Marat Khusnullin: Construction of the Borisoglebsk bypass in the Voronezh region is scheduled for completion in 2029.

In the Voronezh Region, federal road workers continue construction on the R-22 "Caspian" highway (access to Saratov) from km 444 to 459, bypassing Borisoglebsk. The work is scheduled for completion in 2029, according to Deputy Prime Minister Marat Khusnullin.

"Road bypasses help relieve congestion on the road network, divert transit traffic outside the city limits, and facilitate more convenient and faster freight delivery, saving travel time. Such bypasses are especially important on federal highways, where traffic is particularly heavy. The R-22 "Caspian" highway (access to Saratov) is important for the economy, logistics, and tourism of several regions in the Central and Volga Federal Districts. It provides a popular transport corridor for freight and passenger traffic. Construction of the Borisoglebsk bypass on this highway began in September, during which time approximately 3,000 cubic meters of excavation have been completed and over 77,000 cubic meters of fill have been filled. Completion of the new facility is scheduled for 2029. It will improve transport accessibility and connectivity within the Voronezh Region, as well as strengthen trade and economic ties with neighboring regions," said Marat Khusnullin.

The new four-lane bypass road will be 15 km long. The roadway will be 14 meters wide, with a 3-meter median. Road workers will construct four mixed-level interchanges with overpasses. Additionally, a 30-span, 1-kilometer-long bridge will be built over the Vorona River.

As Roman Novikov, head of the Federal Road Agency, noted, the work undertaken will improve road safety and the capacity of a key transport artery—the R-22 "Caspian" access road to Saratov, a major economic, cultural, and educational center in the Volga region.

The city streets of Borisoglebsk, home to approximately 58,000 people, will be cleared of transit traffic, amounting to more than 12,000 vehicles per day, which will also have a positive impact on the environment.

Tatyana Golikova and Anton Kotyakov awarded the winners of the All-Russian competition "Russian Organization of High Social Efficiency."

The winners of the All-Russian competition "Russian Organization of High Social Performance" were awarded at the All-Russian Personnel Forum at VDNKh. Deputy Prime Minister Tatyana Golikova, Minister of Labor Anton Kotyakov, Vice President of the Russian Union of Industrialists and Entrepreneurs Viktor Cherepov, and Deputy Chair of the Federation of Independent Trade Unions of Russia Nina Kuzmina congratulated the winners and runners-up.

"For over a quarter of a century, our competition has consistently recognized those organizations that are leaders in their fields in what is perhaps the most important aspect—support for their employees. And this year is no exception. We receive more and more applications each year. This year, we received over 1,400 employers from 74 regions across the country. And most importantly, the range of companies submitting applications is quite broad—from manufacturing to the public sector, education, and healthcare. This gives us an opportunity to get an idea of how employers—regardless of their industry—care for their employees. The labor market has undergone significant changes in recent years. While there used to be competition for jobs, we now see competition for skilled workers. Therefore, employers need to not only increase wages but also, of course, provide employees with appropriate benefits, working conditions, and support families with children. But what's also very important is to create infrastructure in the communities where the businesses are located," Tatyana Golikova emphasized.

A total of 2,027 applications from 74 constituent entities of the Russian Federation were submitted to the competition. 518 applications from 374 organizations advanced to the finals. Sixty-six organizations from 27 regions were recognized as winners and runners-up in 17 categories. Companies from various sectors participated in the competition, including education, science, healthcare, gas production, manufacturing, transportation, energy, social services, and others.

"The ROVSE competition is now in its 26th year. And given that we've long been experiencing a job market with minimal unemployment, the competition is becoming increasingly relevant. This year, over 2,000 applications were submitted across 17 competition categories. All companies—whether they won or lost—are working together to achieve a common goal: improving the working conditions of their employees. For this, I want to thank each participant. The best socially oriented corporate programs will undoubtedly be replicated throughout the country. They deserve to become a role model for other companies," noted Minister of Labor Anton Kotyakov.

The largest number of competition winners came from the Tambov Region (7 organizations), Samara Region and Krasnodar Krai (6 organizations each), and the Khanty-Mansi Autonomous Okrug – Yugra (5 organizations). As a reminder, the "Russian Organization of High Social Effectiveness" competition has been held annually since 2000. It was held twice in 2025. The results of 2023 were announced in the spring, and the 2024 results were announced in December. Applications for participation in the competition are accepted on the portal http://ot.rosmintrud.ruThe competition is held in two stages: first, the best are selected in the constituent entities of the Russian Federation, and then the regional leaders advance to the federal stage.

As a reminder, the All-Russian HR Forum is taking place on December 3–4 at VDNKh. It is the main platform for discussing the future of the Russian labor market. Representatives of federal and regional government agencies, major employers, the HR community, universities, and industry associations are participating. The forum is organized by the Ministry of Labor and Social Protection. The event operator is the All-Russian Research Institute of Labor. The All-Russian HR Forum is part of the national "Personnel" project and is timed to coincide with the results of the All-Russian professional skills competition "Best in Profession."

Marat Khusnullin: Around 900,000 Russians have moved out of dilapidated housing since 2019.

Translation. Region: Russian Federation –

Source: Government of the Russian Federation – Government of the Russian Federation –

An important disclaimer is at the bottom of this article.

Reducing the housing stock unfit for habitation is a priority for Russia's construction industry. Since 2019, nearly 900,000 people have been relocated from more than 15 million square meters of dilapidated housing, according to Deputy Prime Minister Marat Khusnullin.

“The resettlement of people from dilapidated buildings is being carried out on the orders of President Vladimir Putin. Since 2019, this socially significant program, coordinated by the Russian Ministry of Construction, has been implemented as part of the "Housing and Urban Environment" national project, and is now being continued under the "Infrastructure for Life" national project. Since 2019, nearly 900,000 people have been relocated from over 15 million square meters of dilapidated housing. Since the beginning of 2025, 70,000 residents have moved from dilapidated buildings with a total area of 1.2 million square meters to new apartments. Support has already been allocated for regions, including Donbas and Novorossiya, for 2025–2027. Under the new national project, the Territorial Development Fund, the program's operator, has already approved funding totaling approximately 38.2 billion rubles for the regions. This will allow for the relocation of approximately 1 million square meters of dilapidated housing, inhabited by approximately 56,800 people," said Marat Khusnullin.

According to the Deputy Prime Minister, the leaders in terms of the number of people relocated from dilapidated housing include the Khanty-Mansi Autonomous Okrug, where 62,000 people have improved their housing conditions since the beginning of 2019; the Yamalo-Nenets Autonomous Okrug (59,000); Perm Krai (56,000); the Sakha Republic (Yakutia) (50,000); and Kemerovo Oblast (34,000).

"An additional tool for relocating residents from dilapidated and decrepit housing is integrated territorial development. The Fund, as the operator of the program for relocating residents from dilapidated housing, partially reimburses developers for these costs in KRT projects. Currently, approximately 160 such projects are being implemented in 33 regions of the country, which are relocating residents from dilapidated and decrepit housing. This will make it possible to remove nearly 300,000 square meters of unsuitable housing in the coming years and improve living conditions for 16,700 people," said Vasily Kupyzin, CEO of the Territorial Development Fund.

From 2025 to 2030, 345,000 people are scheduled to be relocated from dilapidated buildings with a total area of 6.2 million square meters as part of the national project "Infrastructure for Life."
