Dmitry Chernyshenko took part in the opening ceremony of the sculpture "Russian Journalists"

Deputy Prime Minister Dmitry Chernyshenko took part in the opening ceremony of the "Russian Journalists" sculpture.

"President Vladimir Vladimirovich Putin has repeatedly emphasized that journalism in our country is called upon to consolidate society, educate, enlighten, and tell the truth. It's crucial that our journalists truly embody all the values that are accepted in Russia and, in the only country in the world, enshrined in a separate decree on traditional spiritual and moral values. Our journalists fully embody these values: they are committed to fairness, reject untruth, and report exactly what they see and what is happening," the Deputy Prime Minister noted.

He thanked the journalists for their work and especially the war correspondents who cover the SVO and the exploits of our soldiers.

Dmitry Chernyshenko emphasized the symbolism of the sculpture's unveiling in front of the TASS building, which is more than 120 years old.

"Over the years, TASS has set the standard for professionalism and information quality, boasting a vast database of video and photo resources. We are grateful to the agency, as it continues to provide high-quality coverage of the Government's work, the implementation of national projects commissioned by our President, and its work in all areas of journalism," the Deputy Prime Minister added.

The sculpture "Russian Journalists" was installed in Moscow's TASS Square in front of the agency's headquarters. It became the first architectural structure in Russia dedicated to the journalistic profession and all active members of Russian media.

The opening ceremony was also attended by Maria Zakharova, Director of the Information and Press Department of the Ministry of Foreign Affairs, and Andrei Kondrashov, Director General of the TASS news agency.

The sculptural composition consists of three figures: a reporter with a microphone, a photojournalist, and a videographer. They reflect the work of journalists—obtaining information and photographing and filming events. The artist is sculptor and Honored Artist of the Russian Federation Vladimir Ivanov.

Dmitry Grigorenko: Russia is introducing a clear frequency for professional inspectors' visits to businesses.

Translation. Region: Russian Federal

Source: Government of the Russian Federation – Government of the Russian Federation –

An important disclaimer is at the bottom of this article.

The government has established a frequency for preventive inspector visits to facilities subject to significant, medium, and moderate risk. Mandatory preventive visits are conducted at such facilities in lieu of scheduled inspections. This change in format previously reduced the administrative burden on businesses. Now, the introduction of a clear frequency will allow businesses and the government to more accurately distribute their workload in implementing control and oversight in the country.

The frequency of mandatory preventive visits for businesses will depend on the risk category. For example, inspectors will be able to conduct preventive visits at significant-risk facilities no more than once every three years. At medium-risk facilities, supervisory authorities will be able to conduct preventive visits no more than once every five years, and at moderate-risk facilities, no more than once every six years.

The scheduled frequency will not include initial mandatory professional visits. Regulatory authorities conduct such visits for regulated entities that have just begun their activities.

The corresponding resolution was developed by the Ministry of Economic Development under the supervision of Deputy Prime Minister and Head of the Government Office Dmitry Grigorenko.

"Mandatory preventive visits are a relatively new form of prevention. Unlike inspections, they don't involve fines, but only the issuance of orders to correct identified violations. Mandatory visits have proven effective in reducing the administrative burden on businesses, which has become especially relevant during the period of sanctions pressure. While previously replacing scheduled inspections with mandatory visits was only a temporary measure, starting in 2025, it has become permanent. We analyzed the application of mandatory visits in previous years and, based on this data, determined the optimal frequency of such events for selected risk categories. A clear frequency will make this tool more predictable. Businesses will be able to plan their work, and government oversight agencies will be able to allocate their resources most effectively," commented Dmitry Grigorenko.

As of October 2025, approximately 12 million control objects have been categorized in Russia. Of these, over 1.3 million objects are classified as significant risk, approximately 2.2 million objects are classified as medium risk, and approximately 2.3 million objects are classified as moderate risk. All these objects are listed in the Unified Register of Control Types, and information on the control types applied to them is publicly available.

The replacement of most inspections with preventive measures occurred at the President's direction in early 2025. Mandatory preventive visits for significant, medium, and moderate-risk facilities were introduced simultaneously with the cancellation of scheduled inspections for them. SMEs, socially oriented NGOs, and institutions also retained the option of conducting a preventive visit upon their own request. This allows them to ensure that their activities are free of violations. At the same time, regulatory authorities retain the ability to conduct unscheduled inspections, for example, based on risk indicators. For high- and extremely high-risk facilities, scheduled inspections are also retained.

Marat Khusnullin launched the Pobeda substation on the Adler bypass.

A ceremony was held in the village of Vysokoye, Adler District, Sochi, Krasnodar Krai, to mark the commissioning of the 110 kV "Pobeda" substation, which was built near the Adler bypass currently under construction. Deputy Prime Minister Marat Khusnullin inaugurated the new power plant.

The ceremony was also attended by Acting Deputy Governor of the Krasnodar Territory Evgeny Pergun, Chairman of the Board of the State Company Avtodor Vyacheslav Petushenko, and General Director of PJSC Rosseti Andrey Ryumin.

"Transport and energy infrastructure play a crucial role in the development of the country's tourism industry, especially in the southern regions. The key project here is the construction of a new road from the M-4 Don highway to Sochi. Part of this promising highway will be the Adler bypass, which is being built on the President's orders. The road will significantly reduce travel time from Sochi city center to Adler Airport and the resorts of Krasnaya Polyana, improve the transportation situation in the Krasnodar Krai, and become a driver of the region's economic development. More than half of the bypass route will pass through a tunnel, the construction of which requires special preparatory and production processes. The new substation, beautifully named "Pobeda," which was erected in a very short time, will both supply electricity for the entire tunnel construction complex and be used for the future operation of the road. This is a truly important victory both in Sochi's urban development and in road construction. I thank PJSC Rosseti, the state-owned company Avtodor, the regional governor Veniamin Ivanovich Kondratyev and his team, and all the construction workers for the high-quality work they have done. "A responsible approach to their work. I wish you continued success in implementing the project," said Marat Khusnullin.

The new substation operates fully automatically, unmanned. It is equipped with highly reliable equipment, including two power transformers, SF6 circuit breakers, and microprocessor-based relay protection and automation systems. It utilizes an automated process control system capable of processing over 10,000 digital signals.

"Our country's road network is being modernized and expanded. Therefore, the Rosseti Group is constantly increasing the number of projects related to the development of transport infrastructure. Today, we commissioned one of these projects. This is a modern, high-tech substation, named in honor of the 80th anniversary of Victory in the Great Patriotic War. And, most importantly, we used exclusively domestic equipment during construction," said Andrey Ryumin, head of the Rosseti Group.

He added that a 50-meter-tall stylized "Dolphin" support was used to construct the power line approaches to the substation. It is located at a vantage point above the future junction of the Adler eastern bypass and is equipped with adjustable dynamic lighting.

"We are at the energy heart of the construction of a very important project – the Adler bypass. Together with Rosseti, we have accomplished a great deal of work and completed all our tasks on time. We listen to each other, we support each other. And I am confident that today's commissioning of the Pobeda substation is only the beginning of a long journey. Construction is progressing rapidly, with work currently underway simultaneously on both the eastern and western sides of the project. We will, of course, fulfill all our plans," noted Vyacheslav Petushenko, head of the state-owned company Avtodor, which is building the Adler bypass.

Yuri Trutnev took part in a field training seminar as part of the third All-Russian Long-Range Shooting Tournament.

In Yakutsk, Deputy Prime Minister and Presidential Plenipotentiary Envoy to the Far Eastern Federal District Yuri Trutnev participated in a field training seminar as part of the third All-Russian Long-Range Shooting Tournament, dedicated to the memory of legendary World War II sniper and Hero of the Soviet Union Fyodor Matveyevich Okhlopkov. He also held a meeting on the progress of restoring social and engineering infrastructure in the territories under his wing, and met with the winning team of the first All-Russian Military Tactical Competition "Warrior's Path."

The heads of the Far Eastern regions participated in the military field seminar. The event took place at the Sulus Training and Shooting Center, one of the best firing ranges in the country in terms of technical specifications. By the end of this year, three more regions of the Far Eastern Federal District will have modern military training ranges.

The heads of the Far Eastern regions received a brief theoretical course and were shown Russian-made high-precision firearms. The first qualifying distance was 600 meters, with subsequent shooting distances proposed by the qualified participants.

"Overall, the leadership team of the Far Eastern Federal District has proven itself worthy. Not only as people who help the boys serve and supply them with equipment and weapons, who participate in the restoration of liberated territories, but also as people who, if necessary, are capable of taking up arms. And not just taking them up, but holding them with confidence," emphasized Yuri Trutnev.

When presenting the cups to the winners, Yuri Trutnev noted their special value. "Thank you all very much. And I want to draw your attention to the fact that cups are often awarded at competitions, but this cup is special because it bears the signatures of three Heroes of the Russian Federation. I think you can proudly display it at home or at work," Yuri Trutnev concluded the seminar.

At a meeting on the progress of work to restore social and engineering infrastructure in the sponsored territories, preliminary results of this year's plan were summarized.

In accordance with a decree of the President of Russia, since June 2022, Far Eastern Federal District subjects have been working to restore social infrastructure in the territories of the Donetsk People's Republic liberated from the Armed Forces of Ukraine. During this period (June 2022 – September 2025), Far Easterners have restored over 1,000 facilities (1,022) – schools, hospitals, kindergartens, playgrounds and sports grounds, roads, and water pipelines. They have purchased 117 units of automotive and specialized equipment. Health and wellness vacations have been organized for 11,022 children.

Currently, the Far Eastern regions are responsible for the restoration of 26 settlements in six municipalities of the DPR.

This year, work was carried out on 178 sites in the territories under its protection, 159 of which have already been completed. In 2025, three hospitals, 13 schools, five kindergartens, seven playgrounds and sports fields, 94,500 square meters of roads, and 4.1 kilometers of water pipelines have already been restored. Another 19 sites remain to be restored.

Yuri Trutnev also met with the winning team of the first All-Russian military tactical competition, "The Path of the Warrior." The meeting took place at School No. 40, where a branch of the Voin Center is located. The competition was organized by the Voin Center with the support of the government of the Republic of Sakha (Yakutia) and the Russian Combat Sniping Federation, at the request of Yuri Trutnev, with the aim of improving the training system and reinforcing the knowledge acquired by the Voin Center's cadets in practice.

"Congratulations to the Yakutia team on winning the first All-Russian 'Warrior's Path' competition! We were following you and rooting for you. I received videos of the competition, which I watched. We didn't just create this competition as a game; we wanted to help you prepare for adult life and the defense of our homeland. What was our core concept? We wanted you to think, not just run around laser tag paths, to develop tactical combinations, and learn to win. Of course, you have much to learn. We're learning too. We just returned from the training ground. Today, the governors took to the firing line and, together with the fighters who participated in the tournament yesterday, practiced with sniper weapons at long ranges and achieved excellent results. We will continue to work together, develop, and make our Russia stronger," said Yuri Trutnev.

The competition finals were held from September 15 to 20 in Yakutsk. Four teams from the Voin Center branches that had demonstrated the best results in the qualifying round in Volgograd participated: "Botur" (Yakutia), "Sobol" (Tyumen Oblast), "Amur Warriors" (Khabarovsk Krai), and "Stalingrad" (Volgograd Oblast). The team from the Voin Center branch in the Republic of Sakha (Yakutia) took first place, the team from the Tyumen branch took second place, and the teams from Volgograd Oblast and Khabarovsk Krai took third place.

In 2024, domestic spending on research and development increased, as did employment in this sector. These results were demonstrated by an analysis by the HSE Institute for Statistical Studies and Economics of Knowledge based on Rosstat data on financial and human resources in science.

"Achieving technological leadership—a national goal set by our President Vladimir Putin—directly depends on improving a number of indicators. Data for 2024 show positive changes across several of them. For example, domestic spending on research and development in Russia has increased, reaching 1.88 trillion rubles. Business is actively investing in science: almost 608 billion rubles in 2024. This is 10% more in constant prices than the previous year," noted Deputy Prime Minister Dmitry Chernyshenko.

In Russia, business accounts for about a third of total expenditure on science.

The Deputy Prime Minister also noted the importance of the positive dynamics in the number of scientific personnel.

"The number of people working in science has also grown: there are now more than 675,000. More than half of them are researchers, and a significant portion of them are young scientists. This is a particularly important indicator, as the future of our science depends on them," he said.

The increase in personnel numbers is occurring across all categories: researchers, technicians, support staff and other personnel.

The Deputy Prime Minister added that the national project "Youth and Children" and the Decade of Science and Technology initiatives are helping young people find applications for their research and development skills.

In terms of absolute research expenditure, Russia holds 9th place globally. In 2024, domestic research and development expenditure in Russia increased by 235.1 billion rubles in current prices, or 4.5% in constant prices, compared to the previous year.

Furthermore, in 2024, the range of large and medium-sized organizations conducting research and development expanded, exceeding 4,100.

Winners of the Pushkin Map Prize

Deputy Prime Minister Tatyana Golikova congratulated the laureates.

"I want to thank everyone who invested their time and soul into developing this project. The idea for the Pushkin Card was born in a difficult time – in 2020, when museums and theaters were closed due to the pandemic. But in 2021, the card was launched and opened up unique opportunities for young people aged 14 to 22. It was important to us that teenagers themselves choose plays, exhibitions, and concerts, and that cultural institutions be able to listen to and accommodate the interests of young audiences. At the same time, the card also served as support for the institutions themselves – an important financial tool for their development," the Deputy Prime Minister emphasized. "The results are impressive: since the program's implementation, 12 million young people and thousands of cultural institutions across the country have joined it. More than 860,000 events have been held, and the number of tickets sold has exceeded 95 million. It is especially gratifying that institutions in small towns – community centers, which are becoming a magnet for 14- to 16-year-olds – are increasingly joining the project."

The ceremony was held in a theatrical format. The foyer of the Beethoven Hall was transformed into an art salon, where guests were entertained by portrait artists and calligraphers creating commemorative postcards. During the ceremony, artists from the Bolshoi Theater performed famous arias, and actors from the Pushkin Moscow Drama Theater recited poems by the great poet. Renowned Russian actors Evgenia Leonova and Nikolai Rysev hosted the ceremony.

Winners were selected in 20 categories, including theaters, concert venues, museums, libraries, educational institutions, community centers, film screening organizations, and regions that have successfully implemented the program. Among them were the State Academic Mariinsky Theater, the A.P. Chekhov Moscow Art Theater, the State Russian Museum, the State Academic Capella of St. Petersburg, the Novosibirsk State Museum of Local History, the Primorsky State Art Gallery, the Moscow International House of Music, and others. A total of 80 cultural institutions and 10 regions of Russia received the coveted award in Beethoven Hall, including the Udmurt Republic, the Arkhangelsk and Magadan Oblasts, and the Yamalo-Nenets Autonomous Okrug.

The general partner of the second award ceremony was VTB Bank, which will become the operator of the Pushkin Card program from January 1, 2026.

The Pushkin Card program was launched by decree of the President of Russia in September 2021. Young people aged 14 to 22 are eligible. The card receives an annual balance of 5,000 rubles, which can be spent on tickets to theaters, museums, concert halls, cinemas, and other cultural institutions. A detailed schedule of events is available on the Kultura.RF portal. Since 2025, the program has been integrated into the national project "Family."

The Third All-Russian Long-Range Shooting Tournament in Memory of Hero of the Soviet Union Fyodor Matveyevich Okhlopkov

The third All-Russian Long-Range Shooting Tournament, dedicated to the memory of legendary World War II sniper and Hero of the Soviet Union Fyodor Matveyevich Okhlopkov, is being held at the Sulus Shooting Training Center in Yakutsk. More than 120 people attended the tournament, including participants in the special military operation. The competition is taking place in the year of the 80th anniversary of Victory in the Great Patriotic War.

The tournament is being held under the leadership of Yuri Trutnev, Deputy Prime Minister and Presidential Plenipotentiary Envoy to the Far Eastern Federal District. The event is organized by the Office of the Presidential Plenipotentiary Envoy to the Far Eastern Federal District, the Russian Combat Sniping Federation, the Government of the Republic of Sakha (Yakutia), and the "Voin" Center for Military Sports Training and Patriotic Education.

Deputy Prime Minister and Presidential Plenipotentiary Envoy to the Far Eastern Federal District Yuri Trutnev and Head of the Republic of Sakha (Yakutia) Aisen Nikolaev addressed the competition participants with welcoming remarks.

"This is the third time we've met at the Hero of the Soviet Union Fyodor Matveyevich Okhlopkov Memorial Tournament, here on the hospitable land of Yakutia. I want to salute the participants who came from the special military operation zone, directly from the line of contact. Thank you. Why are we holding this tournament? We want to create a platform where we can exchange secrets of the complex and important art of sniping for our country. When we created this tournament, we thought about how to make it balanced. We tried to ensure that the best shooters came here and that they had a platform for growth, space for development. I think we're succeeding. The number of qualifiers has already doubled since last year, but not everyone has yet participated in the qualifying round. This means there's a reserve, and the number of those advancing to the main tournament can grow even more. I'd like to especially thank Aisen Sergeyevich for his great work. It's also connected to sniper art, which, I believe, has deep roots in Yakut soil. And recently, a team from the regional branch of the Voin center reached the finals of the all-Russian military tactical competition, "The Path of the Warrior." "In Yakutia, they take the defense of the Motherland very seriously," said Yuri Trutnev.

"I sincerely congratulate everyone on the start of the third open long-range shooting tournament in memory of Hero of the Soviet Union Fyodor Matveyevich Okhlopkov. I would like to sincerely thank Yuri Petrovich for his constant, tireless support of our tournament, which has enabled it to develop and move forward. The number of participants is growing, and interest in it is growing. For the people of Yakutia, marksmanship is a tradition that has been handed down to us for centuries. During the Great Patriotic War, our great snipers earned unfading glory. Today, our guys, along with all Russians, are fighting on the front lines of the special military operation, defending the freedom of our country and fighting fascism. The competition will instill in the people of our country patriotism, the ability to uphold traditions, and to always be ready to defend our homeland," noted Aisen Nikolaev.

The parade of participants was led by Hero of Russia, Guards Lieutenant Colonel Yaroslav Yakubov, Deputy Chief Referee of the All-Russian Long-Range Shooting Tournament in Memory of Fyodor Okhlopkov. Hero of Russia and General Director of the Sulus Shooting Training Center, Alexander Kolesov, also participated in the ceremony.

Representatives of the Voin Center are participating in the tournament. Dmitry Poloskov, Head and Deputy Head of the Sniping Department at the Voin Center, and Nikolai Zimin will serve as judges in the Combat Sniping event. Konstantin Puchkov, Assistant Head of the Sniping Department at the Voin Center, will compete for the victory. It is worth noting that the Voin Center introduced sniping into its educational programs in 2025. Training in this new discipline was first conducted during the "Time of Young Heroes" summer camps. A cooperation agreement is in effect between the Voin Center and the Russian Combat Sniping Federation.

Military personnel, law enforcement officers, instructors from law enforcement training centers, and civilian shooters are eligible to participate in the precision shooting tournament.

The championship is held in two modes ("day" and "night") and consists of a sniper pair competition, with one participant being the shooter and the other an observer/spotter. All participants compete on equal terms, regardless of their sporting rank, position, gender, or age. Winners and runners-up will receive special prizes and cash prizes.

An exhibition has been organised at the tournament venue, with participation from various enterprises and organisations, including the Kalashnikov Concern (Moscow), the Russian Combat Sniping Federation, and Dedal-NV JSC (Moscow).

The tournament is held at the Sulus training and shooting center, built on behalf of Yuri Trutnev. Sulus is one of the best in the country in terms of its technical specifications. The training center, headed by Hero of Russia Alexander Kolesov, trains and improves the skills of civilians, law enforcement officers, and specialized organizations. They learn safe weapons handling techniques and long-range shooting skills.
