This year, the legendary Soviet poet, theater and film actor, singer-songwriter, and prose writer would have turned 88.

Vladimir Semenovich was born in Moscow to a military communications officer. He graduated from high school in 1955, eager to enroll in theater school. However, at the urging of his father and grandfather, he opted for a more respectable profession and enrolled at the Moscow Civil Engineering Institute. He stopped attending classes after just one semester, his love for theater outweighing both the opinions of his elders and financial difficulties. Vysotsky spent the winter and spring of 1956 living with friends, rarely being home, and in June, he entered the Moscow Art Theater School. There, he began to master the intricacies of acting under the tutelage of Boris Vershilov, Alexander Komissarov, and Pavel Massalsky. It was also during this time that he began to explore poetry and developed an interest in cinema.

Thanks to his talent, he became an idol of millions:

He wrote more than 800 poems, which became widely known. He was a leading actor at the Taganka Theatre, where he played key roles such as Hamlet, Galileo, Khlopusha, and Lopakhin. He starred in more than 25 films, his most famous roles being Gleb Zheglov (in the television series “The Meeting Place Cannot Be Changed”) and roles in “Intervention,” “Master of the Taiga,” and “Two Comrades Served.”

Vladimir Vysotsky's works reflected the world of the ordinary Soviet person—with all their problems, experiences, hopes, and dreams. They revealed every facet of life: profession, hobbies, daily life, actions, and moods. His guitar and inimitable voice, which became the "voice of a generation," created a unique character. Vysotsky's war songs ("Black Pea Coats," "Song of a Fallen Friend," "We Rotate the Earth," and others) became anthems to the heroism of fallen heroes, while his genre sketches ("Dialogue in Front of the TV," "Expensive Program," "Comrade Scientists," "Police Protocol") became witty chronicles of the times.

Deputy Prime Minister and Presidential Plenipotentiary Envoy to the Far Eastern Federal District Yuri Trutnev held a meeting to review the results of 2025 and identify priorities for 2026. The meeting was attended by the leadership of the Ministry for the Development of the Russian Far East, the Far East and Arctic Development Corporation (FEACDC), heads of Far Eastern regions, and representatives of federal agencies and development institutions.

"Every year, we meet with regional leaders to understand where we are, what we're doing, and how our work benefits Russia. A special military operation has been underway for three years and 11 months. Our friends and loved ones are fighting for Russia's independence. Many of you in this room took part in the special military operation. I want to thank them again. The fact that our country is fighting for independence places certain obligations on all of us. These obligations are to work hard and achieve results: to build new businesses, create jobs, and invest in the Far East and the Arctic. Attracting investment remains the core activity of the Plenipotentiary Representative's Office, the Ministry for the Development of the Russian Far East, and the Far East Development Committee. "Investment creates the foundation for further development. Over the past ten years, the influx of investment in the Far East has been one and a half times higher than the national average. The preferences adopted in accordance with the decisions of the President of the Russian Federation leave us with no other options. We must develop faster than other regions of the country," emphasized Yuri Trutnev.

Five main preferential regimes operate in the Far East and the Arctic (Advanced Development Areas, the Free Port of Vladivostok, the Arctic Zone of the Russian Federation, the Kuril Islands of the Russian Federation, and the International Advanced Development Area). These regimes represent approximately 4,000 residents and 11.5 billion rubles in planned investment, of which 5.1 billion rubles have already been invested.

"More than a thousand enterprises have been commissioned. This creates the opportunity to create new jobs. Currently, 176,000 have been created in the Far East. New jobs offer new employment opportunities. Wages are significantly higher. Labor productivity is also higher," noted Yuri Trutnev.

At the direction of the head of state, a law on a new preferential regime is being prepared. It will consolidate all existing preferential regimes. According to Deputy Minister for the Development of the Russian Far East Vitaly Altabaev, the concept of the law has been approved by federal ministries and agencies.

The Far Eastern concession mechanism has been reconfigured to support cost-effective projects. Two new projects were approved in 2025 (a park in Blagoveshchensk and the Solnechny family recreation complex in Primorsky Krai). The plan for 2026 is to structure 10 projects worth 70 billion rubles.

Artem Dovlatov, Deputy Chairman of VEB.RF, discussed the state corporation's performance in the Far East in 2025 and its priorities for 2026. "The concessional financing mechanism launched by VEB.RF jointly with the Ministry for the Development of the Russian Far East and Arctic is supporting the implementation of 53 projects in the region worth over 1.7 trillion rubles, of which the approved concessional investments amount to over 180 billion rubles. These projects cover a wide range of areas for the socioeconomic development of the Far Eastern Federal District, including the creation of new manufacturing facilities, the construction of transport infrastructure facilities and airports, initiatives aimed at improving the quality of the urban environment, and the creation of energy infrastructure. VEB.RF's main focus in the Far East in 2026 is expanding its current toolkit and implementing new approaches to financing investment projects," he noted.

Additional energy capacity is required for economic development. At the direction of the Russian President, the Ministry for the Development of the Russian Far East and the Ministry of Energy have prepared a program for the development of the electric power industry and submitted it to the government for approval. The program aims to improve the efficiency of existing capacity, create new generating capacity, and take into account future developments.

Particular attention is being paid to housing construction and social infrastructure development. Under the "Far Eastern Quarter" program, nearly 2 million square meters of housing will be built in seven Far Eastern regions. The first 119,000 square meters of housing will be delivered this year in four Far Eastern regions. Under the "Affordable Rental Housing in the Far Eastern Federal District and the Arctic Zone of the Russian Federation" program, 12,000 apartments will be rented out at a preferential rate to attract qualified specialists. In 2025, 3,030 apartments were delivered under the program. This year's plan is 1,485 apartments.

Large-scale renovation of 25 Far Eastern cities is ongoing. "Implementing master plans is another area, in addition to attracting investment, that requires constant attention. Thanks to the decisions of the President of Russia, we have the opportunity to rebuild the Far East and create better conditions for people in cities and towns," said Yuri Trutnev.

"Last year's most important achievement was the unprecedented allocation of funding for master plan development. Key decisions included caps of up to 5% on project implementation in industry-specific state programs, treasury infrastructure loans, specific sections of new national projects, and other instruments. Since 2023, construction and reconstruction of 165 master plan projects have been completed. A separate Far Eastern competition for improvement projects remains an important tool for implementing master plans. Since last year, construction projects have been adapted to the Far East's climatic conditions. Work has begun on creating indoor, multifunctional, landscaped spaces for sports, educational, and cultural events year-round.

In 2026, priority funding for master plan projects will continue through the presidential Far Eastern unified subsidy. The program to create workshops in colleges, as mandated by the President of Russia, is being completed. A new program for the construction of year-round school greenhouses and a pilot project to modernize lighting systems in Far Eastern cities will be launched.

Support for the SVO by Far Eastern enterprises within the framework of the Patriotic Priority Development Area was discussed separately.

Attention was paid to training personnel for the civil service and development institutions of the Far East and the Arctic. Thanks to the Muravyov-Amursky 2030 program, the Far East has already received over 100 new managers serving in senior positions in regional executive bodies, organizations, and universities. Polina Ryzhakova, a Master's student at the RUDN University Graduate School of Management, participated in the RUDN.VC accelerator with her project for an interactive gastronomic map of the Vladimir region. It will feature the region's unique dishes, local products, and the stories behind their origins.

Where to find authentic cuisine

The idea for the project was born from concrete data. Market analysis showed that travelers spend 37% of their budget on food, and 36% of Russians travel within the country specifically for the local food. However, in the Vladimir region, as in many other regions, there is no single platform where one can find trusted dining spots offering authentic cuisine.

"Tourists are faced with chaos: it's unclear where to try authentic Vladimir dishes, what they look like, and how much they cost. Locals are often unaware of their own region's culinary gems. And the establishments themselves and the authorities are unable to effectively promote this unique culinary heritage," says Polina Ryzhakova.

Therefore, the graduate student began working on an interactive map, "Along the Vladimir Land." Its users will be able to:

Find cafes and restaurants by filtering by city, dish type, and unique recipe; see detailed descriptions, photos, and the origin story of each dish; and rely on real customer reviews and ratings.

For businesses and governments, the platform will become a tool for promoting and analyzing tourism demand.

The project's development strategy has been conceived until 2028 and is divided into several stages.

Minimum viable product (by July 2026): launch a working map with basic functionality. Growth and monetization (2026): adding premium profiles for establishments, paid personalized food routes, and an events calendar. Scaling (2027–2028): integration with booking services, expansion into neighboring regions, and development of a mobile app. The expected economic impact of the platform's implementation is an increase in the average length of tourist stay in the region to 2.5 days and a 15% increase in the average bill at local establishments.

The map is also expected to increase interest in cafes and restaurants among residents of the region, allowing them to attract up to 25% of new visitors per year.

Approved by tourists

The project has already undergone extensive preparation at the RUDN.VC accelerator. A problem-solving study was conducted, confirming the demand for such a service: 78% of tourists surveyed expressed interest in using an interactive gastronomic map. A website prototype and a detailed implementation plan have also been developed.

Deputy Prime Minister Alexander Novak chaired the 41st meeting of the Federal Gasification Headquarters with the participation of representatives of the Ministry of Energy, Gazprom, the Federal Antimonopoly Service of Russia, the State Duma, the Federation Council, the Federal Treasury, and regional authorities.

The main topic of the meeting was the results of the 2025 gasification program and future objectives. The President set a goal of connecting 1.6 million households to gas by 2030, and increasing this number to 3 million by 2036.

"Extensive work has been carried out. Over 1.7 million contracts have been signed to date. Technical connection capability has been ensured for nearly 1.8 million facilities. 1.47 million contracts have been completed up to the land plot boundaries. In 2025, we reached a peak of 337,000 connections. A total of 1.1 million consumers have already received gas under the pre-gasification program. 346 boiler houses at medical and educational institutions have also been converted to natural gas," the Deputy Prime Minister noted.

The headquarters meeting focused on the results of the program for developing gas supply and gasification in Russia's regions for 2021–2025. Over the past five years, more than 910 km of gas branch pipelines and over 22,000 km of inter-settlement and distribution pipelines have been built. Gas has been supplied to 2,150 settlements for the first time. Over 7,400 heating sources have been connected to gas networks in the regions as part of the gasification of boiler houses.

"Gasification work has been established and is on a stable path. I am confident that both Gazprom and the regional headquarters will continue to work smoothly to implement the tasks set by the Russian President," noted Alexander Novak.
