First Deputy Chief of Staff of the Presidential Executive Office Sergei Kiriyenko, Deputy Prime Minister Tatyana Golikova, and Chairman of the Union of Theatre Workers of Russia Vladimir Mashkov launched the celebration of the Union's 150th anniversary. The date was chosen deliberately: on this day, Russia marks the first time Russia celebrates a new professional holiday—Artist's Day, dedicated to the birthday of the great reformer of Russian theater, Konstantin Stanislavsky.

First Deputy Chief of Staff of the Presidential Executive Office Sergei Kiriyenko, Tatyana Golikova, and Chairman of the Union of Theatre Workers of Russia Vladimir Mashkov launched the celebration of the 150th anniversary of the Union of Theatre Workers.

Sergei Kiriyenko noted that during the special military operation, Russian artists and actors performed over 25,000 concerts and performances on the front lines and in hospitals for soldiers. He added that over 2,000 artists and cultural figures participated in these events, risking their lives. He emphasized that such activities constitute true service.

"The Union of Theatre Workers is much more than a mutual aid society for actors. It is a vital organization supporting, carefully preserving, and developing the traditions of Russian theatre and Russian culture. When I speak of Russian theatre and Russian culture, which are a vital asset to world culture, I am not speaking about nationality. The traditions of Russian theatre and Russian culture have been, are being, and are being developed by actors, directors, and cultural figures of various nationalities and faiths. Their work is a major contribution to global culture. And one of the traditions of Russian culture and Russian theatre has always been to be with its people. This was the case during the Great Patriotic War, as our President stated, and it continues today. The mission of culture is, of course, the education of the younger generation. "The Union of Theatre Workers and the Russian theatre foster a love for the native language, an understanding and respect for the classic works of Russian culture, the ability to empathize, the ability to distinguish good from evil, and nurture the soul," noted Sergei Kiriyenko.

Deputy Prime Minister Tatyana Golikova stated that the start of the Union of Theatre Workers' 150th anniversary celebrations is being supported by extensive federal support, including funding, infrastructure restoration, and events across the country.

"For the first time in Russian history, we are celebrating Artist's Day – we congratulate our large artistic family, represented by theater and film professionals, playwrights, musicians, variety performers, and circus artists. The list is long. But most importantly, you are doing one great thing – passing on our cultural traditions, our cultural code, from generation to generation. For this, I want to sincerely thank you and express my sincere gratitude. As of today, all regions have adopted their resolutions to support and celebrate the 150th anniversary of the Union of Theatre Workers. In 2026, the holiday will be celebrated from Vladivostok to Kaliningrad, from Murmansk to Sevastopol, and will encompass our entire large Russian community with cultural events, as well as our friends who enjoy visiting our country," said Tatyana Golikova.

She noted that the Government allocated approximately one billion rubles for events to celebrate the 150th anniversary of the Union of Theatre Workers.

Actors' houses play a special role in the theatrical community. Eleven actor's houses will be restored over the next three years.

The Deputy Prime Minister also added that, as part of the federal project "Family Values and Cultural Infrastructure," 113 theaters will be modernized by 2030, and 30 theaters will receive annual financial support for the acquisition of new equipment.

Artist's Day is a new professional holiday established by the Government in 2025 at the suggestion of People's Artist of Russia and Chairman of the Union of Theatre Workers Vladimir Mashkov.

"We are grateful that our idea to establish this holiday—the idea of the Union of Theatre Workers—was supported by both the Presidential Administration and the Russian Government. This is a tremendous gift for us. Our outstanding writer and playwright, Denis Fonvizin, once aptly defined the difference between an actor and a performer. He said: an actor is a talented performer, while an artist is a creator, an artist, a creator. Therefore, this day unites artists of all genres: theater, film, circus, opera, ballet, variety, and visual arts—everyone who reaches out to an audience. Stanislavsky's system, his goals and objectives, have influenced all of world culture. No true artist would ignore his work, because, as I believe, he discovered the limits of success. This sincere service, absolute faith, incredible hard work—and all this for the sake of reaching out to the audience and giving them an unforgettable experience," Vladimir Mashkov emphasized.

During the event, 23 cultural figures were presented with state awards. The Order "For Merit in Culture and Art" was awarded to: Viktor Verzhbitsky, artist of the State Theater of Nations; Alexander Korshunov, chief director of the Moscow Drama Theater "Sfera"; Olga Naumenko, artist of the N.V. Gogol Moscow Drama Theater; Valery Polyansky, artistic director and principal conductor of the State Academic Symphony Capella of Russia; Boris Frumkin, artistic director of the Oleg Lundstrem State Jazz Chamber Orchestra; and Viktor Rakov, artist of the Mark Zakharov Lenkom Theater.

The medal "For Work in Culture and Art" was awarded to Ekaterina Agadzhanyan, a teacher at the F.I. Shalyapin Children's Music School; Nikolai Osminov, an artist at the Naum Orlov Chelyabinsk State Academic Drama Theater; Kirill Rybkin, deputy director of the Russian State Academic Theater; and Alexei Mazur, artist-accompanist of the flute group at the Moscow State Academic Symphony Orchestra.

The honorary title of "People's Artist of the Russian Federation" was awarded to: Maxim Averin, actor of the Moscow State Theatre "Lenkom Mark Zakharov", Alexander Oleshko, actor of the State Academic Theatre named after Yevgeny Vakhtangov, and Anna Mikhalkova, artist and advisor to the general director for youth and cultural policy at the Russian Cultural Foundation.

The honorary title of "Honored Artist of the Russian Federation" was awarded to: Artem Dyrul, artist of the State Symphony Orchestra "New Russia", Alexander Zhigalkin, managing director of the Central House of Actors named after A.A. Yablochkina, Dmitry Zenichev, artist of the Maly Theater of Russia, Anastasia Stashkevich, ballet dancer of the Bolshoi Theater of Russia, and Paul Suss, artist of the State Academic Symphony Orchestra of Russia named after E.F. Svetlanov.

Professor Zoya Dzyublo of the VGIK named after S.A. Gerasimov received the honorary title of "Honored Artist of the Russian Federation".

The President of Russia expressed gratitude to Karina Andolenko, an actress at the Moscow Provincial Drama Theatre, and Lilia Smbulyan and Svetlana Fedorova, concertmasters of the Vivaldi Orchestra chamber orchestra.

On February 26, 2024, the President of Russia signed Decree No. 140 "On the Celebration of the 150th Anniversary of the Union of Theatre Workers of Russia." In 2026, the country's oldest public organization will celebrate its anniversary. At the direction of the President, the Government has approved a plan of celebratory events to be held throughout the country throughout the year. Approximately 2,000 events of various formats are planned.

"Crimea actively participated in the activities of the 'Ecology' national project. Some of these activities are ongoing as part of the 'Environmental Well-Being' national project. This includes the construction of waste management facilities in the Saksky and Belogorsky districts, which we are visiting today. Overall, the region is planned to allocate approximately 26 billion rubles for national project activities by 2030. In addition to efforts to develop a closed-loop economy, funds are allocated for the construction of reservoirs, clearing riverbeds, and preserving forests," noted Dmitry Patrushev.

The construction of a modern solid municipal waste landfill in the Belogorsk district is being implemented in two phases. The first phase is planned to be operational until 2031. Licensing for the facility is expected to be completed by the end of January this year, and it will be operational in March. Its capacity is 600,000 tons per year, which will fully meet Crimea's solid municipal waste disposal needs.

The waste sorting complex in the Belogorsk district will process 500,000 tons of municipal solid waste. Furthermore, the facility will produce alternative fuels from sorted and shredded combustible fractions of municipal and industrial solid waste. 80% of the plant's equipment is domestically produced.

The municipal solid waste processing facility in the Saksky District, with a capacity of 200,000 tons per year, is designed to receive and sort waste, collect and accumulate recyclable materials, and compost the organic fraction—screenings—to produce industrial soil. 77% of the facility's equipment is domestically produced.

Together, the two complexes will be able to process more than 80% of the total volume of municipal solid waste in the Republic of Crimea.

First Deputy Prime Minister Denis Manturov visited industrial enterprises in the Penza region as part of a working visit.

Denis Manturov toured the production facilities of one of Russia's leading telecommunications and communications equipment manufacturers. The First Deputy Prime Minister was shown the manufacturing process of printed circuit boards and other components.

The company fully fulfilled its state technical retooling obligations, enabling the introduction of modern, high-precision equipment, automated processes, and ultimately increased production efficiency and improved working conditions. The plant has implemented its own digitalization system, enabling data collection from equipment and machine performance analysis.

Denis Manturov also visited a Penza-based home appliance manufacturer. The company has been operating in the Russian and international markets for over 30 years. Today, its product portfolio includes approximately 300 appliance models from various brands, which are available in all regions of Russia and nine countries worldwide.

The First Deputy Prime Minister visited the site of another import-substituting production facility in the Penza Region. The company manufactures high-tech, science-intensive products, including for the nuclear power and fuel and energy sectors. With government support, the plant is implementing a long-term technical upgrade program. This year, the number of robotic production equipment will double.

During a meeting with Penza Region Governor Oleg Melnichenko, Denis Manturov highlighted the opportunities offered by the national technological leadership project "Production and Automation Tools" and recommended that the region actively take advantage of them. Specifically, he noted that the state will reimburse up to 50% of the costs of purchasing Russian-made robots.

The Penza Region is also actively working to improve labor productivity and implement lean manufacturing principles as part of the federal "Labor Productivity" project. The head of the region noted that, thanks to participation in the project, output has increased by 22% and production process times have been reduced by 24%. By 2030, at least 88 enterprises from various industries in the Penza Region are expected to participate in the federal project.

Furthermore, the First Deputy Prime Minister and the regional governor discussed issues related to social support for enterprise employees. An agreement was reached to pilot corporate crèches and kindergartens in the Penza Region using public-private partnership mechanisms to create the most favorable conditions for employees and develop the human resources potential of the region's manufacturing industries.

In 2025, active work was underway to distribute funds from treasury infrastructure loans (TILs) for the implementation of socially significant projects in the regions. The Presidium (Headquarters) of the Government Commission on Regional Development, led by Deputy Prime Minister Marat Khusnullin, approved approximately 260 projects in 84 regions.

"The infrastructure projects we're launching through treasury infrastructure loans are essential for the comprehensive development of regions and improving the standard of living for Russians. Furthermore, they help attract extra-budgetary investment, promote housing construction, and create new jobs. The Ministry of Construction, the Ministry of Finance, the Territorial Development Fund, related agencies, and regional teams have done a great deal of work preparing applications. Last year, 84 regions received approval for funding totaling almost 360 billion rubles. These funds will be used for 731 facilities and activities across 257 projects," said Marat Khusnullin.

The Deputy Prime Minister also clarified that, in accordance with the President's instructions, 61.6 billion rubles have been approved for 15 facilities and events, including priority projects. 35.4 billion rubles will be allocated for 47 facilities and events within the framework of long-term development plans for the Far Eastern Federal District and the Arctic zone. As part of the investment project competition, 88 facilities and events have been approved, receiving 77.1 billion rubles.

Vasily Kupyzin, CEO of the Territorial Development Fund, a public company that participates in reviewing regional applications and implementing projects, noted that the majority of funds from treasury infrastructure loans will be used to modernize housing and utilities.

"Within the basic limits for housing and utilities projects, 185.3 billion rubles have been approved for 581 projects and activities. This area of work is highly significant, as the daily comfort and well-being of everyone directly depends on the state of utilities infrastructure. This is a very complex sector, so investing in its modernization is crucial. This work helps improve the quality of utilities, reduce accidents, and generally contributes to the sustainable development of regions for years to come," said Vasily Kupyzin.

Approved projects include, for example, the construction of three gas boiler houses and the overhaul of intra-block heating networks in key settlements of the Sakha Republic (Yakutia), the development of ski slopes and ski lift infrastructure in the Yamalo-Nenets Autonomous Okrug, a bridge crossing over the Lena River near Yakutsk and the connection of the new Sportivny microdistrict to utility networks in Yakutia, the construction of a 682-kilometer section of the Moscow-St. Petersburg high-speed railway, and the construction of water supply and wastewater disposal networks, including for prospective residential development, in the Novgorod Region.

The KIC also plans to reconstruct a stadium and overhaul water treatment facilities in the Republic of Karelia, build a water supply and wastewater disposal system in Khabarovsk Krai, a sewage pumping station with wastewater disposal networks for more than 17,000 residents of the city of Yelizovo in Kamchatka Krai, build a Zelenogradsk-Pionersky Kurort overpass in Kaliningrad Oblast, and provide engineering infrastructure for a future world-class university campus in Zabaikalsky Krai.

Work on reviewing applications from regions is ongoing. The total amount of CFCs planned for allocation to regions in 2025–2030 is 1 trillion rubles.

Dmitry Chernyshenko: In 2026, more than 1.1 billion rubles will be allocated to the "Zemsky Teacher" program.

Competitive selections for the federal "Zemsky Teacher" program have concluded in Russian regions, filling all 2025 vacancies. This was announced by Deputy Prime Minister Dmitry Chernyshenko and Minister of Education Sergei Kravtsov.

"As our President, Vladimir Vladimirovich Putin, has noted, education, its accessibility and quality, are key factors, the foundation of Russia's long-term development success. To ensure equal access to education and attract teachers to small towns and villages, the federal program, 'Zemsky Teacher,' is being implemented as part of the 'Youth and Children' national project. Following the 2025 competitive selection process, all vacancies were filled, and nearly 600 million rubles were allocated from the federal budget for these purposes. This year, the number of positions and funding for the program have doubled, reaching 1,216 vacancies and over 1.18 billion rubles. I thank all the zemsky teachers for their decision to change their lives, relocate, and take up such important work—educating our children," the Deputy Prime Minister noted.

He also emphasized the importance of providing support to teachers during relocation from the regions.

The primary support measure for teachers participating in the "Zemsky Teacher" program is a one-time payment of 1 million rubles (2 million rubles in the Donetsk and Luhansk People's Republics, Zaporizhia and Kherson Oblasts, and regions of the Far Eastern Federal District). Teachers can use this money for any purpose, including improving their housing conditions.

"At the initiative of Russian President Vladimir Putin, we are implementing a very important program in our country, the 'Zemsky Teacher.' Thanks to it, highly qualified specialists are coming to work in schools in small towns and rural areas. The program is in high demand among teachers; all 599 vacancies in 79 regions of the country planned for 2025 have now been filled. The program will continue in 2026, and I am pleased to invite our teachers to participate," commented Minister of Education Sergey Kravtsov.

The federal program "Zemsky Teacher" is being implemented as part of the national project "Youth and Children." It was launched in 2020. Its key goal is to provide teaching staff to educational institutions located in rural areas, workers' settlements, urban-type settlements, or cities with populations of up to 50,000, as well as in closed administrative-territorial entities, regardless of population size.

In 2025, a total of 599 vacant positions were opened for program participants in 79 constituent entities of the Russian Federation. As of December 30, 2025, employment contracts had been signed for all vacancies, and one-time compensation payments had been made. The first 260 zemstvo teachers who signed contracts in 2025 began working in schools on September 1 (http://edu.gov.ru/press/10357/260-teachers-started-work-within-the-program-Zemstvo-teacher-from-September-1-2025/).

The government launched the Treasury Infrastructure Loan (TIL) mechanism to create comfortable living conditions for people in the regions by 2025. More than 100 projects and activities are already completed. Funds were also used to complete projects already underway under the TIL. Deputy Prime Minister Marat Khusnullin announced this.

"Infrastructure loans, a financial support mechanism, are actively used in Russia's regions. They support projects vital to residents, such as the construction and renovation of roads, social facilities, utility systems, and much more. Following the IBC program, treasury infrastructure loans were launched at the President's direction. In 2025, at meetings of the Presidium of the Government Commission for Regional Development, the approval of regional applications and the distribution of funds were actively pursued. Some of these funds were allocated to projects already underway with IBC funds but required additional funding. Thus, last year, 101 projects and events were completed in 32 regions of the country thanks to IBC and KIK. Furthermore, new projects have begun to be implemented exclusively with KIK funds, and 11 projects and events have already been completed," said Marat Khusnullin.

Among the completed projects funded by IBC and KIC are a 340-child kindergarten in Cheboksary, Chuvashia Republic, a transfer hub at the Putilovskaya station complex in St. Petersburg, and engineering and road infrastructure for the Izhevsk airport in the Udmurtia Republic.

Thanks to treasury infrastructure loans, construction of a main water pipeline near Izmailova and Novo-Kazanskaya Streets in Penza was completed in 2025 in the Penza Region, along with wastewater disposal networks and a boiler house for the prospective Vzletny microdistrict and water supply networks for a cottage community. Additionally, major repairs and construction of sewer sections were completed in the Vladimir and Kaluga Regions. In the Republic of Kalmykia, design work was completed for the construction and reconstruction of water supply and wastewater disposal facilities in the northern part of Elista.

The Ministry of Construction oversees the infrastructure loan program, and the Territorial Development Fund is participating in its implementation.

"Budget loans are provided to regions for the implementation of infrastructure projects on favorable terms—at 3% per annum for up to 15 years. Last year, regions received approval for funding—approximately 360 billion rubles in treasury infrastructure loans. This mechanism, like the IBC, will continue to help ensure targeted and timely financing of infrastructure projects that are important to Russians. The funds are being used to upgrade housing and utilities and develop social, transport, and tourism infrastructure," said Vasily Kupyzin, CEO of the Territorial Development Fund.

Dmitry Chernyshenko: The regional stage of the All-Russian championship movement "Professionals" has started

Competitive events of the All-Russian Professional Skills Championship Movement "Professionals" have begun in Russia's regions, opening the 2026 championship cycle.

Selection events are held at colleges, followed by regional competitions in the competencies of the Professionals Championship and the High-Tech Championship.

Deputy Prime Minister Dmitry Chernyshenko noted that President Vladimir Putin has set the goal of creating an effective training system for priority economic sectors by 2030, based on forecasted demand. This is the goal of the "Professionalism" federal project within the "Youth and Children" national project, which is actively developing an ecosystem of professional skills championships. Last year, more than 7,600 employers across the country were involved in organizing the "Professionals" and "High-Tech" championships.

"In 2025, more than 1.13 million people participated in the Professionals movement's events. More than 28,000 winners and runners-up from last year received internship and employment offers at the country's leading companies. I wish the contestants of the new championship cycle confidence and remarkable victories! May your talents and skills become a solid foundation for our country's future achievements," said the Deputy Prime Minister.

The regional stage of the All-Russian Professional Skills Championship "Professionals" will run until February 28. Contestants will include schoolchildren aged 14 and over (juniors) and college and technical school students (main category). They will demonstrate their skills in the competencies most in demand by employers in their regions. The competition will be held at various venues, including on-site.

"The past year was truly momentous for the 'Professionals' movement. Over a million participants, 296 in-demand and innovative competencies, and the large-scale 'Professionals' championship finals, held in three cities. Behind these impressive figures lie the lives of thousands of young people who gained confidence and received internship and employment offers. The championships help align the training of college and technical school students with the needs of businesses: students master the exact skills that businesses need right now, and employers receive ready-made specialists. This is a precise alignment of education to the real needs of the economy, where every competitor knows their skills are in demand," noted Minister of Education Sergey Kravtsov.

The contestants who demonstrate the best results at the regional stage will represent their constituent entities of the Russian Federation at the final (interregional) stage, and the final events of the 2026 championship cycle will be the finals of the "Professionals" championship and the High-Tech Championship.

The All-Russian Professional Skills Championship Movement "Professionals" aims to support talented youth, strengthen human resources, and ensure Russia's technological sovereignty. It includes the "Professionals" Championship and the High-Tech Championship.

The "Professionals" Championship is the largest professional skills competition in Russia, focusing on the most in-demand and widely used competencies in line with the needs of the real economy.

The High-Tech Championship is a design bureau for new professions. Competitions are held in innovative competencies in demand in the context of high-tech production and the digital economy to ensure the achievement of technological sovereignty.

Both championships are held within the framework of the federal project "Professionalism" of the national project "Youth and Children".

The "Professionals" movement was organized with the support of the Ministry of Education. The federal operator is the Institute for the Development of Professional Education.

Deputy Prime Minister Dmitry Chernyshenko congratulated employees of the domestic media industry on Russian Press Day.

He noted that journalists, correspondents, and editors are always at the center of current events, promptly and accurately reporting on what is happening in the country and the world.

"You are true masters of your craft, talented, caring, responsible, and courageous people with a strong civic stance. As President Vladimir Vladimirovich Putin emphasizes, the professional work of a journalist is called upon to serve the consolidation of our multinational people, to instill in the younger generation a sense of patriotism, mutual support, camaraderie, and a sense of belonging to the fate of the Fatherland," the Deputy Prime Minister said.

Dmitry Chernyshenko added that the media perform a vital educational function – educating the younger generation, instilling traditional spiritual and moral values, popularizing the role of family, and promoting a healthy lifestyle.

"War correspondents play a special role today. They remain on the front lines and, risking their lives every day, report on the exploits of our soldiers in the special military operation zone. This is truly heroic work," he noted.

The Deputy Prime Minister noted that the media sector is dynamically changing alongside the development of digital technologies and artificial intelligence, with new, in-demand content emerging, internet projects launching, and social media actively developing.

Traditional newspapers and magazines remain popular and in demand, especially among residents of small towns.

"There are currently over 52,000 registered media outlets in our country, and the Russian government continues to regularly support them. In 2025, funding was allocated for the implementation of approximately 1,700 socially significant projects in priority areas of state policy," said Dmitry Chernyshenko.

The Deputy Prime Minister thanked the journalists for their dedication to their profession, which has become their true calling and life's work. He wished them good health, prosperity, inspiration, creative achievement, and a steady growth of their devoted audience.
