UMC Publishing House presents a new textbook, "Labor Migration: Theoretical and Practical Issues," created by a team of leading experts in state migration policy, including staff from the State University of Management.

Deputy Prime Minister Dmitry Chernyshenko held a working meeting with Sakhalin Oblast Governor Valery Limarenko. The two discussed the development of science, education, youth policy, sports, and tourism in the region.

"The Sakhalin Region is paying close attention to developing its scientific and educational sectors. It is one of the flagship regions where a world-class campus is already being built. It is intended to become a magnet for students both within the region and from other parts of the country. The campus will allow students to receive a modern and in-demand education in an innovative environment," the Deputy Prime Minister noted.

He added that this year, a mining cluster was created as part of the "Professionalism" federal project of the "Youth and Children" national project. Sakhalin State University is participating in the Far East track of the "Priority 2030" program and houses a leading engineering school. The region is demonstrating steady growth in domestic spending on research and development, as well as an increase in the number of researchers.

Dmitry Chernyshenko recommended that the Sakhalin Oblast government, in conjunction with the region's colleges, review applications for participation in the next Professionalism competition. He also added that the Sakhalin Oblast is a member of the interregional REC "North: Territory of Sustainable Development." Four youth laboratories have been opened at the region's scientific and educational institutions in the fields of chemistry, physics, AI, and the development of the Far East. A research project supported by the Russian Science Foundation was launched in the Sakhalin Oblast in 2025.

The governor announced that an international exhibition of young inventors will be held on Sakhalin in August 2026. Over the years, this large-scale event has been hosted by Japan, India, and China. This will be the first time it will be held in Russia.

"The Sakhalin Region's immediate future is tied to cutting-edge solutions in oil and gas production and processing, energy, transportation, information technology, and ocean economics. This requires people capable of generating breakthrough innovations—inventors, simply put. I believe such specialists must be nurtured from school. Our region has created a system for identifying and further training young talent. "Growth Points" operate in every school, and "Quantoriums" have been opened. Children study robotics and unmanned systems. We also emphasize engineering education at SakhalinTech University, adapting our curricula to meet the needs of regional businesses. The international competition for young inventors will inspire our students to create new inventions and set benchmarks in the competition with teams from Russia and abroad," noted Valery Limarenko.

Dmitry Chernyshenko and Valery Limarenko also discussed the development of sports and tourism in the Sakhalin Region.

Funds are being allocated for the creation of sports infrastructure in the Sakhalin Region as part of the state program "Development of Physical Culture and Sports."

By the end of 2024, the region's citizen satisfaction rate with conditions for physical education and sports was over 63%. The share of citizens regularly participating in physical education and sports exceeded 67%. These figures are higher than the national average.

"Sakhalin Oblast is the only region in the country located on islands. It's a region with incredibly beautiful nature, which certainly has something to offer travelers from Russia and abroad. Today, special attention is being paid to the development of tourism infrastructure in the region. Investment projects for the construction of a ski resort and hotels are being implemented under the preferential lending program of the "Tourism and Hospitality" national project. It's important to continue actively working to enhance tourism attractiveness, as the achievement of the President's goals—to ensure that tourism accounts for 5% of the country's GDP and 140 million tourist trips by 2030—depends on the development of each region," the Deputy Prime Minister stated.

The meeting also discussed the region's achievements in youth policy. Sakhalin Oblast won the "Region for the Young" competition in 2023 and 2025. This contributes to the development of infrastructure for young people. One of the current priorities is promoting the development of professional skills among young people. For over 10 years, since 2013, the Sakhalin Oblast has hosted the "OstroVa" forum. Since 2020, it has been recognized as a national event and annually brings together over 500 people from all regions.
