Dmitry Patrushev held a working meeting with Oryol Region Governor Andrei Klychkov.

Deputy Prime Minister Dmitry Patrushev held a working meeting with Oryol Region Governor Andrei Klychkov. The key topic of discussion was the implementation of municipal solid waste management projects.

As noted, the Oryol Region achieved its municipal solid waste processing target ahead of schedule last year. Actual waste generation amounted to 208,600 tons, with the entire volume collected by the regional operator being delivered to processing facilities. Furthermore, the region's established landfill target was met.

Dmitry Patrushev emphasized the importance of continuing to improve solid municipal waste management in the region, as this directly impacts both the quality of life for citizens and environmental protection.

The meeting also discussed the development of infrastructure at Orlovskoye Polesie National Park. The park currently boasts the largest population of European bison in Russia—823 individuals—and plans to increase the population to 1,000 by 2028. Today, Orlovskoye Polesie is one of the region's most popular tourist destinations. The region is working to obtain the status of a special economic zone for tourism and recreation, which will facilitate the development of the tourism industry, create new jobs, and support and protect natural resources.

Dmitry Patrushev and Andrey Klychkov also discussed the results of the national project "Ecology," which, in addition to creating a comprehensive solid municipal waste management system, focused on preserving unique water bodies and reforestation in the region. 247 million rubles were allocated from the federal budget for these purposes. Work in these areas continues as part of the national project "Environmental Well-Being."

During his working visit to Primorsky Krai, Deputy Prime Minister and Presidential Plenipotentiary Envoy to the Far Eastern Federal District Yury Trutnev held a meeting on the status of national projects and projects under the presidential Far Eastern unified subsidy. He met with residents of the Russkiy Innovation Science and Technology Center, who presented their projects in the biomedical and pharmaceutical fields, and discussed patriotic education with students of the Far Eastern Federal University.

"Russian President Vladimir Vladimirovich Putin has set us the goal of achieving a steady improvement in the quality of life in the regions of the Far East to a level above the Russian average. This work must be carried out regardless of the situation in the country. Schools and hospitals must be built, new kindergartens and stadiums must open, and roads must be renovated. Every project being built in the Far East addresses specific challenges in improving people's quality of life and developing the social sphere. I ask the Governor of Primorsky Krai and federal ministries to pay attention to the current status of work in this area," Yuri Trutnev opened the meeting.

In 2025, work under national projects is underway at 107 facilities in the Far Eastern Federal District. In Primorsky Krai, 12 facilities are to be built and commissioned, and 89 facilities are to be renovated.

The pace and quality of work on the projects under construction were discussed. Attention was drawn to the development of design and estimate documentation, and it was noted that the timely commissioning of the projects is a key priority for joint work at both the regional and federal levels.

Using funds from the presidential Far Eastern unified subsidy, provided from the federal budget through the Ministry for the Development of the Russian Far East, 11 social infrastructure projects are scheduled to be completed in Primorye this year. Four projects have already been completed: a sports and fitness center has been commissioned in Nakhodka, a school gymnasium has been installed in Partizansk, 65 modern workshops have been created, and a project within the Patriotic Priority Development Area (PRA) has been implemented. Work is ongoing on seven projects scheduled for completion by the end of 2025.

From 2018 to October 30, 2025, a total of 35 social and engineering infrastructure facilities were built using funds from the presidential Far Eastern unified subsidy (2 clinics, 8 first-aid posts, a 600-child school, 2 kindergartens (with 470 children), 7 school gyms, 5 sports facilities and 3 sports grounds, 5 cultural facilities, and 2 transport infrastructure facilities). In addition, 58 social facilities were renovated, 300 public spaces and 400 courtyards were improved, rental housing for Zvezda SC employees (756 apartments) was built (purchased), equipment was purchased for 77 social institutions, 101 workshops were created, and 143 units of specialized transport were purchased. The projects were implemented in the Patriotic Priority Development Area (2023, 2024–2025).

The discussion focused on interactions with construction organizations under the federal law "On the contract system in the procurement of goods, works, and services for state and municipal needs." Yuri Trutnev instructed the Ministry for the Development of the Russian Far East, in conjunction with Primorsky Krai, to submit proposals for adjusting the selection process for companies involved in projects under national projects and the presidential Far Eastern unified subsidy.

Yuri Trutnev also instructed the Ministry for the Development of the Russian Far East to strengthen its focus on ensuring that work on national projects and the presidential Far Eastern unified subsidy meets the approved schedule.

The progress of a large-scale project to build a satellite city of Vladivostok was reviewed. The project aims to create a comfortable, well-maintained, and safe living environment for approximately 200,000 people in the Vladivostok suburbs. Work is currently ongoing to provide infrastructure for the Zapadnaya site and other sites, including electricity and gas supplies. Utility network design is underway. Attracting investors for the first phase of the project was discussed. Specifically, proposals were presented for the creation of recreational, sports, business, and housing facilities on the De-Friz site, totaling up to 450,000–500,000 square meters. The progress of the DNS City project, one of the largest private integrated development projects in Primorsky Krai, was also assessed. On a 125-hectare site, the DNS Development group of companies will build 650,000 square meters of comfortable housing with high-quality amenities.

That same day, Yuri Trutnev held a working meeting with residents of the Russkiy Innovation Science and Technology Center, who presented their projects in the biomedical and pharmaceutical fields.

Developments in pharmaceuticals and the creation of medical drugs, projects in the field of plant-based biotechnology, and others were presented.

Following the meeting, Elena Kharisova, CEO of the Russkiy Scientific and Technical Center Development Fund, noted that the Deputy Prime Minister's visit and project presentation symbolized the center's transition from the project stage to actual operations. "The Russkiy Scientific and Technical Center's primary value lies in its practical results. We focus our resources on ensuring innovations are transferred to industry, creating jobs and fostering the growth of new companies. This is a practical model for Russia's technological development, where results are measured in specific products, patents, and the economic impact on the region," she added.

According to Boris Korobets, Rector of the Far Eastern Federal University, the university's participation in the development of the ISTC is fostering a new model of collaboration between science and industry in the Far East: "Today, technological universities are becoming the core of new industries. The link between science and business is important not only for creating technologies but also for transforming education itself. Our task is to develop scientific results and transform them into new knowledge, products, and training practices. Without people possessing relevant competencies, no technology will work—that's why on Russky Island we are building a model where research, education, and industrial cooperation form a unified development framework."

"The technological development of the Far East must be strengthened. Today, the world is in a transition to a different order. New, modern energy sources and materials are emerging, and work is underway to create microelectronic components with entirely new operating principles. This is a very important development, one that is, in essence, transforming the world. And we cannot remain on the sidelines. We still have much to do. The construction of the Scientific and Technical Center is good, but it's not about the walls. We can build wonderful walls, but the most important thing is who will work within these walls and what will be created there. I would refrain from any triumphant statements for now. Much remains to be done," emphasized Yuri Trutnev.

The Deputy Prime Minister also held a meeting with FEFU students. Representatives of the university's leading patriotic associations participated, sharing their initiatives being implemented in the Far East and beyond.

Volunteers from the Primorsky Regional Branch of the All-Russian Student Rescue Corps spoke about their work in the humanitarian mission zone and the "School of Humanitarian Missions" project, created at FEFU. Activists from the "Volunteer Medics" movement described their work assisting special military operation soldiers during their rehabilitation, as well as their preventative campaigns aimed at developing a culture of health and mutual aid. Members of the HistEast historical association shared the results of the annual "Rzhev – Far East" Memory Watch, during which students participate in the search and reburial of WWII soldiers. Activists from the FEFU Student Media Center discussed their patriotic media projects dedicated to modern-day heroes and participants of the SVO and presented new plans for developing documentary formats aimed at preserving historical memory.

FEFU currently has 14 patriotic student associations, which actively support the families of SVO participants and collect humanitarian aid. FEFU regularly invites participants of the special military operation to meet with university students as part of the "Out Loud About What's Important" patriotic intensives, as well as events organized by the FEFU "I'm Proud" patriotic club. During the 2024 calendar year, the university held 19 meetings, attended by approximately 20,000 university students.

"We have a very strong volunteer movement. The public organizations represented here today are the result of the joint efforts of the Primorsky Krai Youth Agency, the Far Eastern Federal University, and the students studying here. They travel to liberated territories, deliver humanitarian aid, and conduct tactical medicine and first aid classes in classrooms and schools," noted Primorsky Krai Governor Oleg Kozhemyako.

During the meeting, Yuri Trutnev proposed opening a branch of the "Voin" center for the development of military-sports training and patriotic education of youth in Vladivostok.

Summing up the meeting with students, Yuri Trutnev emphasized the importance of patriotic education of young people for strengthening the country. "It's significant that patriotic associations have been created at the Far Eastern Federal University. I am confident that the word 'patriotism' should permeate all education. This should be a common theme in the upbringing of every young person. When we all love our homeland, it becomes stronger," he said.

Deputy Prime Minister Marat Khusnullin visited the DPR on National Unity Day, where he inspected several facilities and held a meeting on the implementation of the socio-economic development program and the "Infrastructure for Life" national project in the republic.

In Mariupol, the Deputy Prime Minister visited the restored Mykola Nosov Children's Library and the outpatient clinic of the Ministry of Internal Affairs' medical unit.

"Mariupol was almost 40% destroyed during the fighting. And without the combined efforts of all the country's residents, today we wouldn't see its restored historical appearance, its restored homes, and its social facilities, including libraries, including the Mykola Nosov Children's Library—one of eight book depositories in the city's centralized library system, but the only children's reading room. Children from all over the city visit it, and it's gradually becoming a center for education, upbringing, and cultural life for the younger generation. Unfortunately, we weren't able to preserve the book collection, but it's now gradually being replenished with necessary and valuable publications," said Marat Khusnullin.

The Deputy Prime Minister added that the library is located in the basement of an apartment building, which was heavily damaged by direct hits and burned, but has now been restored.

The Deputy Prime Minister also inspected the conditions created for doctors and patients following the renovation and restoration work carried out by the "Single Customer in Construction" subcontracting agency at the outpatient clinic of the Ministry of Internal Affairs' medical unit. The inpatient department and diagnostic rooms now meet modern standards, and new equipment, including an X-ray machine, has been installed.

Concluding his working visit to the DPR, the Deputy Prime Minister held a meeting on the region's socio-economic development.

"I'll say that, overall, the program is being implemented. There are some delays for obvious reasons, but this doesn't prevent us from discussing plans for 2026-2028 and the contracting of all projects. We discussed roads separately. As a reminder, we have a program signed to bring them up to standard until 2030. However, even now, road conditions are improving significantly. We also discussed housing construction and the renovation of social and utility infrastructure. All of this must be interconnected and factored into master plans and general plans. And they shouldn't just remain pretty pictures on paper, but deliver tangible results in improving quality of life. A separate document is also being prepared for the development of the coastal zone of the Azov Sea, which stretches for over 120 km," noted Marat Khusnullin.

On November 5, 1929, the first planetarium in the USSR opened in Moscow—one of the largest in the world, a true "optical science theater." It became the 13th planetarium in the world and remains a center of scientific education and a magnet for Muscovites and visitors alike.

Proletarian, proletarian, come into the planetarium.

The story began in 1927, when the Presidium of the Moscow City Council decided to create the first Soviet planetarium in the capital. The projector was commissioned from the German firm Carl Zeiss, and the building's design was entrusted to the young architects Mikhail Barshch and Mikhail Sinyavsky, who chose the constructivist style. The egg-shaped building became a symbol of the era's technological optimism.

The opening took place on November 5, 1929. The first lecture, with an artificial starry sky, delighted the public—Vladimir Mayakovsky dedicated a poem to the event: "Proletarian, proletarian, come into the planetarium…"

First among equals

By the mid-1930s, eclipses, auroras, and comets were already being shown here—spectacles unmatched by any other planetarium in the world. The first astronomy club opened there, and the Stratospheric Committee operated there, where the first Soviet liquid-fueled rockets were developed—the future foundation of the legendary KB-7.

During the war, the planetarium continued to operate: it taught astronomy to military personnel and hosted visiting lectures at military units and hospitals. After the war, an astronomy platform was built—the largest in Moscow. From 1960 to 1975, future cosmonauts held astronavigation classes here.

New life among the stars

The planetarium's rebirth took place on June 12, 2011, after a major renovation: the building was raised six meters, and a Small Star Hall and a 4D cinema were added.

Today, the Moscow Planetarium is a unique scientific and educational complex with observatories and an astronomy site, equipped with the latest scientific and technological advances. It is one of the top ten most visited museums in the capital and continues to open the way to the stars for generations.

Military Intelligence Officer Day: The Power of Knowledge, Honor, and Duty

Translation. Region: Russian Federation –

An important disclaimer is at the bottom of this article.

November 5th marks Military Intelligence Day in Russia—a professional holiday for soldiers on the invisible front, whose work determines the success of military operations and the country's security.

Military intelligence as a branch of the armed forces was established in 1918, and since 1942 it has been coordinated by the Main Intelligence Directorate (GRU) of the General Staff of the Russian Armed Forces. The GRU's symbol is a flying bat—an emblem that reflects the essence of the profession: operating in the shadows, seeing what is hidden from others, and delivering precise, accurate strikes.

From the first days of the Great Patriotic War, intelligence officers were on the front lines, gathering information about enemy plans and ensuring the success of operations near Moscow, Stalingrad, and Kursk. It was military intelligence that made a decisive contribution to the preparations for the liberation of Europe. Their exploits were rarely reported, but thousands of lives depended on their work.

Today, military intelligence is more than just covert operations and frontline work. It has become a high-tech military discipline, combining traditional intelligence work, big data analysis, satellite and electronic monitoring. It's an elite service that values intelligence, perseverance, and the ability to think several steps ahead. Modern intelligence officers analyze global risks, cyber threats, satellite data, troop movements, and economic processes. They operate at the intersection of technology and analytics, where artificial intelligence, machine learning, and cybersecurity are essential.

Their mission remains the same: to stay ahead of threats, anticipate enemy actions, and defend the country while upholding the traditions of professionalism and honor established by their predecessors.

At GUU, we traditionally train specialists for whom analysis, strategic thinking, and responsibility are not just professional skills, but a way of thinking. These qualities are akin to the spirit of intelligence—service to a cause where success always requires knowledge and precision.

We congratulate the veterans and active military intelligence officers—the elite of the Russian armed forces, those who serve with honor, defending the country anywhere in the world. May devotion to duty, the power of knowledge, and determination always be your true allies.

A League of Their Own: Our Colleagues Conquered the All-Russian Competition for Young Scientists

An important disclaimer is at the bottom of this article.

Nikita Akinshin and Vladimir Kutkov, graduate students and staff members of the GUU Engineering Center from the State University of Management, have proven that Russian researchers can change the rules of the game even in such a complex, highly specialized field as automotive logistics. Our colleagues' project in the field of artificial intelligence for transportation management received high praise from experts and a well-deserved award from the organizers of the 2nd All-Russian Competition for Young Scientists.

The development "Hybrid Decision Support System: Integration of a Machine Learning Cascade and LLM for Analytical Synthesis in Logistics" helps manage the chaos of large data streams: machine learning predicts potential delivery delays, and a large language model transforms the data into understandable recommendations for specialists. The result is accurate forecasts and specific steps for distribution optimization, ready for practical application.

"Our system is primarily focused on automotive logistics, where it addresses key challenges: predicting route delays, optimizing fleet operations, and building effective last-mile logistics by transforming disparate data into ready-to-use solutions for dispatchers. At the same time, the development's hybrid architecture allows it to be successfully adapted to other areas—from warehouse management to sea and air freight management—making the system a universal tool for the entire transportation industry," emphasized Nikita Akinshin.

The system has already proven its effectiveness in testing and could become the basis for next-generation intelligent logistics platforms—our high-tech team demonstrated this by defending the project before a prestigious expert committee.

The competition, organized by the AFK Sistema Charitable Foundation jointly with the Russian Academy of Sciences and Rospatent, attracted a record number of participants: 1,205 applications from 147 educational and 92 scientific organizations from 57 regions of Russia. The victory of Nikita Akinshin and Vladimir Kutkov is further confirmation that our university is a magnet for talented and ambitious scientists.

The awards ceremony for the winners of the All-Russian Competition for Young Scientists will take place in December 2025. We wish our champions success, creativity, and new achievements!
