Deputy Prime Minister Marat Khusnullin chaired a meeting of the Presidium (Headquarters) of the Government Commission on Regional Development, where the results of work in 2025 under the national project "Infrastructure for Life" were summarized.

"The first year of the new national project, 'Infrastructure for Life,' is coming to an end. It has become the main focus of our work for the next six years. First and foremost, it aims to ensure that people in the regions have everything they need for a comfortable life. According to the Deputy Prime Minister, approximately 28,000 kilometers of roads were repaired, reconstructed, and built over the past year, a 14% increase compared to the previous year. Approximately 213 million square meters of asphalt were laid. All planned targets for federal and regional roads were met. Therefore, the share of federal roads in good condition currently stands at 74.2%, roads within the core network at 75%, the road network of major urban agglomerations at 85%, and regional roads at 56.5%.

All regions have approved development programs for 2,160 key settlements, home to over 70% of the country's population. This framework will ensure the country's comprehensive and balanced development. Implementation of these development programs will improve the quality of life in these settlements by 30% by 2030 and by 60% by 2036.

Among the key areas for further work that need to be strengthened, the Deputy Prime Minister highlighted the modernization of housing and utilities, the development of key communities, increasing urban development potential, and updating the street and road network.

Marat Khusnullin also noted that the Chechen Republic, the Republics of Tatarstan, Buryatia, Sakha (Yakutia), and the Kaluga and Saratov regions are currently among the leading regions in key areas of the "Infrastructure for Life" national project.

In his report, Russian Minister of Construction, Housing and Utilities Irek Faizullin summarized the preliminary results of the national "Infrastructure for Life" project and federal projects in 2025, as well as the commissioning of capital construction projects.

"This year, 121 million square meters of multi-family housing are under construction, representing approximately 2.5 million apartments, an increase of 6.6 million square meters compared to the previous year. 4,430 developers are engaged in construction. Including non-residential space, the figure is even higher, reaching 200 million square meters. To maintain this momentum, we are developing urban development potential, which stood at 478.8 million square meters as of December 1. Over the past 11 months, 59.5 million square meters of individual residential buildings have been built. As part of the national project, a program to support KRT projects was launched for 37 regions this year. In parallel with new construction, the Russian Ministry of Construction is systematically renovating the existing housing stock. In the first three quarters of 2025, major repairs were completed in 24,700 buildings, covering 101 million square meters. Housing conditions have been improved for nearly 4 million people. “Over the first three quarters of this year, 11,600 elevators have already been replaced,” said Irek Faizullin.

He added that the 10th All-Russian Competition for the Best Projects to Create a Comfortable Urban Environment and the 4th Far Eastern Federal District Competition were held under the new rules. Thanks to the support of the President and the Government, the geographic scope of the All-Russian competition has been expanded, allowing participation to include cities with populations of up to 300,000, as well as villages and settlements that are core communities. Deputy Prime Minister Dmitry Patrushev held the final meeting of Incident No. 58, "Organization of the Solid Municipal Waste Management System" in 2025. The meeting was attended by senior officials from relevant agencies, industry companies, regional leaders, and representatives of the Federal Assembly.

"All year long, we've been monitoring the situation across a wide range of waste management issues. This has yielded certain results. Among other things, not a single regional operator is currently in the red zone for economic sustainability. This year, we've purchased over 62,000 containers, and 12,000 sites for them have been created. Furthermore, we've purchased 1,500 garbage trucks, a significant portion of which were purchased through the preferential leasing program introduced in 2025 with support from the Russian government," said Dmitry Patrushev.
