South Caucasus region

A. Overchuk: Guided by paragraph 9 of the statement by the President of the Republic of Azerbaijan, the Prime Minister of the Republic of Armenia, and the President of the Russian Federation of November 10, 2020, as well as the trilateral statements of the leaders of Azerbaijan, Armenia, and Russia of January 11 and November 26, 2021, our country continues to consistently and systematically work to unblock all economic and transport links in the South Caucasus region.

At the end of 2025, for the first time since 1991, rail traffic between the Russian Federation and the Republic of Armenia was resumed through the Republic of Azerbaijan and Georgia. The opening of direct rail service between our countries created better competitive conditions for promoting Russian goods to foreign markets and contributed to strengthening mutual trade between the EAEU member states. The commencement of these services paved the way for the further development of transport connectivity in the region.

In accordance with the Armenian side's request and based on friendly and fraternal feelings for the people of Armenia, the Russian Federation has decided to begin substantive negotiations on the restoration of two sections of Armenian railways, which will ensure their connection with the railways of the Republic of Azerbaijan near the town of Yeraskh, and with the railways of the Republic of Turkey near the village of Akhuryan. The total length of the railway sections to be restored is approximately 1.6 km and 12.4 km. The negotiations will determine the technical, financial, and other modalities for the implementation of this project. We highly appreciate the trust in Russian experience, expertise, and technology, which the Armenian side has once again demonstrated by reaching out to Russia.

Restoring these sections will provide the Russian Federation with direct rail links to the Nakhchivan Autonomous Republic of Azerbaijan, Turkey with access to Mediterranean ports, and Iran with access to ports in the Persian Gulf and Indian Ocean. To address this major challenge, work is underway to unblock all disrupted routes in the Caucasus, including the possibility of restoring rail service between the Russian Federation and Georgia through Abkhazia.

Strengthening transport and logistics connectivity in the Caucasus is critically important for peace, stability, and economic prosperity for the peoples of Azerbaijan, Armenia, Georgia, Iran, Turkey, and Russia. We count on constructive cooperation among all states in the region to address this important shared objective.

Regional highway Buzdyak – Chekmagush – Dyurtyuli

Thanks to the "Infrastructure for Life" national project, large-scale renovation work on the backbone road network continued in 2025. By the end of 2025, 75% of these roads were in good condition, according to Deputy Prime Minister Marat Khusnullin.

"According to the goal of the national project 'Infrastructure for Life,' the share of core network roads in good condition should increase to 85% by 2030. Today, its total length is approximately 141,000 km, of which 66,600 km are federal highways and 74,300 km are regional or inter-municipal roads. These highways connect major cities and ensure accessibility to key logistics hubs and border crossings. Clearly, the quality of such roads must be of the highest standard. This directly impacts the connectivity of our vast country's regions, the development of trade turnover, economic growth, and the investment attractiveness of the territories as a whole. By the end of 2025, we exceeded our target—the share of core network roads in good condition reached 75%, compared to the planned 70.5%," said Marat Khusnullin.

Particular attention is paid to regional routes that are part of the backbone network.

"In 2025, under the federal project 'Regional and Local Road Network' of the national project 'Infrastructure for Life,' 752 core network facilities were built, renovated, and modernized, including 658 road sections totaling over 3,500 kilometers and 94 bridges (6,400 linear meters). Every kilometer contributes to the development of our country's transport infrastructure, an investment in the safety and comfort of millions of motorists. We are accelerating our progress while maintaining high quality standards and using the best technologies and materials," noted Transport Minister Andrei Nikitin.

Large-scale work has also been carried out on the federal road network under the jurisdiction of Rosavtodor.

"In 2025, Rosavtodor built, reconstructed, and repaired (including major repairs) more than 4,800 kilometers of roads under its jurisdiction, which is 400 kilometers more than in 2024. Our goal is the consistent development of the road network for greater reliability, safety, and comfort for all road users," noted Kairat Tursunbekov, Deputy Head of the Federal Road Agency.

The highways that make up the backbone network form the country's transport backbone. For example, the Bugulma-Buguruslan-Buzuluk-Uralsk regional highway is one of the main transport arteries in the western part of the Orenburg Region. Bringing this road up to standard along its entire length—almost 350 km—is one of the priority tasks facing Orenburg road workers. Previously, 176.6 km of the road were upgraded under the "Safe High-Quality Roads" national project, accounting for 59% of the total length.

In 2025, 22 km of the Bugulma-Buguruslan-Buzuluk-Uralsk highway in the Buguruslan and Buzuluk districts underwent major repairs, with another 10.5 km planned for renovation in the new road season.

Extensive backbone network work has also been completed in the Republic of Bashkortostan. A total of 66 sections of regional roads were upgraded in 2025. This includes 11 kilometers of the Beloretsk-Uchaly-Miass highway, which connects Bashkortostan with the Chelyabinsk Region and provides access to the federal M-5 "Ural" highway. Last year, a 5-kilometer section of the Sterlitamak-Beloretsk-Magnitogorsk highway was also brought up to standard.

In 2026, it is planned to repair sections of the Sterlitamak – Beloretsk – Magnitogorsk road, the M-5 Ural – Chishmy – Aksenovo – Kirgiz-Miyaki highway and others.

In addition, artificial structures located on the backbone roads will also be renovated. For example, repairs will continue on the 745-linear-meter bridge over the Belaya River on the Dyurtyuli-Neftekamsk highway. A 110-linear-meter bridge over the Bystry Tanyp River on the Ufa-Birsk-Yanaul highway will also be reconstructed. The structure will be built almost from scratch.

Approximately 42 km of roads within the backbone network have also been upgraded to meet standards in the Khanty-Mansi Autonomous Okrug – Yugra. One of the most significant projects is the reconstruction of a 19-km section of the Yugorsk – Tayozhny highway. It runs from the city of Yugorsk to the Okunevskie Zori children's health camp. The highway is of strategic importance as it is part of the Northern Latitudinal Corridor Perm – Ivdel – Khanty-Mansiysk – Tomsk, which, in turn, is part of the federal route "Northwest – Siberia" (St. Petersburg – Kotlas – Syktyvkar – Perm – Khanty-Mansiysk – Tomsk).

Another significant highway is the Nizhnevartovsk-Raduzhny highway. It provides transport access to Surgut, Nizhnevartovsk, Raduzhny, Megion, Langepas, and Pokachi. Last year, two bridges were overhauled: one across a stream at the 91st kilometer, and another over the Gunyogan River at the 111th kilometer.

A major overhaul of a 6.2-kilometer section of the Nizhnevartovsk-Raduzhny highway, which has been underway since 2024, will be completed in 2026. Following the completion of the project, the number of traffic lanes will be increased from two to four, doubling the highway's capacity.

A meeting chaired by Dmitry Chernyshenko was held to discuss the results of 2025 and plans for 2026 in the education system.

A meeting chaired by Deputy Prime Minister Dmitry Chernyshenko was held at the Government Coordination Center to discuss the results of 2025 and plans for 2026 in the education system.

Governors of all Russian regions, as well as representatives of relevant ministries and departments, took part in it.

Dmitry Chernyshenko thanked the governors of the leading regions where the national project "Youth and Children" is being successfully implemented.

"At a meeting with members of the Government, Russian President Vladimir Vladimirovich Putin emphasized the importance of developing nursery groups in kindergartens. This issue was raised during the direct line. It's important that families aren't afraid to have children and are confident that the state will provide care and supervision. More than 1 million children under three years of age attend preschools in the country. Over the past five years, more than 266,000 additional places have been created for the youngest children. Our task is to ensure the availability of nurseries and, when building new kindergartens, to create nursery groups based on citizen requests. I urge regional leaders to personally oversee this," the Deputy Prime Minister noted.

There are nearly 40,000 schools in the country, educating over 18 million students and employing over 1 million teachers. "In 2025, 80 schools were commissioned, and nearly 1,600 underwent major renovations. The new facilities must meet modern accessibility and digital standards. Improving the quality of education is a priority. Last year, the share of graduates who took the Unified State Exam in mathematics and natural sciences was over 33%, compared to the target of 32%," said Dmitry Chernyshenko.

The Ivanovo, Voronezh, Samara, Vologda, Murmansk, and Chelyabinsk regions, as well as the republics of Bashkortostan, Mari El, Tatarstan, and Chuvashia, emerged as the leaders in Unified State Exam (USE) results in mathematics and natural sciences. The Deputy Prime Minister added that the regions must pay special attention to staffing schools, reaching out to each individual educational institution, and creating conditions that will encourage teachers to remain in the profession for decades. "I ask regional leaders to utilize all available tools—from targeted recruitment to teacher training colleges to supporting and attracting young specialists locally," said Dmitry Chernyshenko.

In 2025, systemic legislative changes were adopted in the field of secondary vocational education, which encompasses more than 3,000 colleges and nearly 4 million students. Dmitry Chernyshenko announced that the pilot program for access to secondary vocational education has been extended, the list of participating regions has been expanded, and standards for free vocational training have been introduced for ninth-graders who failed exams.

"The implementation of the federal project 'Professionalism' within the national project 'Youth and Children' continues successfully. Last year, 136 clusters were created and 82 colleges were renovated. Today, 506 clusters are operational in 86 regions across 24 industries, including 323 educational and industrial clusters. By the end of 2026, all 89 regions of our country should be included in the project. Major renovations have been completed at 267 organizations," he said.

The leading regions in terms of the number of clusters created were Moscow, the republics of Tatarstan and Bashkortostan, and the Moscow, Nizhny Novgorod, and Chelyabinsk regions.

The Deputy Prime Minister recalled that at the end of the year, a federal law was passed granting participants in the Secondary Military Education Program the right to obtain a second specialized vocational education free of charge. He instructed regional leaders, in conjunction with regional branches of the Fatherland Defenders Foundation, to organize efforts to identify demand for education.

Dmitry Chernyshenko drew attention to the organization of children's summer recreation. The Deputy Prime Minister noted the need to increase the coverage of children from families in need of special support, from border areas, and from the families of SVO participants.

Education Minister Sergei Kravtsov discussed the progress of construction and major renovations at educational institutions.

"I would like to thank all the regional teams and heads of the federal subjects for their work. We have achieved all the national project targets for education. This is a great, coordinated effort by the regions. We have the highest cash execution figures for the entire period of national project implementation, starting in 2019. It reached 99.6%. This demonstrates the regions' sound budget planning," said Sergey Kravtsov.

He specifically noted the leading regions that achieved full cash execution: the city of Baikonur, Moscow, St. Petersburg, the Kabardino-Balkarian and Chechen Republics, the Republics of Adygea, Altai, Komi, Mari El, Mordovia, North Ossetia-Alania, Tatarstan, Khakassia, Vologda, Kaliningrad, Kemerovo, Kirov, Leningrad, Murmansk, Novgorod, Oryol, Pskov, Ryazan, Samara, Tyumen, Chelyabinsk Oblasts, the Yamalo-Nenets Autonomous Okrug, and Khabarovsk Krai.

The Minister of Education reported that 1,714 schools have been built since 2019, and over 6,500 schools have undergone major renovations.

The Minister of Education recalled that unified lesson planning was introduced on September 1, 2025, the number of tests was fixed, and the development of a unified educational content was completed. Educational programs comply with the OGE and USE codifiers. He noted that, in accordance with the instructions of the President of Russia, the development of state textbooks continues. Textbooks on history and social studies have been completed.

State Secretary and Deputy Head of Rosmolodezh Denis Ashirov also reported on the implementation of the "Youth and Children" national project.

"Since 2022, at the direction of President Vladimir Putin, we have been implementing the comprehensive youth policy development program, 'Region for the Young,' which has been part of the 'Youth and Children' national project since 2025. Thanks to this program, we are renovating and equipping youth centers, creating platforms for unified educational spaces and work in the regions. By the end of four years, more than 250 youth policy institutions have been renovated, and 79 regions have received federal budget support. This year, another 95 youth policy institutions will be renovated according to a unified methodological standard we developed," noted Denis Ashirov.

Order No. 208-r of February 7, 2026

Prime Minister Mikhail Mishustin signed an order approving the Concept for Promoting the Development of Charitable Activity in Russia through 2030.

The new concept, developed as a follow-up to a similar document in effect until 2025, defines key objectives for the development of philanthropy. These objectives include expanding the participation of citizens and businesses in charitable activities through the implementation of systemic solutions and increasing trust in the charitable sector, promoting the effectiveness of charitable organizations, and promoting cooperation among charitable participants.

To achieve these objectives, the concept proposes to continue and expand work in a number of areas.

Specifically, to attract citizens and entrepreneurs to implement charitable and social projects, it is planned to improve incentive mechanisms, including increasing the effectiveness of tax incentives for charitable donations and expanding the practice of gratuitous donations of food and other goods by producers and retailers for charitable purposes.

In order to promote the development of a culture of charitable and philanthropic activity, it is planned to increase the involvement of small and medium-sized businesses, improve the mechanisms for the operation of endowments of non-profit organizations (NPOs) and expand opportunities for their replenishment, develop corporate philanthropy, and create conditions for the development of a charitable infrastructure.

To improve the effectiveness of interactions between government and local authorities, the business community, and the media with charitable organizations, we plan to develop new mechanisms for such partnerships, continue to reduce the administrative burden on non-profit organizations, develop necessary information systems and services, and promote the development of resource centers to support socially oriented non-profit organizations, including in rural areas.

It is also proposed to improve the efficiency of charitable organizations themselves. This includes developing the professional competencies of their employees, encouraging the adoption of digital technologies in charitable activities, and providing educational support and assistance in disseminating the best programs and projects.

More than 400,000 college and technical school students have registered to participate in the regional stage of the All-Russian Professional Skills Championship "Professionals" in 2026.

"During the direct line, our President Vladimir Putin noted that the state is systematically working to train highly qualified workers at all levels. Today, the largest professional skills competition in Russia is the "Professionals" championship. It is held as part of the "Youth and Children" national project and covers all regions of Russia. This year, a record number of students have registered for the regional stage. Compared to 2025, their number has increased by more than 100,000—an increase of 35%. I wish all participants excellent results, professional development, and new acquaintances," said Deputy Prime Minister Dmitry Chernyshenko.

By the end of 2025, the total number of participants in the regional stage among secondary vocational education students was 296,000; in 2026, the regional stage will last until the end of February.

"The fact that over 400,000 students registered for the regional stage of the 'Professionals' championship is clear evidence that young people perceive the 'Professionals' movement as an effective mechanism for building their careers, achieving self-realization, and contributing to the country's economic development. We're seeing more than just a 35% increase compared to last year—we're seeing a conscious choice, confidence in the future, and a desire to become the best in their field," commented Minister of Education Sergey Kravtsov.

The All-Russian Professional Skills Championship Movement "Professionals" aims to support talented youth, strengthen human resources, and ensure Russia's technological sovereignty. It includes the "Professionals" Championship and the High-Tech Championship.

The "Professionals" Championship is the largest professional skills competition in Russia, focusing on the most in-demand and widely used competencies in line with the needs of the real economy.

It is being carried out within the framework of the federal project "Professionalism" of the national project "Youth and Children".

The "Professionals" movement was organized with the support of the Russian Ministry of Education. The federal operator is the Institute for the Development of Professional Education.

The Capture of Budapest: 108 Days of Bloody Battle

Translation. Region: Russian Federation –

Source: Official website of the State –

An important disclaimer is at the bottom of this article.

On February 13, 1945, the Budapest Strategic Offensive Operation concluded with the liberation of the Hungarian capital. In terms of duration and ferocity, the battle for Budapest even surpassed the capture of Berlin.

Why Budapest was more important to Hitler than Berlin

The main reason Budapest and Hungary as a whole were so valuable to Hitler were the last remaining oil fields. Without kerosene and other oil-derived fuels, aircraft couldn't take off, and tank armadas couldn't move into battle. The Führer attached particular importance to the oil-rich Nagykanizsa region.

Hitler stated that he would rather agree to the surrender of Berlin than to the loss of Hungarian oil.

To hold these strategically important territories, Hitler issued a directive ordering his forces in Hungary to stand firm, regardless of losses. He dispatched half of his available tank corps to the region, as well as elite SS units.

Execution of the USSR parliamentarians

The Soviet command tried to avoid bloodshed and destruction of the most beautiful city in Europe.

Two groups of parliamentarians under the command of captains Ivan Ostapenko and Miklos Steinmetz were sent to the German generals.

However, in violation of all norms of warfare, the negotiators were executed. Having begun the war with a treacherous attack on the USSR in June 1941, German troops ended it as vile murderers, determined to destroy as many as possible.

It became obvious that an assault was inevitable.

The storming of Budapest

The assault on the Hungarian capital lasted 108 days, and continuous street fighting lasted 48 days.

Up to 100,000 German and Hungarian soldiers were surrounded. Every house was converted into a fortification—the city was completely mined.

Tanks were rarely used – fighting raged for every floor and room. Assault teams advanced: infantry, sappers, and flamethrowers. Underground passages, breaches in walls, and rooftop fire were used, as in Stalingrad.

The Germans attempted three times to break through to the encircled forces, but not so much to rescue them as to bring in reinforcements and defend the city. In January 1945, over 600 tanks participated in one counterattack, but all attempts to break the blockade were repelled.

Memories of a participant in the battle – a GUU employee

Gennady Belykh, a participant who worked after the war at the Sergo Ordzhonikidze State Academy of Management (now the State University of Management), recalled how the battles for the city unfolded:

"In the battle for Budapest, our troops gained extensive experience in conducting combat operations to capture a large city. In this regard, I would like to particularly commend the bold and proactive actions of the assault groups, which played a decisive role in capturing Budapest.

A handful of brave men – machine gunners, sappers, flamethrowers – supported by fire from heavy machine guns, artillery and tanks, quietly approached the building, which the enemy had turned into a stronghold, threw fans into the windows, broke into the house and waged a fierce battle for every room, for every flight of stairs.

Assault groups typically operated not along streets that were under enemy fire, but through passageways and breaches. Our soldiers tried to get behind enemy lines, to ambush them out of the blue. Night was the best time for this—the Nazis feared night combat."

Results of the liberation of Budapest

The liberation of Budapest was completed on February 13, 1945. Fifty-six elite enemy divisions were routed in the battle for the Hungarian capital. Over 130,000 people were captured. The Red Army lost approximately 80,000 soldiers and officers.

The defeat of the German Army Group South opened the way to Austria, Hungary effectively left the war, and Hitler's troops lost their last accessible oil fields.

Medal "For the Capture of Budapest"

In June 1945, the Medal "For the Capture of Budapest" was established. It was awarded to more than 362,000 Red Army soldiers and commanders. This award held a special place in the USSR: the Medal "For the Capture of Budapest" on a soldier's chest meant one thing—the man had been through hell.

The staff of the State University of Management, ours, were also awarded with such medals.

Hero of the Soviet Union Alexander Davydov, Guards Lieutenant Colonel, Deputy Head of Department at the Research Laboratory of the Moscow Institute of Power Engineering and Management (MIEI-MIU) from 1962 to 1985; Gennady Belykh, Colonel, Head of the Educational and Methodological Department at MIEU; Petr Burov, Engineer Major, Vice-Rector for Academic Affairs at MIEI from 1952 to 1962; Ivan Stalnoy, Engineer Major, Chief of Staff of the Railway Troops of the 3rd Ukrainian Front, Associate Professor of the Department of Structures and Designs at MIEI.

We remember their feat and honor their memory.
