On August 26, the application process for the 11th season of the National Technology Olympiad (NTO) began – the first and largest team engineering competition for schoolchildren and students in Russia. Students in grades 5–11, colleges and universities are invited to participate. Every year, the Olympiad brings together hundreds of thousands of young people, offering more than 40 relevant technology areas. Everyone can choose a profile based on their interests and try their hand at solving real problems.

In the 2025/2026 academic year, the competition will be held in three age categories: NTO Junior for schoolchildren in grades 5–7, the senior track for grades 8–11, and the student track. Since 2024, regional services “life situations” will also be implemented.

Within the framework of one regional service “life situation” the average decrease was:

— by 40% (from 10 to 6 units) – the number of required documents;

— by 42% (from 57 to 33 days) – the time to receive government services;

— by 67% (from 6 to 2) – the need to visit departments.

By the end of 2025, 70 federal and 425 regional “life situations” services will be operating.

Dmitry Grigorenko: The government has prepared a second package of measures against fraudsters

The second package of measures against cyber fraudsters includes about 20 initiatives to protect citizens in the digital environment. The current version of the document has been published for public discussion. Work on preparing measures to combat cyber fraudsters is being carried out under the supervision of Deputy Prime Minister – Head of the Government Staff Dmitry Grigorenko.

"The government continues its systematic work in the fight against cyber fraudsters. The first package launched this comprehensive approach. We introduced self-prohibitions on online loans and registration of SIM cards for citizens, established a ban on the use of foreign messengers by government agencies, provided for the ability to refuse SMS mailings and mass calls. Citizens have new tools for protection. But this was only the first step. The time has come to introduce liability for cyber fraudsters, as well as additional requirements for mobile operators and banks. At the same time, we are not stopping with the second package. Technologies do not stand still, attackers are inventing new schemes. Regular updating of tools for protecting our citizens in the digital environment is becoming an integral part of an effective fight," said Dmitry Grigorenko.

The second package included measures of various categories – from self-prohibitions for citizens to new requirements for mobile operators. It also provides for criminal and administrative liability for offenders.

Among the new measures is the ability for citizens to set a self-prohibition on calls from abroad: fraudsters often use foreign numbers to deceive citizens. Moreover, mandatory marking of international calls is being established. Thus, even citizens who do not set a self-prohibition will be warned that the call is coming from another country.

Punishment is envisaged for the use of artificial intelligence by fraudsters to commit thefts or extort money and property from citizens. The minimum penalty that fraudsters may face for using AI to commit theft is a fine of 100,000 to 500,000 rubles, the maximum penalty is imprisonment for up to six years. In addition, administrative liability is introduced for actions in the sphere of illegal organization of digital currency circulation, for example, for illegal mining.

The second package establishes the obligation of telecom operators to transfer information about numbers from and to which fraudulent calls are made to the GIS "Antifraud" registry, as well as to suspend traffic to numbers included in the registry (except for calls to emergency services). The GIS "Antifraud" is a platform for the prompt interaction of government agencies, banks, telecom operators and other organizations to combat cyber fraud and allows for the exchange of information about fraud attempts in real time. A pilot has now been launched to test the solutions.

In addition, the right of telecom operators to use anti-fraud measures, including using artificial intelligence, to identify suspicious calls is being introduced. Information contained in the GIS "Anti-fraud" can be used for these purposes.

A mechanism for extrajudicial operational blocking of phishing sites (so-called mirror sites) aimed at deceiving users and stealing their data is being introduced.

Measures to combat droppers – intermediaries of fraudsters who transfer their cards or e-wallets to them – are being expanded. A limit on the number of bank cards is being introduced – no more than 10 issued cards per person. This measure will also make it easier for banks to monitor transactions and identify suspicious operations.

In Khabarovsk, the settlement of 240 apartments built under the presidential program "Affordable rental housing in the Far Eastern Federal District" has begun. Deputy Prime Minister of the Russian Federation Dmitry Chernyshenko, as part of a working visit to the Republic of Belarus, spoke at a foresight session in the field of artificial intelligence (AI) on the topic “International Scientific Foresight of AI: the Future of Artificial Intelligence in Cooperation”.

The foresight session brought together more than 90 representatives of the scientific community from Russia and the Republic of Belarus. The organizers were the Strategic Agency for Support and Formation of AI Developments and the International Alliance in the Sphere of AI.

"We hold an annual conference called "Journey into the World of Artificial Intelligence" – AI Journey, which is traditionally attended by our President Vladimir Putin. He ordered this international foresight session to be held. This was dictated, among other things, by the fact that the International Alliance in the Sphere of Artificial Intelligence was organized, which included 14 countries, including the Republic of Belarus. And fulfilling its tasks, we, together with scientists and international experts, identified 10 key areas of fundamental scientific research in the field of AI, which, in our opinion, should predetermine the future. This year, 12 foresight sessions have already taken place, seven of which were held outside the Russian Federation – in Morocco, the UAE, Serbia, Pakistan, Uzbekistan and two sessions in China, and another five – at the Sber technohub, MIPT, Lobachevsky State University of Nizhny Novgorod, NTI Platform and Lomonosov Moscow State University. This year, Belarusian scientists from the United Institute of Informatics Problems of the National Academy of Sciences of Belarus and the IT holding BelHard also participated in two foresight sessions – in St. Petersburg and Uzbekistan.

The final report analyzing the results obtained from such foresights is expected to be ready in October.

“The results of the foresight should be published so that each scientist can make their own contribution and see the results of their activities,” the Russian Deputy Prime Minister noted.

Foresight participants from Russia and the Republic of Belarus focused on four key areas of AI development: "Architectures, Machine Learning Algorithms, Optimization, and Mathematics", "Fundamental and Generative Models", "Control, Decision Making, and Agent/Multi-Agent Systems", and "AI for Narrow Tasks". They proposed developing large visual-linguistic and multimodal AI models, as well as developing multimodal and multidimensional transformers.

According to Dmitry Chernyshenko, one of the key formats could be the joint work of leading research teams in the field of AI from the Republic of Belarus, as well as business representatives with 13 Russian research centers in the field of AI. Russian centers received grants as part of the second and third selection waves and conduct research in the areas of strong, multi-agent, trusted, applied artificial intelligence.

The Deputy Prime Minister invited the participants of the foresight session to visit research centers in the field of artificial intelligence in Russia and study their experience.

Among the most popular measures of the first package, Dmitry Grigorenko highlighted the possibility of issuing a self-prohibition on loans and credits through the public services portal. To date, about 15 million Russians have established such a self-prohibition. It can be applied to any consumer loans and credits. Restrictions can be either complete or partial. For example, only remote registration of loans can be prohibited.

The law prepared by the Government on criminal liability for droppers – persons who provide their bank cards or e-wallets for the transfer of illegal funds – also came into force. The law provides for imprisonment of up to three years for front men through whom stolen money is cashed, and up to six years for the organizers who recruit droppers, coordinate transfers and receive the main income from the schemes.

"All work is carried out jointly with the Central Bank and with colleagues from law enforcement agencies. We even created a kind of advisory body within the Government. Another topic of the meeting was the discussion of tasks for debureaucratization and digitalization of processes within government bodies. The government is scaling up a pilot project to optimize document flow to federal ministries and departments. It is aimed at reducing the bureaucratic burden in the public administration system and increasing the real efficiency of the state apparatus.

Since the beginning of 2025, such a project has been launched at the Government Office. Today, all of its structural divisions are already participating in it. Clear KPIs have been set for each of them to reduce bureaucracy. According to Dmitry Grigorenko, thanks to digitalization, the share of electronic document management in the Government Office has already exceeded 90%, and the time it takes to prepare government decrees and orders has been reduced by 4 times.
