I am pleased to welcome all participants and guests to the All-Russian Occupational Safety Week. It is being held for the tenth time and proves that this forum is in demand in our country and beyond.

Professionals from all Russian regions and more than 30 foreign countries have arrived here in Sochi. Among them are specialists in the field of security, as well as the labor market, employment, social protection, healthcare, representatives of the business and scientific communities and, of course, government authorities.

During discussions, seminars and many business events, you will be able to exchange experiences, discuss approaches to implementing the most effective occupational safety practices. And most importantly, offer solutions that will help equip workplaces using modern technologies.

The main theme of the week that is currently underway is "Nation Preservation – Guarantee of Sustainable Development" – it is very important. The tasks of preserving the population, increasing the well-being of people are reflected in one of the national goals set by the President.

Of course, this also includes the responsible attitude of each organization to the issues of creating comfortable, safe working conditions, and the most targeted protection from risks that an employee may encounter in his or her workplace.

Last year, companies’ investments in such events increased by 20% and amounted to almost 210 billion rubles.

In turn, the state regularly increases the amount of funds sent to employers to prevent risks for people. This year, 36 billion rubles have been allocated for these purposes, and almost 40 billion more next year.

The systematic implementation of a whole range of measures has made it possible to reduce the total number of accidents by 20% in recent years.

The government continues to support bona fide enterprises that take occupational safety issues seriously.

Colleagues, in recent years the employment structure and the labor market have changed significantly. New forms and other approaches to the quality of the organization of production processes have appeared. The level of competitiveness of companies depends on how well they meet these challenges. During his working visit to the Arab Republic of Egypt (Cairo), Deputy Prime Minister of Russia Alexey Overchuk met with the Chairman of the General Authority of the Suez Canal Economic Zone Walid Gamaleddin and became familiar with the progress of the creation of the Russian Industrial Zone (RIZ) in the Suez Canal Economic Zone.

During a meeting with the Chairman of the General Authority of the Suez Canal Economic Zone, Alexey Overchuk noted that the project to create a Russian industrial zone in the Suez Canal economic zone is strategic for our country and has great potential in the context of providing unique opportunities for the development of investment and innovation cooperation, industrial growth in the two countries and the creation of new jobs.

The Deputy Prime Minister emphasized that the Ain Sokhna industrial zone is one of the world's largest industrial agglomerations with direct access to the Ain Sokhna port, which provides convenient access to global markets, primarily the markets of the global South.

The Suez Canal Economic Zone is a complex with six sea ports, providing 20% of the world's container shipping and 10% of maritime trade, and four industrial zones. Along the border of the Russian Industrial Zone section there is an electric grid, a road connecting Ain Sokhna with the ports of Suez and Hurghada, a railway freight line; 9 km away is a freight port with modern container and bulk terminals. The section itself already has treatment facilities and an electrical substation.

The Russian delegation in Cairo, led by Alexey Overchuk, includes representatives of relevant government agencies, businesses and business associations. "It is very important to familiarize Russian businesses with the opportunities provided in the zone by tax and customs preferences, project support conditions and services that open up new opportunities for working in Africa," Alexey Overchuk emphasized.

During the conference dedicated to the implementation of the Russian Industrial Zone project, key issues of the practical implementation of the joint project and further strengthening of bilateral cooperation in the industrial sphere were discussed. Alexey Overchuk recalled the long history of cooperation between the two countries. "The USSR participated in the construction of the Aswan Dam, a number of industrial enterprises, power transmission lines, in the creation of nuclear physics laboratories and in the implementation of work on the peaceful use of atomic energy. Today, we continue the good traditions of long-term cooperation and implement flagship projects – the first El Dabaa Nuclear Power Plant in the country and the Russian Industrial Zone," the Deputy Prime Minister noted.

The intergovernmental agreement signed on behalf of the leaders of Russia and Egypt laid down the basic principles for the implementation of the project, aimed at qualitatively increasing the efficiency of bilateral cooperation and improving the investment climate. "The result should be the emergence of industrial infrastructure under Russian management in Egypt with opportunities for Russian participants in foreign economic activity, the creation of new jobs and long-term cooperation chains," Alexey Overchuk emphasized.

The Deputy Prime Minister noted that Russia sees Africa as one of the fastest growing developing markets and views the Russian Industrial Zone as a gateway to both Egypt and the African continent.

In 2025, both the Russian and Egyptian sides completed the necessary regulatory procedures to move to the practical stage of project implementation. In particular, in May of this year, an agreement was signed in Moscow legally securing the terms of the lease of the land plot of the Russian Industrial Zone by the Russian side.

The Deputy Prime Minister noted that at this stage the Russian operator needs to carry out a large volume of preparatory and construction work. "In parallel, our business needs to understand that such work is being carried out, and prepare its investment decisions for this. Therefore, it is already important to coordinate the efforts of our Government, the Egyptian authorities, the zone operators, as well as its potential residents. These plans need to be coordinated and built, then residents will appear here, enterprises will emerge and new jobs will appear," the Deputy Prime Minister said.

Alexey Overchuk also thanked the Egyptian side for the warm welcome and expressed hope for fruitful cooperation.

Deputy Prime Minister Vitaly Savelyev and Minister of Transport Andrey Nikitin familiarized themselves with the key developments of the advanced engineering school "High Speed Rail Academy" of the Russian University of Transport.

The Academy was opened in December 2023 following the selection results within the framework of the federal project of the Ministry of Education and Science of Russia "Advanced Engineering Schools". The following areas of work are currently being implemented at the Academy: training of engineering personnel and specialists of the new generation, scientific, technical and expert support for the first high-speed highway – HSR-1 Moscow – St. Petersburg at the design and construction stage, the formation of an innovative base for the development of the country's transport industry.

The Deputy Prime Minister and the Minister were shown a digital model of the Moscow-St. Petersburg HSR section, created by students and teachers as part of an end-to-end engineering project. The digital model of the main infrastructure elements of the highway (railway track, roadbed, artificial structures, etc.) allows for an assessment of identified collisions at the design stage.

In the situation center, Vitaly Savelyev and Andrey Nikitin got acquainted with the construction monitoring system, which combines data from online cameras, UAV footage, satellite images and orthophoto plans of the high-speed railway construction sites. The data is updated in real time and shows the progress of work, the number of equipment and specialists, the use of funding and the results of eliminating expert comments.

Scientists from the High-Speed Railway Academy have presented the first measuring complex in Russia for monitoring the geometry of high-speed highway tracks. A special trolley, tested in real conditions, records the slightest deviations of the track from the design.

"The HSR Academy of the Russian University of Transport is a unique scientific center for training highly qualified specialists who will be in demand on HSR lines. Serious technological and personnel potential is being formed here, which will set trends in the development of the country's transport complex," noted Vitaly Savelyev.

Today, 230 students are studying at the Academy in six educational programs. Another 370 students will undergo training in additional professional courses by the end of 2025. The first intake took place in the summer of 2024 – 50 best third-year students from five transport universities in Russia.

The academy's infrastructure includes a multifunctional campus with 34 workplaces, three specialized educational spaces and two educational laboratories. This allows students to work in conditions as close as possible to real engineering practice.

"It is important that the implementation of scientific projects of the High Speed Rail Academy is carried out with the involvement of high-tech partners: JSC Russian Railways, Sinara – Transport Machines, the Moscow City Department of Transport. That is, this is not only research, but also testing of their results in practice with real customers of these projects," emphasized Andrey Nikitin.

On the final day of the XI St. Petersburg International Forum of United Cultures, a ceremony to award the Hermitage Prize in the field of culture and art took place in the St. George Hall of the Winter Palace.
