Deputy Prime Minister Dmitry Chernyshenko held a meeting of the Commission on Scientific and Technological Development, the key issue of which was the distribution of basic and additional funds for science for 2026–2028 as part of the implementation of the state program for scientific and technological development.

At the beginning of the meeting, Dmitry Chernyshenko recalled that Prime Minister Mikhail Mishustin had approved changes to the commission’s regulations, expanding its powers, including in terms of managing the scientific budget.

When considering the draft budget for 2026–2028, the dynamics of growth in research funds was noted.

Dmitry Chernyshenko emphasized the need for effective use of additional funds allocated for science and their prioritization in accordance with the instructions of President Vladimir Putin.

"On the instructions of the head of state, we must strive to ensure that by 2030, expenditure on science will grow to 2% of GDP. And our task is to ensure maximum efficiency of invested funds and prioritization taking into account the goals outlined by President Vladimir Putin. The key tools for achieving them are laid down in the state program for scientific and technological development. We discussed approaches to their application in detail at the strategic session of the Prime Minister," the Deputy Prime Minister emphasized.

A significant portion of the funds will be directed towards supporting scientific research and developing the education sector.

Prioritization involves scientific support for national projects aimed at achieving technological leadership and implementing the instructions of the President and the Government.

"The Russian government continues to prioritize funding for the scientific and educational sphere. Given all the current challenges, our main task is not just to ensure the availability of resources, but also to achieve maximum efficiency of federal budget expenditures, carefully prioritizing them in accordance with the most pressing tasks," said Deputy Minister of Education and Science Andrey Omelchuk.

"I would like to draw special attention to the need to allocate funds to update the instrument base of our academic institutes. In addition, many scientific institutes require major repairs, modernization of scientific infrastructure is necessary so that our scientific organizations are modern and meet world standards. And of course, it is very important that spending on scientific research in the Russian Federation grows. All this will allow us to effectively solve problems related to achieving scientific and technological sovereignty of our country," noted the President of the Russian Academy of Sciences Gennady Krasnikov.

The Deputy Prime Minister emphasized the need to implement the President's order to consolidate funds for science within the framework of the state program and instructed the Ministry of Education and Science, together with the Ministry of Finance, to prepare proposals to stimulate the growth of spending on research and development, including by attracting private investment.

The commission also presented a concept for the scientific and technological development of the transport complex until 2035.

Let us recall that the Prime Minister Mikhail Mishustin gave instructions following the results of the strategic session on the accelerated development of transport infrastructure. At it, the task was set to present to the Government the concept of scientific and technological development of the transport complex of the Russian Federation until 2035.

The concept prepared by the Ministry of Transport was approved by the Scientific and Technological Development Commission. This is the first document that comprehensively defines the directions of scientific and technological development of the country's transport industry. The concept provides the first definition of transport science and provides for the formation of an effective system for managing scientific research and development in the transport complex.

RAS President Gennady Krasnikov emphasized the importance of this area, noting that it accumulates practically all fundamental sciences: from mathematics and chemistry to materials science and quantum technologies.

As part of the concept implementation, it is planned to create nine research scientific centers based on Russian scientific organizations. The main tasks of these centers and the network of laboratories are: increasing the mobility of the population, developing autonomous unmanned high-battery vehicles, digitalization, developing the Northern Sea Route and improving the transport infrastructure.

The first meeting of the interdepartmental commission, which will form a list of treatment facilities financed within the framework of the federal project "Water of Russia", was held. Deputy Prime Minister Dmitry Patrushev instructed to complete the first selection by the end of August.

"The implementation of the national project "Ecological Well-being" has begun this year. Within its framework, the regions are working on the federal project "Water of Russia", which should cover almost all the major rivers of our country. The activities have different focuses – depending on the needs of the territories. Among them, of course, is the continuation of the construction of treatment facilities. We have qualitatively changed the approach to selection. Now there is a whole set of criteria that take into account the contribution of the event to the overall indicators of the federal project, as well as the principle of budget efficiency. And of course, we take into account the accumulated experience of implementing federal projects in the previous cycle," said Dmitry Patrushev.

Before entering the selection, projects are reviewed by a scientific and technical council of the federal project specially created at the site of the Ministry of Natural Resources. The region must receive its recommendation. This will avoid inefficient use of federal budget funds. The presented design solutions are analyzed in detail from the point of view of the validity of the declared capacity of the facility, the feasibility of using specific equipment.

The selection criteria include a received comprehensive environmental permit or a submitted application for one, and the completion of the work cannot be scheduled later than December 1, 2030. At the same time, within the framework of the work of incident No. 55 "Wastewater Treatment Facilities", headed by Dmitry Patrushev, it was also established that the facility is considered completed only after receiving a conclusion from Rosprirodnadzor on reaching the regulatory parameters for wastewater treatment.

At the first stage, six applications with positive recommendations from this council were selected. Treatment facilities will be built on such rivers as Angara, Kama, Tobol, Volga, Ural.

The federal project "Water of Russia" was created by the decree of the President within the framework of the national project "Ecological Well-being". Activities within the framework of the federal project include the construction and reconstruction of treatment facilities, clearing of river beds, improvement of the condition of lakes and reservoirs, construction of reservoirs, holding more than 20 thousand volunteer events to clean the banks from garbage.

Incident No. 55 "Wastewater Treatment Facilities" was created on June 15, 2024 to coordinate work on the construction and reconstruction of wastewater treatment facilities implemented within the framework of the national project "Ecology", as well as to ensure the operation of these facilities with the achievement of the parameters of standard wastewater treatment. The All-Russian competition "Best Municipal Practice" covers a wide range of areas – from urban development and modernization of housing and communal services to the development of small businesses, the social sphere, transport infrastructure and digitalization. In 2025, 300 million rubles will be allocated to continue the reconstruction of the building in Kursk, where the regional history museum is planned to be located. The order to this effect was signed by Prime Minister Mikhail Mishustin.

Russian schoolchildren won 4 medals at the 36th International Biology Olympiad.

The results of the 36th International Biology Olympiad (IBO 2025) were summed up in Quezon City (Republic of the Philippines). Four Russian high school students won two gold, one silver and one bronze medals.

The children and their mentors were congratulated on their victory by Deputy Prime Minister of Russia Dmitry Chernyshenko and Minister of Education Sergei Kravtsov.

"Guys, congratulations on your brilliant performance at the International Biology Olympiad! Your participation among talented schoolchildren from 77 countries is already an achievement. You demonstrated outstanding knowledge, which brought the Russian team four medals: two gold, silver and bronze. This is the result of the synergy of the students' persistence and work, the contribution of teachers and the support of parents. Friends, may your interest in learning natural sciences not fade away. Our President Vladimir Putin said: "Science is the basis of development and progress". About 300 schoolchildren from 77 countries took part in the competition. The practical round tested the children's ability to solve biological problems using laboratory methods and skills. The theoretical round provided an opportunity to assess the level of mastery of theoretical material, the ability to analyze it and apply it in practice. The schoolchildren completed the Olympiad tasks at the Ateneo de Manila University.

The IBO has been held annually since 1990 and brings together participants from more than 70 countries. The Government Order approved the Concept for the digitalization of apartment buildings until 2030. It will allow synchronizing the efforts of government bodies, developers, resource supplying organizations and management companies, equipment manufacturers and software developers to develop this area.

In Russia, the practice of implementing modern solutions in the housing and utilities sector is gradually expanding. The objectives of the concept are to develop unified approaches in this area, and further develop the Russian digital solutions market. The concept also sets goals for improving the comfort of living in smart apartment buildings through the use of modern technologies,

Another area of work is ensuring the information security of devices and digital systems used in smart homes. For this purpose, it is proposed to formulate standard security requirements both for a single digital environment and for specific devices and systems.

A plan of specific measures to implement the concept will be developed by the Ministry of Digital Development together with the Ministry of Construction, the Ministry of Industry and Trade, the Ministry of Energy and other interested departments. The document is to be submitted to the Government within 6 months.
