The government has implemented artificial intelligence technology in the state system for monitoring and managing national projects and state programs. The AI model analyzes 100% of the events and indicators of national projects and state programs of Russia online, comparing them with the indicators of the national development goals set by the President. "The government currently uses artificial intelligence, including for analyzing the forecast of non-fulfillment of various programs and events. In particular, we use AI in the management system of national projects and state programs. Artificial intelligence analyzes planned events, their implementation processes and predicts risks. The accuracy of such a forecast already reaches 96%. This is important because our task is not to record the fact that something has not been done somewhere, but to ensure that everything is implemented," noted Dmitry Grigorenko.

The Deputy Prime Minister also emphasized that artificial intelligence does not make the final decision, but is a tool that simplifies human work.

AI technology can significantly reduce the time required to analyze indicators and activities. The AI system processes more than 1,000 possible options per minute to determine the correct relationships, i.e. cases where one event or indicator affects the achievement of a specific national development goal of the country. Previously, such analysis was carried out manually. Thus, in order to evaluate almost half a million potential relationships between the indicators of national goals and all activities, it would be necessary to involve 76 experts from 38 industries, while manual analysis would take them about 4 years. Artificial intelligence allows this work to be done in 1 day.

To date, the AI model has identified more than 8,000 new connections. All of them are sent for verification to federal executive authorities, which in turn can confirm the relationship or reject it and send information about it for a more detailed analysis to the Project Management Center of RANEPA. Thus, artificial intelligence serves as a tool that speeds up the work process, but the final decision always remains with the person.

In Russia, work continues to bring roads up to standard within the framework of the national project "Infrastructure for Life". In the same period of 2024, 75 million square meters of the upper layers of the pavement were laid," said Marat Khusnullin.

The Deputy Prime Minister noted that thanks to the systematic work and responsible approach of governors and regional teams, a number of regions have completed the largest volume of planned work to date.

Thus, in the Kursk region, the area of laying the upper layers of the road surface currently amounts to about 1.34 million square meters, or 78.1% of the planned volume of work. Among the most important objects on the regional road network is the Fatezh-Dmitriev road (14 km). The road is important for residents of the region, as it connects two district centers of the Kursk region – the cities of Dmitriev and Fatezh. In the current road season, special attention is paid to the repair of artificial structures. In the Kursk region, under the national project "Infrastructure for Life", four bridge structures with a total length of 89.7 linear meters were brought into regulatory condition.

In the Orenburg region, the area of asphalt concrete pavement on regional and inter-municipal roads to date has amounted to 712 thousand square meters. This is 74.8% of the planned volume. Two renovated bridges with a total length of 104.2 linear meters have been commissioned. Among the significant projects completed this year is the bridge across the Suunduk River at the 17th km of the Krasnoyarsk – Kvarkeno – Komintern road in the Kvarkensky district. Major repairs are ongoing on one of the longest projects this year – 22 km of the Bugulma – Buguruslan – Buzuluk – Uralsk highway. Of these, 10 km are in the Buguruslan district and 12 km are in the Buzuluk district. This is the largest transport corridor in the western Orenburg region. The road connects about 150 settlements of five districts of the region and provides transit traffic to the Republic of Kazakhstan. The task is to gradually bring the asphalt concrete surface of the highway to a standard condition along its entire length – almost 350 km.

In the Bryansk region, as of early September, the area of asphalt concrete pavement on local, regional and inter-municipal roads amounted to 681 thousand square meters. This is 64.2% of the planned volume. On the eve of Builder's Day, Russian President Vladimir Putin launched traffic on a new overpass in the city of Unecha in the Bryansk region. This strategically important facility connects the city with the federal highway and with other districts of the Bryansk region, as well as with the regional center. Deputy Prime Minister Dmitry Patrushev held a meeting within the framework of incident No. 58 "Organization of the system for handling municipal solid waste". The work was attended by the management of relevant departments, industry companies, heads of regions and representatives of the Federal Assembly.

Dmitry Patrushev reported that construction of industry infrastructure continues in the regions. The capacities that will appear in 2025 will ensure the processing of more than 1.5 million tons of waste.

"To implement the instructions of the President of Russia and move to a closed-loop economy, it is important that each new facility meets all modern requirements for sorting and environmentally sound disposal. In 2025, 19 regions have been granted the right to conclude concession agreements for the construction of industry infrastructure without a tender. Thanks to this, by 2028, 37 waste management facilities with a total processing capacity of 4.5 million tons should appear," said the Deputy Prime Minister.

The Deputy Prime Minister drew the attention of the heads of the subjects that have already concluded concession agreements to the importance of detailed development of the project implementation deadlines and their integration into the incident information system. This will allow possible deviations to be seen in real time.

The Deputy Prime Minister also added that on-site inspections of facilities have proven their effectiveness, and this practice will be continued on a systematic basis.

One of the most important indicators of the effectiveness of the waste management reform is the order at the container sites in the yards. According to Dmitry Patrushev, over the first eight months of this year, the regions have equipped almost 5 thousand container sites and purchased almost 36 thousand containers.

The fleet of special equipment is being actively updated. Since the beginning of 2025, more than 600 units have been purchased in the regions, a third of them through the preferential leasing mechanism. Dmitry Patrushev instructed the Ministry of Natural Resources and the Russian Ecological Operator to only proceed from real requests when expanding the list of equipment types purchased through this mechanism.

Incident No. 58 “Organization of a system for handling municipal solid waste” was created on the instructions of the Chairman of the Government to ensure the implementation of reform in the area of waste management.

The main macroeconomic indicator – gross domestic product, despite the challenges that arose, maintained positive dynamics. Let me remind you that, according to the Ministry of Economic Development, it grew by 1.1% over the seven months.

After the high values that were in 2023 and 2024, some cooling was inevitable. We predicted this. The period of the first anti-crisis decisions has passed. Due to the rapid expansion of domestic production, a number of niches were quickly filled. Now the Government is seeking to form long-term trends in accordance with the tasks that the head of state has defined for the period up to 2030 and beyond.

The structural restructuring of the economy continues. Business is reformatting its trade operations and processes based on new realities, adapting to changing conditions, looking for new partners, raw materials and sales markets.

We also continue to create a basis for strengthening the country's technological and industrial sovereignty. Large-scale projects are being launched across the country, requiring systematic work and serious resources.

The manufacturing sector remains the main driver of growth in industry – growth was 3.3% from January to July of this year. The leader here was mechanical engineering – an industry where the share of added value is high. It added about 10%. Growth was also noted in the metallurgical and chemical complexes.

The overall dynamics were supported by the construction industry – the volume of work increased by 4.2%, as well as agriculture.

Overall, industrial production volume increased by approximately 1% in the first half of the year.

Now, regarding inflation. The expansion of Russian capacities, as well as a number of decisions taken by the Government and the Bank of Russia to contain prices, have allowed for a gradual slowdown in its dynamics. At the end of August, the decline in the cost of fruits and vegetables accelerated and returned – for milk and milk products.

Positive trends continued in the labor market. The unemployment rate remained at a historical minimum of 2.2% for the third month in a row.

Dear colleagues, another important topic is the budget. The government must submit its draft to the State Duma by October 1. It must take into account all current challenges. We discussed them in detail when forming the forecast for socio-economic development until 2028. The Budget Commission should meet in the near future, where it is necessary to approve all the main parameters – income and expenses. After that, the draft law will be presented at a meeting of the Government of the Russian Federation.

The unconditional priorities are ensuring macroeconomic stability, balance of the main financial document of the country, fulfillment of social obligations. And achievement of national development goals that were defined by the head of state.

Today we will look again at what resources should be directed towards solving these issues, as well as towards stimulating production, supporting regions, and technological and infrastructure projects.

Particular attention, as the President noted, should be paid to the formation of additional sources of income. Given the realities, it is necessary to concentrate on the topic of efficiency, including in terms of labor productivity. It is necessary to accelerate its growth in every possible way. For this purpose, we must continue to remove system-wide barriers to entrepreneurial initiative, reduce excessive administrative burdens, and create incentives for independent development through internal corporate programs of the companies themselves.

One of the key tasks of further changes will be to improve the quality of the investment climate. This is planned to be implemented through a national model of target conditions for doing business. The structural change plan being developed by the Government is also aimed at increasing the efficiency of the economy.

Large-scale work on the transition of private housing construction to safe financing mechanisms continues in Russia. Since March 1 of this year, construction of more than 1 million square meters of individual housing has begun using escrow accounts. The new payment system has become possible due to the entry into force of a law regulating the specifics of interaction between all participants in the process. This was reported by Deputy Prime Minister Marat Khusnullin.

"Work on developing individual housing construction helps make the process of building your own home more accessible, simple and technological, thereby opening up new opportunities for Russians to improve their living conditions. The introduction of the escrow account mechanism dramatically increases the level of protection of citizens' funds and gives the market a new impetus for growth. We see a high demand for this tool and people's trust in it. Since March 1, more than 9,000 private houses with an area of about 1 million square meters have been built using escrow accounts. Another important advantage is the speed of construction: the average construction time for a typical house with an area of more than 100 square meters today is about 7 months. Our task is not only to maintain the pace of development of individual housing construction, but also to provide the territories with all the necessary infrastructure – engineering, social, transport," said Marat Khusnullin.

More than 5.5 thousand construction organizations ready to work according to the new standards have already registered on the unified online platform stroim.dom.rf. This gives citizens a wide choice of contractors. The number of companies that have already begun practical work on the construction of private houses using escrow accounts has exceeded 2.5 thousand, which is 7 times more than at the beginning of March 2025.

"The private housing construction segment is currently undergoing a stage of qualitative transformation. The introduction of the escrow mechanism reduces people's financial risks, and opens up access to preferential financing instruments for contractors," noted Vitaly Mutko, CEO of DOM.RF.

An additional incentive for the growth of the individual housing construction segment was the issuance of preferential loans under the subsidy program from DOM.RF, launched to support contractors working using the escrow mechanism. Under the program, which is valid until the end of 2025, contractors can receive preferential loans at a rate of 1% per annum. To date, banks have provided 23.6 billion rubles in targeted financing for the construction of private houses with an area of more than 578 thousand square meters using the escrow account mechanism.
