Traffic has been launched at two interchanges on the M-3 "Ukraine" highway in the Moscow region.

The reconstruction project for the M-3 "Ukraine" highway, from km 65 to km 124 from Bekasovo to Maloyaroslavets, continues. Work on this project is divided into two phases, one for the Moscow and one for the Kaluga regions. As of today, traffic has been reopened at two interchanges in the Moscow region, at km 66 and km 77. Deputy Prime Minister Marat Khusnullin announced this.

"The M-3 'Ukraine' Highway connects Russia's capital with the southwestern regions and provides access to Belarus' highways. The road is a key link in the system of international transport corridors and plays a critical role for freight and passenger traffic. Active modernization of the highway is currently underway in the Moscow and Kaluga regions, which will significantly increase its capacity, improve road safety, and reduce transportation costs by reducing travel times. The work is progressing well, and there are tangible results. Today, traffic was launched at the new interchanges. Drivers are now able to use two interchanges—at the 66th and 77th kilometers—providing quick and safe access to the towns of Bekasovo and Kotovo," said Marat Khusnullin.

The interchange at km 66 to the village of Bekasovo includes seven exits. During construction, over 9,000 tons of asphalt concrete were laid, 3.4 kilometers of metal barrier fencing were installed, 1,200 square meters of horizontal markings were applied, and five culverts were installed. Sixty-eight outdoor lighting poles were also installed to improve visibility at night.

Traffic has been launched at two interchanges on the M-3 "Ukraine" highway in the Moscow region.

Seven exit ramps have also been created at the 77th-kilometer interchange on the Kotovo highway. During the work, 10,500 tons of asphalt concrete were laid, over 4 kilometers of metal barrier fencing were installed, 2,000 square meters of horizontal road markings were applied, eight culverts were installed, and 73 outdoor lighting poles were installed to ensure comfortable travel at night.

According to Vyacheslav Petushenko, Chairman of the Board of the state-owned company Avtodor, the first stage of the M-3 "Ukraine" reconstruction project, covering the Moscow region from the 65th to the 86th km, includes the construction of four interchanges.

"To ensure comfortable and safe travel on our road network and improve connectivity between communities, we are building new interchanges. In addition to the interchanges at km 66 and 77 of the M-3 highway, traffic was previously opened at km 71 near Moskovskaya Street in Naro-Fominsk, as well as at km 85, which connects the communities of Nefedovo and Dedenyovo. Thanks to this, we have already increased the highway's capacity and traffic safety by eliminating at-grade intersections," noted Vyacheslav Petushenko.

Deputy Prime Minister Tatyana Golikova chaired the latest meeting of the interagency working group to develop additional mechanisms to respond to the evolving labor market situation. The agenda included the implementation of the roadmaps for the period up to 2030, which were adopted in 10 regions with the highest unemployment rates according to the International Labor Organization methodology. These regions include the Republics of Altai, Dagestan, Ingushetia, Kalmykia, North Ossetia-Alania, Tuva, the Kabardino-Balkarian Republic, the Karachay-Cherkess Republic, the Chechen Republic, and the Zabaikalsky Krai. The agenda also included an analysis of the quantity and quality of jobs created under the roadmaps.

"Roadmaps for 10 regions were approved in the first quarter of 2024 in accordance with the head of state's instructions. Starting in 2025, monitoring the results of the roadmaps' implementation is provided for by the federal project "Labor Market Management" of the national project "Personnel," said Tatyana Golikova.

The key indicators of the roadmaps are the number of new jobs created, the unemployment rate, the employment rate of graduates of higher and secondary vocational education, and the reduction of informal employment. Each region's roadmap includes eight target indicators.

Monitoring of the implementation of roadmaps for the first half of 2025 showed that five regions—namely, the republics of Dagestan, Kalmykia, North Ossetia-Alania, Tyva, and the Kabardino-Balkarian Republic—have achieved planned indicators or are close to annual targets.

In 9 out of 10 regions, the unemployment rate, according to ILO methodology, is lower than the projected annual values.

The number of employed people increased by 78,600 people between June 2024 and June 2025. Over the same period, the number of jobs across all 10 regions increased by 28,700, while the average income per job increased by 14.5%.

To increase the level of official employment, Rabota Rossii (Work Russia) personnel centers provide assistance to those groups of citizens who are at the highest risk of informal employment. One such group is young people. The implementation of the roadmaps has resulted in a significant increase in youth employment. The largest increase in the employment rate of young people aged 15–29 was recorded in the Zabaikalsky Krai—from 39.6% in the second quarter of 2024 to 44.6% in the second quarter of 2025—and in the Republic of Ingushetia—from 39.1% to 42.3%, respectively. The largest decrease in the unemployment rate among young people aged 15 to 29 years was observed in the Kabardino-Balkarian Republic – from 10.2% in the second quarter of 2024 to 5% in the second quarter of 2025, in the Republic of Ingushetia – from 30 to 24.9% and from 11.5 to 6.5%, respectively – in the Republic of Kalmykia.

Special attention is also being paid to employment for individuals with disabilities. Around 3,000 individuals with disabilities applied for jobs at employment centers in regions implementing the roadmaps, of which 1,021 were employed.

The highest proportion of employed people with disabilities out of all applicants is recorded in the Chechen Republic (72.3%) and the Republic of Tyva (63.1%). Last year, this figure in these regions was 64.9% and 59.4%, respectively.

In all regions implementing the roadmaps, the number of people employed under employment contracts, civil contracts, and self-employed individuals with a total income of at least the minimum wage increased in the year from June 2024 to June 2025.

The largest number of people employed under labor contracts and civil law contracts are in the Trans-Baikal Territory – 88.5%, and the Altai Republic – 81.6%.

In terms of types of economic activity, there has been an increase in the number of jobs in the fields of healthcare, education, construction, and food supply.

New jobs have been created due to the implementation of breakthrough investment projects in the regions.

As part of the active employment support measures under the roadmaps, all 10 regions are conducting career guidance events for young people, as well as vocational training and continuing education programs for professions in demand on the labor market. State support is being provided to stimulate the hiring of certain categories of citizens.

In 2025, the All-Russian Job Fair "Work Russia. Time of Opportunity" was held, with strong attendance in regions implementing the roadmaps. The highest attendance was recorded in the Republic of Dagestan (31,800 people), the Republic of Tyva (16,100 people), and the Zabaykalsky Krai (12,900 people). As a result of the All-Russian Job Fair, 3,865 people found jobs in the Republic of Tyva, 2,238 in the Republic of Dagestan, and 1,285 in the Zabaykalsky Krai.

Following the meeting, federal executive bodies, together with the regions, were instructed to complete the updating of their roadmaps in accordance with the evolving situation in local labor markets and to take comprehensive measures to achieve target indicators within the established timeframe.

Deputy Prime Minister of Russia Dmitry Chernyshenko launched the 3rd International Buddhist Forum. It is being held from September 25 to 28 in Elista at the request of Russian President Vladimir Putin.

The Deputy Prime Minister read out President Vladimir Putin's address of welcome: "Your meeting, bringing together prominent religious and public figures, experts, and scholars, is taking place in Elista, which is celebrating its 160th anniversary this year. Here in Kalmykia, the spiritual traditions of Buddhism have historically been strong, and the region is rightfully considered one of its largest centers in Europe. Today, the Buddhist community in Russia carefully preserves the priceless spiritual heritage of its ancestors, their distinctive art and customs, and is focusing its efforts on harmonizing interreligious and interethnic dialogue, strengthening family values, educating youth, restoring ancient monasteries and building new ones, and implementing educational and awareness-raising projects. And I am confident that I am ready to share this rich experience with the forum participants and guests from abroad."

Dmitry Chernyshenko emphasized that the International Buddhist Forum brought together more than 400 delegates from various countries.

"As our President has said, the forum is primarily aimed at strengthening inter-delegation dialogue. This is a crucial task for such a large, multi-ethnic country as Russia. The Russian government places special emphasis on supporting Buddhist education, science, and culture. Books on the history of Buddhism are being actively published. Material heritage is being carefully preserved, and places of worship and monuments are being restored. Through joint efforts, we strive to build a world in which kindness, respect, justice, and mutual assistance are the most important values. I wish you success, prosperity, and fruitful work at the forum," noted Dmitry Chernyshenko.

During the forum, participants will discuss contemporary research into Buddhism and its philosophical aspects, Buddhist culture and history, the preservation of monasticism, and the development of domestic and international tourism with experts.

A welcoming address from Russian Foreign Minister Sergey Lavrov was also read at the event.

In addition, the participants and organizers were greeted by the head of the Republic of Kalmykia, Batu Khasikov.

During a working visit to Kalmykia, Dmitry Chernyshenko discussed tourism development with representatives of the republic's government and assessed the infrastructure of the Kublai Khan Hotel Complex. It was built with the support of the Republic of Kalmykia's individual development program, which includes a major renovation of the administrative building into a 50-room hotel complex. The project was launched ahead of the 3rd International Buddhist Forum.

"Our President Vladimir Putin has set the goal of increasing tourist flow to 140 million people per year by 2030. Kalmykia's participation in the national project 'Tourism and Hospitality' is helping us achieve this goal. Thanks to this project, the republic is implementing projects to build modular hotels, modernize ethnic complexes, and develop beach areas and roadside services. Developing tourism infrastructure is helping to increase tourist flow: we see it growing in Kalmykia. According to the Russian Ministry of Economic Development, the region ranked among the top three fastest-growing destinations for the first eight months of 2025," the Deputy Prime Minister said.

The Deputy Prime Minister of Russia also emphasized that the republic is working to train personnel for the industry: approximately 60 students are studying tourism at the B.B. Gorodovikov Kalmyk State University.

According to the Ministry of Culture and Tourism of the Republic of Kalmykia, over 460,000 tourists visited the region last year. The region boasts a wide range of tourism options, including cultural and educational, ecological, event-based, and pilgrimage tourism.

At the World Digital Commerce Expo in Hangzhou, Deputy Prime Minister and Chief of Staff of the Russian Government Dmitry Grigorenko met with the head of the Chinese delegation, Vice Chairman of the Standing Committee of the National People's Congress of China Wang Dongming. The central topic of the talks was the further development of the Russian-Chinese partnership, including in the field of artificial intelligence and innovation.

During the meeting, Dmitry Grigorenko emphasized that Russia places particular importance on developing relations with China. Currently, the countries' cooperation is based on the development of an independent financial infrastructure and strengthening industrial and technological sovereignty.

The parties paid special attention to discussing the development and implementation of artificial intelligence as the most promising areas for joint work.

"The potential for Russian-Chinese cooperation in artificial intelligence is enormous. Russia, like China, has its own extensive language models. We also place a strong emphasis on training strong data scientists and are integrating AI technology into public administration and all key economic sectors. Joining forces with our Chinese partners will allow us to build a solid foundation for the creation and development of large-scale projects and strengthen the technological sovereignty of our countries," noted Dmitry Grigorenko.

He emphasized that the implementation of artificial intelligence in Russia is being systematic. Specifically, successful regional practices are being used for implementation at the federal and regional levels. The AI Development Center under the Government was established to select such solutions and coordinate the efforts of government agencies, businesses, and regions in implementing the technology.

The government is also paying special attention to developing data processing and storage infrastructure. The first step in this direction was the creation of transparent regulations for data centers. In collaboration with State Duma deputies, a bill that had been under consideration since 2022 was finalized. The law establishes the status of data centers as communications facilities and provides a clear definition, allowing them to be technologically connected to power grids through a simplified procedure and with preferential tariffs.

At the end of the meeting, the Deputy Prime Minister recalled that the Russian-Chinese working group on the exchange of experience, regulation, and application of AI had already been assembled. Its first meeting was successfully held on September 23 in Chengdu.

The meeting confirmed Russia and China's mutual interest in strengthening strategic cooperation.

Marat Khusnullin: Over 600 km of tourist routes have been updated under the "Infrastructure for Life" national project since the beginning of the year.

September 27 marks World Tourism Day. Transport accessibility is just as important to travelers as service and comfortable accommodations, which is why tourist routes are receiving significant attention in the implementation of the "Infrastructure for Life" national project. Since the beginning of the year, more than 600 km of such roads have been renovated, according to Deputy Prime Minister Marat Khusnullin.

"Interest in domestic travel in Russia is growing every year. This is due both to the changing international political situation and to the active development of our domestic infrastructure, which boasts countless interesting and significant attractions. Many tourists flock year-round to exciting destinations: unique architectural monuments, nature reserves, and picturesque landscapes. We pay special attention to their accessibility. Developing high-quality roads to tourist attractions is more than just an infrastructure project. Each updated route is a path to increased tourist traffic, the creation of new jobs, support for traditional crafts, and the economic development of the regions. Since the beginning of the year, under the "Infrastructure for Life" national project, work has been completed on 132 sections of the regional and local road network leading to tourist attractions, totaling 611 km," said Marat Khusnullin.

Active roadwork continues, and by the end of the year, the number of renovated tourist route sites will increase significantly.

"Domestic tourism has a positive impact on improving the overall quality of life for Russians. Its development requires high-quality road infrastructure that allows both tourists on their own and in organized groups to comfortably reach their destinations. We are paying special attention to such road infrastructure: by the end of 2025, under the "Infrastructure for Living" national project alone, we will bring over 400 sections of regional and local roads leading to tourist attractions up to standard. Their total length will be over 2,000 km," said Transport Minister Andrei Nikitin.

The good condition of the road and transport infrastructure creates a positive image of the region as a comfortable and hospitable travel destination.

"High-quality road surfaces and clear navigation are important factors that influence the overall travel experience. Road safety is no less important: thanks to the national project 'Infrastructure for Life,' work on these projects is being carried out comprehensively. In addition to roadway repairs, pedestrian crossings are being constructed, traffic lights, barriers, road signs, and road markings are being installed. The more convenient and safe the route to a tourist attraction, the more often travelers include it in their itineraries, recommend it to others, and are eager to return," noted Roman Novikov, head of the Federal Road Agency.

Tunnel in the Digorskoye Gorge, Republic of North Ossetia – Alania.

In the Republic of North Ossetia-Alania, thanks to a national project, the reconstruction of one of the region's most important facilities—a tunnel at the 21st kilometer of the Chikola-Matsuta-Komi-Art highway—has been completed. The tunnel provides access to one of the republic's most picturesque and ecologically clean areas. Specialists carried out extensive work widening its arch; previously, large vehicles and tourist buses were unable to pass through. Now, the tunnel's dimensions meet modern standards. The Chikola-Matsuta-Komi-Art highway leads to unique natural landscapes and historical and cultural sites. Furthermore, eight tourist centers and alpine camps are located in the high-mountain part of the Digor Gorge, and the Digoria region itself is part of the Alania National Park.

The Alagir Gorge is no less popular. It is formed by the Ardon River valley. A monument to the Ossetian saint Uastyrdzhi stands at the entrance. Tourists are also drawn to the numerous watchtowers, fortresses, and ancient pagan sanctuaries located here. The Alagir and Digor Gorges are connected by the Transkam highway, Verkhniy Zgid, and Matsuta. Reconstruction of a 5.5-kilometer section of this road is being completed this year.

In the Magadan Region, repairs have been completed on a 1.3-kilometer section of the Solnechny-Ola regional highway. This is part of the developing "Following a Dream to the End of the World" tourist route, which leads from the Ola Museum of Local History in the village of Ola to Cape Nyuklya, which juts out into the Sea of Okhotsk. It is also known as "Cape Sleeping Beauty."

A 4.5-kilometer section of the Sukhodol-Nikolskoye road has been repaired in the Lipetsk Region. This route leads to one of the main attractions of the Krasninsky District—the Oleniy Nature Park. This 1,500-hectare area is used for the care and breeding of wild ungulates: European and sika deer, mouflon, roe deer, and fallow deer.

Road "Urlu-Aspak – Karakol", Altai Republic.

Construction continues on a 10-kilometer section of the Urlu-Aspak-Karakol highway in the Altai Republic. The road will become part of a promising tourist destination linking the region's picturesque corners along the Kyzyl-Ozyok-Aleksandrovka-Urlu-Aspak-Karakol-Elekmonar route. Work is underway on the section from the 5th to the 15th kilometer.

Marat Khusnullin: The Novorossiya highway continues to expand to four lanes.

A high-quality road network is the foundation for dynamic regional development. In the nearly three years since the reunification of the Donetsk and Luhansk People's Republics, as well as the Zaporizhia and Kherson Oblasts, with Russia, their road networks have undergone significant changes. One of the most ambitious projects is the R-280 "Novorossiya" highway, the main land artery leading to Crimea. An additional 10 billion rubles from the federal budget were allocated for its major overhaul. Road workers are currently completing preparatory work on the section of the road from Mariupol to the Zaporizhia Oblast, as announced by Deputy Prime Minister Marat Khusnullin.

"Since 2022, the reunited regions have been actively integrating into the Russian national space, integrating into the country's extensive road network. The land route to Crimea, part of the Azov Transport Ring, runs through their territories. Federal Highway R-280 "Novorossiya" is part of this ring, which was expanded to four lanes last year from the border of the Rostov Region to Mariupol. Road workers are currently completing preparatory work on the approximately 32 km long sections of the major overhaul from Mariupol to the border with the Zaporizhzhia Region," the Deputy Prime Minister explained.

The Deputy Prime Minister added that on the Novoazovsk section of the road in the DPR, specialists have completed the embankment and subbase layers, and are beginning to lay the first layers of asphalt concrete. The first stage of the bridge over the Gruzsky Yelanchik River is complete. One of the key development projects for the Novorossiya Highway is the Mariupol bypass. The preparatory phase is underway, and production capacity is being expanded for the main construction and installation work.

"The federal road network of the LPR, DPR, and Zaporizhia and Kherson regions is of strategic importance, especially in the current geopolitical situation. We are making every effort to thoroughly modernize the road infrastructure. We are working on all key areas—from bringing existing roads up to standard and expanding them during major repairs to constructing new highways, with an emphasis on bypassing major population centers, such as Mariupol in the DPR. Such a comprehensive, integrated approach will undoubtedly provide a significant boost to the economies of all four regions," emphasized Rosavtodor Head Roman Novikov.
