The Republic of Buryatia pavilion at the "Street of the Far East" exhibition

At a meeting of the Far Eastern Federal District Council held in Yakutsk under the chairmanship of Deputy Prime Minister and Presidential Plenipotentiary Envoy to the Far Eastern Federal District Yuri Trutnev, the Far Eastern regions that presented their best exhibits at the "Far East Street" exhibition in September of this year, part of the 10th anniversary Eastern Economic Forum. The EEF was organized by the Roscongress Foundation.

"This year, more than 8,000 people from 75 countries participated in the tenth anniversary Eastern Economic Forum. This is a record number. The leadership of domestic and international companies is interested in the development of the Russian Far East. This interest is driven by our joint work to fulfill the instructions of the President of the Russian Federation. The "Far East Street" exhibition has become a traditional part of the EEF. The level of preparation for all exhibits has improved significantly this year. The Republic of Buryatia's exhibit was recognized as the best pavilion. I would like to thank the head of the region, Alexey Sambuevich Tsydenov. A great deal of work has been accomplished. He said he has exhausted the ability to consistently outperform other regions and is asking for the bar to be raised. We'll consult with him and perhaps we will. The "Far East Street" exhibition has become an independent and important element of the forum. We've learned to communicate in an engaging way the things our regions are proud of—the construction of enterprises, cultural features, and tourist appeal. I thank all the regional heads for this work," said Yuri Trutnev.

Five more regions received awards. Kamchatka, Khabarovsk Krai, and Primorye pavilions won the "High Technologies" category. Yakutia and Chukotka were named the best Far Eastern regions in the "Best Cultural Program" category. The day before, Yuri Trutnev awarded the "Voin" Center for the Development of Military-Sports Training and Patriotic Education of Youth, which won the "Best Industry Pavilion" category.

The "Far East Street" exhibition opened as part of the tenth anniversary Eastern Economic Forum from September 3 to 9 this year. The exhibition was organized by the Roscongress Foundation with the support of the Office of the Presidential Plenipotentiary Envoy to the Far Eastern Federal District.

The exhibition featured exhibits dedicated to the key achievements, investment potential, and cultural characteristics of 11 regions of the Far East. In particular, visitors learned about the development of border agglomerations, tourist destinations, master plans for Far Eastern cities, the work of industrial enterprises, and much more.

The opening of "Far East Street" included a ceremonial procession with a large 150-meter St. George ribbon along the FEFU embankment to the exhibition's main stage. During the ceremony, the honor guard of the S.O. Makarov Pacific Higher Naval School carried the Russian Federation flag and the Victory Banner onto the stage, accompanied by the Nevelskoy Moscow State University Variety Orchestra.

One of the main themes this year was the 80th anniversary of Victory in the Great Patriotic War. Each region integrated elements related to the Victory anniversary into its program.

Also open to visitors were the exhibition's exhibits by the Russian Ministry of Sport, a joint pavilion by the Ministry for the Development of the Far East and Arctic and the Far East and Arctic Development Corporation "Developing the Far," and two large stands by the Voin Center. Primorsky Krai also hosted a separate Fish Market.

Additionally, the exhibition grounds featured a "Falcon House," where forum guests and participants could learn more about falcons: their habitats, behavioral characteristics, threats to their populations, and government conservation measures. A separate exhibit, "Arab Village," was also held at the exhibition, timed to coincide with the third international forum, "Falcon Day."

The 10th Eastern Economic Forum was held from September 3–6 on the campus of the Far Eastern Federal University in Vladivostok.

Alexander Novak during a visit to the exhibition of achievements of the Russian creative industry in St. Petersburg. With St. Petersburg Governor Alexander Beglov

Deputy Prime Minister Alexander Novak participated in the joint plenary session "Russia's Creative Economy: Horizon 2050," a side event, and a cultural program, including a visit to an exhibition showcasing Russia's creative industries.

The joint plenary session was moderated by journalist Rick Sanchez and Vera Podguzova, Senior Vice President and Director of External Relations at PSB Bank.

"The creative industry is currently booming globally. Russia has joined this race, and we are very actively developing the creative sector in our country. The share of creative industries in our economy is slightly higher than the global average: 4.1% at the end of last year. Each area of the creative industry has enormous export potential. This not only fosters competition but also provides an opportunity to develop international partnerships, trade and economic cooperation, and strengthen trust between countries. Through the penetration and exchange of cultures, we convey our cultural code and our identity to the world," emphasized Alexander Novak.

The International Conference on the Creative Economy, taking place in St. Petersburg, will focus on the impact of creative industries on the economy, society, and new value chains for international cooperation. The event is expected to attract 1,500 participants and 120 experts from more than 30 countries. The platform will bring together creative industry representatives from BRICS, the CIS, the SCO, and MENA countries, who will seek common solutions and establish new partnerships.

"Competition in global markets between dominant countries and those losing their leadership in the global economy is occurring across all sectors. Today, competition, and in many ways the profitability of various products, is driven by meanings and experiences. Creativity is becoming a key factor in global competitiveness. The creative economy is a crucial element of public sovereignty. After all, the meanings, the cultural characteristics that are being developed now, the narratives conveyed through products and services, largely shape public consciousness. Therefore, the development of the creative economy is a factor in global competitiveness, public sovereignty, public identity, and the formation of a country's national consciousness," noted Maxim Oreshkin, Deputy Chief of Staff of the Presidential Executive Office of Russia.

The key theme of the session was the need to move beyond the simple export of creative products to deep cooperation. Svetlana Chupsheva, CEO of the Agency for Strategic Initiatives, emphasized that Russia sees itself not simply as a content provider, but as an integrator and partner in creating shared value. She announced the launch of a large-scale project: "The Russian International Creative Seasons will become an annual strategic platform for exchanging best practices, discussing trends, and developing joint projects. Creative industries are not logos or brands; they are a way of life. Today, Russia invites its partners to co-design the future—together, to decide how to preserve our cultures and traditions in the age of artificial intelligence, so that technology can work for the benefit of humanity."

The Roscongress Foundation will be a partner in the new project. "Creative industries are the driving force behind development and a true 'golden reserve' for our country. Today, the rich cultural heritage of Russia's peoples is blending with cutting-edge technology and artificial intelligence, opening new horizons for the growth of the creative sector. The Roscongress Foundation serves as a factory of meanings and ideas—its platforms shape key trends in the development of the creative economy. For several years now, we have been implementing the 'Soul of Russia' project, which brings together the best cultural achievements and innovative initiatives from our regions. The Russian International Creative Seasons have become a powerful platform for promoting these ideas, and next year we will continue to strengthen collaboration between creative business leaders at the Roscongress Foundation's major international venues—the St. Petersburg International Economic Forum and the Eastern Economic Forum," said Elena Marinina, Deputy Director of the Roscongress Foundation and Chair of the Board of the Innosocium Foundation.

The conference will feature approximately fifty discussions in various formats. Key topics include a global, unified, and transparent measurement system for creative economy research, intellectual property protection in the creative economy, the development of an education system tailored to the specifics of this sector, the role of creative cities in national economic development, strategies for the global promotion of creative industries, Russia's cooperation within BRICS, the SCO, and the CIS, and Russian-Chinese cooperation.

A new training laboratory for process control and monitoring using ABAK industrial controllers has opened at the Polytechnic University. The Kazan Scientific and Engineering Center "INKOMSYSTEM" (developer, manufacturer, and distributor of ABAK-branded equipment) donated six training stands worth 2.5 million rubles to the Higher School of Cyber-Physical Systems Management at the Institute of Computer Science and Cybersecurity at SPbPU.

In a lecture for students, Alexander Tyaplashkin, Director of the Software and Hardware Systems Department, discussed the Center's history, products, and services, as well as its consistent approach to import substitution in the field of automated process control systems (APCS) for its customers—manufacturing companies operating in the oil and gas, chemical, metallurgy, and other industries.

ABAK industrial controllers successfully integrate with Russian top-level systems, including the Alpha-Platform SCADA system from Tomsk-based Atomic Soft, the MasterSCADA 4D system from Moscow-based INSAT, and others. The INKOMSYSTEM Research Center also works in the promising and in-demand field of APCS—open industrial automation platforms.

In September, three VShUKS instructors went on a week-long business trip to Kazan, where they studied the operating principles of industrial controllers and ABAK measuring and computing systems.

Professor Vyacheslav Shkodyrev, Director of the Scientific and Technological Complex "Mathematical Modeling of Intelligent Control Systems," said that immediate plans include integrating materials on the new equipment into the educational process. The laboratory will also offer classes not only for students but also for those enrolled in continuing professional education programs—employees of industrial enterprises.

Vladimir Chernyavsky, Commercial Director of the INKOMSYSTEM Research Center, noted: "The establishment of a laboratory with our control systems equipment at the Polytechnic University will strengthen INKOMSYSTEM's position in Northwest Russia and, we are confident, will improve the training level of our customers in this region, as they will have the opportunity to take continuing education courses on the technical and software tools available in the laboratory."

Dmitry Arsenyev, Director of the Higher School of Computer Science and Engineering and Corresponding Member of the Russian Academy of Sciences, added: "We are grateful to the leadership of the INKOMSYSTEM Research Center for their decision to transfer modern domestic equipment to the Polytechnic University and look forward to developing mutually beneficial cooperation not only in education but also in the areas of industrial intelligence and hardware and software solutions in industrial AI, where we have significant groundwork."

The INKOMSISTEM Scientific and Engineering Center (Kazan) was established in 1991 on the basis of the NPO Neftepromavtomatika, which had been the leading organization of the USSR Ministry of Instrument Making in the field of automation of the oil and gas industry since 1959. Having maintained its scientific potential and close ties with leading design institutes, the company is one of the largest systems integrators in the Russian Federation and a strategic partner for oil, gas, and petrochemical companies.

Today, the company operates in five related areas: automated control systems, measurement systems and block equipment, analytical systems, ABAK software and computing systems, metrology, and service.

Turnover in 2024: RUB 9.6 billion, over 900 employees.

Dmitry Pishchulin, a second-year master's student at the RUDN University Institute of Ecology, has returned from a large-scale scientific expedition, the "Pacific Floating University." The voyage took place this summer in the waters of the Kamchatka Peninsula, lasting 34 days.

Dmitry is combining his master's degree with working as a lab assistant at the Scientific Center for Research and Integrated Design of Urban and Agricultural Development at RUDN University. To join the project, he underwent a rigorous competitive selection process, which included attending the Floating University's Winter School, submitting an application, and successfully passing an interview.

The expedition participants conducted an in-depth study of the structure and dynamics of the Far East's marine ecosystems to preserve their biodiversity and ensure the sustainable use of biological resources. A key component of the voyage was the implementation of the Pacific Floating University educational program, which aims to train a new generation of marine scientists and engage them in cutting-edge research.

"As part of the marine biology team, I worked on the research project 'The Composition and Spatial Structure of Macrozoobenthos Communities in Kamchatka's Coastal Marine Areas.' My responsibilities included collecting sediment using a bottom sampler, washing it, collecting benthic organisms (plants, animals, and protists living on the seafloor), and preserving them for subsequent laboratory research," says Dmitry Pishchulin.

In addition, the RUDN student actively participated in general vessel operations: he maintained the operation of the Rosetta system with a system of bathometers and a CTD probe for determining the physical and chemical parameters of the water, and collected phytoplankton and water samples for optical analysis. Dmitry also operated a box corer to collect bottom sediment samples, a plankton net to collect zooplankton organisms, and participated in boat operations with a manual bottom grab.

The expedition's practical results have already been reflected in the master's student's research. Following the expedition, Dmitry prepared the abstract for a paper, "Composition and Spatial Structure of Macrozoobenthos Communities in Vilyuchinskaya Bay," which he will present at the Maresedu 2025 international conference.

"Participating in the expedition was an unforgettable experience, a sea of impressions, and a wealth of practical skills. Meeting leading scientists and colleagues from other research centers strengthened my desire to continue developing in my chosen scientific field," says Dmitry Pishchulin.

An important disclaimer is at the bottom of this article.

As part of the Priority 2030 program, the SPbPU Center for Competency Assessment and Development team held a series of events at Novosibirsk State Technical University (NSTU) and Novosibirsk State University of Economics and Management (NSUEM). The Polytechnic University's visit was part of a project to engage students from partner universities in professional and personal development.

"Realizing the potential of each student, developing their talents, and engaging them in the process of conscious self-improvement is an important task set for universities by the President of the Russian Federation," noted Lyudmila Pankova, Vice-Rector for Academic Affairs at SPbPU. "That's why its implementation is given special attention within the framework of the Polytechnic University's Educational Policy."

The Polytechnic University Competence Center Days at NSTU were part of events celebrating the 35th anniversary of the university's Faculty of Humanities. At the plenary session of the anniversary conference, "Socio-Humanities in an Engineering University: Challenges and Prospects," Elena Zima, Director of the SPbPU Competence Center, discussed the development prospects of the "Competence Centers" and "Centers of New Opportunities" projects.

As part of the student track, the Polytechnic University Central Committee ambassadors held an information session where NSTU students learned more about the presidential platform "Russia – Land of Opportunity" and the "Competence Centers" project. They also participated in an engaging quiz and tried their hand at the pantomime "Show Your Universal Competence." The student track culminated in the Soft Skills Tournament, where student teams honed their soft skills by playing board games and developing and pitching business ideas in a startup battle. Tournament participants received certificates and Polytechnic University merchandise, while the winners received diplomas and valuable prizes.

"It's incredibly important when students themselves talk about professional development projects like 'Competence Centers,'" Elena Zima emphasized. "I believe our ambassadors succeeded in inspiring the event participants with the idea of self-development, the starting point of which was completing the diagnostics on the presidential platform 'Russia – Land of Opportunity.'"

All NSTU students who participated in the Polytechnic University Competence Center Days were ceremoniously presented with their first universal competency certificates.

Then, NSUEM took up the baton. A large-scale interuniversity tournament was held there: 12 teams from six Novosibirsk universities competed for the title of best in the skills of the future. In the final, students pitched their startups to a jury consisting of representatives of Sovcombank and the heads of competence centers from participating Novosibirsk universities. All students received commemorative prizes, and the winners received board games, diplomas from Polytechnic University, and Sovcombank merchandise.

The Polytechnic University and NSUEM Competence Center Day program also included a student session, "Territory of Opportunities," where ambassadors and employers discussed how joint projects can transform the student environment and help them confidently build a career.

The day concluded with an expert session, "Best University Practices for Developing Universal Competencies in Students." The heads of SPbPU Competency Centers and Novosibirsk universities, representatives of the Novosibirsk Region Ministry of Education and the Novosibirsk Employment Center, and Artur Kuchaev, head of the Competency Centers project for the presidential platform "Russia – Land of Opportunity," discussed best practices for developing universal competencies and the prospects for implementing the "Centers of New Opportunities" project.

According to Artur Kuchaev, the creation of opportunity centers is a logical continuation and strategic development of the project, taking it to a new stage: "These centers are intended to become a hub for projects and initiatives within the presidential platform among students, providing students with comprehensive support, expert consultations, and assistance in unlocking their potential through access to a wide range of opportunities."

The events demonstrated that soft skills are bringing together universities, students, and employers, and that the geography of competence centers is expanding, turning each trip into a platform for new ideas and partnerships.
