Five to six new stations will be commissioned annually in the capital's metro. Sergei Sobyanin He spoke live on TV Center and Moscow 24.

According to him, there are plans to develop the Rublevo-Arkhangelskaya metro line, which will go towards Sber-City, and the Biryulevskaya metro line (from Kommunarka to Troitsk).

"The residents of Biryulyovo have been asking for this for a long time. They say we're one of the few large districts in Moscow without a metro system, so building a metro there is also such an important task. And besides that, there are also local, individual metro sections that are also important," the Moscow Mayor noted.

Thus, in the future, half of Golyanovo's residents will live near a metro station. A project to build two new stations in the Yaroslavsky District in the northeast of the city, near the National Research Moscow State University of Civil Engineering, will also be implemented. All of them will be extensions of the Sokolnicheskaya line. The main construction is scheduled for completion by 2030.

In addition, by the end of this year, it is planned to open the passage to the Kornilovskaya station and complete the main work on the construction of additional exits from the Vavilovskaya station.

"Metro construction is a step-by-step process; everything can't be done at once. Stations are typically opened in stages. That is, first one stage, one exit, then a second exit, a transfer, and so on. Sometimes, it's technologically impossible to do everything simultaneously. We're trying, but this isn't possible at all stations, so we're doing it sequentially, but we're keeping this in mind," Sergei Sobyanin noted.

The Delovoy Tsentr and Shelepikha stations, formerly part of the Big Circle Line, have been temporarily closed. They will be integrated into the Rublevo-Arkhangelskaya line: their utility systems will be replaced, their tunnels modernized, and then connected to the future line. Construction is scheduled to be completed within the next year, after which the stations will reopen to passengers as part of the Rublevo-Arkhangelskaya line.

Unmanned transport

In September of this year, the first one was launched in the capital driverless tramIn the future, their number is planned to be gradually increased—first to 15, then to 30 and 40. As a result, two-thirds of the capital's trams will be driverless.

In addition, a new, even longer tram diameter is planned. Like the existing one, it will run along Academician Sakharov Avenue.

"We'll launch an even longer one, larger than this one—33 kilometers, I think. It will truly be a very large tram diameter. And both will run along Academician Sakharov Avenue. This small section we've laid, this 'Lvenok' [Lion Cub], which allows autonomous travel along this line, will, of course, offer completely new opportunities. And the second tram diameter, which we'll launch next year, will be even larger than the first, and overall, this will certainly improve transport accessibility for a million people," said Sergei Sobyanin.

According to him, the next step will be the creation of a driverless metro train and driverless shipping trams in the capital.

New trains on the Yaroslavl route

Rolling stock upgrades have begun on the Moscow Railway's Yaroslavl line. The first Ivolga 4.0 trains are already carrying passengers.

"It's not that the transport there is completely inadequate; the cars were perfectly serviceable. But what's the problem with the Yaroslavl line? Huge passenger traffic, crowded rush hour. How can this be solved? One option was to make it a fifth diameter, thereby increasing service frequency and, consequently, passenger capacity by 15-20 percent. We found a much simpler solution. Install new Ivolga-4.0 cars there—the most modern cars, which, in fact, will increase passenger capacity by that 15 percent and, to some extent, solve this problem," the Moscow Mayor explained.

According to him, there are plans to increase train frequency and reduce the time between trains during peak hours. The complete renewal of all rolling stock on the Yaroslavl line is planned for 2030.

Petrovsko-Razumovskaya station of the Moscow Central Diameters-1 (MCD-1)

Construction is well underway on the Petrovsko-Razumovskaya station on the first Moscow Central Diameter (MCD-1). All major construction is expected to be completed by the end of this year.

"We hope that all the main work will be completed by December of this year, and it will open either before the New Year or in the coming months," said Sergei Sobyanin.

Once opened, the station will become one of Moscow's largest transportation hubs. It will offer several transfers between two metro lines and between the Moscow Central Diameters. In the future, passengers will be able to transfer to high-speed rail trains here.

Moscow Mayor: 95% of Moscow college graduates work in their field

The capital pays great attention to the development of education, including the implementation of a large-scale school reconstruction program, expanding the capabilities of colleges and collaborating with leading universities. Sergei Sobyanin announced this live on TV Center and Moscow 24.

"Overall, I believe we will open and renovate approximately 120-130 schools annually. This is a huge, extensive program that we have approved and will be implementing systematically," the Moscow Mayor noted.

According to him, the renovation of each school requires a great deal of effort. It's not just the buildings that need to be renovated, but also modern laboratories, new utilities, and improved finishing. Moreover, all these tasks must be completed within just one year, so that students can return to their schools as quickly as possible. Where necessary, new educational buildings are being constructed. For example, they are planned for residential areas under construction in the Ochakovo-Matveyevskoye and Danilovsky districts.

Over 100 gyms have been reconstructed in the capital under the My School project.Sobyanin announced plans to build and reconstruct approximately 120 school buildings.

The next level is secondary vocational education. In particular, the capital is implementing a major program to build new colleges in various districts.

"It's not just about getting an education, whether higher or secondary. It's also about how in-demand it is in the labor market and what salary you'll earn after graduating. Today, 95 percent of our college graduates work in their field of study. This is a truly remarkable figure. We usually hear that 60 percent, 40 percent, and in some fields, even up to 30 percent of university graduates work exclusively in their field of study. Here, it's 95 percent," explained Sergei Sobyanin.

College educational programs are 70 percent hands-on. These are often taught by specialists from leading city companies in their respective fields. During their studies, students acquire skills sought after by employers and can also master additional related specialties. This enables young professionals to successfully enter the labor market and find employment.

Teachers from Moscow's colleges have undergone retraining in digital disciplines. From cooking to sound recording: Moscow colleges have updated their laboratories and workshops.

The city plans to create a number of super collegesThey will become venues unique in architecture, content, conditions, and quality of education.

Those who decide to attend university after high school must compete for places with students from across the country. To expand opportunities for Moscow graduates and provide all university students with unique development tools, Moscow is joining major Russian Government programs. For example, last year, the campus of Bauman Moscow State Technical University was completed. Plans include supporting a major project by Moscow State University of Civil Engineering to construct new academic buildings and dormitories. The concept for Stankin University's new campus in Kommunarka is nearing completion, and design work is expected to begin soon.

"The development of Lomonosov Moscow State University is, of course, also very important. Moscow continues to actively support our country's leading university, and we plan to build two large technology parks in the science and technology valley on Vorobyovy Gory. We've already built one such building—the Lomonosov one. And two more such large, high-tech buildings will be built to house innovative enterprises and major scientific technology parks," added Sergei Sobyanin.

These institutions will become centers where new developments, science, technology and venture projects come together.

Sergei Sobyanin: The pace of implementation of the renovation program will increase

An important disclaimer is at the bottom of this article.

This year, the city will commission approximately two million square meters of housing under the renovation program. The number of Muscovites who will receive keys to inspect their apartments or relocate from the program's launch will approach a quarter of a million. Sergei Sobyanin announced this live on TV Center and Moscow 24.

"This year, we'll commission approximately two million square meters of housing under the renovation program, and the renovation fund will be the country's number one in terms of construction volume. The number of Muscovites who will receive keys, viewings, or relocate since the program's launch will already approach a quarter of a million. And this pace will only increase from here, as more and more sites are becoming available, plus additional sites are being included in the comprehensive territorial development program, and the rate of relocation is becoming increasingly rapid. The volume of relocation will increase every year," said Sergei Sobyanin.

The Moscow mayor noted that the most difficult period in the renovation program's implementation has passed. The city began with spot development in microdistricts. Now, the volume of housing construction is comparable to the scale of industrial housing construction.

At the same time, the bulk of the city's expenses for the construction of new houses is returned to the budget, since some of them are put up for sale.

"Plus, the land on which these buildings stand is involved. It also has a certain value. And not only will buildings for renovation be built on this land, but some of the apartments in them will also be put up for sale. And the closer we get to the program's completion, the more such apartments will be put up for sale. And once the program is complete, the remainder will be sold on the market. Why is this being done? It's precisely to recoup the main renovation costs to the budget," the Moscow Mayor emphasized.

Most of the city's integrated development projects aim to create a balance between housing, jobs, and social infrastructure. The neighborhoods being built under the renovation program resemble small towns rather than residential areas. The ground floors of buildings are left unoccupied, housing small businesses, service providers, and retailers. Technology parks, industrial facilities, and offices are being built nearby. Work can be reached within 15 minutes by public transportation.

Thus, the capital is realizing the concept of a 15-minute city, as well as a vertical city, where high-rise buildings are divided into residential, office, business, sports, recreational, and other zones. The buildings under the renovation program have a unique appearance.

"Today, various projects are being created, modern projects, including car-free neighborhoods—microdistricts. When a block is built, parking spaces are no longer cluttered inside; they're recessed underground. The courtyard is completely protected from all traffic, allowing for peaceful strolls and relaxation. This is also very important. The very appearance of the buildings is no longer standardized and recycled, but is increasingly taking on the appearance of unique structures made of monolithic or precast concrete, which allows for a variety of architectural possibilities," added Sergei Sobyanin.

Residents of 16 buildings completed the paperwork for apartments under the renovation program in October.Around 33,000 Muscovites have completed housing registration under the renovation program in the first nine months of this year.

The Moscow Mayor also answered a question from Svetlana, a Muscovite who is receiving new housing in the Lyublino district. She was interested in what social infrastructure it would have for children. "We'll have everything. There will be schools, kindergartens, a clinic, and a sports center planned for this district. So we're working to ensure that these kinds of districts are developed comprehensively and that all the social infrastructure is in place," Sergei Sobyanin emphasized.

The renovation program was approved in August 2017. It affects approximately one million Muscovites and provides for the resettlement of 5,176 buildings. Earlier, the Mayor of Moscow instructed increase the pace implementation of the renovation program has doubled.

Moscow is one of the region's leaders in terms of construction volume. The high rate of housing construction is in line with the goals and initiatives of the national project. Sergei Sobyanin: 160 sports facilities will be built in Moscow in the next three years.

The capital plans to increase the pace of construction of sports facilities by 50%, with approximately 160 new facilities to be built in the next three years. Sergei Sobyanin He spoke live on TV Center and Moscow 24.

"Over the previous three-year period, we built, if my memory serves me correctly, about 100 sports facilities, but for this coming three-year period—2025–2027—we're planning 160 facilities, including about 30–40 renovations of old, operating arenas, sports complexes, and so on. In other words, we're not reducing, but rather increasing the volume of sports facility construction by almost half," the Moscow Mayor noted.

According to him, the city covers 30 percent of the costs for the construction of the facilities, and investors cover the remaining 70 percent, which speaks to the demand for sports infrastructure.

Ski slopes and skating rinks

Every year, new artificial ice rinks and ski slopes with artificial snow open in the capital. This work will also continue.

"We've adopted a special program for building trails with lighting, artificial snowmaking, changing rooms, equipment rentals, and so on. We plan to have over 500 kilometers of trails with artificial snowmaking by 2030. Within walking distance in virtually every district, a large trail spans several areas, and so on. This is a major undertaking. It doesn't mean we have to wait until 2030. A number of trails have already opened this year," said Sergei Sobyanin.

This year, a ski run will open in the 850th Anniversary of Moscow Park. It will feature a rental shop with all the necessary equipment for sports activities. Additionally, they will continue to add additional artificial ice rinks—ten each year. This year, one of them will open in Sokolniki, and the largest one, with interactive lighting, will be at the Luzhniki Olympic Complex.

"The ice is already freezing there. There will be a large Christmas tree in the center, and cafes, restaurants, changing rooms, and so on will be along the edges. So, I think it will be one of the most popular places in Moscow. Besides that, our next phase includes additional landscaping, skate parks, sports grounds, replacement of utility structures, and so on," Sergei Sobyanin noted.

Moscow will have year-round sports grounds with skating rinks and team sports zones. The renovated pier at Luzhniki Stadium will be decorated with a light installation.

Olympic Sports Complex

Another major project is the reconstruction of the Olympic sports complex.

"This is a truly enormous project. I think it will be the largest multifunctional sports and cultural center of its kind, not only here but also in Europe. I don't think there are many like it in America either. There are probably similar projects in Asia, including China. But for us, this is simply a gigantic undertaking—just under a million square meters," the Moscow Mayor shared.

The complex will include concert halls, cinemas, and entertainment centers. It will also retain facilities for 40 sports activities. It will also house Olympic-size swimming pools, including two 50-meter ones, one of which can host all types of competitions. A total of eight pools and a water park will be built.

"The first phase will be completed, I hope, next year, and the second phase will be completed by 2027," Sergei Sobyanin said.

Sobyanin spoke about the reconstruction of the legendary Olympic sports complex.

Central Moscow Hippodrome

The Moscow Mayor also spoke about the restoration of the historic building of the Central Moscow Hippodrome. It is based on a scientific approach to preserving the historical heritage. The racing tracks, stables, and competition arena will be renovated, and top-notch lighting will be installed. This will be a world-class facility. Completion is scheduled for 2026.

"Residents will have free access, except when competitions are taking place. Naturally, admission will be by ticket; otherwise, there will be nothing but a crush. Overall, we are, of course, striving to provide an open public space. Furthermore, high-quality additional landscaping will be carried out around the area to ensure comfort not only for those visiting the hippodrome but also for the residents living nearby," the Moscow Mayor emphasized.

How is the reconstruction of the Central Moscow Hippodrome progressing?

Torpedo Stadium

Reconstruction work is underway at the Torpedo Stadium in the Danilovsky District of eastern Moscow. The Moscow Mayor noted that agreements have been reached with investors not only to restore it, but also to essentially build a new, modern stadium capable of hosting competitions of various levels.

In addition, the Torpedo children's sports school is located here, which will have a full-fledged football stadium.

Sergei Sobyanin described what the Torpedo stadium will look like after reconstruction.

Sergei Sobyanin on deepfakes: We need to be extremely careful and attentive

Today, half of all crimes in Moscow are fraudulent, involving information technology and phone calls. Sergei Sobyanin announced this live on TV Center and Moscow 24.

"You have to be extremely careful. There are a lot of programs and number spoofing techniques out there. Someone might call you and think it's your friend, their number will show up, but in reality, it's a complete stranger. They can even fake your voice. So be careful, be careful," Sergei Sobyanin warned.

Deepfakes are created using artificial intelligence—people can receive phone calls claiming to be from the Moscow Mayor or law enforcement officials, such as the Ministry of Internal Affairs or the Federal Security Service. In such cases, people should immediately end the conversation, call the police, and report the scam.

Sergei Sobyanin also expressed his opinion on artificial intelligence—whether it will be able to replace humans in the future.

"Yes, some sectors will be more productive, yes, there will be driverless vehicles, but creating and controlling driverless vehicles also requires a huge number of programmers, engineers, and so on. The segments themselves, the economic structure, and the labor structure will naturally change, but Muscovites will definitely not be left without work," the Moscow Mayor stated.

Sergei Sobyanin is confident that artificial intelligence is unlikely to radically change anything in the labor market, where there is currently a labor shortage.

An experiment to control migration flows, including the collection of biometric data, is being conducted in the capital. Sergei Sobyanin announced this live on TV Center and Moscow 24.

"We've created a biometric system at the border in collaboration with the Federal Security Service, where migrants provide fingerprints, a photograph, and biometric data. At the migration center, the migrant's genome is collected, and a special program is installed on their phone that tracks their continuous presence (both day and night), their movements, and so on. We know their location and where they are without any additional registration. Electronic cards contain all the information, which can be cross-checked with data from the Federal Tax Service, law enforcement agencies, and so on," the Moscow Mayor explained.

He added that the innovative and powerful migrant control system Moscow is creating is almost unheard of in other countries. It's already yielding results in solving crimes and legalizing migrants' stay in the capital. The city is currently working to make the system even more streamlined and effective.

Sobyanin took part in an extended meeting of the Board of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow.

The Moscow mayor added that the capital needs migrants because they take on difficult and unskilled labor in sectors where there is a constant shortage of workers. The number of migrants in the city has not increased in recent years.

"The number of labor migrants has remained unchanged since 2018. There was a decline during the COVID-19 pandemic, then a slight recovery, especially due to Kyrgyzstan joining the Eurasian Economic Union (EAEU), and Kyrgyz, Armenians, and Kazakhs are coming here without a work permit. This provides an additional incentive for people to come and work. But overall, the number of labor migrants hasn't increased," said Sergei Sobyanin.

By 2030, the area of industrial enterprises in the capital will increase from 13 to 25 million square meters. Sergei Sobyanin He spoke live on TV Center and Moscow 24.

"We stopped the closure of enterprises. Many industrial enterprises were just paper companies. Of those that were operational, if we take the overall figures, there were about 10 million square meters of industrial enterprises. Today, Moscow already has 13 million square meters. And by 2030, we want to increase this to 25 million, meaning we will experience a new industrialization of our capital, Moscow. This will be primarily high-tech production with good added value and good wages," the Moscow Mayor emphasized.

A large-scale program is currently being implemented to support and develop Moscow's industry, including investors interested in creating jobs under special contracts. Industry is growing thanks to the integrated territorial development mechanism, as well as through special economic zones. According to Sergei Sobyanin, all this allows for the creation of a core of new industry not only in Moscow but also across the country.

The main reconstruction and construction of city outpatient clinics in the capital has been completed. The next stage is the construction of new hospitals and buildings. By 2030, all of the capital's hospitals will either be reconstructed or built anew. Sergei Sobyanin announced this live on TV Center and Moscow 24.

"The next major changes are the construction of new hospitals and inpatient facilities. To put this into perspective, while our outpatient clinics receive 100 million visits, up to 1.5 million Muscovites are hospitalized. These aren't always surgeries, but they are nonetheless a serious approach, requiring a high-tech approach, diagnostics, highly complex care, minimally invasive surgeries, and so on. This is an even more complex task than renovating outpatient clinics," the Moscow Mayor noted.

Sergei Sobyanin added that the capital has fewer hospitals than outpatient clinics, but they are all large and powerful, boasting high-tech facilities. Several major hospitals or facilities are commissioned in the city every year. Currently, work is underway to create a new hospital for the renowned N.V. Sklifosovsky Research Institute of Emergency Care. Construction of the new buildings for Moscow City Oncology Hospital No. 62 is nearing completion. Additionally, a new building for the Moscow Clinical Research Center of Hospital No. 52 is under construction.

"By 2030, we want all our hospitals to be either reconstructed or built anew. That is, a fully modern framework consisting of outpatient and inpatient services," Sergei Sobyanin clarified.

The Moscow mayor emphasized that this is a mega-task, as it involves hundreds and hundreds of thousands of square meters of modern buildings, new technologies, doctor training, and the digitalization of medicine.

Work on modernizing outpatient clinics will also continue, and attention must be paid to doctors' attitudes and patient-centeredness, their effectiveness, and the accuracy of their diagnoses. "There's still a lot of work to do there. And, of course, we're working on it on a daily basis," said Sergei Sobyanin.

The elderly population of Muscovites is growing—the average life expectancy in the capital has approached 80 years. At the same time, demand for healthcare is also growing.

"The life expectancy of Muscovites has approached 80 years, a level never seen before in history. We've actually approached European levels, despite the huge influx of people from all over the country coming to Moscow, but it's still that level. This is precisely what's driving the growth of our elderly population, which means a growing demand for healthcare, both inpatient and outpatient care. So, we have a lot of work to do in this area, but we consider it one of our top priorities," added Sergei Sobyanin.

The Moscow Mayor noted the high level of public healthcare in the capital. "I'm not talking about some exclusive clinics, but public healthcare is already world-class, and we must not only maintain this level but also move forward," concluded Sergei Sobyanin.

Sergei Sobyanin: Moscow's economy is growing despite difficulties

Moscow's economy is growing despite the challenges. Investment volumes and the gross regional product are increasing, and the capital's industrial sector continues to expand. Sergei Sobyanin announced this live on TV Center and Moscow 24.

"There were many very gloomy forecasts from both foreign economists and domestic theorists, and so on. Fortunately, these forecasts didn't come true, and Moscow is emerging with a positive trend at the end of this year. This applies both to the gross regional product and to the volume of investment—it's higher than last year, and industry continues to grow," the Moscow Mayor said.

A solid foundation has been created for the capital's development, which in turn makes it possible to implement national projects and city programs.

Sergei Sobyanin noted that, despite all the concerns, the construction sector is growing, housing is being built, including under the renovation program. Tourism is developing.

"The city will develop; all the groundwork has been laid, all the programs have been developed. There's no doubt that we will continue to develop. Develop positively. All key sectors and all of Moscow's social programs will develop. We will win," the Moscow Mayor concluded.

Tens of thousands of Muscovites are fighting in the SVO zone – Sergei Sobyanin

Moscow supports border and new territories, participants in the special military operation (SVO), and is doing everything possible to protect the capital's residents. Sergei Sobyanin announced this live on TV Center and Moscow 24.

"The air defense system and air defense forces are doing everything possible to protect the city from these terrorist attacks, and, in my opinion, they're succeeding. They're doing a better job than even the most advanced countries, which suffer far more attacks than Moscow. Just remember the attack on Tel Aviv and a number of other tragic events. Furthermore, of course, enormous gratitude goes to the military-industrial complex, which supplies top-notch equipment to protect our skies from attacks. And Moscow, of course, provides every possible assistance to our Armed Forces to ensure Moscow's security. This doesn't guarantee anything, of course, but nevertheless, everything must be done to minimize these risks," the Moscow Mayor noted.

The Russian capital is providing assistance to Crimea and Sevastopol by funding social programs, including those related to housing improvements. This includes the restoration of houses, courtyards, parks, squares, and roads. Moscow also supports Luhansk and Donetsk. Tens of thousands of Moscow specialists are helping to restore the social infrastructure of these cities and rebuild buildings destroyed by shelling.

Moscow also supports the participants of the special military operation.

"Everything is important: assistance to our Armed Forces, development of the military-industrial complex, and, of course, assistance to our citizens, Muscovites who sign contracts with the Ministry of Defense. Moscow continues to provide additional payments from the city budget, one-time payments, cares for families, and provides comprehensive social support. And so, in this regard, Moscow is, I hope, not in the worst position in our country. Tens of thousands of Muscovites are fighting in the special military operation zone, ensuring our victory and the sovereignty of our country," Sergei Sobyanin emphasized.

Speaking about the charges brought against him by the Security Service of Ukraine, Sergei Sobyanin noted that he considers this an indication that Moscow is moving in the right direction. "And our steps to support the Armed Forces and ensure our sovereignty are not going unnoticed. We will continue to act in this manner," the Moscow Mayor added.

According to him, any war is fought on several fronts—military, economic, political, and psychological—and to achieve victory, citizens must be in a positive mood. "They need to move, visit, and tourism must develop. All this generates additional budget revenue. Budget revenue goes not only to the city budget, but also to the federal budget. This generates orders for the military-industrial complex, the army, and so on. These are all interconnected. A country cannot win without a strong, stable economy. Therefore, we need political, economic, and military stability. Then we will definitely win," Sergei Sobyanin concluded.
