In 2025, admission to universities for bachelor's, specialist's, master's and postgraduate programs will be carried out through the "Online University Admission" service, developed by the Ministry of Education and Science of Russia, the Ministry of Digital Development, Communications and Mass Media of Russia, Rosobrnadzor and available on the "Gosuslugi" portal.

It allows applicants to submit documents to educational and scientific organizations without a personal visit.

What programs can I apply for?

An applicant can apply for budgetary (including targeted) and fee-based education, full-time, part-time and correspondence, for bachelor's and specialist's degree programs, including programs of six universities participating in the pilot project to update the higher education system.

Step by step instructions

We will tell you in more detail about the procedure for submitting an application on the State Services portal.

Step 1. Registration on the State Services portal and creation of a digital profile

A verified account is required to submit an application.

In your personal account, you can request your data on educational documents, individual achievements (IA), as well as information on disability, and then you will not have to enter them manually and confirm them with originals when submitting an application to a university.

Step 2. Filling out the application for admission

Provide information about education, benefits and special rights. Specify the desired areas of study. When applying for a bachelor's degree, specialist degree or basic higher education, you can choose up to 5 universities and up to 5 areas in each of them, including paid education. The new service "University Selection" will help you quickly find the right university, select a specialty based on subjects and USE scores, and find out the passing scores of previous years. Specify admission priorities Attach documents confirming your individual achievements and entitlement to benefits.

Additionally, at this stage you can choose targeted training by answering “Yes” to the corresponding question on the questionnaire.

Step 3. Submitting an application and tracking the status

Please check your completed application again carefully and only then submit it.

Please note that additional or internal entrance examinations must be registered separately.

In addition, universities have the right to request additional documents or ask to replace copies that are difficult to read.

Step 4: Submit consent

This can be done immediately after submitting an application on Gosuslugi, in person at the admissions office, or by sending a letter by mail.

You can submit consent on State Services starting with the application status “Submitted to the university”.

If consent has been submitted, but according to the competition lists you see that you are not eligible for the required program, or your priorities have changed, you can revoke consent and submit it to another university.

Step 5: Receive Notification of Enrollment

Once the admission orders are published, you will receive a notification of the results.

On July 23, 2025, a delegation from the Chinese company Ruston GEEGE visited the State University of Management on a working visit.

The foreign guests were represented by Ruston GEEGE CEO Wang Changchun and the company's scientific and educational institute director Jiang Nannan. The delegation was received by GUU Rector Vladimir Stroyev, Vice-Rectors Dmitry Bryukhanov, Maria Karelina and other university representatives.

In his welcoming speech, Vladimir Stroyev noted that contacts between China and Russia have been expanding more and more actively lately. GUU also cooperates with colleagues from universities in China and wants to move to a new level, to agreements with Chinese commercial companies.

"As the leaders of our countries believe, we have a greater future together. GUU has been training Russian businessmen in China for several years now, in particular, in 2023 we conducted internships in Shanghai, and in 2024 – in Beijing. I think it is right to begin direct interaction between the university and Chinese companies," the rector suggested.

Vladimir Vitalyevich told the guests a brief history of the State University of Management, from the Aleksandrovsky Commercial School to the creation of a school for training personnel for the first five-year plans under the leadership of Sergo Ordzhonikidze.

"Since then, our university has been training managers in various sectors of the economy. If you look at the list of our graduates, they are very high-ranking leaders. Currently, this includes Deputy Prime Minister of Russia Dmitry Patrushev, Minister of Transport Andrei Nikitin, deputy ministers, and heads of production. Therefore, we feel a high responsibility in training people of such rank. I believe that future leaders should know China and understand the specifics of your technologies, production, and principles of building work processes, so that the common future of our peoples is happy," Vladimir Stroyev summed up.

Ruston GEEGE CEO Wang Changchun thanked the university leadership for the warm welcome and the opportunity to share his project ideas.

"Our company has been developing in the field of digital trade for over 10 years. We have our own warehouses in Russia, the USA, Brazil, Japan and other countries. We have received 60 patents and developed 20 educational products, which have already been used by about 100 thousand students. We will be happy to discuss with you the possibility of creating our Institute of Digital Economy on the basis of the State University of Management. Mutual integration will give us many new opportunities," said Wang Changchun.

Vice-Rector of the State University of Management Dmitry Bryukhanov spoke about the university’s cooperation with the Shanghai business incubator and the training of our 3rd and 4th year students in China.

"Last year, we conducted an internship in China for 50 Russian businessmen, which Vladimir Vitalyevich already mentioned. All the established connections led to the conclusion of contracts, but this is a drop in the ocean compared to the needs of the businesses of our countries. Now we are faced with the task of creating a training program for Chinese students in Russia and Russian students in China, so that they better understand each other's cultural characteristics and quickly establish interaction. In this regard, your project to create an institute of digital economy seems important and interesting to us," Dmitry Bryukhanov admitted.

Vice-Rector Maria Karelina agreed that the project proposed by the Chinese side was very interesting, but noted that time would be needed to study it in detail and determine ways to join it so that the partnership would be equal and would not violate the established order of the activities of the State University of Management as a state organization.

Director of the scientific and educational institute of Ruston GEEGE Jiang Nannan acquainted the management of the State University of Management with the plans for the creation of the Institute of Digital Economy and the stages of its implementation. Among other things, the project involves the creation of a common scientific and technical base, joint training programs in the field of digital business and the formation of a team of scientific leaders with a three-dimensional matrix of competencies.

Jiang Nannan also spoke about the new project of the Eurasian Alliance for Education in the Sphere of Cross-Border E-Commerce, the result of which will be integration with Russian marketplaces, the creation of a logistics system of the Ruston GEEGE company in Russia, support for Russian enterprises and the training of specialists in the field of cross-border online trade with an expected employment rate of up to 85%. Particular attention in the project will be paid to building a system of security measures for cross-border trade and dynamic pricing.

In response to this, Vladimir Stroyev told the guests about the partnership agreement between GUU and the united company Wildberries and Russ, as well as a business meeting at the SPIEF with its CEO Tatyana Kim. The rector reported that within the framework of the agreement with the marketplace, GUU is already developing an Olympiad for schoolchildren, which means it is moving in the direction that interests its Chinese colleagues.

At the end of the meeting, the parties exchanged contacts, discussed the possibility of further mutual visits and exchanged gifts. Wang Changchun presented Vladimir Stroyev with a traditional scroll with calligraphy by a famous master, which contains wishes for success and prosperity for the university and its students.

Vitaly Vladimirovich is responsible for the university campus, the face of GUU. And judging by how popular posts with photos of the buildings are in our social networks, students really like this face. But a large university is not only a facade, it is also a lot of technical communications that need to be maintained in perfect order. These systems are updated on a regular basis. GUU became the winner of the All-Russian competition of youth projects 2025

The State University of Management was among the winners of the All-Russian competition of youth projects among universities, implemented with the support of Rosmolodezh and Rosmolodezh.Grants.

A total of 2,803 projects from 293 educational institutions were submitted to the competition, and 89 universities won.

The State University of Management received the maximum grant of 22.5 million rubles for the implementation of youth initiatives.

The head of the Federal Agency for Youth Affairs, associate professor of the Department of State and Municipal Management of the State University of Management Grigory Gurov noted that "the grant is no longer a one-time subsidy, but a two-year program for the development of youth policy. On July 21, 2025, the Summer School of Engineering and Economics started at the State University of Management.

The School brings together postgraduate students, young scientists and engineers from different Russian universities for the fourth time. The School's research areas are engineering, unmanned aircraft systems, mechanical engineering, food security, artificial intelligence, and sustainable development.

At the opening ceremony, the rector of the State University of Management Vladimir Stroyev said that the first School was held in 2023 in Grozny on the basis of the GGNTU named after Academician M.D. Millionshchikov, but subsequently changed its location.

"Holding the School in different cities is a positive moment. This way, young scientists get to know the country, establish connections, because not everyone will necessarily work in one place their entire lives. Thanks to this, the geography of the School itself is also expanding. Three universities started the project, and today there are seven universities. The program includes lectures, workshops, master classes, but the main thing for you is communication. I wish you a productive time," the rector said.

Deputy Chairman of the State Duma of the Russian Federation Boris Chernyshov noted that the Summer Engineering and Economics School, through the efforts of the rector and management of the State University of Management, shows excellent results not only in attracting funding for science, but also in terms of specific results.

"The topic of management in science is one of the key areas in achieving state strategic goals, including in a special military operation. Associations of young scientists can become a new milestone on the path of continuous development of public administration principles. On July 17, 2025, the State University of Management was visited on a working visit by GUU graduates: Anton Ageyev, General Director of the ANO "Expert Coordination Center of the Commissions of the State Council of the Russian Federation", Deputy Chairperson of the State Council of Russia Commission on Personnel Elena Lagoshina, Deputy Governor of the Kaluga Region Tatyana Leonova.

At the beginning of the meeting, the rector of the State University of Management Vladimir Stroev spoke in detail about his participation in the work of the 1st All-Russian Festival of Student Families.

Anton Ageyev, Director General of the Expert Coordination Center of the Commissions of the State Council of Russia, outlined the purpose of the working visit. Since April of this year, the structure of the State Council commissions that work in the areas of national projects has been changed.

Let us recall that Decree No. 309 of the President of Russia in May 2025 defined the national development goals of the Russian Federation until 2030.

The meeting participants discussed the development and implementation of research, expert-analytical, educational and project activities; areas of preparation, publication and distribution of methodological, analytical and information materials; organization and holding of joint events, exchange of experience, best practices and information in the field of joint activities.

Deputy Governor of the Kaluga Region Tatyana Leonova outlined priority areas of joint work, which will primarily concern the activities of the State Council commissions "Personnel", and noted the need for interdepartmental cooperation to solve the strategic task set by the President of Russia to achieve technological leadership for Russia.

Vice-Rector of the State University of Management Maria Karelina proposed a systematic approach to solving the issues under discussion and integrating the results of the work of the State Council commissions into mathematical models, formalizing this in the form of a special project.

The meeting participants particularly focused on the issue of eliminating the need for personnel and current instruments for regulating the labor market: forecasting the need, recruiting students in sought-after specialties in colleges and universities, and cooperation with employers and the state.

The guests and representatives of the rector's office of the State University of Management exchanged many other ideas, one of which suggested the obligation of all state structures to post their research on a single resource, which will expand the analytical capabilities of the State Council commissions and speed up the synchronization and updating of data.

Students of the State University of Management visited the International Student Camp in Optina Pustyn

Students of the State University of Management visited the II International Dostoevsky Student Camp in the Kaluga Region, which operated within the framework of the IV Spiritual and Educational Project "Days of Dostoevsky in Optina Pustyn 2025".

The project is dedicated to the memory of an important event in the writer's spiritual life and his work: on July 7, 1878, Fyodor Dostoevsky visited Optina Pustyn for the first time, where his meeting with the venerable elder Ambrose summed up the writer's many years of spiritual and creative quest, and the elder himself became the prototype of the elder Zosima in the writer's novel The Brothers Karamazov.

This year, the tent camp welcomed more than 200 participants from 17 universities in Russia and Belarus, and citizens of 24 countries.

At the official opening, the participants of the spiritual and educational project were addressed by the monastery's abbot Bishop Joseph, the governor of the Kaluga region, a graduate of the State University of Management Vladislav Shapsha, the writer's great-great-grandson Alexey Dostoevsky, and also by video address by the head of the Russian Book Union Sergey Stepashin. After the official part, students of the universities, who were participating in the event for the first time, planted trees on the alley of oaks.

As part of the three-day program, the participants went on an excursion to Optina Pustyn, took part in the historical quest “Along the Route of the Pilgrims of the 19th Century,” during which they completed tasks based on Old Slavonic games and amusements, rafted on a pontoon across the Zhizdra River, walked along the historical pilgrimage trail that has existed for more than 3 centuries, and attended motivational meetings and discussions with famous people.

Nikita Smirnov, a student of the State and Municipal Administration program, shared his impressions of the trip: “The Dostoevsky Camp was not just an event for me, but a real intellectual and spiritual discovery. This is a place where bright, thinking people from different parts of the world meet, where discussions are born that inspire the search for deep meanings, and where every day gives something valuable. This is a place where meanings are truly born. Now these days, filled with live communication and joint discoveries, will forever remain in my memory.”

"Our trip was a pleasant discovery, accompanied by new meetings, gaining new knowledge about Russian culture and Orthodoxy, its role in the life of a Russian person and its significance for the current and future generations. Optina Pustyn is certainly not so much a historical center as a cultural one, where since the 12th century people have gathered and continue to gather, tirelessly fighting for enlightenment and the development of spirituality in people, for the opportunity to introduce people to God's commandments," added Dmitry Kamchatov, a student of the Economics program.

Diana Mikhailova, a student in the Economics program, confirmed: "The trip to Optina Pustyn was a truly unforgettable event for students from many countries, and the camp itself was located in a very picturesque area. There were many excursions and events aimed at both cultural development and bringing students from different universities closer together. Thanks to the camp program, many students understood such spiritual values as kindness, love for God, for one's neighbor, for the Motherland."

A student of the Banking and Digital Banking program, Lyubov Aleksandrovskaya, noted the high level of organization of the project: “I would like to express my gratitude to all the organizers: the Bishop and the brethren for their prayers, the hosts, photographers, invited speakers, sponsors, the director, DJs, volunteers, representatives of the security structure, who modestly, but faithfully and reliably did their job. It seems to me that the unique atmosphere in the camp is due to the fact that everyone in their place works sincerely, with soul, with a kind attitude to everyone around them. And, of course, thanks to the guys. Thank you for these wonderful 5 days to everyone, and prosperity to the project!”

The participation of students of the State University of Management in the project became possible thanks to cooperation with the rector of the Church of St. Andrew Bogolyubsky in Volzhsky, Father Kirill. On July 17, 2025, the 1st All-Russian Festival of Student Families started at the Bauman Moscow State Technical University, in which the rector of the State University of Management Vladimir Stroev took part.

The plenary session of the Festival turned out to be very representative: Chairperson of the Federation Council Valentina Matviyenko, Deputy Prime Minister Dmitry Chernyshenko, Minister of Science and Higher Education Valery Falkov, Chairperson of the Federation Council Committee on Science, Education and Culture Liliya Gumerova, Chairperson of the State Council Commission on the “Family” Direction, Head of the Republic of Mordovia Artem Zdunov.

Valentina Matviyenko said that on the eve of the Festival, the Federation Council approved a law that significantly increases the average amount of maternity benefits for women studying at universities, organizations of additional professional education, and scientific organizations, as well as a law that enshrines the concept of a “student family” in the legal field.

Dmitry Chernyshenko noted that on the initiative of Valentina Matvienko, a draft standard for family policy in universities was developed. In accordance with it, it will be necessary to standardize family blocks in dormitories, providing for a separate kitchen, mother and child rooms. These standards have become mandatory for competitive selection in world-class campuses under construction.

Valery Falkov said that in order to increase awareness of support measures, universities have launched a "single window" format for young families, mothers and fathers with children. In addition, work is underway with the Russian Ministry of Digital Development and Communications and the Analytical Center of the Government of the Russian Federation to create a Navigator of support measures for student families on the State Services portal.

Participants of the plenary session familiarized themselves with stands with information about how higher education institutions help young families. Five universities were represented at the stands, including the State University of Management. Rector of the State University of Management Vladimir Stroyev spoke about measures to support young families and projects being implemented, in particular about the educational and enlightening course for students "Architecture of Relationships" and the 2nd International Scientific Conference "Family in Modern Russian Society" held in the spring.

"The State University of Management will significantly expand its support measures for student families in 2025. Today, we have more than 100 students with children. We have 2 mother-and-child rooms for them, and in the 4th quarter of this year, we plan to open 2 more such rooms, including as part of the construction of a new student coworking space. The total amount of payments provided for families with children is growing every year. Among other support measures, there is a special remote work program for pregnant employees in the first 3 months, an adaptation system for returning to work after maternity leave, and the possibility of remote work for family teachers," said Vladimir Stroyev.
