Moscow Mayor Sergei Sobyanin and Oksana Lut, Minister of Agriculture of the Russian Federation, opened a multifunctional center (MFC) of the Association of Administrative and Technical Inspections (OATI) of the city of Moscow in the Ochakovo-Matveevskoye district on Ryabinovaya Street (property 38).

Of the 130.6 thousand self-propelled vehicles registered in Moscow, legal entities own 92.8 thousand units, and citizens own 35.5 thousand units. Among them:

— agricultural machinery (23 percent) — tractors, combines;

To this end, we are working on creating a single digital ecosystem of Gostekhnadzor, which will contain all the information on the stages of ownership, registration, technical inspection, insurance and disposal of equipment and will ensure the synchronization of the work of all interested departments. Technology and comfort

The area of the multifunctional center of the OATI of the city of Moscow is 5.5 thousand square meters. It includes the flagship center of the Specialized State Inspectorate for Supervision of the Technical Condition of Self-Propelled Machines and Other Types of Equipment of Moscow (Gostekhnadzor of the city of Moscow), sites for technical inspection and registration of self-propelled equipment and for practical training and exams for the right to operate it.

The flagship MFC provides three government services: registration, technical inspection and issuance of a permit for driving a tractor driver.

"Registration and technical inspection take about 40 minutes. Passing the practical and theoretical parts of the exam and receiving a ready tractor driver's license takes an hour and a half," said Alexandra Plekhanova, head of the one-stop service at the flagship MFC. "The theoretical exam is on computers, and the practice is on the training ground, which we also have here."

An administrative and garage complex has also been built to accommodate operating services and ensure the operation of the OATI specialized equipment fleet. In 2026, it is planned to commission a laboratory that will monitor the quality of work performed on road and other sites, and conduct tests of materials used in the improvement and repair of municipal facilities.

The MFC has created a comfortable environment for visitors, including an electronic support system (navigation), reception, cloakroom, spacious halls, waiting areas, and a cafe. Initial reception and issuance of completed documents are carried out in a separate spacious room equipped with the necessary equipment and comfortable furniture.

Parking spaces have been allocated for applicants arriving by private transport. It is also possible to unload the equipment provided for inspection from a lowboy directly on the territory of the center. Previously, this required looking for parking spaces on the streets, which was inconvenient for owners and created additional difficulties for other drivers.

Technical inspection and exams

During the technical inspection, specialists check the operation of equipment that determines traffic safety: for example, steering, braking and hydraulic systems, light signaling, as well as the condition of tire treads. More than 25 special devices are provided for this. If the car meets the required parameters, the State Technical Supervision Authority of Moscow issues a certificate of passing the technical inspection (TO).

As for the previously operating inspection sites in Golyanovo on Montazhnaya Street (building 11) and in Chertanovo Tsentralny on Podolskikh Kursantov Street (building 7, building 16), they are in demand and will continue to operate.

Before the opening of the MFC, exams for the right to operate self-propelled equipment were held at one of 18 training centers located in different parts of the city. Applicants had to wait for an inspector of the State Technical Supervision Service of Moscow to arrive at one or another training center. To receive a ready certificate, it was necessary to personally come to the State Technical Supervision Service department no earlier than the next day after the exam.

In the new MFC, taking exams and issuing tractor driver's licenses will take no more than two hours. It will also be possible to choose a convenient time for this in advance.

For passing theoretical and practical exams for the right to operate self-propelled equipment, the MFC has four specialized classrooms, as well as a unique site occupying more than 0.8 hectares. It fully complies with the current requirements and recommendations of the Ministry of Agriculture of Russia for the area, number and sequence of examination exercises.

At the same time, the new site allows you to take a practical exam on three types of equipment, such as an all-terrain vehicle (ATV), a tractor, an auto- and an electric forklift. Exams are accepted in six categories of self-propelled vehicles: A1 (ATV, ATV), A2 (all-terrain vehicle, buggy), B (mini tractors), C (forklifts, excavator-loader), D (tractors with high engine power), E (tracked excavators).

The maximum objectivity of the assessment during the exam will be ensured by the intelligent system "Smart Polygon". Using video cameras, sensors, and a GNSS RTK positioning complex, the system collects and analyzes data on the condition, location, trajectory, and speed of the self-propelled vehicle during the exam, recording errors in completing the exercises.

Theatre-goers have known the name of Boris Yukhananov since the 1980s, when he created the country's first independent group, "Theater-Theater", which revealed the genre of performance in a different way. He gave new life to one of the most famous theatres in Moscow, and each performance created by him became a real cultural event.

From GITIS to "Theater-Theater"

Boris Yukhananov was born in 1957 in Moscow. After school, he entered the Voronezh Institute of Arts, choosing the specialty of "theater and film actor". Later, he decided to continue his theater education and was enrolled in GITIS – this time to specialize in "drama director".

The future master graduated from GITIS in 1986, and his name was almost immediately recognized by everyone who loved art and followed what was happening in this area. Boris Yukhananov became a co-founder of the cinematographic movement "Parallel Cinema", created in opposition to auteur cinema and official art. The participants were directors from Moscow and Leningrad; in their films, they emphasized various non-public topics, not always understandable to the mass audience.

At the same time, Boris Yuryevich did not stop paying attention to his main passion – the theater. In the spring of 1986, he created an independent group "Theater-Theater", whose members explored the genre of performance, looking for new stage forms and methods. Thus, the first project of the group was the play "Misanthrope", shown not on the usual stage, but in one of the courtyards of Arbat. The performance was based on the complete interaction of the actors, each of whom, in the course of the action, became the author of his own role.

The next production of "Theatre-Theatre" is "Mon Repos", which combined texts by Joseph Brodsky, Vladimir Nabokov, Moliere. Boris Yukhananov was one of the first in the country to make the audience participants in the action – as a guide, he led them around an old mansion, told stories, looking into the rooms and commenting on the scenes that took place in them.

"MIR" and other projects

Soon Boris Yuryevich's teaching career began. He taught at the Free Academy in Moscow, GITIS, where he himself had once studied.

In addition, he actively staged plays in the most famous theaters of Moscow. His productions could be seen at the Theater for Young Spectators, the Russian Academic Youth Theater, and the Vsevolod Meyerhold Center. "Stanislavsky Electrotheatre"

In 2013, Boris Yukhananov was appointed artistic director of the Moscow Drama Theatre named after K.S. Stanislavsky. The first thing he did in his new position was to completely modernize the theatre.
