Deputy Prime Minister Dmitry Patrushev spoke at the National Center "Russia" at the presentation of the "Arctic Dossier" – Russia's national report for the UN Decade on Ecosystem Restoration. The Deputy Prime Minister emphasized the country's consistent adherence to the UN Sustainable Development Goals and its support for strengthening dialogue on sustainable environmental management.

"Russia is the largest Arctic power. Therefore, its environmental recovery is a priority for us. The Arctic is also a strategic space for the development and implementation of future projects, including those at the interstate level. This is due to both its significant logistical potential and its unique natural resources. In the Arctic zone, we have created federal-level specially protected natural areas to protect ecosystems, covering a total area of approximately 40 million hectares, the largest contribution of any Arctic state. This approach helps preserve Arctic biodiversity, which includes approximately 20,000 species. This includes restoring populations of rare and endangered species of flora and fauna," said Dmitry Patrushev.

The Deputy Prime Minister recalled that, at the direction of the Russian President, a fund to support environmental and nature conservation projects was established. In 2025, 15% of all projects awarded grants will focus on preserving and studying the natural environment in the Arctic zone, and the Arctic theme has been designated as a separate competition focus.

The Deputy Prime Minister also emphasized the significant role of Russian business. Companies are implementing unique projects to preserve the region's biodiversity, including those of international significance.

Dmitry Patrushev noted that further effective development of this region must be inextricably linked to environmental protection. In the Arctic zone, work is actively underway to eliminate accumulated environmental damage, including clearing landfills and restoring disturbed land. In 2024 alone, reclamation affected more than 6,000 hectares of land, primarily in the Yamalo-Nenets Autonomous Okrug and the Sakha Republic (Yakutia).

As part of the national "Environmental Well-Being" project, this region plans to implement modern waste management systems, preserve forests, restore water bodies, and reduce hazardous emissions. A total of 12 billion rubles is planned for these purposes.

To develop state environmental monitoring in the Arctic zone, Roshydromet's observation network is being modernized. Furthermore, the scientific expedition fleet is being systematically upgraded.

In conclusion, Dmitry Patrushev emphasized that Russia will continue to move toward environmental conservation in all its territories, including the Arctic.

Deputy Prime Minister Tatyana Golikova congratulated the Federation of Independent Trade Unions of Russia on the 120th anniversary of the trade union movement in our country and the 35th anniversary of the FNPR's activities.

From the transcript:

Dear colleagues!

Tatyana Golikova congratulated the Federation of Independent Trade Unions of Russia on the 120th anniversary of the trade union movement.

Congratulations on the 120th anniversary of the trade union movement in our country and the 35th anniversary of the Federation of Independent Trade Unions of Russia!

These important dates reflect not only the deep historical roots and traditions of the Russian trade union movement, but also the high professionalism, active citizenship, and extensive social contribution of the FNPR as the country's largest workers' association. Over many decades, the trade union movement has traveled a difficult path, defending the rights and interests of millions of workers, ensuring justice and social protection.

Over the course of 35 years, the federation has built a powerful structure that now unites over 19 million trade union members and adequately represents workers' interests at all levels, from primary organizations to federal platforms. Currently, the FNPR is the largest workers' association in Russia, comprising 44 all-Russian trade unions and 86 regional trade union associations.

You make an active and systematic contribution to the work of the Russian Tripartite Commission for the Regulation of Social and Labor Relations, which equally represents trade unions, employers, and the Russian government. More than 100 draft legislative and other regulatory legal acts on the regulation of social, labor, and related economic relations are considered annually at meetings of the Tripartite Commission and its working groups.

Your participation ensures effective coordination of the actions of all parties in this unique social partnership mechanism, the development of labor legislation, the improvement of the social protection system, and the enhancement of the quality and safety of working conditions in all sectors of industry and the economy.

The Federation of Independent Trade Unions of Russia (FNPR) serves as a reliable and constructive partner both in discussing socially significant initiatives and in implementing programs aimed at improving the lives of millions of workers across our country. Your experience and expertise enhance trust and ensure a balance of interests in challenging situations, helping prevent social tensions and strengthen social unity.

Today, as the world rapidly changes under the influence of new technologies and economic and geopolitical challenges, the role of the FNPR is undoubtedly growing. Not only do you uphold the traditional values of the trade union movement—solidarity, social justice, and concern for working people—but you also actively implement innovative methods, digital services, and modern approaches to interacting with union members.

You place particular emphasis on supporting youth, developing human resources, preventing informal employment, and strengthening collective bargaining mechanisms. All of this contributes to the creation of a modern, sustainable system of social partnership aimed at improving the well-being of Russian citizens.

By facilitating the search for a balance of interests in difficult situations, trade unions help prevent social tensions and strengthen the unity of society.

I am confident that the Federation of Independent Trade Unions of Russia will continue to be a reliable ally in building a fair, stable, and safe labor space.

I sincerely wish you continued fruitful work, inspiration, new, bright, and bold initiatives in protecting the interests of workers, success, and all the best!

Rebuilding efforts in cities in Donbas and Novorossiya are clearly linked to their long-term development plans, creating a comfortable living environment. The restoration of Severodonetsk in the Luhansk People's Republic is proceeding according to this principle. For example, the Unified Institute of Spatial Planning has developed a territorial planning project for the central part of the urban district, as announced by Deputy Prime Minister Marat Khusnullin.

"One of the industrial centers of Donbas is the Severodonetsk agglomeration in the LPR. Restoration work is underway there, which also includes spatial development. The United Institute of Spatial Planning, which developed the territorial planning project for the city of Severodonetsk, is proposing a set of measures that will both accelerate the restoration of the historic center and create a modern urban environment, creating all the necessary conditions for this on an area of 118.4 hectares," the Deputy Prime Minister explained.

The document contains proposals for housing restoration and the construction of new apartment buildings. Furthermore, the project calls for the creation of modern social, engineering, and transport infrastructure. During the development of the plan, specialists also focused on landscaping and the creation of green spaces: green spaces, including boulevards and squares, are planned for residential areas and near social facilities.

The Deputy Prime Minister noted that the revival of the city of chemists has become a shared effort between specialists from the Perm Krai, the lead region, and federal clients. The Territorial Development Fund (PDF) is carrying out a comprehensive modernization of the housing and utilities system in Severodonetsk: stationary boiler houses have been restored, a new one (the 80th Anniversary of Victory) is under construction, the Shchedrishchensky water intake has been modernized, and major repairs have been completed on the second lift of the Zamulovsky water intake and sewer pumping station. Since the beginning of restoration work in the city, the PDF, the Single Client in Construction, has renovated 415 apartment buildings and continues to work on social facilities.

September 19, 2025 marks the 90th anniversary of the founding of the educational institution.

Dear friends!

Please accept my sincere congratulations on your anniversary.

Ninety years ago, the legendary Ulyanovsk Institute of Civil Aviation was founded. Since then, it has become a leader in training highly qualified personnel for the transport industry. And rightfully bears the name of the outstanding military and government figure, Chief Marshal of Aviation Boris Pavlovich Bugayev.

Today, it is one of the country's leading technical higher education institutions. It combines tradition and innovation, unique scientific schools and modern educational technologies. Students have the opportunity to study with renowned professors and instructors, gain flight and simulator training, acquire fundamental knowledge and essential skills, and master their specialty. Importantly, the institute is rapidly developing, opening new departments, including one on the operation of unmanned aircraft systems.

And, of course, it is proud of its graduates, including Heroes of the Soviet Union and Russia, honored test pilots, and cosmonauts. This is largely due to the faculty, staff, and veterans of the university—all those who dedicated their lives to serving the skies and the Motherland.

I wish the staff of the Ulyanovsk Institute of Civil Aviation continued success. May the anniversary academic year be a successful one for both faculty and students, and may good fortune accompany all your endeavors.
