Active work on developing service infrastructure for road users continues in Russia. In particular, a network of modern multifunctional zones (MFZ) for road service is being created on the country's backbone network of high-speed highways. Thus, MFZs have opened at the 213th km and 720th km of the M-4 "Don" within the boundaries of the Tula and Voronezh regions. This was reported by Deputy Prime Minister Marat Khusnullin.

"We are consistently updating the road framework of our country, creating conditions for comfortable and safe travel. An important part of this work is the creation of special places for full rest of drivers and passengers during long and short distance trips. We are talking about MFPs, which are becoming not only stopping points, but also centers of attraction, as well as one of the factors in the dynamic development of the regional economy. This is due to the fact that MFPs stimulate the growth of entrepreneurial and business activity, the creation of new jobs. Thus, on the M-4 "Don" at the 213th km in the Tula region and at the 720th km in the Voronezh region, large multifunctional factories have been built. On their territories, service buildings with sales areas of about 1 thousand square meters have been built, terraces, gazebos, play areas for children have been equipped, and areas for walking pets have been organized. At the same time, infrastructure for passengers of intercity buses has been equipped. Thanks to the new roadside service facilities, trips along the main road to the south will become even more convenient," said Marat Khusnullin.

There are petrol stations with separated traffic flows. Separate fuel dispensers for cars and trucks are equipped here. In addition, comfortable parking lots for cars and trucks are organized.

According to the Chairman of the Board of the state company Avtodor, Vyacheslav Petushenko, the flagship MFPs on the M-4 Don highway fully comply with the principles of customer centricity, since they are equipped with everything necessary for drivers and passengers.

"The M-4 Don highway is one of the most popular roads in the country, especially in the summer, when many people head south. At this time, the flow of cars increases several times. And in order to provide comfortable conditions for our users, we continue to develop the MFS network, since roadside service directly affects traffic safety. A good rest on the road reduces the risk of an accident, especially in heavy traffic conditions. This task is solved by MFS, since they provide such an opportunity to drivers, acting as an important element in ensuring safe road traffic. In addition, MFS is not only an integral part of modern roadside service, but also a critical element of the comprehensive infrastructure development of the country," said Vyacheslav Petushenko.

From Mikhail Mishustin's opening remarks at the operational meeting with deputy prime ministers, August 18, 2025

“We expect that thanks to this measure, industrial and service enterprises will have more working capital at their disposal while maintaining the required level of reliability of the electric power complex,” Mikhail Mishustin noted at a meeting with deputy prime ministers on August 18.

In 2023, the Government identified a single electricity supplier for consumers in the Donetsk and Luhansk People's Republics, Zaporizhia and Kherson regions. This company purchases electricity on the wholesale electricity and capacity market and then supplies it to new regions.

Dmitry Chernyshenko: Young specialists proposed project solutions for the development of Donbass and Novorossiya

From August 10 to 16, the All-Russian Youth Educational Forum "Youthful South" of the Rosmolodezh.Forums platform and the Ministry of Youth Policy of the Zaporizhzhya Region was held at the Mayak Creation Center in the Zaporizhzhya Region. The event became a symbol of the development of the industrial and agricultural potential of the historical regions of Russia.

Russian President Vladimir Putin sent a welcoming address to the forum participants. "The current forum is aimed at discussing such important issues as the comprehensive development of Donbass and Novorossiya, the development of native cities and towns, strengthening cooperation between regions, promoting in society, especially among young people, the noble ideas of volunteerism and volunteering, the traditions of mentoring and education. Everyone will be able to choose a topic that interests them and, during open discussions and meetings, offer their ideas and projects for solving these important tasks. I wish you creative inspiration and the implementation of your plans," the head of state said in his address.

It is in Berdyansk, in the Mayak Creation Center, that the key meanings of the future of historical regions are being formed today. In his welcoming address, Vladimir Putin noted that the center provides young men and women with the opportunity not only within the forum shifts, but also in later life to exchange experiences, establish business and friendly contacts, and continue working together.

"The Mayak Creation Center hosts year-round educational programs to train personnel and develop project solutions for the development of Donbass and Novorossiya. Since 2024, more than 3.5 thousand young people from all over Russia have gathered on its site. One of the center's key events, the Young South forum, is being implemented as part of the Youth and Children national project, launched on behalf of President Vladimir Putin. This year, almost 300 people from 29 regions took part in it. They were able to undergo training, develop their own projects, take part in volunteer campaigns, and exchange professional experience for the development of the regions and our entire country," said Deputy Prime Minister Dmitry Chernyshenko.

The forum participants developed products in five areas of the educational program: "South. Cities", "South. Squads", "South. Professionals", "South. Technologies", "South. Yours". Young designers and architects designed the appearance of youth centers in Donbass and Novorossiya, volunteers prepared a concept for scaling the experience of volunteer youth squads, young scientists – technological solutions for the Mayak center, and creative specialists worked out the appearance of souvenir products of Donbass and Novorossiya and a guide to creating local brands taking into account the specifics of all regions of Russia. Together with experts, the participants proposed concepts for a mentoring center based at the Azov State Pedagogical University and a "roadmap" for the development of volunteer youth squads in the regions.

Young people from Donbass and Novorossiya aged 14 to 35 became participants in a one-day forum event – a special shift “South. Youth and Creation”.

"The Zaporizhia region is hosting the youth forum "Young South" for the third time. I see how our youth is open to the world, wants to learn and change historical regions for the better. The future of Donbass, Novorossiya and all of Russia is in such active guys! The forum "Young South" is an important step: personnel, scientific ideas and large projects for the development of the country are born here," said the governor of the Zaporizhia region Yevgeny Balitsky.

At a meeting with the State Secretary and Deputy Head of Rosmolodezh Denis Ashirov, current issues of youth policy and its role in shaping the future of Russia were discussed.

"We live in a difficult but important time. A time when it is especially necessary to strengthen trust, solidarity, a culture of respect and dialogue. That is why the forum "Young South" is built around creation – in ideas, actions, projects. But behind each discussion is a real task: to improve life on your land, to contribute to the common cause," said Denis Ashirov.

He noted that in 2021, there were only 26 youth ministries in the country, and now their number has increased to 88. In the Donetsk and Luhansk People's Republics, Zaporizhia and Kherson regions, there is a separate ministry dealing with youth policy issues, as well as 63 regional branches of all-Russian youth and public organizations.

"This is my first time at an event of this scale. My region has changed a lot in the last few years, new youth spaces are appearing, the level of educational programs is improving, and "Young South" is an example of that," said Roman Samarsky from the Donetsk People's Republic.

At the All-Russian Youth Educational Forum "Young South", more than 100 applications from participants for grant support in the amount of up to 1 million rubles were considered, 8 projects received financial support in the amount of 4.42 million rubles.

"At the forum "Young South" I defend the project "Heritage – School of Folk Art". It is aimed at preserving and reviving the cultural code of the Zaporizhzhya region through the involvement of young people in the living development of folk traditions, crafts and song and ritual heritage," said Olga Stratulat, a student at Melitopol State University.

In addition, forum participants took part in volunteer activities.

At the forum, the Mayak Creation Center and the Mashuk Knowledge Center signed a cooperation agreement. Thanks to the initiative, year-round youth educational centers will be able to provide comprehensive support to young people in various areas of activity, including the educational process, physical development, and the formation of moral and ethical standards of behavior. The priority task of the partnership was to improve the education system and youth policy.

First Deputy Prime Minister Denis Manturov made a working trip to the Leningrad Region and visited industrial enterprises in the region.

The First Deputy Prime Minister got acquainted with the implementation of the investment project of Emperium LLC to modernize production facilities and inspected the passenger electric vessels under construction. In particular, he was shown the first new-generation electric pleasure vessel, Ecovolt. Also demonstrated were the electric modernized version of the passenger ship Moskva 2.0, the city aqua electric buses Sinichki and the compact electric vessel Moika 2.0.

Shipping technology developer Sitronics KT has unveiled the Strannik unmanned civilian boat with its own autonomous navigation system to provide logistics on inland waterways.

"Today we had the opportunity to get acquainted with the work of an already well-established enterprise that is engaged in the production of electric vessels. The initial basic customer that gave us a start in life was Moscow. But the current demand from other regions and the conditions provided by the Leningrad Region for the placement of ship production in the city of Otradnoye create good prospects for further development," Denis Manturov noted.

The First Deputy Prime Minister discussed with the Governor of the Leningrad Region Alexander Drozdenko the possibilities of developing the territory by creating an industrial park specializing in shipbuilding and the production of marine equipment using federal and regional support measures. Enterprises of the industry and suppliers of components are already operating in the district. In 2026-2027, the issue of creating an industrial park will be worked out taking into account the compensation of part of the costs from the federal budget.

Measures to support industrial cluster participants and the possibilities of the industrial mortgage program were also discussed. The Ministry of Industry and Trade of Russia, in cooperation with the regional government, will provide the necessary methodological support to industrial enterprises of the Leningrad Region to participate in the program.

Denis Manturov also instructed the Russian Ministry of Industry and Trade, together with the regional government, to conduct an internship under the Federal Practice program in the Leningrad Region in 2026.

As part of his working trip to the Leningrad Region, Denis Manturov also visited one of the defense industry enterprises.

"An important sector of the region's economy is agriculture. Here we see a steady growth of indicators. Plant growing is traditionally based on grain and industrial crops. Today, the harvesting campaign continues in Chuvashia. It is going smoothly, more than 30% of grain crops have been threshed. The yield is higher than last year," said Dmitry Patrushev.

The Deputy Prime Minister emphasized that Chuvashia is the country's leader in hop production and the area under this crop continues to grow. A competence center in the field of hop growing has also been created in the region. The Deputy Prime Minister added that the development of crop production should be based on increasing production efficiency. Here, among other things, the competent use of mineral fertilizers plays a role.

Dmitry Patrushev also noted the positive dynamics in the meat and dairy sectors of animal husbandry.

In addition, issues of nature management were discussed at the meeting. During the implementation of the national project "Ecology", the subject was allocated about 3.5 billion rubles. They were intended for the elimination of landfills and objects of accumulated harm, as well as for the recovery of the Volga. Within the framework of the national project "Ecological Well-Being", events are planned in Chuvashia aimed at the formation of a closed-loop economy, the preservation of forests and water bodies.

Marat Khusnullin: Bronze Age burial mounds were found on the M-4 “Don” highway.

Today is Archaeologist Day. During construction work, valuable artifacts from different periods are often discovered. Thus, during the reconstruction of the federal highway M-4 "Don" in the Rostov Region, archaeologists discovered unique archaeological monuments – burial mounds dating back to different periods of the Bronze Age, Deputy Prime Minister Marat Khusnullin reported.

"Research of territories and search of historically important artifacts is a mandatory part of preparation for construction and reconstruction of highways. Before all reconstruction works on the M-4 "Don" highway began, archaeological exploration was conducted from the 933rd to the 1024th km, during which several burial mounds were discovered. Excavations are currently underway on four of them, the largest of which is more than 60 m in diameter. The first results are already impressive: scientists have found burials from all three periods of the Bronze Age, which is about 5 thousand years ago. After examining the remaining burial mounds, of which there are more than 10, all the burials found will be taken away for further scientific processing, and then transferred to the state museum," said Marat Khusnullin.

According to Vyacheslav Petushenko, head of the state company Avtodor, which is carrying out the construction, pit, catacomb and log burials have been discovered on the sites, which correspond to the Bronze Age. "Such archaeological sites provide a unique opportunity to reconstruct the rituals and ideas about the afterlife of ancient tribes. As archaeologists note, it is rare to find a burial mound with burials only from the Bronze Age, and from all its eras," Vyacheslav Petushenko emphasized.

The implementation of a large-scale project to reconstruct the M-4 Don highway from km 933 to km 1024 in the Rostov Region began in May of this year. This section runs through the Kamensky, Krasnosulinsky and Oktyabrsky districts, the city of Kamensk-Shakhtinsky and the city of Shakhty in the Rostov Region. During the reconstruction, builders will have to widen more than 90 km of the M-4 Don road to six lanes, which will ensure comfortable and safe high-speed traffic on this section of the highway.

Commentary by Alexey Overchuk following the meeting of the Eurasian Intergovernmental Council

An important disclaimer is at the bottom of this article.

From the transcript:

Question: What was meant in Mr. Mishustin’s speech when he said that it is necessary to strengthen control over the cost of goods entering the internal market of the EAEU.

A. Overchuk: This is an issue that has been consistently discussed at a number of recent meetings of the Eurasian Intergovernmental Council, including the Council of the Eurasian Economic Commission. It is related to improving customs administration. As you know, we have a common customs contour, a common customs border in the union. And we are working on unifying the requirements for determining customs value, as well as on improving the exchange of information between customs authorities and the union commission.

And yesterday, at a narrow meeting, a report was heard from the minister of the board, who is responsible for customs issues, on the work done.

Question: Today, negotiations also took place with the First Vice President of Iran, Mr. Aref. Could you tell us what topics were discussed?

A. Overchuk: Our traditional themes.

As you know, we have entered into force a Free Trade Agreement with the Islamic Republic of Iran. This is a very important document, since it actually opens up opportunities to trade with zero rates on more than 90% of items. Accordingly, both the Eurasian Economic Union and the Islamic Republic of Iran are mutually interested in this agreement yielding results. Therefore, the issues of how we can now set up the implementation of this agreement were discussed. It is clear that this will take time, but in principle, today we already see an increase in mutual trade with Iran.

Context

Official visit of Mikhail Mishustin to the Kyrgyz Republic

The second question concerns transport and logistics. We discussed the nuances of the construction of the railway on the Rasht-Astara section, about how the land purchase is going there. In fact, we have already started the work. Technical surveys are underway on the land plots that are being purchased by the Iranian government. These are such working moments.

They also exchanged views on the geopolitical situation in the South Caucasus region.

Question: How will this "Trump route", as it is now called, affect the development of the "North-South" corridor? And what is Russia's position here now?

A. Overchuk: Firstly, we consider this issue in the following plane: Armenia is our strategic ally, and if Armenia believes that something is good for them, then of course we support Armenia here. If they believe that signing the relevant declaration in Washington provides them with greater security guarantees, this is good, because we support the peace processes in the South Caucasus. This is entirely in our interests. Of course, within the framework of those agreements that could obviously be reached, some nuances arise that we will have to clarify together with the Armenian and Azerbaijani sides.

Next week I am flying to Yerevan. The trip was planned in advance. It was agreed upon during a meeting in Altai. It is connected with the fact that a normative legal act, a resolution of the Government of Armenia, has appeared in the legal framework of the Republic of Armenia, which, in our opinion, contradicts the law of the Eurasian Economic Union. Mher Gerbertovich (Grigoryan) and I agreed that we would meet together with experts and discuss all our concerns in detail. Therefore, first of all, we will discuss this issue.

Later, there was a meeting in Washington, the signing of a declaration. Therefore, perhaps there will also be a meeting with Nikol Vovaevich Pashinyan, where we will discuss certain nuances that are primarily related to unblocking communications in the South Caucasus region.

You know that there is a trilateral working group at the level of the Deputy Prime Ministers of Azerbaijan, Armenia and the Russian Federation, which is working on the implementation of the ninth point of the trilateral declaration of the leaders of the Russian Federation, Azerbaijan and Armenia, which is related to unblocking. This working group discussed in detail all the nuances of unblocking. Therefore, it is important for us to know how far the parties have progressed in resolving the problems that were discussed within the framework of the trilateral working group.

A number of nuances affect the interests of the Russian Federation in the South Caucasus, primarily from the point of view of the development of railway communications.

As you know, the Armenian railway system is under the concession of Russian Railways. Therefore, it will be important for us to hear whether solutions have been found for the nuances that everyone involved in unblocking issues is well aware of. If such solutions have been found, then, of course, the issue of restoring the railways, and we are talking not only about the Meghri section, but also about the so-called northern section, which goes through Tavush on Gazakh, we are talking about unblocking Gyumri – Kars – this is, in fact, the exit to Turkey … If all these issues have been resolved, then we will need to translate this into the plane of technical and economic justifications and calculations. Look at the economics of these projects and, in fact, deal with unblocking. But again, this will require trilateral efforts within the framework of the interaction that we had and have with Armenia, with Azerbaijan.

I also have a meeting scheduled with the Azerbaijani side at the end of next week. I think we will also consider these issues there. So, there is progress.

Question: Is it planned in a trilateral format?

A. Overchuk: We will discuss it. Because if we are talking about restoring railways and improving transport connectivity in the region, then it is better to talk about it in a trilateral format.

Question: China and Russia signed an agreement on the alignment of the Belt and Road Initiative and the EAEU. How do you assess the outcome of this agreement?

A. Overchuk: This work is being carried out by the Eurasian Economic Commission. And the Minister of the Eurasian Economic Commission, Andrei Aleksandrovich Slepnev, is directly responsible for it. It would be better to ask him this question. I know that they are working, I know that they have contacts. Of course, the main focus there is on digitalization, interaction, including between the railways of the People's Republic of China, the Russian Federation, and Kazakhstan. That is, this is a comprehensive work that is currently being carried out.
