In 2025, several regions will receive priority funding for the construction and renovation of educational facilities and infrastructure. Prime Minister Mikhail Mishustin signed an order reallocating funds for these purposes.

Mordovia, Tatarstan, Chechnya, and the Sverdlovsk Region will receive funding on a priority basis. The total amount of funds allocated to these regions will amount to over 3.6 billion rubles.

Furthermore, the reallocation will affect subsidies for the construction of kindergartens in communities with an objectively identified need. In this case, advance funding of 146.3 million rubles will be allocated to Chechnya.

Another redistribution will enable Buryatia, Tatarstan, and the Smolensk region to receive funding ahead of schedule for the modernization of academic buildings and college dormitories. The total amount allocated to them in 2025 will amount to over 154 million rubles.

Marat Khusnullin: More than 8,000 families have returned to preferential mortgage rates for individual housing construction.

More than 8,000 borrowers who failed to complete their homes within the 12-month deadline have returned to preferential mortgage rates. This was made possible by a government decision extending the deadline for completing private home construction without a contractor from 12 to 24 months, according to Deputy Prime Minister Marat Khusnullin.

"For families building a home on their own using a preferential mortgage, a long-awaited support measure has been adopted, making the program terms more convenient and flexible. The key change is the extension of the construction and title deed period from 12 to 24 months. This has led to an extension of the preferential rate, which is one of the most popular measures among citizens. We see that people are increasingly attracted to living in their own home, and our goal is to support them in this choice. Borrowers now have not one, but two years to complete their home, significantly facilitating their desire to own a home. Thanks to this government decision, more than 8,000 families who have already completed construction have been able to return to preferential terms on their loans," said Marat Khusnullin.

Before the changes came into effect, if a house wasn't built and registered within 12 months, the preferential mortgage rate was replaced with the market rate. The decision to extend the term to 24 months was made in response to numerous citizen requests.

This innovation isn't the only one this year. For example, as of March 1, the reform of the individual housing construction (IHC) market for private homes began using the protective mechanism of escrow accounts when applying for mortgages under government-supported programs.

The State Kremlin Palace hosted a gala awards ceremony for the winners of the 2025 All-Russian professional competitions of the Russian Ministry of Education and a festive concert dedicated to Teacher's Day.

Deputy Prime Minister Dmitry Chernyshenko congratulated Russian teachers on their professional holiday.

"As our President Vladimir Putin said today, teachers have led Russia forward in every historical era. You possess an amazing talent. You not only teach, but also cultivate true patriots and remarkable individuals. You do this masterfully, fulfilling the national goal set by the President of realizing the potential and talents of every person in our country. Together, we are a huge team of like-minded individuals. And together, thanks to the national project 'Youth and Children,' we are making our entire education system even better, more modern, and more effective," noted Dmitry Chernyshenko.

Minister of Education Sergei Kravtsov warmly congratulated the teachers.

"Dear teachers, happy Teacher's Day! This year is significant for us. It's the 80th anniversary of the Great Victory, the Year of Defender of the Fatherland. And today, you, education workers, are at the forefront of the information war. The future of our children and our country depends on you. We extend our sincere gratitude for your work. I wish you happiness, prosperity, success, and new achievements," Sergei Kravtsov addressed the audience.

The head of the Ministry of Education, together with Heroes of the Russian Federation and teachers participating in the SVO, performed the song "We Need One Victory."

Viktor Sadovnichy, Rector of Lomonosov Moscow State University, noted the high significance of the professional competitions of the Russian Ministry of Education.

"I've been chairing the grand jury of the Teacher of the Year competition for 30 years now. It's clear that teachers are becoming stronger every year. Dmitry Chernyshenko chaired a meeting of the organizing committee to summarize the results of the 5th International Financial Security Olympiad.

The 5th International Financial Security Olympiad, which had been held in Krasnoyarsk at the Siberian Federal University since September 29, concluded on October 3. A total of 188 participants emerged as winners and runners-up: 27 Russian schoolchildren and 161 students from Russia and abroad.

The results of the fifth Olympiad were announced at a meeting of the organizing committee chaired by Deputy Prime Minister Dmitry Chernyshenko. Participants included Deputy Speaker of the Federation Council Nikolai Zhuravlev, Presidential Plenipotentiary Envoy to the Siberian Federal District Anatoly Seryshev, Director of Rosfinmonitoring Yuri Chikhanchin, Governor of Krasnoyarsk Krai Mikhail Kotyukov, Deputy Minister of Science and Higher Education Dmitry Afanasyev, Chairman of Promsvyazbank Pyotr Fradkov, and others.

"This year, five more countries joined the Olympiad. In total, there are approximately 600 finalists from 40 countries. Of these, 188 participants won or took runners-up: 27 Russian schoolchildren and 161 students from Russia and abroad. I congratulate the young people and wish them continued growth and continued striving for new heights," the Deputy Prime Minister said.

Rosfinmonitoring Director Yuri Chikhanchin emphasized the growing interest of young people and the expert community in the international Olympiad.

"More than 1,100 people participated in the final week's events, including approximately 600 schoolchildren and students and 500 experts. Over the course of five days, over 100 events were held across all four tracks: educational, professional, cultural and moral, and sports. A recurring theme of this year's Olympiad was new technologies—from the perspective of their use by both criminals and those who oppose them," the head of the department said.

The Deputy Prime Minister noted the high level of organization of the event, as well as the personal contributions of Yuri Chikhanchin, Mikhail Kotyukov, Pyotr Fradkov, the leadership of the Siberian Federal University, and all the Olympiad partners to its preparation and implementation.

"Congratulations to the Krasnoyarsk Territory on winning the competitive selection. We'll gather again next year. Next year, I'm confident you'll demonstrate an even higher level of organizational and technical excellence," noted Dmitry Chernyshenko.

The Deputy Prime Minister instructed that the issue of involving an even larger number of foreign competitors and using the Sodruzhestvo platform to implement Olympiad events be explored.

During the final week, the students took part in panel discussions and master classes, "Conversations on Important Things," the "Olympics in Colors" festival, sports competitions, and a phygital chess tournament.

The international forum "Financial Security in the Era of New Technologies: Threats and Solutions" was a major event. A roundtable discussion of the Council of Heads of Financial Intelligence Units of the CIS member states was also held, focusing on countering youth involvement in criminal activities.

Deputy Minister of Science and Higher Education and head of the Olympiad's executive committee, Dmitry Afanasyev, discussed the procedure for determining the venue for the Olympiad finals starting in 2026, in accordance with the President's instructions.

Krasnoyarsk Krai Governor Mikhail Kotyukov also proposed creating a library of Olympiad problems on the platform, which could be used, among other things, in financial literacy and security classes.

The Deputy Prime Minister invited all members of the organizing committee and Olympiad participants to take part in the 5th Congress of Young Scientists, which will be held at Sirius from November 26 to 28.

Deputy Prime Minister Dmitry Chernyshenko chaired a meeting of the Government Commission on Tourism Development. The results of the 2025 summer tourism season were summarized and industry development issues were discussed.

"By decision of the President, the national project 'Tourism and Hospitality Industry' was launched in 2021. Since January of this year, the updated national project 'Tourism and Hospitality' has been addressing such issues as the creation of the federal resorts 'Five Seas and Lake Baikal', supporting national producers, and continuing to implement measures in demand by regions and businesses. The President of Russia has instructed us to increase the share of tourism in GDP from the current 2.9% to 5% by 2030, triple the export of tourism services, and increase the number of tourist trips to 140 million by 2030. This requires coordinated interdepartmental work between regions and businesses, as well as rapid decision-making," noted Dmitry Chernyshenko.

He emphasized that the number of tourist trips within Russia in the first eight months of 2025 amounted to 61.7 million, a 5.4% increase compared to the same period in 2024. The number of tourist trips by Russians amounted to 58.6 million, while foreigners accounted for 3.1 million. The leading growth regions in terms of volume over the first eight months of this year were St. Petersburg, the Tver, Vladimir, and Novosibirsk regions, and the Republic of Tatarstan. The fastest-growing regions were the Karachay-Cherkess Republic, the Republics of Adygea and Kalmykia, the Tver Region, and the Jewish Autonomous Region.

"We're focusing on infrastructure, tourist accommodation, and expanding our hotel room inventory. By 2025, we've added 18,700 rooms through support programs, including 6,200 through the preferential lending program and 12,500 through modular programs. Projects with 74,000 rooms and major investment projects, collectively designed to support an additional 39 million visits per year, are currently participating in the preferential lending program," the Deputy Prime Minister noted.

Dmitry Chernyshenko reported that regional projects for modular hotels have been selected for three years, and a subsidy of 15 billion rubles has already been distributed to 54 regions, which will allow for the opening of over 10,000 rooms by 2028. A unified regional subsidy for tourism infrastructure development has also been allocated for three years, with 27 billion rubles allocated for these purposes.

The meeting was attended by representatives of the Ministry of Economic Development, the Ministry of Natural Resources, the Ministry of Education and Science, the Ministry of Culture, the Ministry of Health, the Ministry of Foreign Affairs, the Ministry of Internal Affairs, other interested departments and organizations, as well as regions of Russia.

Minister of Economic Development Maxim Reshetnikov thanked the regions and industry for their active participation in the large-scale "Travel!" forum and their extensive work during the summer season: "The season was productive, in part because we held interdepartmental meetings in the lead-up to it and addressed all key issues. A similar extended meeting on preparations for the winter season is planned for October-November."

Yuri Zaitsev, Head of the Mari El Republic, and Natalia Chechina, Vice Governor of St. Petersburg, noted that special attention is being paid to state support under the national project "Tourism and Hospitality." The funds received are being used to develop specialized centers, support private initiatives, and host major events.

"We continue to expand our hotel room inventory through national project programs, and we are focused on market legalization and improving service quality through the accommodation classification reform," emphasized Maxim Reshetnikov.

Particular attention was paid to the situation in the Krasnodar Krai, where a decline in revenue occurred at the beginning of the season due to the emergency in Anapa. To support the industry, companies in the emergency zone were granted extended deadlines for paying insurance premiums and taxes. Despite these challenges, the Republic of Crimea and Sevastopol demonstrated stable growth of over 7%, supported by the Russian Ministry of Transport's extensive efforts to increase the capacity of the Crimean Bridge and the number of railcars.

Acting Vice Governor of the Krasnodar Territory Alexander Ruppel thanked the Russian Government for its extensive support of businesses in the affected areas and noted that the region also provided a number of specialized subsidies, preferential loans, and a waiver of the tourist tax.

The active development of car tourism has become a trend this season. This year, approximately 32 million car tours are expected, a 7% increase compared to last year. To develop this trend, regions have already verified over 100 car tourism routes on the national tourism portal, and the number of tourist attractions included in these routes has reached almost 1,500. One billion rubles have been allocated as part of a unified regional subsidy for the development of roadside infrastructure in 19 regions along federal highways.

Dmitry Chernyshenko supported the initiative to hold interdepartmental meetings to prepare for the winter tourism season. He instructed all interested agencies and regions to participate in the development of the business program architecture and plan ahead for participation in the traditional summer forum "Travel!", as well as to explore options for integrating the services of the national messenger Max into the tourism industry.

Since the beginning of the year, thanks to the "Infrastructure for Life" national project, approximately 250 traffic lights, over 30,000 road signs, and other road safety improvements have been installed in Russian regions, according to Deputy Prime Minister Marat Khusnullin.

"Along with road repairs, great attention is being paid to safety. Work is underway to install traffic lights, lighting, barriers, and signs—everything that helps prevent accidents and save lives. This year, work continues under the national project 'Infrastructure for Life.' Since the beginning of the year, approximately 250 traffic lights, 45,000 linear meters of street lighting, approximately 192,800 linear meters of barriers, and 65,200 linear meters of pedestrian fencing have been installed at these sites," said Marat Khusnullin.

The Deputy Prime Minister added that 219,000 linear meters of sidewalks and 4,400 linear meters of pedestrian paths, 1,900 linear meters of rumble strips, and more than 32,000 road signs were also installed on the roads.

One of the key objectives of the "Infrastructure for Life" national project is to reduce road traffic fatalities by 1.5 times by 2030 and by 2 times by 2036, compared to 2023 levels. There are no random elements in the overall road infrastructure. Each one is part of a comprehensive safety system.

"By the end of the year, more than 960 traffic lights, 254,000 linear meters of street lighting, approximately 780,000 linear meters of barriers, and 173,000 linear meters of pedestrian fencing will be installed at sites within the 'Infrastructure for Life' national project. Specialists will construct 631,000 linear meters of sidewalks and 16,500 linear meters of pedestrian paths, 10,900 linear meters of rumble strips, and install more than 108,000 road signs. At the same time, many regions are experimenting with new technologies and combining various elements to achieve the best results," said Transport Minister Andrei Nikitin.

Particular attention is being paid to preventing child road traffic injuries. Road workers' priority is maintaining school routes.

"As part of the national project 'Infrastructure for Life,' we're implementing a comprehensive set of measures aimed at improving road safety for children. This year, under the 'Infrastructure for Life' national project alone, we'll be bringing over 3,000 km of road network up to standard – these include sections of the street and road network in populated areas leading to schools, as well as school bus routes in the districts. These areas typically include pedestrian crossings, speed bumps, and other amenities. Furthermore, thanks to the federal project 'Road Safety,' extensive work is underway to foster a culture of safe behavior in children. Specifically, the All-Russian 'Safe Roads' Olympiad is currently underway, and any schoolchild can participate and improve their road literacy. All of this, taken together, will significantly reduce the number of road accidents involving children," noted Roman Novikov, head of the Federal Road Agency.

In the Volzhsky District of the Samara Region, a 4-kilometer section of the regional highway Pod'em-Mikhailovka – Bogdanovka – Alekseyevka, which runs along one of the village's main thoroughfares, Sukhova Street, was overhauled. The village has a population of over 1,500. The highway is located near a comprehensive school attended by approximately 150 children, so the repairs were completed in time for the start of the school year. In addition to the roadway renovation, sidewalks were built and lighting poles were installed along Sukhova Street.

In the Orekhovo-Zuyevsky District of the Moscow Region, yellow road markings were applied along the centerline of two sections of the regional road between Orekhovo-Zuyevo and Vereya, along with Novonikolayevka, as a trial. The road connects several small towns with the administrative center, and is used by over 6,000 motorists daily. The markings were applied from the "Dachi-2" bus stop to the entrance to Orekhovo-Zuyevo, as well as from the village of Novy Snopok to the village of Novonikolayevka.

In the Murmansk Region, over 600 delineators—flexible road signal posts—have been installed on three potentially dangerous sections of regional roads to reduce accidents. These elements help drivers better navigate the road, especially in poor visibility, reducing the likelihood of driving into oncoming traffic.

The regional governor explained that this is the first college opened in the region since the collapse of the Soviet Union and the first technical educational institution in the country established under the auspices of the Russian Orthodox Church.

The governor addressed the first students: "Guys, you're truly lucky. You have a wonderful future, I'm sure of it. But you'll have to work hard to get there. Your teachers are wonderful, professional, and they'll give you everything you need. Whether you take it or not is entirely up to you."

As part of the "Professionalism" program, the first 90 students began mastering in-demand specialties, including information technology and security, and radio-technical information systems. One of the curricula—"Installation, Maintenance, and Repair of Biotechnical and Medical Equipment"—was included in the secondary vocational education curriculum for the first time. Specialists with this qualification are in demand at many medical institutions, including the National Medical Research Center of Radiology. In addition to the core program, additional education is provided, where young men and women study in-depth the history of their country and native land, as well as the foundations of Orthodox culture.

Dmitry Chernyshenko and Vladislav Shapsha, along with the monastery's abbot, Hieromonk Paphnutius, also assessed the infrastructure of the St. Paphnutius Borovsk Monastery and its tourist attractions.

In particular, a large-scale improvement project, "Six Centuries under the Protection of Paphnutius," was completed in Borovsk, located within the monastery garden. The project was named the winner of the 9th All-Russian Competition for the Best Projects to Create a Comfortable Urban Environment in 2024 in the "Historical Settlements" category.

The Deputy Prime Minister also assessed the modular, non-permanent accommodation facilities on the grounds of the Monastery Ponds complex. The project was implemented with the aim of promoting family and pilgrimage tourism.
