An interdepartmental working group has compiled the Russian version of the Unified State List of Scientific Publications (USLPS)—the "White List." The list was created to monitor and evaluate publication activity in the Russian Federation. The main feature of the new version is the prioritization of publications in domestic scientific journals.

In total, the Russian part of the new list included 3,120 journals, distributed across four levels, where the first level is the highest.

Three publications from the State University of Management, namely the academic journals "Management," "E-Management," and "Digital Sociology," have been assigned Level 2 status on the White List. Publications in these journals will now be considered not only for dissertation defenses but also for the evaluation of research results.

The white list is published on the website of the Russian Center for Scientific Information.

By the end of 2025, it is planned to approve the regulations for the inclusion of new journals in the Unified State Register of Public Prosecutors and to form the final version of the list with foreign publications.

On September 16, 2025, representatives of the National University of Management took part in a meeting with a Chinese delegation of representatives of television and media companies from Chengdu, the capital of China's Sichuan Province.

SUM was represented by Artur Arakelyan and Anna Akopyan, faculty members of the Department of Management in Culture, Film, Television, and Entertainment. The Chinese delegation included Yang Xiaoming, Deputy Director of the Chengdu City Internet Information Bureau; Li Gang, Editor-in-Chief of Chengdu Media Group and Chengdu Daily; Zhou Wenwen, CEO of Chengdu Broadcasting and Film Corporation; and other guests.

The main topics of the meeting were cooperation in the fields of film, media, electronics, and educational projects in the cultural and media spheres, as well as the implementation of educational programs for training management specialists in the fields of film, internet media, and television.

The meeting was organized under the auspices of the Russian Ministry of Industry and Trade's foreign economic activity subordinate agencies. It was organized by the Consortium for Foreign Economic Activity and International State Cooperation in Industry. The IQ quarter of Moscow-City was chosen as the venue. Also present were representatives of major Russian telecommunications equipment manufacturers, such as the Telecommunications Equipment Consortium (ANO TKO).

The meeting confirmed the relevance and specific steps for cooperation in training management specialists in the fields of film, television, and online media.

First in management and first in standardization: GUU and the Rosstandart Academy discussed cooperation

On September 17, a meeting was held at the State University of Management between Rector Vladimir Stroev and Rector of the Rosstandart Academy Alexander Zazhigalkin.

The leaders discussed the strengths of their educational institutions and possible areas for future cooperation.

Vladimir Stroyev spoke about the history of the State University of Management, noting its commitment to educational traditions combined with a modern approach.

"The topic of standardization is close to the heart of SUM, as for many years during the Soviet era, our university was involved in everything related to the planned economy. At one time, it was here that the associations for developing standards for educational programs such as management, human resources, and state and municipal administration were based. Many departments still exist and maintain their traditions. We are actively reviving engineering education and research at our university. Our student design bureau won a grant from the Ministry of Education and Science among all the universities in the country. This is not so much about money as it is about status and recognition."

In turn, Alexander Zazhigalkin presented the Academy's areas of activity, its achievements, and development plans.

"Our academy is a leader in quality management. Every year, over 12,000 people study in 200 programs at branches and core departments across the country. These are primarily engineers and technical specialists, but we also include economists and company executives. In terms of continuing education, we are regional leaders in our field. Standardization and quality management are important in many areas of activity and are becoming increasingly relevant today," shared the rector of the Rosstandart Academy.

Vice-Rector Maria Karelina introduced the guest to the research projects currently underway at SUM and those planned for the near future. Alexander Zazhigalkin expressed interest and suggested exploring this topic further in their future work.

Another important area noted by the parties was network educational programs. Vladimir Stroyev emphasized that "the State University of Management has chosen a strategy of interaction and expanding cooperation," and cited examples of the joint Advanced Engineering School with the M.D. Millionshchikov State Petroleum Technical University and a network program with the Kuban Agricultural University.

Following the meeting, the leaders identified key areas of potential collaboration, agreed to create working groups, and draft a cooperation agreement and a roadmap for implementing joint projects.

On September 16, 2025, the grand opening of the IV All-Russian student shift "Inclusive Volunteering and Inclusive Tourism" took place in Khabarovsk, with representatives of the State University of Management participating.

The first day's program included welcoming speeches by the heads of the RMC, representatives of the Russian Ministry of Education and Science and the Russian Academy of Education, as well as a lecture by Olesya Sannikova (SKFU, Vladikavkaz) on the evaluation of inclusive tourism facilities.

The State University of Management is represented at the All-Russian Student Shift by Tatyana Beregovskaya, a specialist at the Russian University of Management and Information Technologies, and Elizaveta Porokhonko, a fourth-year student.

Tatyana Beregovskaya shared her impressions: "The event's organization impressed me with its attention to detail, and the program's content was relevant. It was invaluable to hear from colleagues from different regions and exchange experiences. I'm confident that teamwork will yield practical results."

Elizaveta Porokhonko noted that participating in the team assignment was particularly meaningful to her: "On the first day, we were divided into groups, and by the finale, we had to present a project for an inclusive event. I'm working on a project aimed at hearing-impaired schoolchildren. It's a challenge, but also a great opportunity to try myself in a new role. I'm looking forward to learning new things and practical ideas from the second day that I can apply at SUM."

The shift will run until September 19. Participants will have a busy program ahead, including master classes, project work, and presentations to experts. SUM representatives emphasized that they view the shift as an opportunity not only for learning but also for making their own contribution to the development of inclusive education and tourism in Russia.

"Challenge Accepted!": Spend a vibrant and action-packed weekend at the State University of Management

The program includes three major areas:

The "Start" student sports festival, where everyone can test their skills in basketball, volleyball, badminton, table tennis, darts, Just Dance, laser tag, obstacle course, and tug-of-war. The business program will feature meetings with Olympic champions, special operations participants, prominent public figures, and representatives of leading youth organizations. Guests will also enjoy an immersive performance dedicated to the 80th anniversary of Victory in the Great Patriotic War, a real field kitchen, and activities from the event's partners, such as the opportunity to practice assembling and disassembling a machine gun, play board games, or participate in a sports quiz.

The event's finale will feature singer Anet Sai, author and performer of the hits "If Your Tears Were Water," "Photograph with Your Eyes," and "With the Wind."

Today we celebrate a very important holiday for the State University of Management – HR Manager Day in Russia.

The special attitude of the State University of Management to this date is connected with the fact that it was in our university that the first department in Russia for training specialists in the field of personnel management was opened. This was done in 1990 under the leadership of Doctor of Economics, Honored Scientist of the Russian Federation Ardalyon Kibanov. We carefully preserve the legacy of this outstanding scientist, including in the form of the All-Russian Interuniversity Personnel Forum named after A. Ya. Kibanov, which was held at the State University of Management for the 16th time this year.

The record level of unemployment in Russia today poses difficult but interesting challenges for HR managers to attract and, most importantly, retain new employees, among whom there are more and more zoomers who can easily quit even after one day of work.

GUU welcomes Chinese guests: discussion of Xi Jinping's book and initiatives

On September 12, a seminar was held at the National University of Management to mark the release of the fifth volume of Xi Jinping's book on public administration in Chinese and English and Xi Jinping's new initiative on global governance, which he put forward on September 1 at the expanded meeting of the SCO Plus in Tianjin.

From the Russian side, the main guests of honor at the meeting were the First Deputy Chairperson of the Russian-Chinese Friendship Society Galina Kulikova and the Executive Secretary of the Russian-Chinese Friendship Society Zukhra Sultanova.

On behalf of the State University of Management, the attendees were greeted by Vice-Rector Dmitry Bryukhanov, who noted that the State University of Management is pleased to once again host the participants of the round table within its walls.

"Our university has a long tradition of cooperation with China: back in 1986, GUU signed the first cooperation agreement with the Harbin Polytechnic Institute. As for Xi Jinping's initiatives, they require comprehensive consideration, which is what experts, including the participants of today's meeting, will do. And our university is ready to continue to be innovative, open to accepting new ideas, especially if it benefits the development of our great countries," concluded Dmitry Bryukhanov.

Next, Galina Kulikova took the floor and shared her personal impressions of the grand parade on Tiananmen Square in honor of the 80th anniversary of the victory in the Chinese people's war of resistance against Japanese invaders and in World War II with the participation of 26 heads of foreign states and governments. Galina Veniaminovna, who has visited GUU for the first time, also noted the authority of the university in discussing the most pressing issues of Russian-Chinese relations.

In turn, the director of the Center for Socio-Economic and Political Research of China at the State University of Management (Center) Fanis Sharipov drew attention to the fact that the book "Xi Jinping on Public Administration" clearly demonstrates the consistent movement of the Central Committee of the Communist Party of China (CC CPC) headed by Chairman Xi Jinping towards building a modernized socialist state in the context of a complex, constantly changing international situation. The expert paid special attention to the section devoted to issues of education, scientific and technological development and support for talents.

The new initiative of Xi Jinping on global governance was commented on by the leading research fellow of the Center Oleg Timofeev, who listed the main proposals of the Chairman of the CPC Central Committee on the sovereign equality of all countries, on the need to comply with international law, on compliance with the role and status of the UN based on the principle of multilateralism, etc.

Day of liberation of Novorossiysk from Nazi troops

On September 16, 1943, the city of Novorossiysk was completely liberated from the fascist invaders. This victory stopped the Wehrmacht's advance in the southern direction, forced them to leave the Caucasus and abandon attempts to reach the Baku oil wells, and also returned the waters of the Black, Azov and Caspian Seas under the full control of the Soviet fleet.

The German army captured Novorossiysk in early September 1942. The enemy had built over 300 defensive structures in the city, dug five lines of trenches, installed barbed wire and about 30 thousand mines. Naval mines were also installed at the entrance to the port, and guns and machine guns were placed on all the piers and moles. The city was considered impregnable from the sea.

The Battle of Novorossiysk, which lasted 225 days, began on February 4, 1943, with a landing in the area of the village of Stanichki under the command of Major Caesar Kunikov. Initially, the operation was planned as a diversionary strike, but it turned out to be a key stage of the battle. 400 paratroopers managed to capture a coastal bridgehead of no more than 30 square kilometers. The sea was behind them, the enemy was ahead, and there was nowhere to retreat. At first, the Red Army soldiers repelled 15-20 attacks per day. On the third day, Major Kunikov died. At the cost of incredible efforts, the bridgehead was held, reinforcements began to arrive, and provisions and ammunition were delivered from the air. This patch of land, which had constantly threatened the Nazis' right flank for more than seven months, went down in history under the name Malaya Zemlya.

It is interesting that the future General Secretary of the CPSU Leonid Brezhnev, a colonel in those years and head of the political department of the 18th Army, fought on Malaya Zemlya. He was wounded there and later received the Order of the Patriotic War, 1st degree, for his participation in the battles for the liberation of Novorossiysk.

The main assault began on September 10, 1943, with three groups of troops, one of which attacked from Malaya Zemlya, the second from the Tuapse Highway, and the third from the sea. The operation was supported from the air by 148 aircraft. Particularly heavy fighting took place for the area of the Krasny Oktyabr cement plant, the village of Turkish Garden, the power plant, the Proletary cement plant, and Sakharnaya Golova Mountain. Thanks to the courage and coordinated actions of the army and navy, Novorossiysk was completely cleared of the enemy by 10 a.m. on September 16.

The contribution of the sapper units to the victory is worth mentioning separately. It was they, under the leadership of engineer captain Kirill Turbaevsky, who made Malaya Zemlya impregnable, digging a trench in the rocky ground with titanic efforts and setting up hundreds of firing points and hidden observation posts. In September 1943, sappers, under heavy fire from the Germans from Sakharnaya Golova, established a crossing over Kamyshovskaya Gully, manually pouring a stone bridge along which Soviet tanks entered the city. And after the end of the fighting, they also freed the city from the enemy legacy in the form of tens of thousands of mines.

For their bravery in the battles for Novorossiysk, 19 units and formations of the Red Army received the honorary title of "Novorossiysk", 21 defenders of the city and Malaya Zemlya were awarded the title of Hero of the Soviet Union, hundreds of fighters received orders and medals. And on September 14, 1973, in honor of the 30th anniversary of liberation, Novorossiysk received the title of Hero City.
