Deputy Prime Minister and Chief of the Government Staff Dmitry Grigorenko addressed an expanded meeting of the Federal Tax Service. He noted that the service has now transitioned from its role as a controller to one of the leading developers of government digital services that are transforming how the government interacts with citizens and businesses.

Since 2025, the "Life Situations" section of the government services portal has offered the option to file a tax return online to receive a personal income tax deduction (e.g., for medical treatment or education, the purchase of housing, land, or long-term savings). After filing, users can track the status of their return. Since the beginning of 2025, approximately 115,000 applications for this service have been submitted through the government services portal.

The "Start a Business Online" service also relies on the principle of receiving services in a "real-life" format. It combines the registration of a legal entity or individual entrepreneur, the issuance of an electronic signature, and the opening of a bank account. Since its launch, 25,000 users have already used the service.

One of the key projects of recent years has been the introduction of a single tax account. Since July 2023, all taxes, contributions, and advance payments have been combined into a single payment, eliminating the need for separate payment details—now there are two instead of 15. Citizens no longer need to track separate tax payment deadlines and details; a single payment balance is generated directly in the taxpayer's personal account. As a result of the implementation of the single tax account, the amount of unexplained receipts has been reduced by 28 times, and the number of debtors has been halved.

Furthermore, the Federal Tax Service's work on creating a unified population register has become an important foundation for the digitalization of government services. The system has integrated data from 11 agencies and currently contains over 148 million digital citizen profiles. It processes over a million agency requests daily, most of which are processed in less than two minutes.

Dmitry Grigorenko emphasized that the Federal Tax Service of Russia is also the largest provider of management data for the government system. More than 230 data sets are available for 730 government agencies through the departmental data platform, and over 90 open data sets are posted on the website. These data sets are actively used in developing government policy and implementing strategic initiatives.

"Over the past 35 years, the Federal Tax Service has undergone a significant digital transformation and has become an undisputed leader in innovation. Today, the Federal Tax Service of Russia is not just a controller, but a complex of modern, convenient, and customer-focused services. Moreover, the service's digitalization efforts are a recognized benchmark for quality and efficiency across the entire public administration system," noted Dmitry Grigorenko.

At the end of the meeting, the Deputy Prime Minister congratulated the Federal Tax Service's employees and veterans on their 35th anniversary and noted their contribution to the development of the digital economy and improving the quality of government services.

The Future Technologies Forum Organizing Committee has set the dates and location for the fourth forum: February 26–27, 2026, at the World Trade Center in Moscow. In accordance with the instructions of Russian President Vladimir Putin, the forum will focus on developing a bioeconomy in the Russian Federation and the application of biotechnology across economic sectors.

The upcoming Future Technologies Forum will bring together Russian and international scientists, leading research organizations, major manufacturers, technology leaders in the bioeconomy, and key agencies overseeing the implementation of the national project to ensure technological leadership in the "Bioeconomy" field, which will launch in Russia in 2026.

"National plans for bioeconomy development have been adopted in China, the United States, Brazil, and other countries. Russia possesses significant competencies and the scientific and technological base for developing this economic sector. The national project includes support measures that will enable the efficient use of existing resources and stimulate the development of production to achieve technological leadership in the bioeconomy," said Denis Manturov, First Deputy Prime Minister and curator of the national "Bioeconomy" project.

"Russia possesses all the necessary raw materials, personnel, and key competencies to achieve its leadership goals in the bioeconomy. The new national project aims to create the conditions and scientific infrastructure for the development of breakthrough biotechnologies and launch technological chains for their implementation in the economy. This requires uniting multiple players, finding common ground, and optimizing interactions between market participants. The dialogue among industry participants at the Future Technologies Forum in February will be aimed at coordinating measures for the implementation of the national project," said Anton Kobyakov, Executive Secretary of the Organizing Committee for the Future Technologies Forum and Advisor to the President of Russia.

The National Project "Bioeconomy" aims to promote the rational use of biological resources and the application of biotechnology in scientific, technological, and economic activities. The national project includes measures to develop and implement biotechnology in the agro-industrial complex, veterinary medicine, manufacturing, ecology, forestry, medicine, and energy. The goal of the national project is to achieve technological sovereignty in the bioeconomy by 2030 by halving import dependence, and by 2036 to create conditions for the emergence of new markets and technological leadership.

The national project includes three federal projects that address measures to organize the production and stimulate the marketing of bioeconomy products, the scientific and technological development of the industry, and its analytical and personnel support. These projects include the creation of centers for piloting and scaling up bioeconomy products, training centers, conducting scientific research, promoting Russian bioeconomy products in foreign markets, implementing digital solutions and domestic software in production facilities, and other measures to support the industry.

"The development of knowledge-intensive interdisciplinary fields such as bioeconomics is key to achieving Russia's technological leadership—a national goal set by President Vladimir Putin. Research will play a significant role in the structure of the Bioeconomics national project. A wide range of universities and research organizations are accumulating and expanding scientific and technological expertise, with key competencies concentrated at the Kurchatov Institute National Research Center," noted Deputy Prime Minister Dmitry Chernyshenko.

As part of the national project, leading manufacturing companies and research organizations will act as qualified customers and developers of bioeconomy technologies. Promising projects include the production of microbial proteins, biofibers, starters, and algae; the creation of domestic bioclusters for processing starch-containing raw materials and producing microbial synthesis products; the production of enzyme preparations based on microbial platforms; and much more.

"The national project aims to shift yet another area of industrial development toward innovation. The bioeconomy sector will spur the development of high-tech solutions for numerous related industries—agriculture, chemicals, the fuel and energy sector, and many others. The initiative will strengthen the link between science and business to accelerate the implementation of knowledge-intensive technologies. All of this, coupled with the development of a set of measures to promote the sales and export of bioeconomy products, will ensure Russia's leadership in this sector," commented Anton Alikhanov, head of the Bioeconomy national project and Minister of Industry and Trade.

The forum will feature a traditional exhibition where market leaders, science-intensive enterprises, and scientific organizations will present cutting-edge developments and the latest innovative solutions in the bioeconomy. Exhibitors will showcase projects at various stages of implementation, from laboratory development to industrial application. A scientific conference dedicated to advanced research in the bioeconomy will be held prior to the Future Technologies Forum.

Deputy Prime Minister Alexander Novak opened the business day of the international conference "Journey into the World of Artificial Intelligence." Also participating in the opening ceremony was Alexander Vedyakhin, First Deputy Chairman of the Management Board of Sberbank.

"The Russian economy is undergoing a period of transformation, searching for new growth opportunities. The President has approved ambitious national goals that affect all areas of life, including creating a comfortable environment, achieving sustainable economic development, and technological leadership, including digital transformation. New technologies in artificial intelligence are becoming the foundation for addressing these challenges, increasing the efficiency and innovation of the economy," emphasized Alexander Novak.

The Deputy Prime Minister noted the importance of implementing artificial intelligence to improve efficiency in public administration, the fuel and energy sector, industry, addressing the needs of small and medium-sized businesses, applying it to finance and transportation, and increasing labor productivity.

The government continues to actively support the development of AI technologies. Last year, the National Strategy for the Development of Artificial Intelligence was updated, aiming to make Russia a global leader in the use and development of artificial intelligence.

Alexander Novak emphasized that, in addition to a strong scientific and technological base, energy supply is a critical factor in the development of artificial intelligence. Therefore, the challenge is to reliably supply data centers with sufficient energy.

"A fundamental technological transformation is underway today. Experts note that the gap between companies actively implementing artificial intelligence and those lagging behind will only widen. Those who quickly restructure their processes and implement the 'human plus artificial intelligence' model will win," the Deputy Prime Minister noted.

On the sidelines of the conference, Alexander Novak also visited an exhibition showcasing cutting-edge domestic developments and solutions in the field of artificial intelligence.

On November 19, the plenary session of the 27th World Russian People's Council, "For the 80th Anniversary of Victory. Defenders of the Fatherland: Military and Spiritual Feat," was held. His Holiness Patriarch Kirill of Moscow and All Rus', representatives of government bodies, clergy, and other organizations addressed the session.

"This year, we celebrated one of the most important commemorative dates not only in Russian but also in world history—the 80th anniversary of the Great Victory. Therefore, our next council is dedicated to the defenders of the Fatherland, their military and spiritual feats. In this formulation, military and spiritual feats are not simply placed side by side, but are, as it were, equated. If you think about it, they are simply inseparable. The war heroes 'trampled death by death,' but they were resurrected not physically, but in the people's memory. That is why they write: 'Your feat is immortal,'" said His Holiness Patriarch Kirill.

He noted that it is necessary to preserve the memory of the victory over fascism, to eliminate any form of desecration of the memory of the victors over Nazism, to seek international sanctions against those states that pursue policies of ethnic, religious, and linguistic discrimination, and to develop clear legal standards for defining Nazism and neutralizing its manifestations.

Russian President Vladimir Putin sent a greeting to the participants and guests of the 27th World Russian People's Council. It was read by First Deputy Chief of Staff of the Presidential Executive Office Sergei Kiriyenko.

"I warmly welcome the participants and guests of the 27th World Russian People's Council. For over a quarter of a century, it has brought together representatives of government bodies and religious organizations, numerous political parties and movements, entrepreneurs, educators, cultural figures, and scientists to discuss key issues concerning the development of Russia and the Russian World. These include strengthening social unity and traditional spiritual and moral values, addressing demographic challenges, and fostering patriotic education among youth. And, of course, your sincere support for our heroes—the participants in the special military operation and their families—deserves special respect," the Russian President noted in his welcoming address.

Deputy Prime Minister Dmitry Chernyshenko read a welcoming address from Prime Minister Mikhail Mishustin: "The Council is being held in the year of the 80th anniversary of the Great Victory. It is symbolic that its main theme is dedicated to this most important anniversary for our country. The Great Patriotic War is one of the heroic and simultaneously tragic pages in our history, in the lives of millions of people. The memory of the heroism of the soldiers who crushed fascism serves as a moral support, helping us confront modern challenges. We are proud of the courage and bravery of the soldiers participating in the special military operation today. Their unity, solidarity, and love for their homeland exemplify the deep connection between generations and are the main spiritual and moral compass for society."

The Deputy Prime Minister expressed gratitude to His Holiness Patriarch Kirill for his personal example of service and prayer, which inspires millions of people in Russia: "In your person, the Government of the Russian Federation has tremendous support in educating the younger generation in a spirit of respect for the history, culture, and traditions of their homeland, and responsibility for its future. May the Lord protect you!"

Greetings to the participants and guests of the XXVII World Russian People's Council were also sent by the Chairperson of the Federation Council Valentina Matviyenko, the Chairman of the State Duma Vyacheslav Volodin, the Chairman of the Supreme Court Igor Krasnov, and others.

Deputy Prime Minister Vitaly Savelyev attended the opening ceremony of the renovated air cargo and passenger checkpoint across the Russian Federation's state border at Vnukovo International Airport, as well as the launch of traffic on two main tracks on the North Caucasus Railway section from the Kirillovsky checkpoint to Nizhny Park.

The event was held via videoconference as part of the international forum "Transport of Russia." The Deputy Prime Minister congratulated all participants on the opening ceremony and thanked them for their work.

The opening of the new automated checkpoint underscores the airport's commitment to innovation and high service standards. Furthermore, the completion of the modernization of the Vnukovo air checkpoint is an important step toward creating a modern and efficient transport infrastructure in Russia.

The launch of traffic on two main tracks on the North Caucasus Railway section from the Kirillovsky checkpoint to Nizhny Park is part of a major infrastructure project to develop the Novorossiysk transport hub, which is being modernized under the "Efficient Transport System" national project. Construction workers have laid 6 kilometers of track, built four overpasses, and constructed three bridges. This will eliminate bottlenecks on the approaches to the Novorossiysk port. Upon completion of the entire project, the throughput capacity of the Novorossiysk transport hub will increase to 43 million tons per year.

Vitaly Savelyev also inspected the stands of Russian transport companies participating in the exhibition.

Alexander Novak: The Russian economy is confirming its resilience and entering a new growth trajectory.

An important disclaimer is at the bottom of this article.

By the end of 2023–2024, the Russian economy demonstrated one of the highest growth rates in the past decade, increasing by a cumulative 8.4%. In nominal terms, the country's GDP has doubled since 2020, reaching 200 trillion rubles. GDP growth, amounting to 4.1% in 2023 and 4.3% in 2024, significantly exceeds the global average and the growth rates of leading Western economies. Deputy Prime Minister Alexander Novak announced this during a speech as part of the "Platform of the Future: 100 Russian Projects. Economy" project, held at the National Center "Russia."

According to him, the foundation for the transition to a new model of long-term growth based on supply-side economics is targeted support for domestic production, increased investment activity, and increased labor productivity.

"We see that the Russian economy is not only demonstrating resilience but also achieving profound structural changes. The doubling of nominal GDP, record growth rates, and reduced dependence on the raw materials sector are the most important results of our work in recent years," said Alexander Novak.

To consolidate this success and achieve the national goal of maintaining fourth place in the world in terms of GDP based on purchasing power parity (PPP) and achieving sustainable growth rates above the global average by 2030, a comprehensive strategy has been developed, the Deputy Prime Minister noted. It includes three key areas. The first is adapting to systemic challenges, such as historically low unemployment, a shortage of skilled labor, ensuring technological sovereignty, and ongoing sanctions pressure. The second is the effective allocation of resources and investment in the context of limited budget expenditures, with a focus on high-growth sectors: mechanical engineering, chemicals, high technology, and tourism. The third is increasing labor productivity through large-scale optimization, robotics, and the implementation of lean manufacturing methods.

"Our strategy is long-term. Economic growth will directly depend on businesses' ability to identify new growth areas, improve efficiency, and unlock potential in promising niches. The foundation we've laid will enable us to embark on a trajectory of high-quality and dynamic development," noted Alexander Novak.

The discussion focused on strategic areas for Russian economic development. Specifically, the Deputy Prime Minister highlighted key support measures for small and medium-sized businesses, including preferential lending and leasing instruments, umbrella guarantees, microloans, and accessible infrastructure for industrial and technology parks.

Small technology companies have become one of the fastest-growing sectors. Thanks to the register model, companies have access to approximately 20 support measures, allowing them to grow at a faster rate than the SME sector as a whole.

Improving labor productivity is also a prerequisite for long-term economic growth, Alexander Novak noted. The implementation of lean manufacturing tools enabled businesses participating in these projects to increase profits by nearly 0.5 trillion rubles.

Special economic zones, which celebrated their 20th anniversary this year, are driving regional development. Thanks to established infrastructure and incentives, investors save up to half their capital costs, reducing their tax burden.

High added value is the key characteristic of the creative economy. Over the past seven years, the creative sector in Russia has grown four times faster than the overall economy. Its share of GDP now exceeds 4%. The industry's potential lies in developing a supply-side economy, which will accelerate structural change and the achievement of national goals.

"Long-term economic growth will be determined by effective collaboration between regional authorities and businesses, where regions act not as distributors but as growth managers, businesses accelerate technological transformation and the restructuring of supply chains, and the state ensures a breakthrough in social productivity through investments in human capital," Alexander Novak concluded.
