Traffic has been launched at two interchanges on the M-3 "Ukraine" highway in the Moscow region.

The reconstruction project for the M-3 "Ukraine" highway, from km 65 to km 124 from Bekasovo to Maloyaroslavets, continues. Work on this project is divided into two phases, one for the Moscow and one for the Kaluga regions. As of today, traffic has been reopened at two interchanges in the Moscow region, at km 66 and km 77. Deputy Prime Minister Marat Khusnullin announced this.

"The M-3 'Ukraine' Highway connects Russia's capital with the southwestern regions and provides access to Belarus' highways. The road is a key link in the system of international transport corridors and plays a critical role for freight and passenger traffic. Active modernization of the highway is currently underway in the Moscow and Kaluga regions, which will significantly increase its capacity, improve road safety, and reduce transportation costs by reducing travel times. The work is progressing well, and there are tangible results. Today, traffic was launched at the new interchanges. The interchange at km 66 to the village of Bekasovo includes seven exits. During construction, over 9,000 tons of asphalt concrete were laid, 3.4 kilometers of metal barrier fencing were installed, 1,200 square meters of horizontal markings were applied, and five culverts were installed. Sixty-eight outdoor lighting poles were also installed to improve visibility at night.

According to Vyacheslav Petushenko, Chairman of the Board of the state-owned company Avtodor, the first stage of the M-3 "Ukraine" reconstruction project, covering the Moscow region from the 65th to the 86th km, includes the construction of four interchanges.

Deputy Prime Minister Tatyana Golikova chaired the latest meeting of the interagency working group to develop additional mechanisms to respond to the evolving labor market situation. The agenda included the implementation of the roadmaps for the period up to 2030, which were adopted in 10 regions with the highest unemployment rates according to the International Labor Organization methodology. These regions include the Republics of Altai, Dagestan, Ingushetia, Kalmykia, North Ossetia-Alania, Tuva, the Kabardino-Balkarian Republic, the Karachay-Cherkess Republic, the Chechen Republic, and the Zabaikalsky Krai. The agenda also included an analysis of the quantity and quality of jobs created under the roadmaps.

"Roadmaps for 10 regions were approved in the first quarter of 2024 in accordance with the head of state's instructions. Starting in 2025, monitoring the results of the roadmaps' implementation is provided for by the federal project "Labor Market Management" of the national project "Personnel," said Tatyana Golikova.

The key indicators of the roadmaps are the number of new jobs created, the unemployment rate, the employment rate of graduates of higher and secondary vocational education, and the reduction of informal employment. Each region's roadmap includes eight target indicators.

Monitoring of the implementation of roadmaps for the first half of 2025 showed that five regions—namely, the republics of Dagestan, Kalmykia, North Ossetia-Alania, Tyva, and the Kabardino-Balkarian Republic—have achieved planned indicators or are close to annual targets.

In 9 out of 10 regions, the unemployment rate, according to ILO methodology, is lower than the projected annual values.

The number of employed people increased by 78,600 people between June 2024 and June 2025. Over the same period, the number of jobs across all 10 regions increased by 28,700, while the average income per job increased by 14.5%.

To increase the level of official employment, Rabota Rossii (Work Russia) personnel centers provide assistance to those groups of citizens who are at the highest risk of informal employment. One such group is young people. The implementation of the roadmaps has resulted in a significant increase in youth employment. The largest increase in the employment rate of young people aged 15–29 was recorded in the Zabaikalsky Krai—from 39.6% in the second quarter of 2024 to 44.6% in the second quarter of 2025—and in the Republic of Ingushetia—from 39.1% to 42.3%, respectively. The largest decrease in the unemployment rate among young people aged 15 to 29 years was observed in the Kabardino-Balkarian Republic – from 10.2% in the second quarter of 2024 to 5% in the second quarter of 2025, in the Republic of Ingushetia – from 30 to 24.9% and from 11.5 to 6.5%, respectively – in the Republic of Kalmykia.

Special attention is also being paid to employment for individuals with disabilities. Around 3,000 individuals with disabilities applied for jobs at employment centers in regions implementing the roadmaps, of which 1,021 were employed.

The highest proportion of employed people with disabilities out of all applicants is recorded in the Chechen Republic (72.3%) and the Republic of Tyva (63.1%). Last year, this figure in these regions was 64.9% and 59.4%, respectively.

In all regions implementing the roadmaps, the number of people employed under employment contracts, civil contracts, and self-employed individuals with a total income of at least the minimum wage increased in the year from June 2024 to June 2025.

The largest number of people employed under labor contracts and civil law contracts are in the Trans-Baikal Territory – 88.5%, and the Altai Republic – 81.6%.

In terms of types of economic activity, there has been an increase in the number of jobs in the fields of healthcare, education, construction, and food supply.

New jobs have been created due to the implementation of breakthrough investment projects in the regions.

As part of the active employment support measures under the roadmaps, all 10 regions are conducting career guidance events for young people, as well as vocational training and continuing education programs for professions in demand on the labor market. State support is being provided to stimulate the hiring of certain categories of citizens.

In 2025, the All-Russian Job Fair "Work Russia. Time of Opportunity" was held, with strong attendance in regions implementing the roadmaps. The highest attendance was recorded in the Republic of Dagestan (31,800 people), the Republic of Tyva (16,100 people), and the Zabaykalsky Krai (12,900 people). As a result of the All-Russian Job Fair, 3,865 people found jobs in the Republic of Tyva, 2,238 in the Republic of Dagestan, and 1,285 in the Zabaykalsky Krai.

Following the meeting, federal executive bodies, together with the regions, were instructed to complete the updating of their roadmaps in accordance with the evolving situation in local labor markets and to take comprehensive measures to achieve target indicators within the established timeframe.
