The Foundation of Statehood: Constitution Day of the Russian Federation

Translation. Region: Russian Federation –

Source: Official website of the State –

An important disclaimer is at the bottom of this article.

December 12 marks Constitution Day in Russia—a commemorative date commemorating the adoption of the country's main law. This is more than just a celebration—it's a reminder that our legal system rests on a single foundation that transcends all laws, decrees, and regulations.

The Constitution of the Russian Federation has supreme legal force and applies throughout the country, and any regulations that contradict it are null and void. For the first time in Russian history, it enshrines the direct applicability of constitutional norms: every citizen can defend their rights by directly invoking the Constitution, and the courts are obligated to apply it first and foremost.

A product of presidential confrontation

Sergei Chuev, head of the Department of Public and Municipal Administration, spoke about the complex and dramatic history of coordinating the text of the country's main document:

President Boris Yeltsin and the Supreme Soviet of Russia tried to agree on new "rules of the game" throughout the early 1990s. Each side had its own vision. The Supreme Soviet and the Congress of People's Deputies wanted to retain their status as the country's key governing body. Yeltsin's team, however, defended the idea that the "omnipotence of the Soviet" was outdated and a presidential model was needed. Prolonged debates, discussions, and conciliatory meetings yielded no results.

As a result, in the fall of 1993, President Boris Yeltsin decided to take a radical step – a forceful decision to dissolve the Supreme Soviet, which took place in September-October of that year.

As is well known, a constitution always legally enshrines the balance of political forces that exists at the time of its adoption. Russia's fundamental law was no exception. It cemented the presidential "victory."

Expression of the people's will

On December 12, 1993, a referendum was held. 58,187,755 people, or 54.8% of registered voters, participated. 32,937,630 people voted in favor of adopting the Constitution—58.4% of those who participated.

"Russian citizens supported the final draft with their vote, which effectively cemented the country's new political system," concluded Sergei Chuev.

The Constitution officially entered into force on December 25, 1993, the day it was published. It enshrined the principle of separation of powers, human rights and freedoms as the highest values, and a new federal model.

Since 1994, by decree of Boris Yeltsin, December 12 has been a public holiday and a non-working day. However, since January 1, 2005, following amendments to the Labor Code, this day has been designated a working day, and in July of that year, it was designated a commemorative date in Russia.

It should be noted that the Constitution is not a museum exhibit or a ceremonial document, but a working tool that protects citizens' rights every day, regulates the work of government, and determines the country's future. Therefore, since its adoption, the Russian Constitution has been amended repeatedly, reflecting significant changes in Russian society.

"The text of the Constitution has been amended repeatedly, the most significant of which took place in 2020. Gradually, the model of Russia's political system is being filled with new content and practices, emphasizing that the text of the fundamental law is not a 'sacred cow,' but living matter, evolving over time," Sergei Vladimirovich points out.

Sacred symbol

More than a thousand people worked on the text of the Constitution over the course of three and a half years, and it has no single author—it is a collective creation of the era, a sacred symbol of Russian statehood. This is why the special copy of the Constitution, on which the president takes the oath of office upon assuming office, has special significance in the rituals of supreme power in Russia.

The binding of the country's most important book is made of precious red monitor lizard skin, with a massive silver coat of arms and the gold inscription "Constitution of Russia" on the cover. Although the decree establishing presidential regalia was repealed in 2000, and this copy lost its official status, it is traditionally used at all inaugurations as a symbol of continuity and respect for the fundamental law.

Despite its status as a workday, December 12th is marked by celebratory events across the country. The President congratulates citizens on Constitution Day at state awards ceremonies. Regional events include meetings, concerts, and awards ceremonies for judges, lawyers, and government officials. Schools and universities host law classes, lectures, and discussions on civil liberties and the rule of law.

The State University of Management, as a university that trains the next generation of managers, considers one of its key objectives to be developing a deep understanding of the constitutional foundations of Russian statehood in its students. After all, knowledge of and respect for the Constitution is the foundation of responsible, competent, and ethical governance.

A young scientist from the State University of Management took part in the XV International Forum "The Arctic: Present and Future" named after A.N. Chilingarov, which took place from December 9 to 10 in St. Petersburg.

The event traditionally serves as the main platform for dialogue between government, business, science, and society on Arctic development. This year, over 2,000 experts from Russia and other countries gathered to identify development vectors for the Russian Arctic zone.

The business program focused on achieving national development goals for the region for decades to come. Over the course of two days, two plenary sessions and more than 50 discussions took place on key topics, from economics and technology to ecology and security. Each session aimed not only to discuss problems but also to find practical solutions. A large exhibition was held alongside the events, where regions and companies presented innovative projects for Arctic territories.

Denis Serdechny, an associate professor at the State University of Management, Department of Innovation Management, and Head of the Laboratory of Digital and Intelligent Technologies for the Development of Territories of the Russian Federation, took an active part in the forum.

"The Arctic today is a zone of major projects, where economic and logistical activity is growing. The region requires comprehensive solutions and new approaches to management. For Russia, this task is comparable in scale to our ancestors' conquest of space in the last century. It's gratifying to realize that our university's research and educational activities can make a significant contribution to solving such an important and ambitious task," Denis Serdechny shared his impressions.

The scientist noted that at the forum, he became convinced of the relevance of the research areas of the "Digital and Intelligent Technologies for the Development of Regions of the Russian Federation" laboratory, which opened at the State University of Management in 2025. The laboratory's interim results will be submitted to the Forum's organizing committee for inclusion in a public resolution.

As a reminder, following a competitive selection process by the Russian Ministry of Science and Higher Education to establish new youth laboratories, the State University of Management's research project, "Scientific, Methodological, and Practical Foundations for the Development and Application of Digital and Intelligent Technologies to Ensure Sustainable Development in the Regions of the Russian Federation, Including Remote and Hard-to-Access Territories of Siberia, the Far East, and the Arctic Zone," received support.

Thanks to this, our university launched a laboratory for "Digital and Intelligent Technologies for the Development of Russian Regions" this fall. The goals of the research team, which consists of more than 70% young scientists, include:

Analysis and systematization of current scientific and technical problems of sustainable development in the regions of the Russian Federation, including remote and hard-to-reach territories of Siberia, the Far East, and the Arctic zone; study of existing and promising digital and intelligent progressive technologies that can be applied for the sustainable development of the regions of the Russian Federation, including remote and hard-to-reach territories of Siberia, the Far East, and the Arctic zone; development of methods for solving identified scientific and technical problems of sustainable development in the regions of the Russian Federation, including remote and hard-to-reach territories of Siberia, the Far East, and the Arctic zone, through the use of digital and intelligent technologies.

On December 10, a memorial mini-football tournament was held at the GUU sports complex. It was dedicated to the memory of renowned alumni athletes, multiple champions of Russia and Moscow university tournaments: Sergei Granilshchikov, Igor Pis'mak, Sergei Bedretdinov, Valery Khidiyatullin, and many others.

The tournament's first competitions took place back in the 1980s. The main inspiration and organizer was Yuri Komionko, an associate professor in the Physical Education Department at the State University of Management, a Master of Sports in football, and a top-category referee. Under his leadership, the student men's team became five-time Moscow student champions and won the national championship.

The teams that competed for the Sergei Granilshchikov Cup included the "Management and Staff of the State University of Management," the "University Graduates," the "Veterans of the Dmitry Alenichev Academy," and the veterans' team of the "Torpedo-Lyubertsy" sports society.

For the second year in a row, the head referee of the competition was experienced referee, senior lecturer of the Department of Physical Education and a leading figure in the university veterans' football movement, Sergei Khromov.

This year, the tournament was won again by the "GUU Management and Staff" team, who defeated the "Veterans of the Dmitry Alenichev Academy" in the final match with a score of 3:1.

We congratulate the participants on an interesting game and wish them good luck in the coming year!

An important disclaimer is at the bottom of this article.

On December 11, representatives of the State University of Management spoke at the 13th meeting of the Coordinating Council of the scientific and educational consortium "Eurasian Network University" (ENU), which was held in a mixed format at the National Research University "MPEI".

The event brought together heads of leading universities and experts from countries of the Eurasian Economic Union to review the year's results and identify prospects for further cooperation.

Key figures in Eurasian integration participated in the council's work, including Alexey Vedev, Director of the Macroeconomic Policy Department of the Eurasian Economic Commission, and his deputy, Kanybek Azhekbarov. Also present in person were Vladimir Stroyev, Rector of the State University of Management; Mikhail Shvetsov, Rector of the Mari State University; Igor Alekseyev, Rector of the V.N. Tatishchev Astrakhan State University; and other representatives of the academic community.

The meeting was opened by Nikolai Rogalev, Chairman of the ESU Coordinating Council and Rector of the National Research University "MPEI," who noted the impressive growth momentum of the alliance: seven new universities joined the alliance this year, bringing the total number of members to 41.

The central element of the agenda was a detailed report by the head of the ESU Secretariat, Vice-Rector of the State University of Management, Dmitry Bryukhanov, on the results of the consortium's activities in 2025.

"This year has been eventful. Three meetings of the Coordinating Council and five working group meetings were held, six joint continuing professional education programs were developed and launched, with 196 students from EAEU countries already enrolled. Research and development activities have been actively developed, and two new specialized centers were established: the Center for Digital Energy and Engineering at MPEI and the Center for Artificial Intelligence and Robotics at MSTU STANKIN. The second ESU Olympiad for applicants to master's programs was a success, with 40 winners and runners-up, including from Uzbekistan, Kazakhstan, Kyrgyzstan, Belarus, and Armenia," said Dmitry Yuryevich.

The SUMU Vice-Rector noted that educational initiatives were an important component: the Summer School at the M. Ryskulbekov Kyrgyz University of Economics, the Winter School on Marketing at the State University of Management, and an internship for faculty with in-person modules at the Eurasian Economic Commission and the O.E. Kutafin Moscow State Law University (MSAL).

Council members discussed the results of the 3rd ESU Forum in Osh, which brought together 264 participants, a series of three scientific and educational exhibitions in Yekaterinburg, Bishkek, and Osh, and three international scientific and practical conferences.

"A significant event in 2025 was the ESU consortium's victory in the prestigious "Symbols of Eurasian Integration" competition, organized by the Agency for Strategic Initiatives. The Eurasian Network University was awarded first place in the "Human Capital" category, recognizing its contribution to training personnel for the Eurasian space," Dmitry Bryukhanov concluded his report.

The agenda continued with presentations by Irina Shkolyar, Director of International Cooperation at the Russian Foreign Trade Academy, on the results of the "Art of Negotiation" Negotiation Marathon, and Arapbaev Nurmamatovich, Vice-Rector for Research at Osh State University, who presented a report on the establishment of the "Center for Innovative Technologies of the Eurasian Economic Union" at Osh State University. Following the discussion, the participants unanimously approved the Regulations on the new structural unit of the Eurasian Economic Union.

An important organizational outcome of the meeting was the election of the Chairman of the Coordination Council for 2026. At the suggestion of several consortium member universities, Kudaiberdi Kojobekov, Rector of Osh State University, was elected to this position.

"For three years in a row, the Coordinating Council was chaired by university rectors from Russia, so it's the right step to entrust its leadership to our comrade and colleague from another country. I'm confident he will be up to the task. In conclusion, I'd like to express my gratitude to the Ministry of Education and Science, Rossotrudnichestvo, the Ministry of Foreign Affairs, and all the organizations that supported the ESU this year," concluded Vladimir Stroyev.

As a reminder, in 2022, the State University of Management was one of the initiators of the creation of the scientific and educational consortium "Eurasian Network University," and since then, the secretariat of the association has been permanently located at the State University of Management.

On December 10, 2025, Vladimir Stroyev, Rector of the State University of Management, participated in an expanded meeting of the State Council of the Russian Federation Commission on "Human Resources," held ahead of this year's final State Council meeting on this topic. Representatives of federal and regional governments, Russian regions, businesses, and the expert community discussed personnel training for the Russian economy.

The meeting was attended by Vladislav Shapsha, Chairman of the State Council's "Personnel" Committee and Governor of the Kaluga Region, a graduate of the State University of Management; Maxim Oreshkin, Deputy Chief of Staff of the Presidential Executive Office; Alexey Dyumin, Aide to the President and Secretary of the State Council; Deputy Prime Ministers Tatyana Golikova and Dmitry Chernyshenko; Valery Falkov, Minister of Science and Higher Education; Anton Kotyakov, Minister of Labor and Social Protection; Sergei Kravtsov, Minister of Health; Mikhail Murashko, Minister of Digital Development, Communications, and Mass Media; Maksut Shadayev, President and Chairman of the Management Board of Sberbank of Russia; Herman Gref, representatives of federal government agencies, development institutions, state corporations, business associations, and regional leaders.

"Critically important issues were discussed today at an expanded meeting of the State Council's Human Resources Committee. A wide range of economic sectors are facing a shortage of specialists, and this problem will only worsen in the coming years. Demand is growing faster than job seekers are entering the market. The training system is failing to keep pace with the ever-changing needs of employers. The goals of achieving technological leadership, as set by the president, and mastering the new technologies that are emerging in our lives require significant human potential," emphasized Alexey Dyumin.

The speaker noted that the commission has gathered all proposals from regions, government agencies, and experts on addressing the personnel shortage. It is important to identify best practices already in place, new approaches, and management mechanisms, and present them for the head of state's consideration at the State Council meeting.

Proposals for the draft list of presidential instructions to improve the Russian economy's personnel training system were discussed at nine thematic tables during a strategic session. Vladimir Stroyev participated in a discussion dedicated to the development of Russia's national qualifications system.

"Today's economy requires specific specialists with a specific set of skills. For over a century, the State University of Management has been training professionals for all sectors of the economy and understands the importance of matching the knowledge acquired at the university with the challenges that will be addressed in the future. Therefore, from their first year, our students, through project-based learning, develop practical skills using real-life cases from partner companies. The university-company connection is more important than ever in today's reality, and our task is not only to develop it but also to improve the very system of mechanisms for developing the necessary qualifications," noted Vladimir Vitalyevich.

During the open dialogue, participants discussed all proposals in detail and refined the wording of the initiatives. All significant comments will be taken into account, after which the revised materials will be included in the draft list of the President's instructions for the upcoming State Council meeting, scheduled for the end of the year.

The best practices and proposals selected at the meeting will be further refined and included in the draft list of Presidential instructions for the upcoming State Council meeting, scheduled for the end of the year.

As a reminder, Vladimir Stroyev is a member of the Russian State Council's Human Resources Committee and regularly attends its meetings. We previously reported on the issues discussed at the January, February, and June 2025 meetings.

A symbol of service to humanity: today marks the first Nobel Prize ceremony.

Translation. Region: Russian Federation –

Source: Official website of the State –

An important disclaimer is at the bottom of this article.

On December 10, 1901, the first ceremony of awarding the Nobel Prizes, international awards established by the will of the Swedish inventor, industrialist, and philanthropist Alfred Nobel, took place in Stockholm, Sweden, and Oslo, Norway.

For the good of man

Nobel wrote his will in 1895, a year before his death. In it, he expressed his wish that his fortune serve as a reward to those who had brought the greatest benefit to humanity. According to the document, the income from the capital was to be distributed annually by a specially established fund in five equal parts for outstanding achievements in physics, chemistry, physiology or medicine, literature, and diligence in the cause of peace.

Implementing the will required several years of legal, diplomatic, and organizational efforts. It was only in 1900 that the Nobel Foundation was officially established and the institutions responsible for selecting the laureates were appointed: the Royal Swedish Academy of Sciences, the Karolinska Institutet in Stockholm, and the Norwegian parliamentary Nobel Committee. It is worth noting that the Prize in Economic Sciences was established at the initiative of the Bank of Sweden in 1968 and has been awarded since 1969. The first awards ceremony took place on December 10, 1901—the fifth anniversary of Alfred Nobel's death. This date has remained the same since then.

From the very beginning, a clear geography and protocol was established:

The Peace Prize is awarded in Oslo, in the presence of the King of Norway and members of the royal family, by the Chairman of the Norwegian Nobel Committee. The best winners in physics, chemistry, physiology and medicine, literature, and economics are personally honored by the King of Sweden in Stockholm. That same evening, the Nobel Banquet takes place in Stockholm—a gala event attended by the King and Queen of Sweden, members of the royal family, laureates, the Prime Minister, the Speaker of Parliament, leading scientists, and public figures. This tradition has been maintained for over 120 years.

With faith in the best

Among the first laureates in 1901 were: physicist Wilhelm Conrad Röntgen for the discovery of X-rays, chemist Jacobus van't Hoff for discoveries in chemical dynamics and osmotic pressure, physician Emil von Behring for his work on serum therapy, especially against diphtheria, writer Sully-Prudhomme in recognition of his poetic works, which display a lofty idealism, and peacemakers Henry Dunant and Frédéric Passy for the founding of the Red Cross and the creation of the League of Peace.

Since then, Nobel Prizes have been awarded to dozens of the greatest minds and activists of the 20th and 21st centuries: Marie Curie and Albert Einstein, Ivan Pavlov and Ilya Mechnikov, Pyotr Kapitsa and Lev Landau, Henryk Sienkiewicz and Ivan Bunin, Boris Pasternak and Joseph Brodsky, Mother Teresa, Nelson Mandela, and many others.

The Nobel Prize remains more than just an award, but a symbol of service to humanity—to science, peace, justice, and culture. And with each passing year, it acquires new meaning, remaining true to the legacy of the man who, having created dynamite to help miners and construction workers, was horrified by its military use and bequeathed to humanity the dream of world peace.

Participants had the opportunity to visit leading Russian automobile manufacturers, such as MAZ Moskvich, Haval RUS, and FSUE NAMI itself. Tours of these plants allowed instructors to gain valuable insights into production processes and modern technologies.

The program's lecturers were leading scientists and practitioners with real-world experience in the production of modern automotive technology. Their master classes helped participants deepen their knowledge and prepare for new challenges in the transportation sector.

Joint educational programs

The agreement between SUM and FSUE NAMI provides for the development and improvement of educational programs. Specifically, starting in 2024–2025, a joint master's program in "Organization of Production in the Automotive Industry" will be implemented. SUM's classic programs have also been updated: the first bachelor's program in Russia, "Logistics and Supply Chain Management," and the master's program, "Transport and Logistics," which are currently attended by several hundred SUM students.
