Dmitry Grigorenko: An electronic pension certificate can be obtained through a life situation on the government services portal.

The "Retirement" life event on the government services portal now offers the option to obtain an electronic pensioner certificate. This digital document can be used to confirm pensioner status and receive benefits and discounts, such as at pharmacies and museums. The implementation and development of these life events is part of the federal project "A State for People," overseen by Deputy Prime Minister and Chief of the Government Staff Dmitry Grigorenko.

The new "Retirement" life event feature allows you to apply for an electronic pensioner certificate in just a few clicks, without visiting government agencies or leaving the government services portal. This digital document can be used to confirm your pensioner status when receiving social, medical, and transportation benefits, and can also be used to receive discounts and special offers at retailers and organizations participating in pensioner support programs.

"Today, older people actively use online services and are skilled in working in a digital environment. To make their life easier and save them time, in 2024 we launched a life situation on Gosuslugi, which allows you to apply for a pension in just a few clicks, calculate your payment amount, and select a delivery method. Now, the Life Situation functionality has been expanded to include the possibility of obtaining an electronic certificate," said Dmitry Grigorenko.

The new service expands the functionality of the "Retirement" life event, which has already been used by more than 500,000 citizens across the country since its launch in 2024.

Life-situational services represent a new stage in the development of the government services system. One such service combines, on average, approximately 17 government services related to a single topic, and helps users access them comprehensively, in a single-window environment. For example, "University Admissions," "House Construction," "Online Fraud Protection," "Large Families," and so on.

The catalog of life situations on the government services portal includes over 40 federal life situations. By the end of 2025, this number will increase to 70.

Marat Khusnullin: A bank of more than 700 land plots has been formed in the reunited regions.

The creation of a land bank in Donbas and Novorossiya reduces the time it takes to find and register land for investors, facilitates effective territorial development planning, and brings unused land into economic circulation, thereby increasing the investment attractiveness of the territories and their urban development potential. Currently, the land bank of the reunited regions contains 703 plots with a total area of approximately 5,305.8 hectares, reported Deputy Prime Minister Marat Khusnullin.

"Efficiently integrating land plots into circulation in Donbas and Novorossiya allows us to increase housing stock, address social issues, and optimize resource use. Thanks to the compiled data on plot boundaries, installed utilities, and developed urban planning documentation, these territories become attractive for investment projects. As a result, new-quality infrastructure is being created. Ultimately, the national goal of creating a comfortable and safe living environment is being achieved. In the reunited regions, this land bank has doubled in size in over a year and currently contains 703 land plots," said Marat Khusnullin.

The Deputy Prime Minister added that the urban development potential of the land plots in the bank amounts to 25.3 million square meters.

Dmitry Patrushev: The 2025 grain harvest is one of the most significant in Russia's modern history.

Deputy Prime Minister Dmitry Patrushev held a meeting "On the progress of seasonal fieldwork in 2025." The meeting was attended by senior officials from the Ministry of Agriculture, Roshydromet, Rosagroleasing, representatives of other relevant agencies and relevant businesses, as well as heads of Russian regions.

"Throughout the season, despite the weather extremes, the yield of our main crops exceeded last year's. This applies to grains and oilseeds, sugar beets, and potatoes. We can confidently say that this year's grain harvest will be one of the most significant in our country's recent history," said Dmitry Patrushev.

The new harvest is nearing completion. The Deputy Prime Minister reported that the current grain volume in bunker weight exceeds 145 million tons. After processing, the grain volume is expected to reach at least 135 million tons, including 90 million tons of wheat. Record soybean and rapeseed harvests are also expected, while the potato harvest is expected to reach 8 million tons. Dmitry Patrushev emphasized the importance of completing the harvest on the remaining acreage with minimal losses.

To date, approximately 20 million hectares have already been sown with winter crops for next year's harvest, which is in line with projected figures.

The government maintains comprehensive support for the agricultural sector. More than 600 billion rubles have been allocated for the implementation of industry-specific state programs in 2025. Over 100 billion of this amount is allocated for direct subsidies to farmers, with a comparable amount planned for next year.

Regional leaders presented information on the completion of the harvest and the progress of winter sowing.

During the meeting, Dmitry Patrushev focused on preparations for the new season, particularly in terms of material and technical resources. By the end of December, the Ministry of Agriculture must approve and send to the regions the completed 2026 crop acreage structure, which is the key to a balanced harvest.

The Deputy Prime Minister also emphasized the importance of continuing the transition to domestically bred seeds. A comprehensive set of state support measures exists for this purpose, including incentives for scientific research and the replication of the resulting materials. Furthermore, the Ministry of Agriculture annually develops plans for the regions of the Russian Federation to utilize these seeds in agricultural production.

Dmitry Patrushev also noted the need to secure the purchase of mineral fertilizers and crop protection products in advance, without waiting for a significant increase in demand just before the start of the sowing season.

Providing farmers with the necessary agricultural machinery and fuel remains a priority. Specifically, the Ministry of Agriculture and the Ministry of Energy must develop a fuel supply plan for the new season.

To ensure effective preparation for the start of the sowing campaign, the Ministry of Agriculture has been instructed to hold a series of on-site headquarters meetings across federal districts and regions to assess the situation on the ground.

Juliana Lumumba said she decided to enroll at RUDN University and defend her dissertation there.

A delegation from the Democratic Republic of the Congo, led by Patrice Lumumba's daughter, Juliana, visited RUDN again. This time, Patrice's grandson, Kahi Lumumba, was among our university's honored guests.

Juliana's Russian relatives

The guests were given a tour of the university grounds and taken to the RUDN Museum. Alexander Gladush, director of the museum and exhibition complex, told the delegation that Nikita Khrushchev initiated the creation of our university and that Charles Didier Kitenge, Patrice Lumumba's assistant secretary, was among the university's first students. He studied general medicine. Several decades later, his son, Chibwila Kitenge, also graduated from the university's medical faculty.

Alexander Dmitrievich also told the delegation that in various Russian cities there are streets named after the first prime minister of the independent Democratic Republic of the Congo. And in the past, a double-deck riverboat, the "Patrice Lumumba," sailed along the Ob River in Siberia. Juliana, in turn, shared that her uncle, it turns out, studied in Moscow, has a Russian wife and Russian relatives, and speaks Russian. He now lives in London and is over 90 years old.

To the temple of knowledge for a dissertation

After visiting the museum, the delegation went to meet with RUDN University Rector Oleg Yastrebov. Kahi Lumumba signed the Book of Distinguished Guests. The parties discussed expanding cooperation. According to Juliana Lumumba, the Democratic Republic of the Congo is interested not only in joint educational collaboration but also in joint scientific research. Furthermore, it was revealed that Patrice Lumumba's daughter has decided to enroll in graduate school at RUDN University.

"I call your university nothing less than a temple of knowledge. And after my first visit here, I thought it over and realized that at 70, I want to become a graduate student and defend my dissertation at RUDN University on the topic of 'Russian-Congolese Relations from the 1960s to the Present: Prospects and Possibilities,'" says Juliana Lumumba.

Oleg Alexandrovich replied that Ms. Juliana could consider herself already enrolled at our university. Regarding collaboration with the DRC in the field of scientific publications, the RUDN rector suggested initially focusing on research in the field of artificial intelligence.

"This is a promising direction, which I believe we should actively pursue," says Oleg Yastrebov.

Oleg Alexandrovich also told the guests that on the day of the delegation's visit, a themed train was launched in honor of RUDN's 65th anniversary, adorned with a portrait of Patrice Lumumba.

Advice for students

Immediately after their conversation with the rector, the guests met with students from the DRC studying at our university. The students expressed their gratitude to Juliana for the opportunity to meet and asked the key question: "What can we do for our country in the current challenging global and domestic environment?"

"My father fought for our country's independence, for its resources to be ours alone. Your most important task is to get a good education, because it is you who will make decisions after us and shape the future of the Democratic Republic of the Congo," Juliana Lumumba.

At the end of the visit, we had the opportunity to speak with Patrice Lumumba's grandson, who shared his impressions of RUDN.

"Visiting the university that bears my grandfather's name is a great honor for me. I am overwhelmed with pride, gratitude, and happiness. I was very impressed by the scale of RUDN University and the fact that you can meet young people from all over the world here. And, of course, I was touched by the statue of my grandfather—it's wonderful to know that thousands of students of different nationalities pass by it every day, absorbing its values within the university's walls," said Kakhi Lumumba.

Patrice Lumumba's grandson remarked that he greatly enjoyed the tour of the RUDN University Museum, where he and Juliana were told about the university's history and presented with an old pennant and rare badges issued in honor of the university's past anniversaries. He also wished the students there wisdom, the development of their talents, and their application in the future for the benefit of their countries.

Yuri Trutnev began a working visit to the Amur Region.

In Blagoveshchensk, Deputy Prime Minister and Presidential Plenipotentiary Envoy to the Far Eastern Federal District Yuri Trutnev inspected the premises proposed for the Amur Region branch of the "Voin" center for military-sports training and patriotic education of youth. He also assessed the new officer training opportunities and innovations in military education implemented at the Far Eastern Higher Combined Arms Command School (DVOKU).

"The Voin Center was created at the behest of Russian President Vladimir Vladimirovich Putin. Its primary purpose is to educate youth and teach them to love and defend their homeland," said Yuri Trutnev.

Governor Vasily Orlov noted that the branch in the Amur Region is ready to open as early as 2026. It is planned to operate from the regional center of DOSAAF Russia. This two-story building offers approximately 500 square meters of classroom space. It will house administrative and classroom space for theoretical and practical classes, a gym, and a shooting range. A parade ground and a training area for sports will be built on the adjacent territory.

The regional center "Avangard," which already has outdoor structures, a tent camp, a climbing wall, and a rope course, is planned for military-sports events and games. Construction of modular residential buildings, a kitchen facility, an indoor sports complex, a cultural and leisure center, a boiler room, and a medical center is planned for 2030.

The branch is currently being staffed, recruiting candidates for instructor positions. Systematic collaboration with regional educational institutions—schools, colleges, and universities—will be established.

The Voin Center's management has already discussed issues related to the establishment of a branch in the region with the Amur Region government. These included developing and coordinating a phased plan for the center's establishment, its operations, and the recruitment of staff, including instructors with real combat experience. The availability and use of related infrastructure—health camps, the Avangard and Patriot centers, sports complexes, and shooting clubs—was also analyzed.

That same day, Yuri Trutnev visited the Far Eastern Higher Combined Arms Command School and learned about the military academy's innovative educational opportunities. He inspected new training facilities for tactical medicine and unmanned aerial vehicle control.

"The glory of the school is the glory of its graduates. We see photographs of Heroes of the Russian Federation here. I had the opportunity to meet with DVOKU graduates in the combat zone. They are wonderful young men. Perhaps it is thanks to their work and assistance that we are speaking with you today. I want to bow deeply to the school's teachers and to all the graduates who have chosen service to the Motherland as their profession," said Yuri Trutnev.

At the initiative of the regional governor and with the support of the Amur Region government, a modern tactical medicine classroom has been equipped at the Far Eastern Higher Military Command School. The school utilizes state-of-the-art equipment to train cadets in first aid skills under real combat conditions. Specifically, digital simulators and emulators are used to simulate various situations and fully practice these skills. Additionally, cadets train on specialized wound packing simulators equipped with all necessary equipment, including first aid kits, bandages, tourniquets, and filters for breathing and ventilation. The classroom also features a robotic mannequin that can simulate bleeding and various abnormalities in the body's systems.

The military academy offers an advanced tactical medicine course, led by instructors from the Military Medical Academy and specialists from the Amur Medical Academy. Cadets practice their skills in conditions as close to real-life as possible, learning to make quick decisions and act under various circumstances. Upon completion of the tactical medicine course, each cadet will receive two state-issued certificates: one for completing the first aid program and one for teaching the first aid course.

A special self-help kit was demonstrated. This development was initiated by a cadet from the Far Eastern Higher Military Command School, who, after receiving a shrapnel wound, was unable to apply a tourniquet due to limited access to medical supplies. Based on his experience, kits with integrated medical devices for bleeding control were developed. The university is currently working to advance this innovation with a view to mass production.

DVOKU is a leader in training specialists in unmanned systems. This year, it opened a Department of Unmanned Systems (UUS). The military academy has extensive experience working with UAS. In 2017, it established a department for the short-range Eleron-SV UAS. For several years, the DVOKU team represented the ground forces at the Army Games "Falconry" competition, where it took first place. In 2022, a UAS crew as part of the Russian national team won first place in the UAS competition in Iran.

Since the start of the special military operation, the school's UAV service has trained more than 150 operators for the Armed Forces, the Russian National Guard, and border troops.

In 2025, the department began training a company of cadets in the specialty "Use of Ground Forces UAV Units." Cadets learn to use various types of fixed-wing and multirole drones, as well as their maintenance and repair in laboratories and field conditions. The course includes working on creating various types of ammunition using 3D printers, conducting aerial reconnaissance and countering enemy UAVs, directing and adjusting artillery fire using UAVs, and delivering various cargo using UAVs.

DVOKU is proud of its department's facilities—three classrooms where they teach flight operations, countering enemy UAVs, and the tactics of using unmanned systems. Last week, this classroom was named after Hero of Russia Vladimir Zhogi, who died in 2022. A UAV classroom is also equipped at the DVOKU training ground.

All classrooms are equipped with state-of-the-art equipment: various types of quadcopters, FPV drones with ground control units, mini-UAVs, anti-drone guns, and reconnaissance and warning systems. At the initiative of the Amur Region Governor, simulators of various types, 40 types of mini-UAVs, as well as ground and underwater drones, were purchased. These will be added to the department's training facilities in December.

Cadets learn to operate unmanned systems relevant to modern combat situations; their training is adjusted to reflect the experience of the Air Defense Forces.

Faculty members at the Department of Unmanned Systems have real-world combat experience, including using unmanned aerial vehicles (UAVs), land-based vehicles, surface vehicles, and underwater vehicles.

"Russian President Vladimir Putin ordered the creation of unmanned systems forces as a separate branch of the armed forces. The Far Eastern Military Command School is training personnel to fulfill this strategic objective. The school clearly demonstrates the rapid integration of innovations into military education, promptly responding to any changing situation by introducing the latest equipment. Far Eastern Military Command School has a strong track record of collaborating with the Voin Center. The Department of Tactical Medicine was created with the direct participation and support of Yuri Petrovich Trutnev. The department utilizes real combat experience. The instructors who work there share this knowledge. We, for our part, are helping to supply the school with equipment and consumables," commented Vasily Orlov, Governor of the Amur Region.

"We've had a group working for a long time – we've been supplying equipment and weapons to the special military operation zone. We've already delivered tens of thousands of unmanned aerial vehicles. We've reached an agreement with the school's director; he'll recommend how else we can help. And I've instructed my colleagues to ensure this assistance is provided," Yuri Trutnev concluded the meeting.
