The family is a fundamental social institution of particular strategic importance on which the future of the country depends.

The Deputy Prime Minister emphasized that the state is doing a lot to ensure that the number of families with children grows, and that the number of large families increases. Today, having many children is becoming a real value in Russia – there are already 2.8 million large families in the country. Over the past two years, their number has increased by 17.4%, with 8.9 million children growing up in them.

Among families with four or more children, the happiness level reaches 66%, which is a very high figure. 80% of Russians are convinced that children give life a special meaning, 78% believe that children are a way to leave a legacy and pass on family traits, 75% note the important role of children in the emergence and preservation of family traditions.

At the same time, 40% of Russians want to have two children, 26% – three, 6% strive to have five or more children. 73% of citizens aim to preserve the family by finding compromises and do not allow divorce.

The strategic goal of society development is to increase the proportion of citizens who recognize family as the main value in life to 80% by 2030. Success in this largely depends on the media, which form values and public opinion at the level of emotional settings.

"Family is love, mutual understanding, support, a source of happiness and meaning in life, successful parenting that brings pleasure and joy, self-realization and experience. Only by joining forces can we create conditions in which family will truly become the main value for every person in our country. By demonstrating successful family models, a healthy attitude to parenting, and the positive experience of large families, we increase the value of the institution of family," said Tatyana Golikova.

She noted that today the image of a large family and, of course, a mother of many children is changing in the eyes of the public. A large family is associated with cohesion, responsibility, hard work, kindness, friendliness, and a mother of many children is associated with wisdom and happiness. And this is another aspect in which culture and media have a significant impact in strengthening traditional family values.

In addition, the role of the father in raising children and family life is changing, and involved fatherhood is becoming the norm. 71% of Russians believe that the father helps children grow up strong and successful.

The desire of young people to get on their feet – to build a career, get an education, buy a home – leads to postponing the creation of a family and having children.

"We are systematically building the state's social policy in such a way that the number of existing support measures removes most of the fears of future parents. A striking example of this is the growth in the number of student families, which indicates a positive trend. There are more than 25 thousand student families in Russia, of which 13 thousand families are already raising children," Tatyana Golikova emphasized.

The state offers a comprehensive system of support for families with children. All measures and programs of the national project "Family", which started on January 1, 2025, are aimed at building confidence in the future of each family. This is maternity capital, a single allowance, preferential housing programs, high-quality medicine for women and children, reproductive medical examination, free IVF, mother and child rooms in universities, assistance in finding or keeping a job, social payments.

At the same time, the development of cultural infrastructure continues within the framework of the national project "Family". In the coming years, 420 libraries will receive modern equipment, 100 theaters will be reconstructed, 255 museums will undergo modernization, 1200 cultural centers will receive a new life.

Tatyana Golikova noted the important task of culture and media – to convey family values, reduce anxiety and the feeling of “I can’t cope”, and show the supporting role of the state.

Last year, 20 films aimed at family audiences were released. Five of them grossed an impressive amount at the box office – more than a billion rubles. This speaks to the demand for family content in society.

Deputy Prime Minister Marat Khusnullin held a meeting of the presidium (headquarters) of the Government Commission on Regional Development. In his report, Minister of Construction and Housing and Public Utilities Irek Faizullin spoke about the systemic work of the Russian Ministry of Construction to reduce the procedures of the investment and construction cycle, about the measures taken to prevent the growth of prices for construction resources and about the applications received from the regions to participate in the selection of infrastructure projects to receive treasury infrastructure loans for their implementation.

"All projects approved under the treasury infrastructure loans are important for the comprehensive development of regions and improving the standard of living of Russians. Today, the headquarters approved 13 projects, including 28 objects in the Khabarovsk, Kamchatka, Zabaikalsky Krais, Ivanovo, Novgorod Regions, the Republics of Sakha (Yakutia) and Buryatia, for a total of 14.67 billion rubles. The projects will be provided within the limits for the modernization of housing and communal services, for the development of the Far Eastern Federal District and the Arctic, and for the implementation of large infrastructure projects on behalf of the President of Russia. In particular, a treasury infrastructure loan in the amount of 2.68 billion rubles will be allocated for the construction of a water supply and sanitation system in Khabarovsk Krai.

869.18 million rubles will be allocated for the construction of 3 gas boiler houses and major repairs of intra-block heating networks in the territory of supporting settlements in the Republic of Sakha (Yakutia).

In the Republic of Buryatia, a KIK in the amount of 838.59 million rubles was approved for the construction of a water pipeline, major repairs of sewer collectors and heating networks in Ulan-Ude, and the modernization of two heat distribution systems in small settlements.

In the Ivanovo region, 775.86 million rubles will be allocated for the major repairs of the 876 m long sewer main in Ivanovo.

In Kamchatka Krai, 363 million rubles of KIK have been approved for the construction of a sewage pumping station with the construction of water drainage networks for more than 17 thousand residents in the city of Elizovo.

In the Novgorod Region, the approved funds of the CIC in the amount of 6.49 billion rubles are planned to be used for the construction of a 682 km section of the Moscow-St. Petersburg high-speed railway, as well as for the construction of water supply and sanitation networks, including for prospective residential development.

Also, 2.65 billion rubles of KIC will be directed to the implementation of 5 projects under the long-term plans of the Far Eastern Federal District in the Trans-Baikal Territory, where it is planned to build the Siberian and Smolensk water intakes, improve the embankment of the Chita River, and build and reconstruct heat, water supply and sanitation networks for 69 thousand people.

As part of the competitive selection, the headquarters considered 5 projects in the Kaliningrad, Voronezh and Amur regions, and the Trans-Baikal Territory for a total CIC amount of approximately 16.9 billion rubles.

In the Amur Region, it is planned to allocate 382.59 million rubles of KIK for the reconstruction of a section of the regional highway with a length of just over 1 km, which will also provide improved transport accessibility to the Golden Mile.

In the Kaliningrad region, KIK funds in the amount of 11.45 billion rubles will be directed to the modernization of the public utility infrastructure for the integrated resort "White Dune", as well as the construction of the Zelenogradsk – Pionersky resort automobile overpass.

In the Voronezh region, with the involvement of 1.52 billion rubles, KIK is implementing a project to create public infrastructure facilities for the Maslovsky-2 industrial park.

In the Zabaikalsky Krai, as part of a competitive selection, KIK will allocate 3.56 billion rubles to provide engineering infrastructure for a future world-class university campus.

Our goal is to assess the changes that have occurred over the year, to talk about the opportunities that have been added to the social and labor sphere. Marat Khusnullin: Capital repairs of the R-22 "Caspian" highway section in Tambov Oblast are more than half complete

“A lot of work is being done under the national project “Infrastructure for Life” to update the road network, including federal highways that take on heavy traffic and, as a result, a large load on the road surface. One of these highways is the R-22 “Caspian” highway, which connects the regions of the central and southern parts of Russia. Currently, various types of work are being carried out on the road. Thus, on the section from the 356th to the 371st km in the Tambov region, specialists are busy widening the roadway. The readiness of the facility has exceeded 50%, road workers are on schedule. The result of the work will be a four-lane road with an axial barrier fence, which will significantly reduce the risk of head-on collisions. The capacity of the section will increase to 26 thousand cars per day. I am confident that thanks to the systematic work and responsible approach of Rosavtodor, the team of the acting governor of the region Evgeny Pervyshov Tambov residents and users of the highway will receive a high-quality, updated section within the established time frame,” said Marat Khusnullin.

At present, all layers of road surface (except for the top) have been completed on 13 out of 15 km for two new lanes of the road, which are already used for traffic. Work has been fully completed on the construction of two turnaround loops, which provide a safe exit from the federal highway to the settlements of Fonvizino, Novospasskoye, Zavodskoy, Ilovay-Dmitrievskoye and Staroseslavino. The process of destructuring cement concrete slabs on the old two lanes of the road and the construction of a third turnaround loop are underway.

In addition, construction of bridge structures continues on this section. The installation of supports for the left half of the roadway of the railway overpass at the 359th km of the route has been completed. The specialists plan to expand the bridge over the Ilovai River to four traffic lanes this year.

"The issue of road quality for residents of the Tambov Region is one of the most important. We are improving the road network within the framework of national projects, federal and regional programs. The R-22 "Caspian" highway is of paramount importance for us. It provides transport links not only between the northern and southern territories of the region, but also with other subjects of the country.
