On the section from the 643rd to the 654th km of the R-228 Syzran-Saratov-Volgograd highway in the Volgograd region, major repairs of 11 km of the road were completed ahead of schedule, Deputy Prime Minister Marat Khusnullin reported.

"In road maintenance, widening existing roadways is crucial. Given the growing car ownership, increased traffic volume, and increased population mobility, this helps reduce congestion, increases road capacity, and improves driver and passenger comfort. In the Volgograd Region, near the town of Dubovka, on the R-228 Syzran-Saratov-Volgograd highway, major repairs have been completed on an 11-kilometer section, including 7 kilometers widened to four lanes. Remarkably, road workers completed the task a year ahead of schedule. Up to 30,000 vehicles used this section daily. Now, it will be able to handle up to 40,000 vehicles per day. This work will have a very positive impact on travel efficiency and convenience, and will also be an important step in strengthening the region's transport links and stimulating its future growth," said Marat Khusnullin.

To improve traffic safety, a centerline barrier with anti-glare screens and nearly 8 (7.9) kilometers of electric lighting lines were installed. Additionally, three U-turn loops were added at km 647, 650, and 653, and transitional/accelerated lanes were installed at seven exits and junctions.

In Dubovka, at the intersection of Moskovskaya and Yubileynaya Streets, the traffic light was replaced, adding additional sections to regulate pedestrian traffic. For the convenience and safety of local residents, 10 new bus stops were installed, equipped with access bays and pedestrian crossings with zebra markings. Additionally, approximately 800 meters of sidewalks with tactile paving were laid along the entire section, significantly improving accessibility for people with disabilities.

The work was carried out by the Volgograd branch of the Federal State Institution "Moscow-Volgograd Federal Road Administration", which is subordinate to the Federal Road Agency.

Deputy Prime Minister Alexander Novak chaired a meeting of the Government Commission on Electric Power Development with the participation of Minister of Economic Development Maxim Reshetnikov, representatives of the Ministry of Energy, the Ministry of Finance, the Federal Antimonopoly Service, the State Duma, and energy companies.

In the first nine months of 2025, 25.8 million square meters of non-residential building space were commissioned in Russia. This figure is 14.4% higher than the same period last year, according to Deputy Prime Minister Marat Khusnullin.

"A key factor in the balanced development of territories is the construction of non-residential real estate. A modern residential area must include the necessary infrastructure for living, including commercial properties. Thus, as of October 1, 2025, the commissioning of non-residential buildings amounted to 25.8 million square meters, which is 14.4% higher than the 2024 target. This is the result of systematic work to create conditions for business activity and the implementation of investment projects in the regions," noted Marat Khusnullin.

The Deputy Prime Minister added that positive dynamics are observed in most segments in the first nine months of 2025. The largest growth was demonstrated by the commissioning of administrative buildings (80.5%), commercial (31%), and other buildings (27.7%). Agricultural (9.5%) and industrial (2.3%) buildings also increased. Commercial buildings (7.99 million square meters, 31%) and other buildings (6 million square meters, 23.3%) lead the way in terms of commissioning.

Speaking about the regional distribution, Marat Khusnullin noted that the leaders in terms of commissioning among the federal districts remain the Central Federal District with 9.4 million square meters (36.4% of the total commissioning), the Volga Federal District with 4.6 million square meters (17.8%), and the Northwestern Federal District with 2.7 million square meters (10.5%). Moreover, all federal districts are showing positive dynamics compared to the same period in 2024. The Urals Federal District (35.7%), the Far Eastern Federal District (32.3%), and the Siberian Federal District (19.3%) showed the most significant increases.

"In the first nine months of 2025, we observed dynamic growth in non-residential building commissioning across all regions of the country. Among the constituent entities of the Russian Federation, the best results in terms of total non-residential building commissioning were demonstrated by the Moscow Region (3.4 million square meters), Moscow (2.6 million square meters), and St. Petersburg (1.1 million square meters). Combined, the top 10 regions in terms of total non-residential building commissioning in the first nine months of 2025 commissioned 12.5 million square meters, or 48.7% of the total commissioning in the Russian Federation. To update the forecast for personnel needs in economic sectors over a seven-year period, a nationwide survey of employers was conducted, in which over 320,000 companies participated.

As part of the federal project "Education for the Labor Market," a national ranking of universities and colleges by graduate employment was published in June of this year on the "Work in Russia" digital platform. This ranking is designed to help applicants choose a future profession that is in demand in the labor market.

The federal project's targets for employment rates for university and college graduates in their first and second years of graduation have been met. Deputy Prime Minister of Russia Dmitry Chernyshenko congratulated the All-Russian public movement "Victory Volunteers" on its 10th anniversary.

He emphasized the close connection between the organization's history and the anniversaries of the Great Victory. Volunteers help organize and support significant national and international events, such as the "Victory Letter," "St. George's Ribbon," and the International Cleanup Day. Every year, volunteers improve over 30,000 memorial sites.

Furthermore, representatives of the Victory Volunteers movement across the country conduct educational events involving special operation participants, collaborate with concerned citizens in writing letters to the front lines, collecting humanitarian aid, and participating in humanitarian missions to border regions. Volunteers from the movement regularly visit special military operation soldiers in hospitals.

The Victory Volunteers movement also acted as the operator of the International Volunteer Corps of the 80th Anniversary of Victory, supporting events commemorating the 80th anniversary of Victory in the Great Patriotic War and World War II. For this purpose, volunteer training centers were established in Russia and abroad. Development of the core road network—the busiest and most socially significant routes—continues. Key transport corridors are being developed, including the "Russia" route, the Europe-Western China route, and the "North-South" route, which includes the Azov Ring Road.

Implementing the socioeconomic development program for the reunited regions is also a priority. Since 2022, construction and reconstruction of nearly 24,000 facilities has been completed. Two to three dozen new social, utility, and infrastructure facilities are being commissioned weekly.
