Deputy Prime Minister and Presidential Plenipotentiary Envoy to the Far Eastern Federal District Yuri Trutnev made this decision following a discussion on the development of the Kamchatka Krai healthcare system held in Petropavlovsk-Kamchatsky during a working visit to the region.

In Petropavlovsk-Kamchatsky, Deputy Prime Minister and Presidential Plenipotentiary Envoy to the Far Eastern Federal District Yuri Trutnev held meetings on the following: mitigation of the consequences of the seismic event in Kamchatka Krai; and the development of air traffic and air travel in the region.

"Let's discuss the consequences of the earthquakes that occurred in mid-2025. The issue is the seismic strength and stability of buildings. We need to understand how many of them in the region require reinforcement and restoration. The actions of all federal and regional executive authorities must be focused on the primary goal: ensuring public safety. And right now, we can't fully talk about safety," Yuri Trutnev said, opening the meeting on seismic disaster response.

On July 30, an earthquake struck the Pacific Ocean, triggering a second quake in the Avacha metropolitan area. Thanks to the coordinated efforts of emergency services, no casualties were reported, but significant damage was caused to housing and critical social infrastructure.

The meeting discussed the relocation of residents of buildings damaged by the seismic event. An instrumental survey of the 55 most damaged apartment buildings was organized. Based on the survey results, 12 apartment buildings were deemed unsafe and are subject to relocation.

The rapid restoration of social infrastructure facilities damaged by the seismic event was discussed. Thirty-four social facilities were damaged, including nine cultural facilities, 12 healthcare facilities, six sports facilities, and seven educational facilities.

"We must also ensure the safety of our social institutions, kindergartens, schools, and hospitals. Major renovations will be carried out with ease of use in mind, so as not to disrupt the clinic's operations, but in full compliance with safety requirements," said Kamchatka Krai Governor Vladimir Solodov.

"I ask that you pay serious attention to this work. This is the direct responsibility of those involved in the process to the people. The President has issued relevant instructions. They must be carried out. People must be safe," Yuri Trutnev concluded the meeting.

That same day, the Deputy Prime Minister held a meeting on the development of air travel and air service. "The availability and affordability of flights directly influences people's moods and their desire to live and work in the Far East. A program of discounted fares for residents of the Far Eastern Federal District is in place. We are working to expand it," Yuri Trutnev opened the meeting.

The implementation of a subsidized airfare program on the Petropavlovsk-Kamchatsky–Vladivostok route was discussed. Since 2021, the Far East has been offering discounted fares for all residents of the Far Eastern Federal District, regardless of age (29 routes), subsidized fares for flights to and from the Far East for eligible citizens (72 routes), and subsidized socially significant transportation (39 routes), making flights between regions more convenient and shorter.

Subsidized fares for citizens registered in the Far Eastern Federal District apply to routes from Petropavlovsk-Kamchatsky to Moscow and St. Petersburg and back (PJSC Aeroflot, JSC Siberia Airlines). In 2025, 34,366 passengers were carried, with 350.5 million rubles allocated for this purpose. Starting in September 2025, two new routes were added to the list of subsidized routes: Petropavlovsk-Kamchatsky to Vladivostok and Petropavlovsk-Kamchatsky to Khabarovsk and back. A one-way ticket from Petropavlovsk-Kamchatsky to Moscow and St. Petersburg costs 10,200 rubles, to Vladivostok 9,000 rubles, and to Khabarovsk 7,500 rubles.

In the second half of 2025, residents were given the opportunity to purchase subsidized airline tickets at federal expense. Approximately 150 million rubles were allocated for this purpose for the Petropavlovsk-Kamchatsky-Vladivostok route starting in September, and for the Petropavlovsk-Kamchatsky-Khabarovsk route in December. The funds were sent to Aeroflot (for 8,000 tickets) and Siberia Airlines (for 4,000 tickets). Tickets for these routes were in high demand and sold out within a few weeks. Meanwhile, Aeroflot sold only 1,000 tickets out of 9,000 for the Petropavlovsk-Kamchatsky-Vladivostok route in September and October.

In total, the airlines carried 4,400 passengers at discounted rates from August to December 2025.

"We will now investigate how this could have happened. We will do so with the help of the Treasury and law enforcement agencies, because, in my opinion, poor performance must be held accountable. Naturally, we agreed that all mistakes will be taken into account in the future," emphasized Yuri Trutnev.

Other air travel accessibility programs are also available for Kamchatka Krai. These programs provide air travel to eligible categories of citizens (young people, pensioners, disabled people, and large families). Air travel to and from Petropavlovsk-Kamchatsky is available on four routes (out of 72 Far Eastern routes). Preferential fares are available for routes from Petropavlovsk-Kamchatsky to Novosibirsk, Khabarovsk, Vladivostok, and Moscow. In 2025, two airlines (PJSC Aeroflot and JSC Siberia Airlines) operated flights on these routes, carrying 164,674 passengers.

Under this program, one-way tickets from Petropavlovsk-Kamchatsky to Moscow can be purchased for 7,500 rubles, to Novosibirsk for 6,200 rubles, to Vladivostok for 6,000 rubles, and to Khabarovsk for 2,500 rubles. Russian citizens under 23 years of age, women over 55 and men over 60, persons with Group I disabilities of any age and their accompanying persons, persons accompanying a disabled child, and persons with Group II or III disabilities from childhood, persons with a large family certificate, and cadets over 23 years of age at higher education institutions affiliated with the Russian Ministry of Defense are eligible to fly at this special rate. A quota of up to four one-way tickets (or two round-trip tickets, or two one-way tickets and one round-trip ticket) is permitted at this special rate.

Aurora Airlines operates air travel on 39 socially significant routes (part of the Unified Far Eastern Airlines program). These routes are subject to maximum fares, which also apply to four return routes from Petropavlovsk-Kamchatsky to Yuzhno-Sakhalinsk, Anadyr, Magadan, and Severo-Kurilsk. One-way tickets from Petropavlovsk-Kamchatsky to these cities range from 5,677 rubles (Magadan) to 9,900 rubles (Anadyr).

In addition, Aeroflot Group is implementing a flat-fare social program without budgetary support, aimed at making air travel affordable, including in the Far Eastern Federal District. These flat-fare programs apply, among other things, to the Moscow-Petropavlovsk-Kamchatsky route, with a one-way ticket available for 16,000 rubles.

The meeting agenda included issues related to maintaining the airworthiness of local aviation aircraft. In Kamchatka Krai, Kamchatka Aviation Enterprise (KAP), a company with a fleet of 24 aircraft, including 12 fixed-wing aircraft and 12 helicopters, ensures transport accessibility to remote communities. In 2026–2027, KAP plans to lease a new Mi-8MTV-1 helicopter to replace the Mi-8T RA-22651, which is being decommissioned in 2027. Future plans include replacing the retiring Yak-40 and An-26–100 aircraft with TVRS-44 Ladoga helicopters, and replacing the retiring An-28 and L-410UVP-E20 aircraft with LMS-192 Osvey aircraft. The aircraft are expected to be received through JSC Aurora Airlines or directly.

Deputy Prime Minister and Chairman of the Board of Trustees of the National Research Moscow State University of Civil Engineering (NRU MGSU) Marat Khusnullin visited the university, where he reviewed the progress of construction on its world-class campus and held a meeting on the project's implementation. The Deputy Prime Minister also participated in a ceremony celebrating Russian Students' Day.

"A large-scale program to create world-class campuses is currently underway across the country. These are unique scientific and educational spaces where breakthrough ideas will be born. According to the President's instructions, at least 40 such university campuses are to be created in Russia by 2036. One of them is based at Moscow State University of Civil Engineering. This project is of great importance for the industry. We are creating a cutting-edge environment for training highly qualified engineering personnel who will address the country's sustainable development challenges. Active construction of the educational and scientific cluster is currently underway. For example, Block A, with an area of over 36,000 square meters, is approximately 60% complete. The ground floor will house high-tech laboratories, while the remaining levels will house modern classrooms, designed to accommodate a total of 2,800 students. To date, the load-bearing structures have been completed, and work is underway on utility lines, the façade, glazing, interior finishing, and landscaping the surrounding area. Classes are scheduled to begin on the MGSU campus in early 2027. The new facility is essentially a city within a city, providing comfortable conditions for study, work, research, and living," noted Marat Khusnullin.

The Deputy Prime Minister added that construction of Block B is continuing simultaneously with the efforts of the Unified Customer in Construction. The building will house the Center for Robotics and Automation in Construction and Housing and Utilities, spaces for independent and project-based work, a 175-seat conference hall, and offices for the Industry Center for Advanced Educational Technologies and research centers. The total floor area of the building, designed to accommodate 1,300 students, will be approximately 33,000 square meters.

The educational and scientific cluster also plans to build Block B, covering 65,000 square meters. Design and technical specifications have been prepared for this project. Additionally, plans include the construction of an academic building for the Institute of Physical Education and Sports, a new 960-bed dormitory, an ice rink, the renovation of the Sports Palace, and major renovations to three existing dormitories.

Marat Khusnullin clarified that the total area of the campus facilities being built will be approximately 400,000 square meters. According to preliminary estimates, the student population will increase to 25,000. High-quality housing for students and faculty will also be provided.

Furthermore, alongside the educational facilities, a modern urban environment will be created, accessible to both local residents and tourists. As a result, the campus will become not only a center of education but also a focal point for urban life.

At NRU MGSU, the Deputy Prime Minister also took part in a celebratory event dedicated to Russian Student Day and addressed students.

"It's a great honor for me to congratulate future engineers and construction workers—those who will be responsible for the development of our cities and regions tomorrow. The President has repeatedly emphasized that the construction industry is one of the driving forces of the national economy. Construction is a profession of creators, people who leave behind a legacy and tangible changes for the better. I am confident that with this generation of specialists, we will realize all of our ambitious plans. Our goal, as part of the national project 'Infrastructure for Life,' is to improve the quality of life in 2,160 support centers by 30% by 2030. Furthermore, as part of the ceremony, the Deputy Prime Minister created a model of one of the campus blocks, pouring self-compacting, lightweight, high-strength concrete developed by MGSU scientists into a special mold. This mold, created by students from the university's construction department, represents a precise model of the future world-class campus. After pouring, the completed mold will be donated to the MISI-MGSU Museum for safekeeping. Marat Khusnullin also signed a special clay plaque, which, after hardening, will also become part of the museum's exhibition.

Dear colleagues! Good afternoon! We are glad to see you all at the White House.

We have one of the key events in our, I would say joint, work ahead of us: the Government's report for last year to the State Duma. We always prepare for it seriously.

And, of course, an important part of its preparation is consultations with members of your chamber of the Federal Assembly. During these meetings, we discuss the current agenda, the legislative process, regional initiatives, and many other issues of concern to our citizens.

The government is also actively cooperating with you, including on implementing the national development goals set by the head of state. Our first meeting is with United Russia, which represents the parliamentary majority.

I will briefly talk about the most significant results of our work together over the past year.

First and foremost, of course, is the preparation of the draft budget and its adjustments. This is a huge, complex undertaking, which we carried out together with you. The faction here interacted very constructively with our colleagues from the Government and with public associations, at the highest expert level. Most importantly, we were focused on finding very concrete solutions.

The amendments proposed by United Russia allowed for the additional allocation of over 174 billion rubles for a number of socially significant areas. I'll name just a few. These include increased assistance to families with children, participants in special military operations, their families, and loved ones; accelerating major school renovations; upgrading infrastructure at scientific institutions; continuing gasification; road construction; and rural improvements.

Much is also being done as part of your people's program. Dozens of clinics and first aid stations, schools, and kindergartens are facilities that primarily improve people's quality of life.

The work is carried out in close coordination with the Government and in close cooperation with the regions. This approach fully represents the interests of the people and responds to their needs.

Another very important area of activity is, of course, comprehensive support for our defenders of the Fatherland and, of course, their families.

I know that the deputies consider every proposal in this area with the utmost care and efficiency. Last year, United Russia initiated a whole package of laws that expanded social protection for soldiers. Moreover, your colleagues from other factions, senators, were also involved in their preparation, which once again demonstrates the Federal Assembly's responsible position on such important issues for the country.

Among the proposals that have already become law is the ability for relatives of participants in special military operations to take additional leave if necessary. The government also supported the decision to provide free travel to the location of military medical examinations for all military personnel. Their children will now be able to retain their benefits even after turning 18 and graduating from high school until the start of the next academic year at college or university.

Participants in the special military operation, like their families, were exempted from paying state fees for the most common court cases, including receiving pensions for the loss of a breadwinner.

Together, we've provided additional employment opportunities for our defenders upon their return home. They can now obtain a second vocational education free of charge, acquire new skills, and find a career they enjoy.

Overall, the Duma pays considerable attention to issues of education and training. We know that you always carefully consider bills in these areas.

For example, in fulfillment of the President's directive, we, together with you, have provided applicants with more opportunities to apply for state-funded places. Large, systemically important enterprises in the country, as well as agricultural enterprises and residents of free economic zones in the new territories, can now request targeted training.

Most importantly, all our work is aimed at positive changes in people's lives. Across a wide range of sectors—transportation, construction, roads, education, and healthcare. This includes increasing access to medications for citizens across the country, in every community.

Andrey Isayev raised this question last year during his government report. We discussed it in detail. The bill introducing mobile pharmacies, prepared by deputies and senators, has already passed its first reading. The government has given its positive opinion. We hope that the introduction of such a mechanism will significantly improve the drug supply situation in areas where establishing a permanent infrastructure is difficult. And our country is vast.

Dear colleagues, there were many other draft regulations that were no less important for people.

These include protecting consumers from forced paid subscriptions and supporting the self-employed, who have been granted the right to voluntarily participate in the experiment on paying social security contributions, thereby receiving sick leave payments.

And of course, I would like to note the close work of the departments and the Duma in the area of migration legislation, with the participation of Irina Anatolyevna Yarovaya.
