On October 30, 2025, the State University of Management will host the 2nd International Scientific and Practical Conference dedicated to the profound transformations in the political, administrative, and socioeconomic life of Russia from the late 1980s to the present day – from the collapse of the USSR to the integration of new regions after 2022.

The program includes presentations by leading scientists and students of the State University of Management in key areas:

Historical experience of transformations and institutional changes, the integration of the DPR, LPR, and Zaporizhzhia and Kherson regions into the Russian legal and economic space, the development of human capital and patriotic education of youth, the digital transformation of the social sphere, the role of public holidays in strengthening civic identity, the influence of artificial intelligence on management decisions, the transformation of territorial brands, etc.

Particular attention will be given to the youth section, where students will present current research in the fields of public administration, education, and public policy.

The event will be held in the Academic Council Hall in person and online from 11:00 AM to 2:00 PM. Registration opens at 10:00 AM.

The grand opening of the international educational project "Public Procurement: An International Project" took place at the Nevskaya Ratusha. The event was attended by university students, representatives of exporting companies and government agencies of the Republic of Belarus, and students from St. Petersburg universities. This is the second year the project has been implemented. Peter the Great St. Petersburg Polytechnic University has been actively involved since its inception.

This year, over 650 students expressed interest in participating in the project, 258 of whom were from Polytechnic University. The university's organizers are the Graduate School of Public Administration of the Institute of Industrial Management, Economics, and Trade and the Directorate of Continuing Education and Industry Partnerships.

The opening ceremony was attended by:

Supporting partnership programs at the university is key to developing additional opportunities for our students and staff. Joint projects with government and commercial organizations allow us not only to expand the range of educational programs but also to create a solid foundation for practical training and the future careers of our graduates," noted Dmitry Tikhonov, Vice-Rector for Continuing and Pre-University Education at SPbPU.

The project was implemented with the support of the State Procurement Committee and the Committee for Civil Service and Personnel Policy of the St. Petersburg Governor's Administration. The leading instructors are practicing government professionals, as well as experts from the federal electronic trading platform RTS-Tender, a leading operator in the field of electronic trading.

Project participants will study the specifics of the public procurement systems of the Russian Federation and the Republic of Belarus, as well as regulatory aspects at various levels. The training will be conducted in both in-person and distance learning formats (120 hours).

Upon completion of the program, participants will receive certificates from the Republic of Belarus and certificates of advanced training. St. Petersburg students will be eligible to be included in the St. Petersburg Youth Personnel Reserve and will also participate in exchange programs with Belarusian universities: the top 10 students will travel to Minsk, and the top 10 Belarusian students will travel to St. Petersburg.

Participation in this international project is a shining example of effective collaboration between the university, government agencies, and the professional community. We are pleased that for the second year in a row, the Graduate School of Public Administration has been actively involved in this important educational process, which provides our students with real-world knowledge, practical skills, and career development prospects. From October 15-17, the 2nd All-Russian Conference "Project Offices: Successful Strategies and Tactics" was held in Moscow, with students from the State University of Management taking part.

The All-Russian Conference "Project Offices: Successful Strategies and Tactics" is a key meeting for project office managers and their teams to discuss the transformation of their role and share experiences in applying the project-based approach in various business sectors.

This year's conference consisted of four tracks: Project Offices and Portfolio Management. Practices and Competencies; Change Management: Change Leadership Skills; Artificial Intelligence, Robotics, and Digital Transformation; and Product Transformation of the Project Office.

The conference was attended by over 500 people, and more than 80 speakers delivered speeches, including heads of project offices and project management departments from JSC GT Energo, JSC Zeta Insurance, JSC KAMA, JSC GNIVC, Gazprom TsPS LLC, JSC NPK Tekhmash, JSC TVEL (Rosatom State Corporation), PJSC MMC Norilsk Nickel, PJSC VimpelCom, OJSC TMK, JSC Rosgeologiya, and many others.

The second day was devoted to the product transformation of the project office, the specifics of product project management, and product management tools. The discussion focused on how artificial intelligence technologies are already evolving and transforming project management: from risk forecasting and routine automation to intelligent data analysis for strategic decision-making. The information gained opens new horizons for practical application in the professional work of project managers.

Fourth-year undergraduate students from the Project Management Department, Sofya Gudkova and Angelina Ryzhova, participated in the conference and discussed the significance of this event for their academic work:

The second Russian-Chinese Summer School on Construction was held in Guangzhou, China, with the support of the National Association of Builders of Russia and the Chinese Society of Civil Engineers. Leading Russian architectural and civil engineering universities participated. Peter the Great St. Petersburg Polytechnic University was represented by Marina Petrochenko, Director of the Institute of Civil Engineering, and Yuri Lazarev, Director of the Graduate School of Industrial, Civil, and Road Construction at the Institute of Civil Engineering.

The summer school is being held to strengthen Russian-Chinese cooperation in road transport, bridge, and underground construction, as well as joint activities to train personnel and develop innovative solutions in the construction industry.

On the first day of the event, representatives of the Civil Engineering Institute presented a joint report on "Problems of Ensuring the Safety and Seismic Resistance of Transport Structures." ICI Director Marina Petrochenko highlighted key aspects of transport infrastructure safety, including its impact on the socioeconomic stability of regions and the livelihoods of the population. Particular attention was paid to modern approaches to the design of transport structures in seismically active zones and the use of artificial intelligence systems for monitoring the technical condition of engineering structures. The authors also examined methods for ensuring the durability and reliability of transport facilities operating in aggressive environments.

On the second day, the participants visited the Faculty of Civil Engineering at Zhongshan University, which trains specialists in civil, hydraulic, transport, and ocean engineering. At a meeting with colleagues, Marina Petrochenko presented the development prospects of the SPbPU Institute of Civil Engineering and opportunities for collaboration between Chinese universities and the Polytechnic University through joint educational, research, and project activities.

The Russian delegation was treated to a visit to China's first national museum of tunnels and underground structures, boasting a 5,000-square-meter exhibition space and a 6,000-square-meter theme park. The guests also visited the construction site of the Mingzhu Bay Trans-River Tunnel.

For several days, St. Petersburg became the capital of student brigades in the Northwest. The 12th District Rally took place there, bringing together over 800 of the most active and talented student brigades. The Polytechnic University, as a hospitable host and one of the strongest participants, was at the center of the action and demonstrated outstanding results in all program areas: from professional competitions to sports battles and creative festivals.

Thanks to the organization of the rally in the cultural capital, the St. Petersburg Polytechnic University hosted large-scale events—a student team headquarters competition and a multifaceted Spartakiad. The Polytechnic University not only provided its modern auditoriums and sports facilities but also became the central venue for determining the strongest management teams and the most athletic athletes in the Northwest.

The rally began with victories by the Polytechnic students at the highest level. In the team competition, Ekaterina Ryabizo (SPO "SOzvezdie") took first place among the methodologists, and Nikita Likhalitov (SSO "Iskra") became the best master, also winning gold.

But the highlight was the professional skills competitions, where the Polytechnicians traditionally excelled. The conductor teams, led by Diana Arslanova (SSO "Provorny"), took first place. In the service teams, Ekaterina Babkina (SSServO "Altair") was named best housekeeper. The team led by Stanislav Shapov (SSO "Iskra") won the production team.

The "St. Petersburg Builders" team, which included Polytechnic University fighters Evgeny Ratnikov and Dmitry Korobeynikov (Orion Special Operations Team), and Pavel Maklashevsky, Sergey Shchedrin, and Petr Telov (Iskra Special Operations Team), received special praise. The team took first place in reinforcement, second place in occupational safety and the overall team standings, and third place in the "Site Master" category.

At the Spartakiad, the St. Petersburg team, made up primarily of Polytechnic University athletes, was undefeated, taking first place overall. Our guys also excelled in individual events: the team led by Mikhail Fedorov (SSO Molot) won eSports, while the basketball team of Stepan Vakulin (SSO Iskra), Yadulla Ragimov (SSO Borsch), Egor Zimin (SShO Astra), and Daniil Kalgin (SSO Iskra) also took the top spot. The volleyball team, featuring Alexander Minin (SSO Molot), Nikita Zelenov (SShO Astra), and Dmitry Ivanov (SSO Provorny), secured a commanding victory. Stanislav Petrov (SSO Iskra) took second place in table tennis.

The 12th district rally in St. Petersburg once again proved that the members of the Polytechnic University's student brigades are not only future, highly qualified specialists, but also a united, creative, and athletic team capable of achieving excellence in any endeavor.

A significant meeting for participants in the "Business and Entrepreneurship Course" module, offered by the State University of Management, was held at the All-Russian Children's Center "Ocean" as part of the "Professional Trials" educational program. Primorsky Krai Minister of Economic Development Andrey Blokhin was a guest.

Afterward, each young entrepreneur had the opportunity to have their questions answered in a lively and open dialogue.

"I really enjoyed the meeting—we had a truly interesting guest. The minister spoke about business support measures in Primorsky Krai. This was very useful for me, as I plan to move to Vladivostok to live and study, and eventually start my own business. And I was interested to hear and learn about the region's future plans for entrepreneurship," shared Valeria Babicheva (Kemerovo Region).

For schoolchildren, this meeting was a unique opportunity to gain first-hand information from someone directly involved in shaping the economic policy of one of Russia's most dynamic regions.

"The 'Business and Entrepreneurship Course' module of the 'Career Trials' program, supported by the Russian Ministry of Education, is designed to help teenagers take their first conscious steps into the world of economics and entrepreneurship. The meeting with the Minister served as a powerful stimulus and source of inspiration for them to further develop their own business ideas," noted Ekaterina Snigir, a methodologist in the educational program development department at the All-Russian Children's Center "Ocean."

As a reminder, the "Business and Entrepreneurship Course" program is being implemented by the State University of Management at the initiative of the Russian Ministry of Economic Development, with the support of the "Our Future" regional social programs fund and Sberbank of Russia. Peter the Great St. Petersburg Polytechnic University welcomed a representative delegation from China. A group of leaders from Central China Normal University (CCNU), led by Professor Xia Lixin, Chairman of the University Council and Secretary of the Party Committee, paid an official visit to the university. This visit was a significant event aimed at translating the existing partnership, enshrined in a 2023 agreement, into practical joint projects.

The meeting began with a welcome from Dmitry Arsenyev, SPbPU Vice-Rector for International Affairs, who emphasized the exceptional importance of Chinese cooperation for the Polytechnic University.

The People's Republic of China is our number one strategic partner. We have the largest number of partner universities and students from China, with over 2,200 currently enrolled. We are very interested in expanding our contacts with your university, as you have, among other things, a strong pedagogical and humanities program, which we also have, but which is much more developed at your university," noted Dmitry Arsenyev.

The key topic of the talks was the discussion of specific cooperation mechanisms. During the discussion, the parties agreed that the modern approach to AI is not about creating an "artificial brain," but rather about developing "intelligent assistants" that can accelerate the acquisition and transfer of knowledge. Professor Xia Lixin added that it is critically important to guide the development and application of artificial intelligence in a "good, correct direction."

The topic of digitalization of education generated particular enthusiasm among both sides. SPbPU presented its flagship platform, "Open Polytechnic," Russia's largest open education portal. Their Chinese colleagues, in turn, shared 20 years of experience in this area and their own proprietary system, "XiaoYa." Both universities expressed their intention to exchange courses and create joint educational content.

Traditional forms of academic interaction were also addressed. The parties discussed the possibility of organizing joint educational programs, as well as the participation of Chinese students in international summer and winter polytechnic schools. The SPbPU Vice-Rector noted that the university has a unique asset for Russia—an official representative office in Shanghai, opened in 2016, which could become an important hub for supporting joint initiatives.

Professor Xia Lixin, representing his university, detailed the large-scale transformation TUCC is undergoing. As a Double First Class university (a program designed to create world-class universities and academic disciplines), the university is constructing a new campus covering approximately 247 hectares, which will focus on developing applied and interdisciplinary fields.

The Chinese government has allocated significant resources for this new campus. This isn't just about expanding space, but about promoting new multi-professional areas. Our key development areas are teacher education, artificial intelligence, ecology, internationalization, and future technologies," he noted.

Following the meeting, it was decided to select one or more "pilot" areas, such as digital platforms or environmental engineering, and create working groups to quickly launch real programs and projects.

After completing the official part of the event, the delegation embarked on a campus tour, visiting the Higher School of Cyber-Physical Systems Management and the SPbPU Open Education Center to appreciate the infrastructure and innovative developments of one of Russia's leading technical universities. This visit undoubtedly gave new impetus to the strategic partnership between the two universities, opening up new horizons of opportunity for students and researchers from Russia and China.

On October 20, 1880, the Moscow Circus named after Yuri Nikulin gave its first performance on Tsvetnoy Boulevard—that very positive place where even a serious leader can allow himself to be a carefree child.

Albert Salamonsky founded the capital's circus and immediately made it famous: for the first time, they began inviting not only the most famous circus performers but also singers and folk musicians, and they also staged complex mass acts, with up to 35 horses performing in the arena. Incidentally, it was Salamonsky who came up with the idea of creating performances and New Year's parties for the youngest audiences—before him, circus shows were considered "inappropriate for children."

At first, spectators had access to only a few rows of seats and a standing gallery, but eventually the building was expanded. In 1919, the circus became state-owned, and performances continued even during the war.

The Imaginarium of Director Nikulin

In 1946, the nation's favorite circus performer, Yuri Nikulin, began his rise to fame here at the Clowning Studio. After 36 years with the circus, this legendary Soviet artist took over and oversaw a major renovation—the renovated hall opened on September 29, 1989.

They say that during the renovation, the director closely monitored the new building to ensure that there were comfortable restrooms, as children attend the performances and they should be comfortable everywhere.

But Nikulin wasn't only concerned with hygiene. Thanks to his efforts, the complex now boasts a unique air conditioning system, a rehearsal arena with a 20-meter dome, a hotel for performers, a Circus Arts Museum, a school-studio, and an on-site veterinary clinic.

Through thorns to the stars

The Russian circus of the 20th century conquered the world, with Western newspapers writing: "The Bolshoi Theatre won our hearts, and the Moscow Circus took them with it." At the turn of the century, one of the world's finest arenas encountered temporary financial difficulties, so some of its performers left to work for other companies, including the renowned Cirque du Soleil.

These days, the Circus on Tsvetnoy is doing remarkably well again—ticket sales are up to 98.5%, and each show impresses with its scale and the high skill of the performers.
