The unified contour will unite the existing state information systems (GIS) for document management, preparation of regulations and storage of documents. The project for digitalization of document management is supervised by Deputy Prime Minister – Head of the Government Staff Dmitry Grigorenko.

Seamless interaction between systems, unified regulatory and reference information, and unified end-to-end processes will reduce intradepartmental and interdepartmental document flow and reduce the time required to prepare and approve draft regulatory acts.

In addition, the integration of systems with each other will increase the transparency of document flow processes – from tracking the history of document changes in systems to monitoring the status of execution.

"Until this point, information systems for electronic document management, preparation of regulatory acts and their storage developed separately. Each of them functioned according to its own technological and methodological principles. Our task was to unite them into a single information space so that the systems functioned as a single mechanism. Due to this, we remove barriers in document management. There is no longer a need to manually transfer data from one system to another – all information is pulled in automatically. Thus, the process of preparation and approval of regulatory acts becomes closed and seamless, and therefore faster and more transparent," noted Dmitry Grigorenko.

The unified information space of public administration processes will include such systems as the GIS "Rulemaking", the EDMS of the Russian Government Office, the GIS "Platform "Center for Storage of Electronic Documents", the GIS "Standard Cloud Solution of the Electronic Document Management System", the subsystem for the electronic exchange of documents marked "For Official Use Only" and other cloud and technological subsystems.

According to the resolution, the Ministry of Digital Development is appointed as the operator of the unified information space.

The government has decided to increase the quota for exporting scrap and waste ferrous metals outside the Eurasian Economic Union. This will allow industry participants to sell additional raw materials on the external market that are not in demand on the domestic market.

According to the signed resolution, the quota will increase by 300 thousand tons – from 1.5 million tons to 1.8 million tons. The additional quota volume will be distributed among the participants in foreign trade activities by the Ministry of Industry and Trade. The decision will be valid until December 31, 2025.

When exporting scrap and waste ferrous metals within the quota, the duty is 5%, but not less than 15 euros per ton, and in excess of this – 5%, but not less than 290 euros per ton.

The final stage of the National Open Championship "ArtMasters" in 20 creative competencies is also taking place until September 30. The state program "Construction" was adopted in 2022 to develop the construction industry and effectively manage budget investments. Within the framework of this state program, a register of capital construction projects (ROKS) is maintained, which currently includes 1,190 address objects and large-scale events. "The comprehensive state program "Construction" helps to competently manage budget money for the construction of facilities that people really need. According to the register of capital construction projects included in the comprehensive state program, hospitals, schools, roads, universities, airports and seaports, nuclear icebreakers, research centers and much more are built and reconstructed. Currently, 1,190 targeted facilities and events are in progress. Among the projects completed in the first half of the year, there is, for example, a polyclinic for 400 visits per shift in the Moscow region. Also, reconstruction was carried out and work on technical re-equipment of the regional monitoring center and the regional information center in Murmansk was completed. A new research and production building was created on the basis of the St. Petersburg State Marine Technical University. I would like to separately note the receipt of permission to commission the N.A. Rimsky-Korsakov Conservatory in St. Petersburg, the reconstruction of which was completed a year ahead of schedule," said Marat Khusnullin.

The state program is actively implementing key projects in various areas. In healthcare, the construction of the neurosurgical complex of the V.A. Almazov National Medical Research Center in St. Petersburg and the reconstruction of the Meshalkin National Medical Research Center in Novosibirsk continue. Infrastructure is also being developed: the Bagaevsky hydroelectric complex on the Don is being created, the Murmansk transport hub is being modernized, and the Simferopol-Yalta highway is being built. Today, there are 755 unfinished construction projects in the federal register, of which 752 have already been approved, including 382 projects planned to be completed.

Dmitry Patrushev emphasized the importance of predicting options for further developments and developing measures to protect the ecology of the Caspian Sea and adapt the economy to natural and climatic processes.

The Deputy Prime Minister proposed launching a multilateral interaction mechanism that would allow developing common standards and approaches to studying Caspian Sea level fluctuations. The Deputy Prime Minister reported that the Coordination Committee for Hydrometeorology of the Caspian Sea, within which data exchange is already underway, could become a platform for joint activities.

"The Russian Federation is committed to constructive interaction with all Caspian states. Our joint work must be carried out without any politicization: we are responsible to current and future generations for the preservation of the Caspian Sea and the sustainable development of this region," the Deputy Prime Minister stated.
