In 2025, inspectors conducted over 9,000 inspections and preventive visits using unmanned aerial vehicles. By 2026, Deputy Prime Minister and Head of the Government Staff Dmytro Grigorenko has tasked regulatory agencies that may use UAVs to ensure that at least 10% of their oversight activities utilize them.

"Modern technologies make inspections more efficient and seamless for businesses and organizations. This is what we strive for, and digitalization opens up new opportunities for us to achieve this. On the one hand, inspectors don't have to travel to the site, which is especially important for large and hard-to-reach areas. Artificial intelligence helps process the data obtained to produce more accurate conclusions. On the other hand, remote inspections don't interrupt the inspected party from their work," commented Dmitry Grigorenko.

Drones reduce the time spent on inspection and oversight activities. Several land parcels can be inspected in a single flight. For example, a 242-hectare plot can be inspected in 15 minutes, while a typical inspection with dashcam recording takes one to two hours. Furthermore, unmanned aerial systems offer significant range and flight time, are easy to operate, and provide high-quality output data and precise geolocation.

Rosreestr and Rosselkhoznadzor (Federal Service for State Registration, Cadastre and Cartography) are among the leading UAV users in monitoring and oversight. Rosreestr has carried out nearly 8,000 land control activities using drones. Rosselkhoznadzor has used drones to conduct 1,500 veterinary, land, phytosanitary, and pesticide control activities. During an inspection, agency officials can inspect the facility without being present. For example, on livestock farms, they can identify areas where livestock by-products are stored, where animals are grazing, and so on, while land control can inspect large or hard-to-reach plots of land. In manual mode, photo and video recording of areas of interest with signs of violations is performed.

Rosprirodnadzor, Rostransnadzor, and the Ministry of Culture have also begun using UAVs to conduct monitoring, supervision, and preventive measures.

According to Deputy Prime Minister Dmitry Grigorenko's instructions, such inspections should increase even more in 2026, reaching at least 10% of all events involving the use of UAVs. Specifically, 19 types of inspections already require the use of unmanned systems. To train inspectors, the Ministry of Economic Development, together with the Ministry of Education and Science, organized a program at the NTI University, an autonomous non-profit organization. Preliminary applications from regulatory agencies for training in 2026 have already been received. Meanwhile, the Center for Strategic Research conducted a study on the potential use of UAVs in regulatory activities and proposed its own algorithm for selecting UAVs for specific types of inspections.

The ability to conduct remote monitoring (supervision) activities using UAVs, as well as the collection and analysis of data obtained by aircraft, is enshrined in the Federal Law "On Monitoring" (248-FZ). Automatically operating devices with photo and video recording capabilities, including unmanned aerial vehicles (unmanned systems), are now included in the state list of measuring instruments.

In the Siberian Federal District, which comprises 10 regions, various financial instruments are used for infrastructure development, including infrastructure budget loans (IBK), special treasury loans (STL), and treasury infrastructure loans (TIL). The regions use these funds to create and modernize utilities, social services, road, transport, and tourism infrastructure.

"Infrastructure loans, issued to regions on favorable terms—at 3% per annum for 15 years—support the construction and renovation of social facilities, utilities, and road infrastructure, which in turn stimulates the comprehensive development of regions and improves the quality of life for citizens. Since 2021, projects implemented with the participation of IBC and SKK in the Siberian Federal District have contributed to the commissioning of over 2.3 million square meters of housing, the attraction of 694.3 billion rubles in extra-budgetary investments, and the creation of 17,600 new jobs. The largest volume of housing commissioned thanks to infrastructure loans was in the Irkutsk Region—over 1 million square meters, the Kemerovo Region—372,400 square meters, and the Altai Krai—325,750 square meters," said Deputy Prime Minister Marat Khusnullin.

According to First Deputy Minister of Construction and Housing and Public Utilities Alexander Lomakin, a total of 184 projects and events are planned to be completed in the regions of the Siberian Federal District using funds from the IBC, SKK, and KIK.

"Since 2021, 88 projects and activities have been completed in the Siberian Federal District thanks to the infrastructure loan program. This includes the construction and reconstruction of nearly 249 km of utility networks and 78.8 km of roads, and the delivery of 49 trolleybuses to the Omsk Region. Furthermore, 783 new buses have been delivered to the regions using SCC funds, and the modernization of two boiler houses in the Altai Region has been completed," noted Alexander Lomakin.

Work continues on 96 more projects and projects under the Siberian Federal District's infrastructure loan program. These include utility networks within the SmartCity Novosibirsk innovation, scientific, and educational center, the 4.1-kilometer Small Transport Ring in Tomsk, and the first phase of a 10.8-kilometer metro-tram line in Krasnoyarsk.

Vasily Kupyzin, CEO of the Territorial Development Fund, noted that in 2025, the Government Commission on Regional Development also approved treasury infrastructure loans totaling 37.5 billion rubles for regions of the Siberian Federal District, which will be used for 64 projects and activities.

"Including within the cap on housing and utilities modernization projects, KIK funds totaling almost 23 billion rubles will be allocated to 52 projects and activities. Additionally, 4 billion rubles have been approved for three projects within the cap on long-term Arctic zone development plans. Another 10.5 billion rubles from KIK have been allocated for nine major projects as part of a competitive selection process for investment projects. Moreover, some of these tasks have already been completed – thanks to KIK, six utility infrastructure projects totaling 13.6 km have been completed in the Omsk Region," said Vasily Kupyzin.

The infrastructure loan program is overseen by the Russian Ministry of Construction. The Territorial Development Fund is participating in the project implementation.

Denis Manturov addressed participants of the educational program "Fundamentals of Russian Statehood."

First Deputy Prime Minister Denis Manturov addressed participants of the educational program "Fundamentals of Russian Statehood," the final day of which was held at the National Center "Russia" with the support of the People's Front. The program aims to improve the effectiveness of public and political work in the corporate sector in preparation for the 2026 election campaign.

The total number of participants was over 1,500 people from 88 regions of the Russian Federation, including the capital region, industrial centers, and newly established regions. Forty-seven of Russia's largest companies from key economic sectors participated in the corporate training program, including Transneft, Gazprom, Rostec, Rosseti, and Russian Railways.

The event took place in the format of a plenary discussion, during which representatives of the highest government bodies and the expert community spoke.

"The United Russia party collects all citizens' requests and translates them into concrete solutions. All of this is reflected in its key election document, the People's Program. During the pandemic, the party provided volunteer assistance, helped deliver groceries, and cared for the elderly. It was then that the very instrument of volunteerism, which today, in essence, holds our country together, was formed. From the first days of the People's Military Service, the party launched its humanitarian mission, uniting those willing to help the front and ensuring the creation of a unified system of social support for soldiers and their families. Since 2022, 154 special laws dedicated to participants in the People's Military Service have been adopted. This is an exceptionally important, I would even say, unprecedented event in our country. The implementation of the current People's Program is almost complete. For United Russia, the most important part of the election campaign will be a detailed report on the implementation of the People's Program, on how the party has implemented the national priorities that “The President of the country has defined how life is changing in all our cities and villages,” said Dmitry Medvedev, Deputy Chairman of the Security Council and Chairman of the United Russia party.

Denis Manturov outlined the areas that underlie the course toward technological leadership.

"First and foremost, we're talking about machine tool manufacturing, the technological status of which determines the potential of the manufacturing industry. Since 2022, our companies have nearly tripled their machine tool production and mastered the production of high-end machining centers. Currently, the Russian industrial product registry includes over 1,150 types of machine tools. Their use allows for the regular renewal of companies' fixed assets. Domestic industrial robots are also crucial here. Eleven Russian companies currently produce them, and have launched the same number of models on the market. Another dozen prototypes are in the final stages of testing," the First Deputy Prime Minister noted.

Other areas include the development of chemistry and biotechnology, microelectronics and electronic engineering, and space services. Particular attention must be paid to training highly qualified personnel, bridging the gap between fundamental and applied science, and ensuring balanced industrial development in all regions.

"The Russian economy has much to be proud of in its platform solutions. Our digital trading companies are among the top ten largest marketplaces in the world, and these platforms are expanding beyond our borders, expanding to Africa and Asia. Thanks to their activities, new countries are becoming part of the Russian platform ecosystem. Yandex is already global, operating in 35 countries. There, it competes with market giants, offering modern, competitive Russian solutions. Russia is one of only three countries, along with the US and China, that enjoys complete sovereignty over internet, social media, and messaging solutions. But our country is distinguished by its willingness to share its solutions in a partnership format," emphasized Maxim Oreshkin, Deputy Chief of Staff of the Presidential Executive Office.

"Over the past decade, we have succeeded in creating a sustainable system—a community of electoral commissions, a unique public-sector institution. Our commissions represent a cross-section of society, representing various political parties. The electoral system is robust, yet dynamic and creative, despite the unprecedented challenges we have faced," noted Ella Pamfilova, Chairperson of the Central Electoral Commission.

"More than 1,500 people, at the initiative of the Popular Front, completed training at the Presidential Academy under the 'Fundamentals of Russian Statehood' program. The participants demonstrated a high level of preparation in the final exam and articulated a wide range of questions for today's discussion. One of the most frequently raised topics was external restrictions and sanctions pressure, which have enabled domestic industry to not only significantly increase production for the defense industry but also maintain growth momentum in civilian sectors," said Alexey Komissarov, co-chair of the Popular Front's central headquarters and rector of the Presidential Academy.

During the plenary session, Rostec State Corporation CEO Sergey Chemezov noted the value of such meetings for business, adding that this is precisely why Rostec promptly responded to the initiative of the Popular Front and the Presidential Academy. According to him, 250 people from 18 holdings and organizations of the corporation completed the educational program.

"The revival of the Soviet tradition of student construction brigades is crucial for developing the construction industry's human resources. Young professionals, by participating in the country's largest infrastructure projects, gain real-world work experience and a first glimpse of the profession. The number of participants is growing every year. While 21,000 people completed the construction brigades program in 2021, by 2025, this figure will exceed 50,000. Overall, over 170,000 students have participated in construction brigades since 2021. We see that young people are interested in this field and are willing to work in the construction industry to improve people's quality of life. The national project "Infrastructure for Life" sets highly ambitious goals for Russia's construction industry, ensuring that construction workers of all specialties will always have work," said Marat Khusnullin.

In 2025, All-Russian student construction projects took place at Rosatom facilities, including the "Peaceful Atom" project in the Chelyabinsk Region, the "Peaceful Atom – Leningrad Nuclear Power Plant" project in the Leningrad Region, the "Peaceful Atom – Breakthrough" project in the Tomsk Region, and the Siberian Ring Photon Source in the Novosibirsk Region. Students also worked at Gazprom facilities: the Chayandinskoye field in the Republic of Sakha (Yakutia), the Kovyktinskoye field in the Irkutsk Region, and the construction of an integrated natural gas processing and liquefaction complex near the Ust-Luga seaport in the Leningrad Region. In the Alabuga Special Economic Zone in the Republic of Tatarstan, students participated in the construction of a 22-building residential complex. Students also contributed to the final stage of a bridge across the Ob River near Surgut.

International projects were launched at the El Dabaa nuclear power plants in Egypt, Akkuyu in Turkey, Rooppur in Bangladesh, and Kudankulam in India. Students also rejoined the All-Belarusian Patriotic Center construction project and worked at the Gazprom Center site in Minsk.

"Russian student brigades play a vital role in training young professionals for the construction industry. In 2007, they were entrusted with the construction of the Olympic facilities in Sochi. Since then, the scale of infrastructure projects and the level of employers have only grown. Construction brigades participated in the construction of the Vostochny Cosmodrome and the Ob River Bridge, are building nuclear power plants in Russia and abroad, the modern Baikal-Amur Mainline (BAM), infrastructure projects in the gas industry, residential neighborhoods, roads, and much more. Thanks to the support of the Russian government, a free vocational training program for student brigades has been in effect since 2021. In 2025 alone, 8,973 specialists in 35 professions were trained in construction. "Our goal is to ensure that young future specialists acquire work skills while still studying and increase their competitiveness in the labor market—this is critical for the industry's further development," emphasized Mikhail Kiselev, First Deputy Chairman of the State Duma Committee on Youth Policy, Chairman of the Supervisory Board of the Russian Student Teams, and member of the Supreme Council of the United Russia party.

Deputy Prime Minister Tatyana Golikova took part in a conference on the role of Russian student brigades in training personnel for the country's economy. The conference was held on February 16 in the State Duma.

"I congratulate everyone on the upcoming Russian Student Brigades Day and the movement's 67th anniversary! You don't just work—you shape the future trajectory for millions of young people. Now, with an additional 1.7 million young people aged 15–19 expected to enter the labor market by 2030, and the economy requiring 12 million new specialists by 2032, the role of RSO mentors is crucial. It's gratifying that the most in-demand sectors of the economy, such as manufacturing, transportation, and construction, align with the brigades' core activities. Thanks in part to your career guidance efforts, we've already reduced youth unemployment to 8.3%, but we must do even more. The most important quality of an RSO fighter, as Mikhail Kiselev rightly told me, is love for the Motherland. Be guided by this and build!" Tatyana Golikova addressed the conference participants.

Over its nearly 70-year history, the Russian Student Teams movement has experienced significant growth and has become a true social lift, enabling schoolchildren to take their first steps into a career, students to gain practical experience and additional qualifications, and graduates to confidently enter the working world.

Ahead of RSO Day, Tatyana Golikova and First Deputy Speaker of the State Duma Alexander Zhukov met with the movement's most prominent representatives, competition winners, and heads of regional RSO branches. The participants discussed the areas in which young people are actively developing today, shared their experiences participating in RSO international work projects, and implementing humanitarian missions through student brigades.

"I always enjoy meeting with members of the student brigade movement. In the 1980s, when I was a student at Moscow State University, I was fortunate to travel with student brigades three times. I always remember those years with warmth. Working with student brigades is a very interesting and rewarding experience for a young person. Today, as in our time, students work better than anyone. When the Olympic construction began, there were many doubts about the advisability of involving students in the construction of Olympic venues, but I was confident that the guys would succeed. And so it turned out: the students worked efficiently and harmoniously, and this became an important step in reviving the student brigade movement. Today, RSOs are increasingly participating in projects that are crucial for the state. It's great that the movement is growing. It's important to focus on the most promising specialties early on and gain experience in these niches. Thank you very much for your participation! I wish you success," said Alexander Zhukov.

Thanks to the youth routing and career guidance project within the national "Personnel" project, starting this academic year, a system of interaction between employment agencies, schools, colleges, universities, and employers is being established in each region to help the younger generation choose a career. More than 4.3 million schoolchildren from nearly 30,000 schools across the country have already joined the project. The main goal is to ensure that by the time they complete their studies, schoolchildren have a clear understanding of their desired profession, and university or college graduates know where they will find work.

"Today, on the eve of the national holiday—Russian Student Team Day—we are holding a truly significant event in the State Duma. It unites the legislative and executive branches around the country's main labor movement, confirming that support for student teams is currently at the highest level. That's why measures to support Russian Student Teams were included in the United Russia party's popular program. And these represent hundreds of thousands of young people who choose creative work every year. These represent 170,000 people who have received free vocational training. These represent tens of thousands of young people who have found their dream jobs through our movement. When the President sets the goal of developing human resources, it is the RSO that becomes the bridge between students and employers," emphasized Mikhail Kiselyov, First Deputy Chairman of the State Duma Committee on Youth Policy, Chairman of the RSO Supervisory Board, and member of the Supreme Council of United Russia.
