A meeting on the development of phygital sports in general education organizations was held under the chairmanship of Deputy Prime Minister Dmitry Chernyshenko.

The government has approved the Concept for the Development of the Phygital Movement until 2030 and an action plan for its implementation.

Among the important measures for the development of the phygital movement, the Deputy Prime Minister noted the creation of game content, improvement of the material and technical equipment of educational institutions and the formation of a system of incentives and rewards. He recalled that the Phygital Games – 2025 will be held in Nizhny Novgorod from September 17 to 20, and also proposed holding an open phygital lesson for general education organizations as part of the upcoming International Sports Forum "Russia – a Sports Power".

Minister of Education Sergey Kravtsov noted that the impetus for the promotion of phygital sports could be given by concluding an agreement between the department and the All-Russian Federation of Phygital Sports.

"We are gradually developing the phygital sports direction in the education system, and there are already successful developments. At the first stage, we propose to introduce phygital sports programs into the educational process both as part of extracurricular activities and in additional education. This can be done on the basis of school sports clubs, of which 38 thousand have already been created. We are seeing an increase in schoolchildren's interest in classes in such clubs – the coverage has increased from 2 million in 2021 to 3.4 million in 2024," noted Sergey Kravtsov.

The Government Commission on Regional Development, headed by Deputy Prime Minister Marat Khusnullin, approved financing for the reconstruction of the Irkutsk Aviation Plant boiler house using infrastructure bonds in the amount of 3.8 billion rubles.

"The Russian construction industry faces ambitious tasks to ensure dynamic infrastructure development in the regions. Our comprehensive interdepartmental national project "Infrastructure for Life" is aimed at this. To achieve these goals, we use infrastructure bonds, among other things. The government has retained the status of state scientific centers for 43 leading scientific organizations in the country. An order to this effect has been signed.

The decision will enable these organizations to continue to enjoy tax benefits on property and land taxes. They will be able to use the freed-up funds to conduct scientific research and development within the framework of implementing strategic national priorities and achieving technological independence through the creation and practical use of new technologies.

The list includes, among others, the Russian Scientific Center of Surgery named after Academician B.V. Petrovsky, the National Medical Research Center of Endocrinology named after Academician I.I. Dedov, the State Scientific Center "Institute of Immunology" of the Federal Medical and Biological Agency, the Central Aerohydrodynamic Institute named after Professor N.E. Zhukovsky, the National Research Center "Kurchatov Institute", and the High-Tech Research Institute of Inorganic Materials named after Academician A.A. Bochvar.

All of them have the status of a state scientific center. The decision to maintain or terminate such status is made on the basis of monitoring and analysis of the organization's activities, which is conducted annually by the Ministry of Education and Science. The decision is then approved by the Government.

Today, there are 45 scientific organizations in Russia that have the status of a state scientific center. This status is assigned to a scientific organization that has a unique scientific installation, a center for collective use, experimental equipment, and highly qualified scientific workers and specialists. The status is also granted to centers whose scientific or scientific and technical activities have received international recognition.

In 2024, the Government assigned the status of a state research center to the All-Russian Research Institute of Fisheries and Oceanography and the Institute of Catalysis of the Siberian Branch of the Russian Academy of Sciences. The territorial bodies of the Social Fund of Russia will consider applications for the use of maternal (family) capital funds and make decisions on them more quickly. The period allotted for this has been halved – from 10 to 5 working days. The decree on this was signed by Prime Minister Mikhail Mishustin.

The new norm was adopted to implement the provisions of the federal law “On additional measures of state support for families with children”, approved by the President in June 2025.

The period for reviewing applications and making decisions on them has also been reduced if the territorial body of the Social Fund of Russia needs to request additional documents. It will be reduced from 20 to 12 working days.
