Dear colleagues, dear friends!

Today we are presenting the Russian Government Prizes in the field of education.

In keeping with a good tradition, we do this on the eve of Teacher's Day, a wonderful professional holiday.

Each of us respects and appreciates the teacher, whose role has always been, of course, special and extremely responsible. Their primary responsibility, as the outstanding educator Konstantin Dmitrievich Ushinsky once said, is to instill in students a sense of intellectual work; it is even more important than the actual teaching of the subject.

A teacher helps shape a child's worldview and moral values, identify their strengths, and, of course, develop their abilities. Teachers are essential and always in demand. And the fact that more and more school graduates are choosing this profession every year, and the enrollment in teacher training colleges is growing, is a good sign.

To support this positive attitude, we are implementing a wide range of measures aimed primarily at ensuring comfortable working conditions. We are actively developing infrastructure – building and renovating schools, modernizing colleges and universities, renovating dormitories, and creating a network of world-class university campuses, allocating significant resources to these goals annually.

These works make a significant contribution to Russian education and will be used by our schoolchildren and students.

First of all, in the field of medicine.

This is a training program for innovative technologies in emergency neurosurgery, which includes effective methods for training specialists of various levels and their acquisition of specific practical skills.

As well as a set of procedures for providing care to patients with wounds in medical facilities during emergency situations. Such training manuals for surgeons are currently unparalleled among medical school educational materials.

The award also recognized the multi-level training system for physicians in in-demand specialties, such as general medicine. It aims to ensure that students gain practical knowledge and competencies sufficient to be fully prepared for professional work.

The nominees also include the authors of an important development designed for children undergoing long-term treatment and who, due to health reasons, cannot attend educational institutions.

The hospital school model is truly unique. It allows students to acquire all the necessary knowledge continuously. It has already been implemented. 72 such schools operate in medical organizations in more than 40 Russian regions. Over 30,000 children study there annually. I would like to emphasize that thanks to these efforts, high-quality education is accessible to them regardless of their life situation.

The award also went to the authors of educational kits that help students master essential subjects such as computer science, biology, and mathematics, develop analytical and synthesis skills, critical thinking, and select and organize materials on a specific topic. They also prepare students for academic competitions and research, and foster interest in their future professions.

We are a very large, multi-ethnic country with unique languages and distinctive cultures. And efforts aimed at preserving our country's cultural diversity are, of course, of great importance. Like the Chechen language textbook presented today. Such educational materials contribute to strengthening the unity of our peoples and passing on traditions and values to new generations.

All of you and your colleagues are advancing pedagogical science with a caring and respectful attitude toward the achievements of your predecessors. And here I would like to emphasize the special role of the Russian Academy of Education, noting the support it provides to educators in their scientific research and the implementation of their ideas.

Today, I am also very pleased to present a letter of gratitude from the Government of the Russian Federation for exceptional achievements and long-term productive work to a history and social studies teacher from the Altai Krai; a chemistry and biology teacher from the village of Smidovich in the Jewish Autonomous Region; and a mathematics teacher who works at a school in Ilovaisk, Donetsk People's Republic; and to French and English teachers at a school in Chita and a physical education teacher at a lyceum in St. Petersburg.

You've been working for many years in your calling, teaching children, and educating them to be honest, decent, and worthy people who love their country and defend its interests. Some of your students have been awarded the title of Hero of Russia. Their schools are named in their honor.

The President declared this year the Year of Defenders of the Fatherland. This is a tribute of respect and gratitude to those who fight for the well-being of their country and gave their lives for it.

The government will continue to support participants in the special military operation and their families. It will help their children obtain education at the country's higher education institutions. It will allocate special quotas for this purpose.

It is our duty to the children of our defenders. And we are obligated to provide them with the necessary conditions for a dignified future.

The "Infrastructure for Life" national project, launched in early 2025, aims to create a new quality of infrastructure, with housing as its central element. Since January, more than 2.4 million families in Russia have been able to improve their housing conditions, according to Deputy Prime Minister Marat Khusnullin.

Providing citizens with high-quality, affordable housing is a fundamental task that directly impacts the well-being of millions of families and the country's demographic future. The Deputy Prime Minister added that the volume of housing under construction in the country is stable and currently stands at 120.3 million square meters. Urban development potential amounts to 467.6 million square meters, while the volume of housing under current construction permits is 174.8 million square meters.

"One of the measures to improve housing conditions is the resettlement of people from dilapidated buildings. This socially significant program, operated by the Territorial Development Fund, is showing impressive results: since 2019, more than 365,000 Russian families have moved into new homes, and nearly 15 million square meters of uninhabitable buildings have been demolished. Furthermore, a capital repair program helps prevent the premature aging of the housing stock and maintain buildings in good technical condition. Since 2019, work has been carried out in 222,000 apartment buildings with a total floor area of over 919 million square meters, home to over 35 million people. In the first eight months of this year alone, more than 14,000 buildings, home to 2.3 million people, have been repaired. Construction of the Pulkovo Airport interchange continues at kilometer 681 of the M-11 "Neva" highway in St. Petersburg. The project is currently over 70% complete, according to Deputy Prime Minister Marat Khusnullin.

"At the President's direction, we are constructing a transport interchange to Pulkovo Airport on the M-11 Neva federal highway. On all three structures, specialists are installing permanent formwork and reinforcing the concrete for the subsequent concrete pouring of the reinforced concrete roadway slab. The first section has already been concreted.

According to Vyacheslav Petushenko, Chairman of the Board of the state-owned company Avtodor, asphalt concrete pavement work is also underway on prepared sections at the site. In total, the project calls for paving an area of 55,000 square meters.

"Currently, 60% of the work on the first two of the three planned asphalt concrete pavement layers has been completed. Once these are complete, work will begin on the third layer, which will be made from high-quality SMA-16 stone mastic asphalt mix. Furthermore, approximately 70% of the cable ducts along the roadbed and bridge structures have already been installed at the site, which will accommodate the future installation of power cables, outdoor lighting, the automated traffic management system (ATMS), and the transport safety system. Half of the foundations for the lighting poles have been installed, and the installation of the ATMS frame supports is underway; there will be 12 of them in total. Next, we plan to begin assembling the barrier and parapet fencing, as well as erecting the supports and installing the outdoor lighting lines," noted Vyacheslav Petushenko.

The total length of the future connecting road, including all exit ramps at the intersection of the M-11 Neva and Pulkovo Highway, will be 5.5 km, including both forward and reverse directions. Currently, approximately 350 people and 100 pieces of road equipment are working on the project.

As Tatyana Golikova noted in her speech, the goal of prolonging healthy life and increasing its expectancy was set by Russian President Vladimir Putin. She explained that maintaining health involves a very broad range of tasks that can only be addressed with the participation of the individual.

Effective global national strategies for healthy longevity medicine include the following elements:

1. Pre-risk medicine with regular screening examinations.

2. Supporting a healthy lifestyle for citizens: access to sports infrastructure, outdoor activities, motivation to give up bad habits.

3. Cultural and spiritual-moral development of citizens.

4. Educational programs on healthy lifestyle for citizens and healthcare workers.

5. Promotion of healthy eating programs, correction with geroprotectors in case of severe deficiency.

All these elements are built around and for a person at the regional level.

National projects with new activities reflecting modern development trends are aimed at these goals. The national project "Long and Active Life" includes the federal project "Health for Everyone," which aims to modernize health centers to promote healthy longevity medicine. Last year alone, more than 38 million people visited these centers.

The functions of health centers are changing, and they are being reoriented toward identifying and addressing pre-risk factors for disease development. To this end, as part of the project, regions will purchase 247 medical devices this year alone for comprehensive assessment of body parameters, organ and system conditions, and disease prevention. The list of such devices was approved by a Ministry of Health order in June of this year. Furthermore, the Ministry of Health has prepared a draft order allowing regions to purchase additional equipment and expand their assessment capabilities.

To make healthy longevity medicine widely accessible, modern medical technologies are needed. These challenges are being addressed through the national project "New Health Preservation Technologies."

This combination:

· regenerative biomedicine, research on which we began back in 2023 as part of the federal project “Medical Science for Humanity”;

· development of biomarkers and panels that allow for a single examination to quickly determine biological age, assess body parameters, the state of organs and systems, as well as drugs that can prevent cellular aging processes;

· genetic research: predictive genetics, pharmacogenetics and nutrigenetics, research on which is carried out within the framework of the Federal Scientific and Technical Program for the Development of Genetic Technologies until 2030;

· conducting research aimed at combating age-associated diseases and their complications, including neurodegenerative diseases, cardiovascular diseases and diabetes.

A healthy living environment plays a vital role in prolonging longevity. A combination of environmental factors, dietary habits, physical activity, lifestyle, and strong social connections are key factors in promoting healthy longevity.
