The order to allocate 220 million rubles for these purposes has been signed.

We have now looked at how the individual program of socio-economic development of the region, formed on the instructions of the President, is being implemented. I have already told you that I was pleased with the figures: extra-budgetary investments are more than 22 billion rubles, 6 thousand jobs. Gross regional product and real disposable income of the population are growing. And what is very important is that new infrastructure is being created, which, of course, attracts tourists, people who come here, relax, travel in the Altai Territory.

I would like to ask you about medical institutions. I know about your regional center for the protection of motherhood and childhood in Barnaul. A modern infectious disease building and a surgical building are being built. How is the construction process going and what else is needed?

V. Tomenko: Thank you very much, dear Mikhail Vladimirovich, for your attention to the region!

This facility, our regional clinical children's hospital, the regional center for the protection of motherhood and childhood, was initially in your field of vision and, according to your instructions, work was organized on the construction of a new surgical building and major repairs of the infectious disease building.

I have prepared a short presentation. This is what the center for the protection of motherhood and childhood looks like today. And here is information about how the construction of the surgical building and the major repairs of the infectious disease building are going.

I want to say that today 17 thousand small patients are undergoing treatment there. There are consultative and diagnostic services with the most modern equipment. And another 13 departments, including oncology, infectious diseases and surgery.

As a result of the work that will be carried out to build the surgical building, the volume of assistance to our children will increase from today's 17 thousand to 21 thousand. And the ability to perform operations will increase from 5 thousand to 8 thousand. This is the first thing.

And secondly. Of course, there will be an opportunity to provide this assistance at the highest technological level. In particular, we plan to open a children's neurosurgical department there. Today, for this kind of operations, our children must go to other regions. And the new department will provide such an opportunity.

Of the more than 5 billion rubles the project costs, 3.8 billion is funding from the federal budget. The construction completion date is the end of 2026. As of today, almost 50% of the construction work has been completed. Everything is on schedule.

It is very important – a major overhaul of the infectious diseases building is being carried out in this center. At our last meeting, Mikhail Vladimirovich, you gave the order that we, together with the federal authorities, should address this issue. We have done a lot of work. Ultimately, Altai Krai was provided with funding from the federal budget in the amount of 390 million rubles. The work itself will cost 530 million rubles, taking into account co-financing from the regional budget. We understand, of course, that new equipment will be needed there. We have already planned our regional funds. This is 330 million rubles. Thus, 3 thousand of our children who will undergo treatment there will receive high-quality medical care at the highest level. In this regard, I would like to thank the Ministry of Health of the Russian Federation. Mikhail Albertovich (Murashko) personally gave instructions and orders here so that we could succeed. The contract was signed in April of this year, at the end of 2026, the renovated building will accept all the children. For now, we are providing them with assistance in other medical institutions of our region.

M. Mishustin: Viktor Petrovich, all plans must be implemented on time, and I ask that you keep the construction of such facilities under your personal control.

One more question. The Altai region is famous for its nature. Today the International Ecological Conference, in which you also took part together with the heads of government of a number of CIS countries, experts, and ecologists, is finishing its work.

And of course, when we talk about environmental issues, it is impossible not to touch upon the issues of logistics and comfortable living. We are talking about the Chuysky Tract. We decided to continue construction, consulted with the President, and he gave such an order. And a five-year period was given to reconstruct the Chuysky Tract using new technologies.

How is the work going?

V. Tomenko: Dear Mikhail Vladimirovich, I have prepared a small map. "Chuisky Trakt" is a federal road, route R-256. Its length is more than 1.1 thousand km. It passes through the territory of Novosibirsk Oblast, Altai Krai and the Altai Republic. The route runs through the territory of Altai Krai for 323 km.

Three years ago, Mikhail Vladimirovich, I contacted you with a request to support the proposals that we have, taking into account the demand for this road (in 2022, it was the 100th anniversary of the Chuysky Tract, we all, three regions, celebrated it), in order to convert as much of this road as possible to four-lane traffic.

All these instructions were given. And today, out of 323 km that pass through the territory of the Altai Territory, 146 km of the road are already in a four-lane design, provided with everything necessary to ensure that traffic is safe, comfortable and modern. Of these, 23 km were introduced in 2024.

Today, this federal road is managed by Rosavtodor. The Altai Federal Road Administration is such a federal institution, and we actively cooperate with it: its competence includes exits, approaches, services, and so on, and contractors, including our Altai ones, work here. Therefore, it is very important to be here = in cooperation.

There are another 22 km of road in the next five years. I marked them on the map, they are already included. Another 27 km are prepared for inclusion in the five-year plan. And now we are working on the possibilities of this inclusion together with the Ministry of Transport and Rosavtodor. And for the remaining parts of this road, design and estimate documentation is being prepared. Here we help our federal road workers in every possible way. And, naturally, all residents and our guests are, of course, very interested in the road being expanded and made better.

M. Mishustin: Without a doubt, the modernization of the road will help to reveal the tourist potential of the Altai Territory. Tell us what is being done in general to develop the infrastructure for travel, including using the mechanisms provided by the state.

V. Tomenko: First of all, of course, the development of the tourist infrastructure itself. Today, there are 571 collective accommodation facilities, 14.5 thousand – room stock. A program for the creation of modular accommodation facilities is being implemented, we have already completed almost everything planned here.

In addition, our major investors today have access to preferential lending under Resolution No. 141. Or rather, in previous years and today as well. Projects are being implemented for 86 billion. 60 billion rubles – preferential lending has already been approved. This is the creation of approximately 3.3 thousand more numbers to the 14.5 thousand that we have. Therefore, we are working in this area and, naturally, we are helping our investors.

In previous years, we had infrastructure budget loans, special treasury loans. This year, it is KIK – treasury infrastructure loans. We use approximately 80% of the funds that we manage to attract to put logistics, transport communications, road infrastructure, and so on in order, to ensure transport accessibility and comfortable movement on such roads. We use these funds to develop engineering infrastructure and to resolve infrastructure issues, including a small amount for energy.

These are our main areas. Today, we have attracted about 14 billion rubles of such investments. We also participate in almost all areas that the so-called infrastructure menu provides us with – this is the MKI program, and the IBC, and the SKK, and so on. In general, I sincerely thank you, Mikhail Vladimirovich, on behalf of all residents of the region for the fact that such opportunities exist today in addition to those provided by our current activities, our current income. By the way, the Altai Territory's own income, our consolidated budget in 2024, increased by 20% at once compared to 2023, from 125 billion rubles to 150 billion rubles. And this good support gives us the opportunity to solve many current issues and think about development.

M. Mishustin: Viktor Petrovich, tourism should become one of the most important drivers of economic growth in the Altai Territory. Dmitry Grigorenko: The government has simplified the procedure for issuing permits for businesses

The simplified format for issuing licenses and permits in Russia is enshrined in amendments to 69 federal laws. Today, they were approved by the Federation Council. The project lasted four years. During this time, the terms for issuing permits were shortened and the number of required documents was reduced, papers were transferred to electronic form and to a registry model. The project was implemented under the supervision of Deputy Prime Minister – Head of the Government Staff Dmitry Grigorenko.

The work was carried out as part of an experiment and included more than 400 government services, all of which became available on the government services portal. In 2024 alone, about 9.5 million applications for various types of permits were received. Without a positive decision on these applications, it is illegal to carry out permitting activities.

The adoption of the law allows us to consolidate the results of the optimization of the permitting process. Thus, thanks to the project, the time for issuing permits has been halved (from 43 to 19 days on average) and the number of documents from applicants (from 8 to 4 documents). Some types of permitting activities have been transferred to a registry model. This has made it possible to abandon paper permits in favor of entries in electronic registers, in which case it is no longer necessary to obtain and store a document on a form.

"The government is creating conditions for comfortable business in Russia. Optimizing the process of obtaining permits is an important part of this work. We have digitalized the entire procedure: from collecting documents and submitting an application to issuing the permit itself. Entrepreneurs no longer need to duplicate information – government agencies receive it through interdepartmental data exchange. This approach has made it possible to halve the number of requested documents and the time it takes to obtain permits. That is, the procedure is simplified through digital tools without reducing the overall level of security," commented Deputy Prime Minister and Head of the Government Staff Dmitry Grigorenko.

The law establishes the possibility of obtaining comprehensive permits in electronic form. This format has been available on the public services portal since June of this year. In particular, the comprehensive services "Opening a Pharmacy" and "Certification of Forest Management Specialists" were launched. The user only needs to submit one application to receive a number of permits at once, which are necessary for carrying out a particular entrepreneurial activity.

The public services portal also implements six services that provide proactive provision of permits from Rosrybolovstvo, FMBA, Rostransnadzor and Rosmorrechflot. Thus, portal users receive a notification about the need to extend permits. At the same time, the application for registration of such documents is pre-filled automatically taking into account up-to-date information from other state systems. Proactive provision of services for issuing permits is also enshrined in law.

Amendments to 69 federal laws were prepared by the Ministry of Economic Development, adopted by the State Duma and supported by the Federation Council.

Deputy Prime Minister Tatyana Golikova held the next meeting of the Russian Tripartite Commission for the Regulation of Social and Labor Relations.

The meeting considered and supported by the parties the draft federal law "On Amendments to the Labor Code of the Russian Federation", developed on the instructions of the President of Russia Vladimir Putin with the aim of improving the provisions governing the apprenticeship contract. Thus, it was proposed to supplement Chapter 32 of the Labor Code with provisions specifying the status of apprenticeship contracts, the obligations of the parties, as well as the types of programs mastered during the apprenticeship period. In addition, it was proposed to include individual entrepreneurs in the circle of persons who are allowed to conclude apprenticeship contracts. For the apprentice, the bill provides for guarantees of employment, as well as the payment of a scholarship at the expense of the employer for the entire period of training. The employer, in turn, will be able to return the funds spent on training in cases where the apprentice has not fulfilled the obligations specified in the contract. In addition, the bill provides for a mechanism for co-financing the costs of employers at the expense of the budgets of the constituent entities of the Russian Federation. It is expected that the expansion of the practice of using apprenticeship contracts will become an effective mechanism for training qualified personnel, which will help solve the problem of staffing, and will also become a social lift for workers, as it will open up prospects for successful employment, career growth and increased wages.

The commission members also discussed and supported the draft federal law "On Amending Article 1 of the Federal Law "On the Minimum Wage", according to which, from January 1, 2026, the minimum wage will increase by 20.7% and will amount to 27,093 rubles. The adoption of the bill will lead to an increase in wages for about 4.6 million workers.

A representative of PAO Gazprom reported that in order to ensure the declared volume of gas, it will be necessary to expand the capacity of two gas pipelines.

Alexander Novak instructed the Ministry of Energy, together with generating companies, Gazprom and regional authorities, to promptly develop a comprehensive plan and schedule for the construction of new generating facilities in the south of Russia, providing for the gasification of these facilities and the provision of land plots for them, with the establishment of deadlines and responsible contractors.

Thanks to them, new schools, kindergartens, clinics and roads are opened in the regions, utility infrastructure and public transport are updated. This, in turn, contributes to the development of territories and their economic growth. Thus, only thanks to the IBC projects, since 2022, it has been possible to commission about 28.8 million square meters of housing, create 155.3 thousand jobs and attract 3.15 trillion rubles of extra-budgetary funds to the economy. In addition, the SCC program stimulated the commissioning of another 2.6 million square meters of housing and attracted 230.6 billion rubles of private investment. Considering the effectiveness and demand for these mechanisms, on behalf of The President, within the framework of the national project “Infrastructure for Life”, the program continues in the form of treasury infrastructure loans,” said Marat Khusnullin.

According to the Deputy Prime Minister, the largest volume of housing thanks to infrastructure projects financed by budget loans was put into operation in the Republic of Tatarstan – 4.4 million sq. m, St. Petersburg 3.3 million sq. m, Moscow region – 2.6 million sq. m, Sverdlovsk region – 2.5 million sq. m and Moscow – 1.3 million sq. m.

The IBC and SKK program is supervised by the Russian Ministry of Construction, and the operator is the public-law company Territorial Development Fund. Such loans are issued to regions at 3% per annum for a period of up to 15 years.

"Infrastructure budget and special treasury loans are an accessible financial mechanism through which socially significant projects are implemented. This work, among other things, has allowed for tax and non-tax budget revenues in the amount of 250.7 billion rubles. The Territorial Development Fund, as an operator, provides support to regions – it helps in preparing applications for financial assistance, in launching the necessary processes, and monitors the projects themselves. We will also take part in monitoring the implementation of projects through treasury infrastructure loans," said Vasily Kupyzin, CEO of the Territorial Development Fund.

Currently, applications from regions for financing projects within the framework of treasury infrastructure loans are being accepted. The regions mainly plan to use these funds for the modernization of housing and communal services, as well as the implementation of social, road transport, and tourism infrastructure projects.

Dmitry Chernyshenko: In June, about 3 million children vacationed in Russian health camps

The summer health campaign continues in the regions of Russia. In June 2025, about 40 thousand children's recreation and health organizations have already accepted about 3 million children, including almost 126 thousand children of SVO participants. In the Year of the Defender of the Fatherland and the 80th anniversary of the Great Victory, children's camps hold patriotic shifts, where children learn about the history of the country and participate in thematic events. The key task is to continue the modernization of the recreation and health infrastructure, including the International Children's Center "Artek", which is celebrating its 100th anniversary this year," the Deputy Prime Minister emphasized.

In June, more than 800 thousand children who found themselves in difficult life situations and about 28 thousand schoolchildren from the reunited regions rested in children's camps. At the same time, about 73 thousand students from different regions of Russia rested on the coast of the Black and Azov Seas alone.

"In the Year of Children's Recreation in the Education System, dedicated to the anniversaries of the federal children's centers "Artek", "Orlyonok" and "Smena", the summer health campaign will cover about 6 million schoolchildren across the country. To ensure a high level of quality in organizing recreation and health improvement for children, a unified system for training camp counselors has been introduced and a federal program of educational work for all children's camps has been approved. This allows us to build a holistic approach to raising children in camps, which complements the educational work carried out with children in schools," said Minister of Education Sergey Kravtsov.

Summer shifts are also actively held in other children's health camps. In Crimea, for example, there are 370 children's camps. Particular attention is paid to organizing recreation for children from the Donetsk and Lugansk People's Republics, Zaporizhia, Kherson, Kursk and Belgorod regions. It is planned to accept 1.8 thousand children from these regions at the expense of the reserve fund of the Republic of Crimea.

In addition, in July, shifts with the participation of children from different countries were held in children's centers subordinate to the Ministry of Education. Thus, the eighth international shift "Artek Gathers Friends" is taking place in the International Children's Center "Artek", which united more than 3 thousand children from all regions of Russia and from 66 foreign countries. The shift program includes key topics: the 80th anniversary of Victory, the Year of the Defender of the Fatherland and the 100th anniversary of "Artek".

For the first time in 30 years, the All-Russian Children's Center "Orlyonok" is hosting a group of 25 Cuban schoolchildren and their mentors. The opening ceremony of the international program "Children of the World" was held at the All-Russian Children's Center "Ocean". It is attended by children from Russia and 5 friendly countries: the People's Republic of China, Tajikistan, Mongolia, Laos and Belarus. As part of this program, participants will study the culture of different peoples, the basics of public diplomacy, exchange experiences and work on joint creative projects.

The pavilion will feature a "Traveler's Passport" zone, designed in the style of a travel agency. At the entrance to the pavilion, visitors will receive a personal traveler's passport with information about tours, discounts from Kamchatka operators, and gifts from restaurants and shops.

A separate zone, "The Power of the Ocean", will be dedicated to demonstrating the natural and economic potential of Kamchatka as a unique oceanic territory. The big screen will systematize and present such areas as marine logistics, the fishing industry, scientific ocean research, tourism, sea cruises and yachting, and Pacific cuisine.

In the "Volcano Energy" space, visitors will be able to get acquainted with the region's potential for implementing projects in the fields of tourism, construction, agriculture, education and science. In the "New Kamchatka Facilities in 360" zone, it will be possible to take a full 3D tour of the Kamchatka Regional Hospital, airport and greenhouse complex.

The "Specially Protected Natural Areas" area will feature the heroes of the documentary "Fire Fox". Visitors to the stand will also be able to familiarize themselves with information about the "Far East – Land of Adventure" competition and learn about new tourist routes in the region. In addition, the area will display images from street cameras, supplemented with elements of wild nature.

A souvenir pavilion and a stage will be opened next to the main exposition of the Kamchatka Territory. In addition, the Falcon House will be open, where the Ministry of Natural Resources and Environment of Russia will prepare its own exposition.

The 10th Eastern Economic Forum will be held on September 3–6 at the campus of the Far Eastern Federal University in Vladivostok. The government is suspending the floating rates of export duties on sunflower oil and sunflower meal. This will increase the volume of shipments to foreign markets and support sunflower producers and processors. This decision was made at the suggestion of the Oil and Fat Union. It is especially relevant in anticipation of autumn field work.

Floating rates of export customs duties on sunflower oil and meal were established by the Government from 2021 and 2022, respectively, in order to protect the domestic market from unjustified price increases. Thus, it was possible to stimulate the economic interest of producers in maintaining product supplies to the domestic market.

Currently, the domestic market is fully supplied with sunflower oil. Therefore, the suspension will not affect the availability of sunflower oil for Russians.

In June 2025, the export duty rate on sunflower oil was 7119.8 rubles per ton. In July – 4739.3 rubles per ton.

In June 2025, the export duty rate on sunflower meal was 1,244.1 rubles per ton. In July 2025 – 1,054.4 rubles per ton.

After the adoption of the Government Resolution, the rates were reset to zero. This measure will be in effect until August 31, 2025 inclusive.
