Deputy Prime Minister Tatyana Golikova chaired a regular meeting of the Government Council on Social Guardianship. The agenda included proposals for the effective implementation of existing housing support programs for young families and families with children. The meeting was attended by council members and experts, representatives of the Ministry of Construction, the Ministry for the Development of the Russian Far East, the Ministry of Finance, the Ministry of Agriculture, the Ministry of Labor, the Ministry of Education and Science, the Ministry of Education and Science, and other federal agencies, as well as the government of Khabarovsk Krai.

"Housing is a top topic in sociological surveys of young families and families with children. It is, in many ways, a determining factor in young people's decisions about having a child. At both the federal and regional levels, there are a significant number of housing programs that support families. The most ambitious program is the 'Family Mortgage,' which is an integral part of the national 'Family' project, which launched in 2025," said Tatyana Golikova.

She noted that in addition to the Family Mortgage program, there are also the Young Family, Rural Mortgage, and Far Eastern and Arctic Mortgage programs.

The maternity capital program, thanks to which nearly 10 million families have improved their housing conditions, has been extended.

Upon the birth of a third child and subsequent children, a 450,000 ruble mortgage payment is provided. More than 880,000 families have received this support. In eight regions of the Far East, the payment has been increased to 1 million rubles, reaching nearly 4,000 large families in the region.

Starting this year, 41 regions of the country with low birth rates will receive 12.5 billion rubles annually from the federal budget to implement additional measures to support the birth rate. These measures include increasing the mortgage payment to 1 million rubles for the birth of a third and subsequent child, as well as providing young families with 50% rent compensation for the birth of their first child and 75% for the birth of their second and subsequent children.

The program for the integrated development of rural areas includes models for housing construction in rural areas.

As the Deputy Prime Minister stated, villages have always been the basis for large families, and their birth rate remains quite high. This trend must be maintained, given that the share of young people in rural areas is 24.6%.

Tatyana Golikova emphasized that over the past two years, the number of large families in the country has increased by 17.4%, reaching 2.8 million. This trend must be supported, and having many children should become the norm in our country.

"Improving the demographic situation and supporting birth rates and large families are our absolute priorities. Insufficient housing affordability for young families and families with children, inadequate infrastructure, and its inadequacy to meet the needs of families with children are becoming a serious obstacle to having children," said Tatyana Golikova.

At the council meeting, reports were presented by Lilia Ovcharova, head of the council section "Older Generation", vice-rector of the National Research University Higher School of Economics; Fyodor Lukyanov, member of the council, chairman of the Patriarchal Commission on Family Issues, Protection of Motherhood and Childhood of the Russian Orthodox Church; Elena Beregovaya, head of the council section "Regional Development and Comprehensive Social Issues", director of the charitable foundation "Lifestyle"; Artem Melnikov, vice-governor of Khabarovsk Krai; Natalya Karpovich, head of the council section "Family, Motherhood and Childhood", head of the regional public organization "Association of Large Families of the City of Moscow"; Albert Sarbalaev, member of the council, chairman of the All-Russian public organization "Commonwealth of Orphanage Graduates "Children of the Whole Country"; Dmitry Horvat, director of the Center for the Development of the Campus Ecology of the Federal State Autonomous Educational Institution of Higher Education "National University of Science and Technology "MISiS".

Following the meeting, Tatyana Golikova instructed government agencies to create a working group to assess the impact of all current support measures for young families and families with children on the birth rate, the interrelationships between existing support measures, and the need for their fine-tuning to support the birth rate and the country's demographic potential.

The All-Russian Online Olympiad is being held for the sixth time from September 23 to October 26. "Safe Roads". The event is being held with the support of the national project "Infrastructure for Life" and is aimed at testing and improving the road literacy of students in grades 1–9, said Deputy Prime Minister Marat Khusnullin.

"Child safety on the roads is one of our key priorities. We understand how crucial it is to ensure it given the increasing traffic flow. To achieve this goal, comprehensive work is being carried out under the national project 'Infrastructure for Life,' including upgrading the road network. Particular attention is being paid to routes to schools and other educational institutions across the country. This year, over 3,000 km of such roads will be upgraded. We are also working to foster a culture of safe behavior on the road. The All-Russian online Olympiad 'Safe Roads' has proven itself an effective tool for reinforcing schoolchildren's knowledge of traffic rules. Over the five years of the project's implementation, more than 20 million participants have tested their road literacy," said Marat Khusnullin.

Improving road safety literacy is the first step in fostering a culture of safe behavior on the roads. To this end, the State Traffic Safety Inspectorate conducts various preventative measures aimed at raising awareness of road safety rules.

"The key objective of the State Traffic Safety Inspectorate is to engage children in road safety, foster law-abiding behavior on the roads, and instill in them safe road behavior skills through a wide range of activities aimed at reducing the number of road accidents involving children. Forms and methods of preventive work are selected based on an analysis of the causes of child injuries in road accidents, and the Olympiad is one such form. The online Olympiad tasks allow participants not only to pass a test, but also to first learn and review the basic rules of road safety and only then test their knowledge interactively," noted Lieutenant General of Police Mikhail Chernikov, Head of the State Traffic Safety Inspectorate of the Ministry of Internal Affairs of Russia.

Not only knowledge of traffic regulations but also safe roads help improve road safety. Particular attention is paid to routes to schools and kindergartens.

"People's safety and comfort are our absolute priorities. To ensure these, extensive work is underway both within and outside of populated areas, on regional and inter-municipal roads. To improve traffic safety, not only the road surface but also the supporting infrastructure is being upgraded. At every stage, close attention is paid to quality control. The "Safe Roads" online Olympiad has successfully established itself as a platform for schoolchildren to reinforce their knowledge of road safety, which is essential for preserving the lives and health of our younger generation," noted Transport Minister Andrei Nikitin.

The Olympiad is organized by the Ministry of Transport, the Main Directorate of Road Safety of the Ministry of Internal Affairs of Russia, and the National Priorities non-profit organization, with the support of the Ministry of Education and Science and the Infrastructure for Life national project.

The foundation of our bilateral relations is the comradely and deeply trusting relationship between our national leaders – Russian President Vladimir Putin and Kazakh President Kassym-Jomart Tokayev. During a working visit to Kazakhstan on September 10, 2025, together with Kazakh Prime Minister Olzhas Bektenov, we discussed cooperation between the two countries in various areas," noted Dmitry Chernyshenko.

The Deputy Prime Minister thanked the Kazakh delegation for its athletes' participation in the five sports included in the St. Alexander Nevsky International Sports Games and invited them to the "Russia – Power of Sports" International Sports Forum.

Dmitry Chernyshenko also focused on cooperation in the tourism sector.

"Kazakhstan is one of the top three most popular destinations abroad for Russians. In the first half of 2025, total tourist flow amounted to 2.3 million trips," he reported.

Minister of Tourism and Sports of the Republic of Kazakhstan Yerbol Myrzabosynov noted the regular exchange of invitations to conferences and exhibitions.

"In April 2025, Russian tour operators participated in the 23rd Kazakhstan International Tourism and Travel Exhibition in Almaty. Today, this platform, which brings together approximately 500 companies from various countries, serves as a forum for dialogue and the exchange of experiences. Russia presented stands representing the Altai Krai and St. Petersburg. The Altai Krai is actively developing as an eco-friendly destination. In winter, it offers ski resorts, and in summer, it offers hiking trails, agritourism, and ecotourism. Russia has enormous tourism potential and a wealth of experience," he said.

During the meeting, Yerbol Myrzabosynov requested assistance in organizing the Kazakh delegation's visit to the Altai Krai. I thank the Kazakh side for sending a team – the results were very good. Our athletes will soon meet in Azerbaijan at the CIS Games. The first CIS Winter Spartakiad for children with disabilities will be held in Ufa in December. We look forward to welcoming the Kazakh delegation. I would especially like to thank my colleagues from Kazakhstan for their support of Russian athletes on international stages. We feel this solidarity and appreciate it," said Mikhail Degtyarev.

Deputy Minister of Economic Development of Russia Dmitry Vakhrukov reported that the key indicators of the national project "Tourism and Hospitality" demonstrate a targeted and measurable approach.

"We intend to increase the industry's contribution to GDP to 5%, ensuring an increase in tourist arrivals by 50 million. This will be achieved, in part, by welcoming 16 million foreign visitors by 2030 and by growing domestic demand. Total investment in the industry by 2030 is estimated at 3.5 trillion rubles, with over 75% coming from private sources. Our goal is to ensure that every ruble invested in the budget yields a multiple return. This is an ambitious but calculated goal, achievable through consolidated efforts with the regions and businesses," emphasized Dmitry Vakhrukov.

As part of a working visit to the Donetsk People's Republic, Deputy Prime Minister and Presidential Plenipotentiary Envoy to the Far Eastern Federal District Yuri Trutnev visited the territories under the Far Eastern regions' wing and met with the heads of working groups from the Amur, Magadan, and Sakhalin Oblasts, who reported on the early completion of the approved construction and installation plan.

"Our Far Eastern regions continue to restore facilities in the Donetsk People's Republic. Far Eastern construction workers are renovating and constructing schools and kindergartens, clinics and hospitals, cultural facilities and sports facilities, and renovating multi-story buildings and public spaces. Construction and installation work plans at sites in our territories are being completed on time, and often ahead of schedule," said Yuri Trutnev.

The Magadan Region assumed patronage of Zhdanovka in the DPR in 2022 and has since provided support to residents and assisted with the restoration of city facilities. This year, the Magadan Region working group has already completed work on 11 sites. A football field was installed in Block 1, the roof and façade of the Culture and Leisure Center were overhauled, and the pavement of four city road network facilities (three roads and one sidewalk, paving a total of approximately 8,500 square meters) was repaired. Major roof repairs were also completed on four apartment buildings. A new flagpole was installed near the stele at the entrance to the city. Completion of work on the remaining two sites is scheduled for October 1, 2025.

During a working visit to Zhdanovka, Yuri Trutnev inspected the renovation work at the Zhdanovka Culture and Leisure Center. Built in 1983, the two-story building hadn't been renovated for over a quarter of a century, despite being the only such facility in the city and surrounding villages. The center houses a large number of children's clubs and activities, and construction work is being carried out in a manner that doesn't interfere with classes. As members of the working group noted, the facility is quite large and challenging in terms of its technical condition. Work is scheduled for three years – 2025, 2026, and 2027. This year, major repairs to the roof, porches, and façade were completed. Windows and doors were replaced. Fire escapes have been installed. All planned work has been completed in full. The building now has a modern appearance. Repairs to the center's internal utilities and facilities are planned for 2026.

Thanks to the Magadan Region, Zhdanovka now has a modern football pitch with artificial turf. A playground and children's sports fields were built nearby. The quality of the work meets all standards, and the work was completed ahead of schedule. The football pitch is already used by the city's football teams for training and matches.

In Shakhtyorsk, Yuri Trutnev met with the leadership of the Sakhalin Region working group and inspected the completion of major renovations at Shakhtyorsk School No. 19. Construction workers completely replaced the damaged internal utilities, repaired the roof, kitchen area, and cafeteria, replacing kitchen equipment, and improved the school grounds. The school stadium was also completely renovated. The school now has a mini-football field with artificial turf, a combined basketball and volleyball court, and a workout area. Running tracks with rubber surfaces and a long jump pit have been installed for track and field activities. Thanks to the coordinated efforts of the Far Eastern construction workers, the students now study in comfortable conditions.

During its patronage, the Sakhalin Region has restored over 200 facilities in Shakhtyorsk and donated 23 pieces of specialized equipment to the city. This year, work was completed ahead of schedule at 31 facilities, including four secondary schools and two preschools. Roofs were repaired on seven apartment buildings, and six playgrounds were renovated. Younger residents of Shakhtyorsk were also given special attention. Thanks to the assistance of the Sakhalin Region, 500 children attended summer camps.

The Amur Region is providing assistance to the Amvrosiyevsky Municipal District. Restoration of the second building of the Amvrosiyevsky Rehabilitation Center in Amvrosiyevsky has been completed. The center was established on the site of a pioneer camp abandoned during the Ukrainian occupation. It is now focused on providing assistance to soldiers of the Air Defense Forces. Specialists from the Amur Region carried out a major renovation of the two-story facility: they renovated the building and created a recreation area nearby with benches, swings, and a chess table. Equipment was also purchased with support from the Presidential Foundation for Cultural Initiatives. The facility offers a full range of physiotherapy treatments. The regional branch of the state foundation "Defenders of the Fatherland" provides rehabilitation assistance to military personnel.

In Amvrosiyevka, Yuri Trutnev visited the renovated central Lenin Square. With the support of the Amur Region, the paving was completely replaced, a modern dry fountain was installed, the lighting system was modernized, new benches and a playground were installed, and the Lenin monument was restored. The square has been transformed into a comfortable and attractive place for city residents to relax. Work is currently underway to renovate the façades of the apartment buildings adjacent to the square.

A total of 113 facilities were repaired in the Amvrosievsky Municipal District between 2022 and 2024 as part of the Amur Region's restoration efforts. An additional 14 facilities are scheduled for restoration in 2025. These include renovations to the central library, the interior of School No. 6, and the cafeteria of School No. 2. An emergency response team has been organized (the costs of all necessary equipment, machinery, materials, and tools are being reimbursed by the Amur Region). More than 500 children received recreational activities.

As a reminder, a working group from the Jewish Autonomous Region is also carrying out repair work in the Amvrosiyevsky Municipal District. Specialists are busy repairing the roofs of multi-story buildings. An emergency repair team is also working to prepare for the winter season.

The third meeting of the Government Commission for the Implementation of the Comprehensive State Program "Development of Physical Culture and Sports" was held under the chairmanship of Deputy Prime Minister Dmitry Chernyshenko. It was attended by Minister of Sport Mikhail Degtyarev, representatives of relevant ministries, the Federal Medical and Biological Agency of Russia, and representatives of all constituent entities of the Russian Federation.

Dmitry Chernyshenko emphasized that the commission's key objectives are to develop consolidated positions on the comprehensive development of the entire sports sector and to pool available resources to effectively achieve the national goals set by President Vladimir Putin.

"Monitoring of the implementation of state programs is regularly reviewed at operational meetings with Prime Minister Mikhail Vladimirovich Mishustin. Currently, the state program 'Development of Physical Culture and Sports' has achieved over 99% completion. It consolidates all sources, including regional and federal budgets and private investment. I would like to point out that this is an investment in the health of our country. The Ministry of Sport is preparing a rating to assess the performance of regional executive authorities in the field of physical culture and sports," the Deputy Prime Minister stated.

The key criteria for the rating are the level of citizen satisfaction with the conditions created for physical education and sports, the proportion of citizens regularly engaged in physical education and sports, the level of provision of sports facilities, the creation of an accessible environment for people with disabilities, the implementation of the instructions of the President of Russia, the effectiveness of digital services (Gosuslugi and the State Information System "Sport"), the timely construction of sports facilities, and others.

In 2024, the leaders of the rating were Lipetsk Oblast, Volgograd Oblast, Samara Oblast, Khabarovsk Krai, and Sakhalin Oblast.

The meeting also heard reports from representatives of the Kostroma Region and the Zabaykalsky Krai. The issue of delays in the construction of sports facilities had previously been raised by the ONF at a meeting with Russian President Vladimir Putin.

The state program's consolidated budget currently exceeds 0.6 trillion rubles, and it is being funded (the Ministry of Sport continues to work on disclosing information from businesses and NGOs).

Sports Minister and Chairman of the Russian Olympic Committee Mikhail Degtyarev announced that 36 capital construction projects are scheduled for completion in 2025 as part of the federal project "Development of Physical Culture and Mass Sports," 31 of which have been postponed from last year. An additional 7.4 billion rubles in subsidies have been provided for the construction of non-capital projects.

According to him, public-private partnerships are being implemented within the framework of the "Business Sprint (I Choose Sports)" project, with a total of 29 facilities planned for completion.

"In 71 regions, we're seeing steady growth in regional spending on mass sports, including equipment purchases, facility maintenance, event hosting, and staff salaries. These areas are producing visible results, while capital construction and renovations have a more delayed, yet strategically important, effect," noted Mikhail Degtyarev.

By presidential decree, the National Center for Sports Medicine of the Federal Medical and Biological Agency (FMBA) was established. First Deputy Head of the Federal Medical and Biological Agency, Tatyana Yakovleva, outlined its priority areas of work. These include developing a support system for individuals involved in adaptive sports, including participants and veterans of the Second Military District. Between 2020 and 2025, the FMBA conducted over 18,000 in-depth medical examinations for these athletes.

"In Bashkortostan, 2.3 million people regularly engage in physical fitness and sports. This figure has increased from 45% in 2019 to 62% in 2024. Over the past four years, funding for the sports sector has almost doubled – from 5.2 billion to 9.6 billion rubles. We strive to ensure that each of our municipal districts and cities has a well-developed sports infrastructure. We are building sports and fitness centers, swimming pools, indoor ice rinks, stadiums, and sports grounds. Bashkortostan is among the leaders in our country in terms of the pace and quantity of sports facilities being built," said Radiy Khabirov, Head of Bashkortostan.

The "Digital Solutions" information technology forum will be held in Russia. Launched with government support, it will become an annual event. The forum will bring together leading representatives of Russian IT businesses and government agencies to foster dialogue on all areas of digital transformation. The event will take place from November 12 to 15 in Moscow at the Rossiya National Center. An exhibition of the best Russian IT solutions will also be part of the event.

"Today, the IT industry is one of the fastest-growing and makes a significant contribution to the Russian economy. Digitalization has become a cross-cutting objective for the development of key sectors – from industry to medicine, education, and government services. We want IT professionals to have their own global forum where they can bring together all key areas of digital transformation on a single platform, raise pressing issues at the national level, and showcase achievements to both the IT community and the citizens of our country," noted Dmitry Grigorenko, Deputy Prime Minister and Chief of the Government Staff, who oversees digital affairs.

The Digital Solutions Forum aims to be more than just an industry conference, but a strategic platform for active interaction between business and government representatives to jointly develop measures for the development of the IT sector. Furthermore, the event will feature an exhibition of the best domestic IT solutions, which will be available for evaluation by both industrial players and citizens – the end users of these services.

The forum will open with a plenary session dedicated to discussing Russia's digital development achievements, the implementation of the national "Data Economy" project, and key areas determining the future development of the IT industry.

The forum's business program covers three thematic areas: business, society, and federal and regional government. Each area is dedicated to a separate day. This comprehensive approach will allow participants to develop a comprehensive understanding of how digital technologies impact the economy, public administration, and public life in the country.

The digital solutions exhibition is divided into eight thematic zones, focusing on key areas of the country's digital development: Communications and Telecom, Government Services, Software, Artificial Intelligence, Platforms and Services, Cybersecurity, Russian Hardware, and Personnel and Training. Interactive displays are designed to maximize engagement for visitors of all ages and backgrounds.

The forum is being held by the Ministry of Digital Development, Communications, and Mass Media of the Russian Federation with the support of the Russian Government. The project operator is the National Priorities NGO, and the forum's business program operator is the Digital Economy NGO.
