The highway is also part of the North-South corridor and helps establish cooperation with friendly countries, so its modernization is extremely important. Thus, the reconstruction project provides for the expansion of the road to six lanes to improve safety and throughput. A lot of work has already been done. In addition, the construction of four overpasses for future interchanges, the reconstruction of three bridges and five overpasses has begun at the site. “In total, during the large-scale operation, existing bridge structures will be repaired and four new ones will be built,” said Marat Khusnullin.

The Deputy Prime Minister specified that four new overpasses for future interchanges are being built at 936 km, 939 km, 1013 km and 1023 km. Currently, supports are being installed, and span structures are being prepared for installation. Specialists are carrying out preparatory work on bridges at 950 km and 979 km. At the same time, reconstruction work is being carried out on overpasses at 983 km, 990 km, 998 km, 1000 km, 1001 km and the bridge at 1009 km, where it is planned to dismantle obsolete structures and build new ones. According to the Chairman of the Board of the state company Avtodor, Vyacheslav Petushenko, the M-4 Don is one of the most popular roads among motorists, so work on the site is organized in such a way as to maintain the usual traffic.

"To maintain the usual traffic intensity during the reconstruction, we are setting up temporary bypass roads with the same number of lanes as on the main highway. This ensures uninterrupted traffic on this section of the road and maintains a high pace even during rush hour. To date, a significant amount of excavation work has been completed at the site. More than 207 thousand cubic meters of soil have been excavated, and about 130 thousand cubic meters of embankment have been poured for the construction of temporary bypass roads. The reconstruction of this section of the M-4 "Don" is a continuation of the modernization of the section from the 804th to the 933rd km, which was completed last year. The resolution amending the rules for technological connection to power grids has been signed.

The document concerns the category of consumers who require capacities from 150 kW to 670 kW inclusive to connect facilities.

Until now, applicants had to return to the network organization the documents they had signed on their part, which were drawn up upon joining. This led to duplication of information, an increase in the time it took to process them, and a complication of the activities of organizations on both sides.

Now, in order to receive the service of technical connection to the electric grid, such applicants only need to submit an application electronically and pay the invoice issued by the electric grid organization – the contract will be considered concluded from the moment the invoice is paid.

The grid organization will independently upload all final documents on connection to the applicant's personal account on the grid company's website or on the public services portal. However, they do not require signature from the applicant.

Thus, all interactions between the applicant and the power grid company will now be conducted only electronically. This will significantly simplify the connection process for applicants and provide an opportunity to go through a simple and transparent procedure for connecting to the power grid.

During the meeting, the acting governor raised the issue of supporting one of the largest enterprises in the region – the Novocherkassk Electric Locomotive Plant (part of the Transmashholding group of companies). “The company is implementing a 43 billion ruble project related to scaling and modernizing production facilities, is reaching the production of more than 700 sections per year, is building a virtually new technological process, and is switching to domestic traction motors,” said Yuri Slyusar. According to the acting head of the region, within the framework of the project, the enterprise is interested in participating in a public-private partnership using the capital grant format. As Yuri Slyusar emphasized, the region is interested in the Rostov enterprise becoming a pioneer here. Another issue was support for the sewing and textile production of the BTK group of companies in the city of Shakhty. Following the meeting, the IGC co-chairs signed the final protocol of the 23rd meeting of the Intergovernmental Commission on Economic Cooperation between the Russian Federation and the Republic of Azerbaijan.

During a working visit to Stavropol Krai, Deputy Prime Minister Dmitry Patrushev held a meeting on the development of the agro-industrial complex in the North Caucasus Federal District. The event was attended by the leadership of the Ministry of Agriculture and heads of the district regions.

"In 2025, the Government allocated more than 500 billion rubles for the development of the Russian agro-industrial complex. Dmitry Patrushev emphasized the great potential of the North Caucasus Federal District for systematically increasing indicators in the agricultural sector. About 30 breakthrough investment projects in the agricultural sector are being implemented here. In 2025, the volume of interbudget transfers to the regions of the district increased by 5 billion rubles.

The Ministry of Agriculture has developed a Strategy for the Development of the Agro-Industrial Complex of the North Caucasus Federal District until 2030. It is aimed at supporting priority areas of agriculture – livestock farming, horticulture, vegetable growing, viticulture, and the cultivation of corn and rice. The creation of the Kantiana university campus on the basis of the Immanuel Kant Baltic Federal University in Kaliningrad is also ongoing. A clock tower is located on the central building of the educational complex – the building of the Higher School of Philosophy and Social Sciences. Its height together with the spire will be 60 m. Work is currently underway on the installation of facades in the most visible part of the facility.

"It is assumed that the clock will be oriented to all four cardinal directions. The high clock tower will make the campus visible to city residents from afar. Its territory will create an atmosphere of past eras in which Kant and other outstanding thinkers lived.

The building of the Higher School of Philosophy and Social Sciences with an area of over 12 thousand square meters is designed for 1022 students. Currently, masonry work, installation of metal structures, and installation of engineering systems are underway at the site.

"The fundamental part of the economy of Donbass and Novorossiya is industry, historically being the flagship enterprises in these regions, so they were the first to become participants in the SEZ. Some of them were in a state of decline or were completely idle before the arrival of new investors. Now we are seeing a revival of the industrial potential of historical regions, and along with this, a trend of growing interest from representatives of the agricultural and construction sectors. They make up about 40% of the total number of participants in the SEZ register," said the Deputy Prime Minister.

Representatives of businesses from all four reunited regions are regularly included in the register of the free economic zone. The regulator of the SEZ is the Ministry of Construction, and the Territorial Development Fund is the management company.

"The fund recently accepted an agricultural enterprise from the Kherson region, which grows walnuts, into the SEZ, and plans to purchase agricultural machinery. In the Zaporizhia region, a similar status was received by a branch of a telecom operator and a local agricultural producer, which plans to increase crop yields by 7-8 times due to the introduction of new irrigation systems. Builders also actively use the SEZ preferences: the participant status allows them to sublease land from the fund without bidding from the established bank of land plots. For example, in the LPR, the developer will build an apartment complex with an area of more than 120 thousand square meters, and in the DPR, it will engage in the construction of individual housing construction facilities on the coast of the Sea of Azov and in Donetsk," added FRT General Director Vasily Kupyzin.
