100% to health: the first students and staff of the State University of Management have already received the flu shot.

On September 19, the State University of Management conducted the first wave of seasonal influenza vaccinations for students and staff.

A dedicated team of doctors was stationed at the GUU dormitory so that those wishing to undergo the procedure could do so in a familiar and comfortable environment.

Yulia Larina, Chief State Sanitary Doctor for the South-Eastern Administrative District of Moscow, and her deputy, Olga Shevelkina, visited our university to assess the organization of the event and the preventive measures against seasonal infections. Along with Dmitry Bryukhanov, Acting Rector of the State University of Management, and Vitaly Lapshenkov, Vice Rector of the State University of Management, the guests visited the vaccination room, where they observed the procedure. Representatives of the rector's office were the first to receive the vaccine, demonstrating by example that vaccination is nothing to be afraid of.

"Traditionally, the fall period is associated with a surge in illnesses. Our students come from different regions, and everyone is placed in a new group. Some get sick more often than others, but all of this impacts their academic performance. We care about the health of our students and offer them voluntary and free vaccinations. They don't have to travel anywhere; they can simply come down to the first floor of the dormitory," said Dmitry Bryukhanov.

Next, representatives from Rospotrebnadzor and the rector's office of the State University of Management walked around the university grounds and watched informational videos about the benefits of getting a timely flu shot, which are shown on digital screens in all academic buildings of the first administrative building.

"We come to the State University of Management every year to administer vaccinations before the seasonal surge in flu and acute respiratory viral infections. Students actively get vaccinated to successfully pass their exams and attend classes. It's important to note that the incidence rate directly depends on the number of people vaccinated. If more than 75% of a group, department, or any association is vaccinated, herd immunity is achieved, and we see fewer cases," Yulia Larina recalled.

If you missed your vaccination today, you'll have another opportunity to get vaccinated on September 26 from 10:00 AM to 4:00 PM on the first floor of Dormitory No. 2. To participate, you'll need a passport, insurance policy, and parental permission for those under 18.

Come to protect your health.

New Horizons in Political Science: Vietnamese State University of Management (GUU) PhD Students Successfully Defend Their Dissertations

Translation. Region: Russian Federal

An important disclaimer is at the bottom of this article.

On September 15, two young scientists from the Socialist Republic of Vietnam defended their dissertations at the National University of Management, a graduate school. The defense took place at the Russian Presidential Academy of National Economy and Public Administration.

Tu Thi Thoa submitted a paper titled "Problems of Building a Democratic Society in the Context of a Single-Party System in Contemporary Vietnam" for the degree of Candidate of Political Sciences in the specialty 5.5.2 "Political Institutions, Processes, and Technologies," while Nguyen Duc Cuong prepared a research paper titled "Renewal of the Political System in the Context of Ensuring Political Stability in Contemporary Vietnam." Both dissertations were completed in the graduate program of the State University of Management (SUM) in the Department of Public Administration and Political Technologies. Their supervisor was Vladimir Volokh, Doctor of Political Sciences and Professor of the Department.

Leading experts in political science and the study of contemporary political processes participated in the work of the Dissertation Council of the Russian Presidential Academy of National Economy and Public Administration (RANEPA).

Official reviewers provided positive feedback, noting that the research was conducted at a high scientific, methodological, and practical level. The comments by V.Yu. Ledeneva, I.S. Amiantova, and S.A. Stepanov, as the scientists themselves emphasize, are merely recommendations and do not affect the overall results or quality of the presented work.

The assessments of the chair and members of the dissertation council were also positive. During the academic discussion, it was noted that Vietnam, with its unique historical and political trajectory, is of particular interest for political science analysis. In the context of global transformations and regional challenges, such as the growing influence of major powers in Southeast Asia, geopolitical tensions in the South China Sea, and growing interdependence on global markets, maintaining domestic political stability has become a paramount task. Vietnam, while maintaining a socialist system and the Communist Party's monopoly on power, simultaneously demonstrates a desire for modernization and integration into the global community. Under these circumstances, the key question is how democratic institutions and practices can be formed and developed within a single-party system.

The candidates successfully answered questions from the dissertation committee members and official opponents, formulating their own vision for the development of democratic institutions in modern Vietnam. Following their defenses, the assembled panel unanimously voted to award the PhD degree in political science to Tu Thi Thoa and Nguyen Duc Cuong in the specialty 5.5.2 "Political Institutions, Processes, and Technologies."

We wholeheartedly congratulate the young scientists and wish them further success and creative growth.

Entrepreneurial skills training courses have started at the State University of Management

Translation. Region: Russian Federal

An important disclaimer is at the bottom of this article.

On September 18, 2025, the State University of Management held its first entrepreneurial skills training of the academic year. Timur Tarakanov and Anna Sorochinskaya, experts from the Open Innovations startup studio, led the intensive educational course for students.

Entrepreneurial competency training is a key element of the University Technological Entrepreneurship Platform ecosystem of the federal project "Technologies." It allows students to take their first steps in entrepreneurship and learn the basics of launching startups. In the format of the business game "Create a Startup in 6 Steps," the students went through all the stages of creating a tech startup—from idea generation and team building to the final pitch of their project. During the training, the students learned how to formulate and test hypotheses, analyzed existing monetization models, learned how to test an idea and bring a product to market with minimal resources, how to effectively present their product, structure their presentation, and overcome difficult questions. Upon completion of the training, all participants received certificates, and the most active ones received gifts from partners and organizers.

"Participating in the entrepreneurial skills training was an excellent opportunity to adapt to the project-based learning system at SUM. This was especially important for first-year students. The students learned how to work in teams, learned how to develop an innovative product idea, worked through the structure of startup projects, discussed real market cases, and finally presented their ideas to experts. It was invaluable to receive positive feedback from the students following the training. I'm confident that many of them will use their developments in project-based learning in the future, and over time, they will even be able to transform them into a fully functioning business," noted Dmitry Rogov, Director of the SUM Business Incubator.

The next training sessions will be held at the First Management School in October. Register for any date convenient for you, October 9th or October 23rd, and come hone your entrepreneurial skills.

Vladimir Zotov gave a lecture at the State University of Management: "Keys to Success" from the Minister Who Managed 1.3 Million Muscovites

Translation. Region: Russian Federal

Source: Official website of the State –

An important disclaimer is at the bottom of this article.

On September 17, 2025, an open lecture by Vladimir Zotov, a professor at the State University of Management, Doctor of Economics, former Minister of the Moscow Government, and head of the South-Eastern Administrative District of Moscow, who governed a territory with a population of over 1.3 million for over 25 years, was held in the Atrium of the Information Technology Center of the State University of Management.

The meeting, entitled "Public and Municipal Administration: An Introduction to Professional Practice with Practical Examples," brought together over 150 students, postgraduate students, and faculty from the State University of Management. The event was characterized by lively dialogue, deep reflection, and genuine interest in the experience of one of the most respected practitioners of Russian public service.

The lecture was opened by Sergei Chuev, Head of the Department of Public and Municipal Administration at the State University of Management, who emphasized the exceptional importance of the speaker:

"Vladimir Borisovich Zotov is a legend of Russian public administration. His experience isn't textbook theory, but living, proven practice. He didn't just manage a district; he created a system. As a leader, he implemented digital services for residents long before it became fashionable. He knew how to listen to people, build teams, make decisions under uncertainty, and achieve results when others gave up. His book, 'Keys to Success: A Career Compass from a Minister,' is now a standard for students and managers. And today we listened not to a lecture, but to a true master class from a master."

Drawing on his own experience, Vladimir Borisovich revealed the fundamental principles of effective management at the municipal and city levels. He detailed how, in a megacity with a population of over a million, the following was ensured:

Safety and quality of life; transport accessibility and infrastructure development; digitalization of public services, including the "Electronic Government" and "Active Citizen" projects; interaction with residents through feedback and participation in decision-making.

The speaker placed special emphasis on the personal qualities of a leader: "The key to success lies not in rank, but in character. The ability to listen, to take responsibility for decisions, to not be afraid of mistakes, to be honest with people, and to believe in one's mission—that's what distinguishes a true leader."

At the end of the meeting, Vladimir Zotov presented and signed his books – collections of practical advice that have become reference books for thousands of students and officials across Russia. The audience lined up, each eager to receive a personal autograph from someone who has made a significant contribution to the capital's development.

Following the event, many participants noted that Professor Zotov's lecture was more than just information, but a refresher on their views on careers in public service.
