We are talking about plans for the development of 15 Arctic support agglomeration settlements. These include Tiksi – Naiba, Salekhard – Labytnangi, Pevek – Bilibino, Norilsk – Dudinka, Dikson, Naryan-Mar, Noyabrsk, Novy Urengoy, Vorkuta, Egvekinot, as well as the Arkhangelsk, Kem-Belomorskaya, Murmansk, Kirov-Apatity and Monchegorsk agglomerations.

Thus, among the development activities in the villages of Tiksi and Nayba, special attention will be paid to the implementation of socially significant projects, such as the construction of a clinic and inpatient hospital in Tiksi and the construction of a modular outpatient clinic building in Nayba. The plan also includes the reconstruction of Tiksi School No. 2. Another significant area of work is the construction of a new airport building in Tiksi.

In the Pevek-Bilibino agglomeration, plans include the construction and reconstruction of highways and urban roads. Furthermore, the Chaunsky District Hospital is planned for renovation in Pevek. In Bilibino, modernization of public utilities infrastructure is planned. Separate measures are being taken to promote tourism. For example, a nature trail is planned to be built on Mount Peekinei, with a viewing platform at its summit.

Vorkuta's comprehensive development plan, among other things, includes the renovation of public utilities and transportation facilities. The former involves a major overhaul of the Usinsky water pipeline. The latter involves the reconstruction of the airfield portion of Vorkuta Airport and road repairs. The plan also calls for major renovations of educational, sports, and social institutions, including work at Republican Boarding School No. 1, the Miners' Palace of Culture, and the Yubileiny Stadium. Other important projects for the urban agglomeration include the creation of a coal chemicals plant, the closure of the municipal solid waste landfill, and the improvement of Vorkuta's courtyards and public spaces.

In the Kirov-Apatity agglomeration, the plan includes the development of ski tourism in the Khibiny Mountains. Priority tasks include reconstructing the Khibiny Airport runway and upgrading the Apatity-Kirovsk highway. In addition, several hotel complexes will be built and renovated in Kirovsk and Apatity.

Commenting on the approved plans formeeting with deputy prime ministers on October 27Mikhail Mishustin noted that at least 5% of the total funds for the relevant state programs will be allocated for their implementation when forming the federal budget. He added that federal subjects should also take such expenses into account when developing their financial plans.

On the sidelines of the 20th East Asia Summit in Malaysia, Deputy Prime Minister of the Russian Federation Alexey Overchuk held a working meeting with Prime Minister of Vietnam Pham Minh Tinh.

Alexey Overchuk stated that strengthening cooperation with the Socialist Republic of Vietnam—a long-standing friend and reliable partner of the Russian Federation—is a priority area for the development of Russia's foreign economic relations.

The Deputy Prime Minister noted the intensification of Russian-Vietnamese cooperation and the increased momentum of bilateral contacts. The year 2025 began with an official visit to Vietnam by Russian Prime Minister Mikhail Mishustin. In early September, Russian President Vladimir Putin met with Vietnamese Prime Minister Pham Minh Tinh and Vietnamese President Luong Cuong in China.

Trade and economic ties between the two countries are steadily expanding. This is facilitated by the implementation of the Eurasian Economic Union–Vietnam Free Trade Agreement, which has doubled mutual trade volumes.

Alexey Overchuk and Pham Minh Tinh exchanged views on the progress of joint Russian-Vietnamese projects in energy, industry, and agriculture.

Joint efforts to strengthen transport and logistics connectivity between the macroregions of Northern Eurasia and Southeast Asia by launching new logistics routes, including maritime and land routes, were also discussed. The importance of the emerging railway transport corridor connecting Vietnam and Russia via the People's Republic of China and Mongolia was noted.

When discussing issues of multilateral cooperation, the growing role of integration associations in the Eurasian space and on a global scale was noted.

"Russia welcomes Vietnam's accession to BRICS as a partner state. We look forward to your active participation in the activities of this influential association," the Deputy Prime Minister of the Russian Federation emphasized.

Alexey Overchuk and Pham Minh Tinh agreed to continue contacts to further deepen Russian-Vietnamese cooperation in the trade, economic, cultural, and humanitarian spheres on a systemic basis.

A new professional holiday, Court Employee's Day, will be celebrated annually on November 5th. A resolution to this effect has been signed.

The celebration commemorates the issuance of Emperor Peter I's decree "On the Form of the Court." This decree was issued in 1723.

The document established the procedure for hearing cases by the courts and stipulated that civil cases and most criminal cases be heard with the direct participation of both parties. Furthermore, provisions were included regarding the court's actions upon summoning the plaintiff or defendant, as well as the court's right to apply coercive measures against the parties, such as arrest.

The initiative to establish a holiday date was supported by the President, who was approached by the Chairman of the Supreme Court, Igor Krasnov.

The 11th All-Russian Prize "For Loyalty to Science" award ceremony is taking place in Moscow. Deputy Prime Minister Dmitry Chernyshenko delivered a message of greetings from President Vladimir Putin.

"This prestigious award rightfully enjoys high public recognition and, for over 10 years, has been presented to educators, journalists, and cultural figures whose enthusiasm, dedicated, and sought-after work make a significant contribution to popularizing the achievements of Russian science and its remarkable traditions, and who do much to foster youth interest in bold scientific inquiry, fundamental, and applied research. After all, breakthrough knowledge and modern technologies are the most important resource for Russia's socioeconomic development, strengthening its sovereignty in all spheres, and determining people's quality of life," Vladimir Putin noted.

Dmitry Chernyshenko also presented an award to the winner in the Digital Content Author category, Vladislav Vulfovich.

"The Decade of Science and Technology is currently underway in Russia, at the behest of President Vladimir Vladimirovich Putin. The award is one of the highlights of this Decade's events. It's gratifying that these efforts are yielding results. We see that, according to sociologists' surveys, 64% of parents want their children to connect their futures with science, education, and technology. And parents wouldn't wish anything bad on their children. Everything will work out for us, good luck!" the Deputy Prime Minister said.

The show "Science for Everyone," launched as part of the national project "Science and Universities," won the best project in this category. In each episode, popular artists and bloggers, with the help of young scientists, explore scientific theories and convey their essence in simple language.

"Our mission is simple: if at least one child, after watching our project, wants to become a scientist and does, then everything we've done has been worth it. This is a reward for us all," said the winner, General Producer Vladislav Vulfovich.

The "For Loyalty to Science" awards are presented to journalists, bloggers, and science popularizers who, among other things, help enhance the prestige of the scientific profession and attract new talent to the field for the country's technological leadership. This year, more than 2,000 applications from 81 regions of Russia were submitted to this large-scale competition.

The "Digital Content Author" nomination was among the top three most popular in 2025, with "Science for Children" and "Science Press Service of the Year" also among the most popular nominations.

The award is organized by the Ministry of Education and Science of Russia.

Specialists who have made significant contributions to the development of the hydrometeorological service and achieved significant achievements in scientific, managerial, educational, and pedagogical activities will be recognized with the Yevgeny Konstantinovich Fyodorov Prize (1910–1981). The decree establishing this prize was signed by Prime Minister Mikhail Mishustin.

Three prizes, each worth 1 million rubles, will be awarded every three years. The first awards will be presented in 2027.

The awards will be decided based on proposals from a special interdepartmental council, which will be based at the Federal Service for Hydrometeorology and Environmental Monitoring. The nomination competition will begin on April 1 of the year preceding the awards year. The awards ceremony will coincide with Hydrometeorological Service Workers' Day, celebrated on March 23.

Commenting on the decision, Deputy Prime Minister Dmitry Patrushev noted that the Russian hydrometeorological service is currently among the top five, and its specialists are implementing unique projects that have no analogues anywhere in the world.

"The Yevgeny Konstantinovich Fyodorov Government Prize will perpetuate the memory of the Soviet geophysicist, polar explorer, and head of the USSR's hydrometeorological service during the Great Patriotic War, who made a significant contribution to Victory. The establishment of such a prize is especially important in the year of its 80th anniversary. I am confident this step will motivate scientists to pursue new achievements and will contribute to strengthening our country's technological leadership," Dmitry Patrushev emphasized.

Denis Manturov, together with Vladimir Region Governor Alexander Avdeev, visited production sites located within the Rusklimat IKSEL technology park.

First Deputy Prime Minister Denis Manturov, together with Vladimir Region Governor Alexander Avdeyev, visited production facilities located within the Rusklimat IKSEL technology park. The park houses companies specializing in the production of heating equipment, climate control systems, and ventilation and air conditioning systems.

All production facilities are highly automated, with robots performing most routine operations. Currently, the technology park employs approximately 70 robots, with approximately 200 more planned for purchase. The government is assisting with equipping production sites with industrial robots: Vladimir enterprises have already utilized the Industrial Development Fund's preferential loan program and plan to take advantage of support measures under the national "Production and Automation Equipment" project, launched this year. This will increase productivity and free up employees to perform tasks requiring higher qualifications.

"The topic of automation and increasing labor productivity was recently discussed during government hour in the State Duma. The companies we visited today clearly demonstrate these processes. The national project is helping to give them additional impetus. There are already about a dozen domestic manufacturers of industrial robots operating in Russia. It's important that the new robots that companies plan to purchase are at least partially Russian-made," Denis Manturov emphasized.

At the plants, the First Deputy Prime Minister and the Governor were shown the robotic production of manifold rear panels, painting areas, and assembly of finished housings. Denis Manturov and Alexander Avdeev toured the full-cycle water heater production facility, from welding to assembly, and were also shown Aurus brand products—concealed water heaters and convectors. At the industrial group's steel panel radiator plant, they were shown a demonstration of a recently launched production line. The visit to the Rusklimat IKSEL technology park concluded at the plant, which Russian President Vladimir Putin opened via videoconference a year ago. This plant produces modular ventilation and air conditioning systems.
