A project-analytical session dedicated to the development program for the Russian-Tajik (Slavic) University for 2026–2030 was held in Dushanbe. The event was organized by Peter the Great St. Petersburg Polytechnic University.

The session brought together the leadership and faculty of RTSU, as well as experts from SPbPU. The Polytechnic University was represented by Maria Vrublevskaya, Vice-Rector for Human Resources Development; Nikita Golovin, Deputy Head of the International Cooperation Office and Head of the Slavic Universities Project Office; and Anastasia Chasovnikova, Head of the Strategic Planning and Development Department.

The work was conducted in thematic groups focused on key areas of the university's development: educational and scientific policy, human capital management, and social mission. Participants conducted a situational analysis, developed a target model, and developed strategic goals and elements of a roadmap for the university's development.

Based on the current RTSU development program, which includes a mission, target model, and objectives for developing core processes, the PAS participants analyzed the university's current state, assessed external factors and stakeholder perspectives, and developed a target model and strategic goals for RTSU through 2030. The results of the four groups' work were presented at the plenary session.

Following the PAS, proposals were developed to update the RTSU mission and targets, and resources and performance indicators were identified. SPbPU experts contributed to the development of the program's fundamental principles and presented recommendations for the development of educational and research programs, human resources policy, and social interaction.

I would like to express my deep gratitude to the staff for their commitment and openness. The main message of the past session was that much depends on us, and we can do a lot ourselves. The program's events, above all, should reflect the transition of operational norms to a new state. Given the significance of the event and the role of RTSU as the core of scientific and educational ties between Russia and Tajikistan, Semyon Grigoriev, Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Republic of Tajikistan, attended the opening of the PAS. He addressed the PAS participants with a welcoming address: A year ago, I enthusiastically supported the idea of Polytechnic University overseeing RTSU, knowing the scale and capabilities of the university, as well as the personal authority of its rector, Andrey Ivanovich Rudskoy. Today, I see this initiative coming to fruition: SPbPU experts are helping shape RTSU's development program and making a significant contribution to its future. Fifty KRSU students began studying at the Polytechnic University under network programs

The largest group of bachelors and masters from Bishkek will study engineering disciplines at five institutes of SPbPU.

The Peter the Great St. Petersburg Polytechnic University has accepted a second group of students from the Kyrgyz-Russian Slavic University named after B. N. Yeltsin (KRSU) for an internship. 50 people will undergo training in network educational programs.

For the first time, the exchange program, implemented within the framework of the state assignment, has been expanded to such a scale. Last year, only undergraduate students studied at the Polytechnic University, but now the group includes both undergraduate and graduate students. They will study the following specialties:

The organizational meeting with the students was opened by the head of the project office "Slavic Universities", deputy head of the Department of International Cooperation Nikita Golovin. He welcomed the guests from Kyrgyzstan and noted the importance of their visit.

Specialists from the SPbPU International Cooperation Department informed students about key organizational aspects of their stay in Russia: migration registration, obtaining voluntary health insurance policies, mandatory procedures for foreign citizens, registration of student cards and rules for connecting to university resources. To promptly resolve all issues, the group was assigned curators from international services.

After the official part, representatives of the institutes introduced the students to the features of the curricula and then gave them a tour of the campus.

The exchange program with the Kyrgyz-Russian Slavic University is an important part of the international activities of SPbPU and a clear example of the successful implementation of state policy in the field of education and strengthening international relations with the CIS countries.

SPbPU and KRSU develop cooperation in the field of additional education

The Kyrgyz-Russian Slavic University named after the first President of Russia B. N. Yeltsin (KRSU) and Peter the Great St. Petersburg Polytechnic University demonstrate a unique format of strategic partnership in the field of higher education. The launch of joint educational programs, modernization of curricula, implementation of digital platforms and development of research infrastructure – all these areas have become part of the comprehensive work of the two universities aimed at creating a single educational space and training highly qualified personnel for the economies of Kyrgyzstan and Russia.

The next step in this direction was a working visit to the Saint Petersburg Polytechnic University by the Vice-Rector for Pre-University and Further Education of KRSU Elena Averkova. The main topic of the negotiations was the implementation of the roadmap for cooperation between universities, in particular, the launch of new joint educational projects. The meeting was attended by the Vice-Rector for Further and Pre-University Education of SPbPU Dmitry Tikhonov, the Head of the Directorate of Further Education and Industry Partnership Ivan Kurta and the Head of the Directorate of Pre-University Education and Talent Attraction Nikolay Snegirev.

The parties paid special attention to the development of cooperation in the field of pre-university education. Considering that KRSU has its own school, the possibilities of adapting St. Petersburg practices of working with schoolchildren in the educational space of Kyrgyzstan were discussed. During the meeting, the participants noted the need to launch an engineering track based on the International Institute of Continuing Education and Personnel Engineering of KRSU under the coordination and expert support of SPbPU. The new track will focus on the development and implementation of professional training, advanced training and professional retraining programs. These programs are designed to meet the current and future demands of the Kyrgyz labor market and will be in demand in practice among local employers and industrial partners of KRSU.

The implementation of the programs will be characterized by reliance on an electronic educational environment using modern distance learning platforms and artificial intelligence technologies. This will ensure the personalization of educational trajectories and the technological sustainability of solutions.

Work on the engineering track involves developing a detailed concept and roadmap with program launch stages, target indicators, and monitoring mechanisms. Joint events are also planned to promote the track among students, employers, and the professional community of Kyrgyzstan.

As part of the roadmap for work with KRSU, an agreement on cooperation in the field of additional professional education has already been approved. And this year, the first joint DPO programs will be introduced to the Kyrgyz market. Media students from both countries unite on the shores of Issyk-Kul

The III Russian-Kyrgyz Student Media Forum was successfully held on the shore of the picturesque Issyk-Kul Lake in Kyrgyzstan. Organized by the Ministry of Science and Higher Education of the Russian Federation with the support of RTU MIREA, it brought together 100 active representatives of student media from 11 Russian and 6 Kyrgyz universities. The forum was opened by the Minister of Science and Higher Education of the Russian Federation Valery Falkov and the Minister of Science, Higher Education and Innovation of the Kyrgyz Republic Baktiyar Orozov.

In his speech, Valery Falkov noted: Modern media communications are a profession, a type of human activity that has always attracted people. Here you will not only improve your professional skills, exchange experience, but also meet guys who represent different universities in Russia and Kyrgyzstan. Ekaterina Esipova shared her impressions: The Media Forum is a wonderful opportunity for cultural and professional exchange between students. The exchange of experience takes place not only between students from Russia and Kyrgyzstan, but also between universities in each country. Russian students from St. Petersburg, Moscow, Krasnoyarsk and Lugansk attended the forum. Arina Martynova, Ambassador of the Russian Language, specialist in youth work at the A.S. The speaker talked about key trends in the development of digital technologies and their impact on the media industry, paying special attention to the practical application of neural networks. Using ChatGPT as an example, Artem Aleksandrovich showed how to create programming projects, evaluate the accuracy of the results and check them, giving the participants valuable recommendations on the use of modern digital tools in journalism and media.

The media forum became an important platform for exchanging experiences and launching joint initiatives in the field of modern media and digital communications. Its holding confirmed the growing role of youth projects in the development of technological leadership and international cooperation.

Trilateral agreement on development of engineering education and technology signed in Kyrgyzstan

Today, within the framework of the Kyrgyz-Russian Economic Forum, a trilateral cooperation agreement was signed between the Kyrgyz-Russian Slavic University named after B.N. Yeltsin, Peter the Great St. Petersburg Polytechnic University and the Geoscan company.

On behalf of KRSU, the document was signed by Rector Sergei Volkov, on behalf of Geoscan LLC – by Director of the International Department Vladimir Ivanov, on behalf of SPbPU – by Vice-Rector for Research Yuri Vladimirovich Fomin.

joint educational programs in software engineering, modeling, design and artificial intelligence; training of teachers to work with unmanned transport systems technologies, conducting joint scientific research and design work; organizing industrial practices and internships for students; organizing access to laboratories, equipment and resource base of partners for applicants and postgraduate students of KRSU, including for work on dissertations and defense of dissertations in dissertation councils of SPbPU in key areas; internships for postgraduate students and applicants; preparation of publications; submission of applications for grants.

Geoscan is a very important educational and technological partner for us. A large number of Polytechnic students and graduates are already working there and together we are developing technological solutions in the field of unmanned systems development, and this in turn is a contribution to the development of our key scientific and technological areas. And this agreement is another step in the development of our international partnership with KRSU. In addition, the guests learned about the activities of the engineering division of PISh CI – the Experimental Design Bureau, opened in October 2024. Alexander Gordeev spoke about the current tasks and projects of the design bureau, including the use of digital engineering and the CML-Bench® platform to solve problems in the field of unmanned aviation. The design bureau space is designed for the simultaneous work of 30 engineers, students and representatives of industrial partners.

Colleagues from KRSU highly appreciated the level of technical equipment and the students’ project activities.

Russian-Armenian educational partnership: the second launch of the course "Fundamentals of project activities" with the Polytechnic University

The Russian-Armenian University in Yerevan held the final defense of student projects completed within the framework of the course "Fundamentals of Project Activity" (OPA), which SPbPU and RAU have been implementing for the second year. 20 project teams were admitted to the in-person defense, and 19 of them successfully confirmed their results, demonstrating a noticeable qualitative growth compared to the pilot launch of the 2023/2024 academic year. 17 teams showed significant product and educational results.

The course "Fundamentals of Project Activities" is part of the strategic partnership of the two universities and a key tool for implementing a practice-oriented education model. Since the 2024/2025 academic year, the discipline has become mandatory for five areas of study at the Institute of Economics and Business of RAU (economics, tourism, trade and hotel business, management) and was available optionally to students of other programs. Starting next year, at the initiative of the management and teachers of RAU, there will be even more areas of study where this discipline will be mandatory.

The second launch of the course at RAU involved 12 mentor teachers, whose training began in December 2024. RAU teachers completed an intensive course on project activity tools and mentoring of student projects, and experienced the entire process of completing the course that students face.

In February 2025, an introductory lecture was held for RAU students, where they learned about the structure and features of the upcoming course. The lecture was given by teachers of SPbPU and RAU: senior researcher of the International Academic Competence Center "Intelligent Enterprise Technologies" of the Digital Engineering School Anton Ambrazhey, senior lecturer of the Higher School of Project Activity and Innovation in Industry (IMMiT) Inna Seledtsova and head of the Department of Educational Policy and Quality Control of Education of RAU Ruzanna Airapetova.

In April 2025, Anton Ambrazhey and Inna Seledtsova visited RAU on a working visit, discussed the intermediate results of the projects with the teams and course mentors, and gave recommendations for their further implementation and specification.

A distinctive feature of the second launch of the course at RAU was the involvement of external customers (travel agency GoToDili, Green Rock, Green Training Center). The projects presented by the customers confirmed the trend that began to form during the first launch: the OPD course at RAU is capable of creating a new level and diversity of products in the tourism landscape of Armenia. Thus, most of the projects this year from internal and external customers of RAU were dedicated to the current needs of the tourism industry of Armenia, and the internal tasks of the university were also well presented as projects.

According to the results of the 2024/2025 competition, the first place was taken by the project "Conducting an assessment of the quality of education by students of the Institute of Economics and Business", completed by students of the Management program under the mentorship of the senior manager of the Department of Economics and Finance Iveta Stepanyan. The second place was taken by the project "Cultural and educational event "Russian Language Day", mentored by Associate Professor of the Department of Russian Language and Professional Communication Liana Petrosyan. The third place went to the project "Green Tourism", implemented under the guidance of the chief manager of correspondence courses of the IEB Lolita Tashchyan.

"At the last defense, seventeen projects out of twenty received high scores. It is clear that a core of motivated mentors and students is being formed. Perhaps it is the personalized approach to the team, the high involvement of mentors that is the unique path of RAU project activities, along which we will continue to help colleagues develop," noted Anton Ambrazhey.

Inna Seledtsova emphasized the research significance of the work: "It is very important that many projects have come closer to understanding the true needs of the end users of their project results: someone went with a mentor to Dilijan to talk to tourists, someone conducted online surveys with business owners and identified an unobvious need for training, someone conducted surveys among students. We still have room to grow in the quality of such studies, which are a key link in understanding the problems of the project, but the first steps in this year's research were very worthy."

At the final series of meetings with mentors, with the Vice-Rector of RAU for Academic Affairs Marina Khachatryan, with the Head of the Department of Educational Policy and Quality Control of Education of RAU Ruzanna Ayrapetova, the course support team from SPbPU recorded development vectors for the next academic year: localization of part of the educational content, adaptation of project activity artifacts to the specifics of RAU, strengthening of the internal PR course, training of new mentors in the fall of 2025 and the third launch of the course with updated materials in February 2026.

An important result of the second launch of the course was the formation of the need for independent processes for implementing the "Fundamentals of Project Activity" at RAU. If in the first launches the course was supported, for the most part, within the framework of processes identical to SPbPU, then by the upcoming third launch not only the need for content localization has been identified, but also the need for our own student assessment system, for motivating them and mentors, for adaptation to online learning, since the OPD course became RAU's first experience in mass online learning. All this will form the basis for the joint work of SPbPU and RAU in the next academic year.

Joint projects of SPbPU and KRSU: contribution to the development of scientific potential

Another working visit of the Polytechnic University delegation to the Kyrgyz-Russian Slavic University (KRSU) took place. This time, the participants discussed joint events aimed at developing the scientific potential of KRSU. The delegation of SPbPU included the head of the Project Office "Slavic Universities" Nikita Golovin, associate professor of the Higher Engineering Physics School of the Institute of Economics and Technology Viktor Malyugin, representatives of the Higher School of Hydraulic Engineering and Power Engineering of the Institute of Scientific Research – Professor Natalia Politaeva and Associate Professor Alexander Chusov, as well as the head of the Quality Control Department Maxim Dyuldin.

The program of the visit focused on two main areas: the development of a comprehensive plan for the development of the High-Mountain Observatory of Atmospheric Physics of KRSU (VGOFAP) and the joint implementation of applied projects in the interests of KRSU’s industrial partner, Alliance Altyn LLC.

The high-mountain observatory is located in the north-east of Kyrgyzstan and is a unique scientific laboratory conducting scientific research in the field of atmospheric physics, ecology, climate change, interaction of geospheres, geodynamics and seismology. To get acquainted with the scientific equipment and areas of research, the Polytechnic delegation visited the observatory and assessed the capabilities of the infrastructure.

The Polytechnics also held a field meeting with the Vice-Rector for International, Scientific and Innovative Activities of KRSU and the Director of the Observatory Leonid Sverdlik, where they discussed the observatory's development directions and possible applied projects. Dean German Lotsev, Deputy Dean for Research Natalia Ershova and Director of the Scientific and Technical Center Dmitry Glazunov participated in the meeting on behalf of KRSU. The Polytechnic representatives proposed solutions to problems aimed at maintaining a safe environmental situation in the Issyk-Kul Lake area and in Bishkek.

In particular, they discussed a project to measure the parameters of dust aerosol flows (concentration, quantitative and granulometric composition of dust particles, direction and speed of dust flow transfer) based on the observatory, as well as dustiness within Bishkek (comparative diagnostics method). To do this, it is necessary to modernize the infrastructure and place additional equipment on the territory of KRSU in Bishkek. It is possible to use the existing mobile environmental laboratory of KRSU. The project will result in recommendations for improving the environmental situation. It is planned to involve specialists from the Civil Engineering Institute and the Institute of Electronics and Telecommunications in the work.

The Polytechnic delegation visited the scientific station of the Russian Academy of Sciences in Bishkek, which conducts research into modern geodynamic processes as a basis for earthquake forecasting, seismological research based on the digital telemetry seismological network in the territory of the Bishkek forecasting polygon and a number of other works related to seismic processes in the region. For KRSU, the scientific center is a partner for student practices and internships, as well as in conducting scientific work, including jointly with the High-Mountain Observatory of Atmospheric Physics of KRSU.

The station's director, Anatoly Rybin, introduced the polytechnicians to the laboratories, main areas of work and results. SPbPU professor Viktor Malyugin shared with his Kyrgyz colleagues proposals for the implementation of a joint (with KRSU and the RAS) applied project to develop fiber-optic sensors for measuring seismic activity and predicting catastrophic situations. Its goal is to measure displacements and stress distribution in the Issyk-Ata fault area (Bishkek is located in a seismically dangerous region, and most of the city is in the 8-9-point zone). In the future, it will be possible to use the measurement results to predict seismic activity in the region. It is planned to involve specialists from the Institute of Electronics and Telecommunications and the Institute of Power Engineering.

The final stage of the visit was an extended meeting of representatives of the two universities. The parties confirmed their interest in developing the infrastructure of the KRSU VGOFAP and implementing scientific and educational projects on its basis. The participants also discussed cooperation between the research groups of the universities and interaction with industrial partners. According to the roadmap of joint events of SPbPU—KRSU, by the end of 2025 they will develop a comprehensive plan for the development of the KRSU High-Mountain Observatory of Atmospheric Physics and determine the range of work, including the modernization of the scientific infrastructure.

In addition, a meeting was held with the industrial partner of KRSU "Alyans Altyn" to coordinate joint projects. At the first stage, SPbPU specialists will participate in the implementation of developments in three areas:

implementation of lean manufacturing principles to optimize processes, reduce losses and improve the efficiency of all departments (PISh CI SPbPU); automation and digitalization of production and management processes to improve efficiency, reduce costs and ensure transparency (Higher School of UKFS IKNK SPbPU); implementation of technologies and practices aimed at reducing the negative impact on the environment, based on environmental monitoring data (ISI SPbPU).

The meeting participants discussed the conclusion of contracts for R&D, as well as the involvement of students and young scientists in applied developments and industrial projects. The polytechnics shared their experience of cooperation with large industrial companies and gave recommendations on contractual work with Alliance Altyn. The parties agreed to consider in more detail the issue of opening a specialized scientific and educational center at KRSU together with a partner company.
