Happy International Literacy Day!

Translation. Region: Russian Federal

Source: Official website of the State –

An important disclaimer is at the bottom of this article.

September 8 marks International Literacy Day, established by UNESCO in 1966.

The holiday is intended to remind people of the importance of basic numeracy and writing skills, and to promote efforts to combat illiteracy. This is especially relevant in the era of widespread and rapidly developing tools based on artificial intelligence. People are gradually losing the need to properly format written speech, since modern Internet technologies are built in such a way that they understand requests even with errors.

According to last year's international study of adult skills conducted by the Organization for Economic Cooperation and Development (OECD), reading and mathematical literacy, as well as the ability to solve problems, are falling almost everywhere in the world. Only 1% of respondents showed the maximum level in the tests. Over the past 10 years since the last similar study, only residents of Denmark and Finland have become better readers. France, Italy, Spain, Poland, Israel, South Korea and other developed countries show below-average results in all three types of skills. Experts believe that the influx of migrants spoils the statistics of these countries, but they also admit that this is not the only problem. Adults in general have become worse at reading and writing, but they still significantly outperform school-age children in the tests – that is, the decline in literacy is systemic.

Some may wonder why it is necessary to follow the rules at all, if AI and Internet bots perfectly understand queries with errors and give relevant answers? But as Vladimir Putin correctly noted at the Eastern Economic Forum, artificial intelligence and neural networks are only a tool, and decision-making and responsibility for them lies with a person. And making the right decisions without the ability to read and write is impossible.

The State University of Management congratulates everyone on the International Literacy Day, especially our Department of Russian Language and General Disciplines. Remember that following the basic rules of speech construction in communication, numeracy skills and general erudition keep human civilization from degradation and collapse. Take care of yourself, read books, write correctly.

Personalized scholarship for everyone! GUU and Expobank will teach future bankers a flexible approach to the profession

Translation. Region: Russian Federal

An important disclaimer is at the bottom of this article.

On September 5, 2025, the State University of Management hosted the ceremonial launch of the educational program “Banking Business Management” – a joint project of Expobank JSC and the State University of Management, as well as the opening of the Expobank laboratory.

Let us recall that the cooperation agreement between GUU and Expobank was signed in February of this year.

The opening ceremony of the laboratory and the launch of the program began with a ceremonial ribbon cutting, after which the students of the State University of Management were presented not only with a bright classroom with small comfortable tables equipped with 26 new laptops, but also with the prospect of becoming leaders in the financial industry.

Expobank has 37 branches in 19 regions of Russia and ranks 25th in terms of capital in the market. It has an ecosystem that includes medicine, hotel and automobile businesses. This is a relatively small boutique bank that specializes in complex non-standard transactions with high uncertainty, thereby bypassing competitors who prefer standard work schemes. Students of the First Management will have to learn such a creative approach to banking. As an additional motivation, Expobank will pay a personal scholarship to each student who enters the network program before the first certification. In the future, only the most capable students who complete the first session without debts and Cs will retain the additional reward.

Greeting the assembled students of the State University of Management, Vice-Rector Dmitry Bryukhanov recalled yesterday's meeting with first-year students, which caused a great stir, and expressed confidence that the new laboratory will help students in implementing their projects.

"Today, thanks to the active position of our partner, we are opening a beautiful and functional classroom. We hope that this base will help you quickly get involved in the learning process and come to classes with joy, especially since Expobank is ready to help in implementing the educational program of banking business management. The program will help you immerse yourself in the complex world of financial flows, which today is closely connected with the IT sphere, so the classroom is equipped with the latest technology. Thanks to Expobank, we are glad that the first week of the academic year was marked by such a wonderful event," said Dmitry Bryukhanov.

Expobank's Director of Human Resources, Galina Weisband, told the students that this was the bank's first experience of this kind, so it would learn to build the educational process together with them.

"We believe that the main client of the university is not students or their parents, but employers who know better than others what kind of specialists they need. Our educational program, on the one hand, has academic importance, and on the other, it develops you in the banking profession. Classes will be held not only in this auditorium, where our specialists will come, but also in our bank. We are very much looking forward to seeing you in practice, and later as HR specialists, but in no way do we limit your ambitions and aspirations if you choose to work elsewhere. Welcome to our department!" Galina Weisband greeted the students.

Expobank's Director of Human Resources Maxim Dzyuba and Deputy Chairman of the Board Galina Lobova introduced the students to the company's activities.

"We believe that the university auditorium is the place with the greatest potential. That is why we are here and honestly say that we want to hunt you down, but we do not chain you to the radiator – you are free to choose your career path. We have 80 scholarship programs, internships with good salaries for people even with zero experience in the banking sector, young but experienced mentors. We are looking forward to the opportunity to work with you," Maxim Dzyuba addressed the future bankers.

At the end of the ceremony, the students asked questions that interested them, which mainly concerned the non-standard nature of their work, as stated by the guests, and also wrote messages to their future selves on the board.

Day of Remembrance for the Victims of the Leningrad Siege: Chronicle of Events by GUU employee Georgy Lagunov

Translation. Region: Russian Federal

Source: Official website of the State –

An important disclaimer is at the bottom of this article.

September 8 is a special date in the history of our country and its northern capital, St. Petersburg. Today we remember the victims of the Leningrad siege during the Great Patriotic War.

The siege lasted an incredibly long 872 days, from September 8, 1941 to January 27, 1944. During this time, from 600,000 to 1.5 million city residents died from hunger, cold, bombing and shelling, according to various sources, with 97% dying from exhaustion and only 3% as a result of combat. Over 150,000 heavy artillery shells and over 107,000 incendiary and high-explosive bombs fell on the city during the siege. At its beginning, the average daily shelling lasted 9 hours.

During the hardest period, in December 1941, the daily bread ration for a worker was 250 grams, everyone else, including the elderly and children, received 125 grams. Despite these hellish conditions, the residents of Leningrad were ready to give even their own blood for the front. Every day, 300 to 700 people donated it for the wounded soldiers. By the beginning of 1944, a total of 144 thousand liters of blood from exhausted residents had been collected.

The terrifying statistics can be cited for a very long time. Or you can read these sparse but very vivid recollections of a witness to this war crime of Nazi Germany, candidate of economic sciences, senior research fellow of the research department of the Moscow Engineering and Economics Institute (now the State University of Management), chairman of the Council of Veterans of our university from 1997 to 2003 Georgy Lagunov.

In 1941, our hero lived in the very center of Leningrad, in a house on the corner of Gogol and Dzerzhinsky streets, where the famous composer Pyotr Tchaikovsky died.

"Summer 1941. Warm. No rain. You can go to Krestovsky Island to swim in the Neva. Shop windows are filled with sandbags. Windows of houses are covered with crosswise strips of paper. Slots have been dug in gardens and parks to provide cover from bombs. Policemen with guns. Curfew. The radio is on non-stop. The evacuation of the Hermitage has begun. The shops still have everything they need."

"September 6 – the first raid by fascist planes. A day later – a massive daytime raid. From the roof of the house you can see smoke spreading over the burning Badayev warehouses, where most of the city's food supplies were stored. During one of the night raids, which happened to coincide with my duty on the roof, two lighters fell on our house. One bomb – into a barrel of water, the other – with special tongs into the sand. The remainder of the second lighter – a stump of a cylinder with a tail unit – stood on my desk for a long time."

"Heavy snowfalls began at the beginning of November. Railroad communication with the country was interrupted. Trams and trolleybuses stopped. The daily bread ration was rapidly decreasing. Almost no other food products were issued."

"In mid-December, the lights in the houses go out. People started making smokehouses. There is no water. It is cold. The bread ration is 125 grams. People queue for it from 6 am. People fall down and die of hunger right on the streets."

"On December 27, my father died. From "general dystrophy," as stated on the death certificate, or more simply, from hunger. He was only in his 45th year."

"My mother went to work as a nurse at the hospital on our street. How far it seemed! I dragged myself there to the canteen for civilians for a plate of shchi made from khryapa or a flatbread made from duranda."

(Khryapa is the pickled upper green leaves of white cabbage. Duranda is the remains of oilseeds after squeezing oil out of them, cake.)

"In February 1942, food standards were set that would probably be minimally sufficient for healthy people. However, for dystrophic people, this was not enough. People continued to die. But even in such difficult times, the post office worked!"

"In the spring, trams started running again. The destroyed houses, at least in the city center, were camouflaged with plywood painted to look like walls and windows. The streets were deserted, there were few people. In the gardens, they began to dig up the vegetable gardens."

"In June 1942, I started working, and that's when my work experience began. At first, I worked as an apprentice electrician in a hospital, and when the restoration of electricity supply to residential buildings began in 1943, I moved to work as a foreman of electricians in the District Housing Administration, closer to home."

"On November 1, 1943, I was drafted into the Red Army by the Kuibyshev RVC of Leningrad. Together with me, there were only about 40 teenage boys born in 1926 in the area, who had survived the most brutal months of the blockade in the city. This was the last draft of soldiers who took part in the battles of the Great Patriotic War."

Georgy Lagunov did not manage to be in the battles to lift the siege of Leningrad. On January 27, 1944, the day it was lifted, the young machine gunner turned 18. He fought in the autumn offensive operations of the 3rd Baltic Front in Estonia and in the winter-spring East Prussian offensive operation in Poland. He was seriously wounded in the leg while crossing the border with Germany, and eight months later he was discharged from the army for health reasons.

Georgy Lagunov was awarded the Order of the Patriotic War, 2nd degree, the Order of Glory, 3rd degree, the medals For Victory over Germany in the Great Patriotic War of 1941-1945, For the Defense of Leningrad, and the Resident of Blockaded Leningrad badge. A worthy warrior

In 2022, the St. Petersburg City Court recognized the siege of Leningrad as an act of genocide. We will forever remember the incredible resilience and unbending courage of the survivors of besieged Leningrad and the hundreds of thousands of innocent victims of this war crime of the Nazi regime.

Scientist from GUU visited the international forum "Wings of Sakhalin"

An important disclaimer is at the bottom of this article.

A research fellow at the State University of Management visited the international forum of unmanned vehicles of all environments “Wings of Sakhalin”, which took place from August 6 to 8 in the Korsakovsky district on the territory of the first drone port in Russia “Pushisty”.

Opening the forum, Sakhalin Region Governor Valery Limarenko noted that Sakhalin is becoming a real innovative platform for the development of unmanned technologies. The complex terrain, long coastline and remoteness of many settlements have allowed the island to become an ideal testing ground for the introduction of unmanned vehicles.

On September 5, at the Eastern Economic Forum, the visiting venue of which is "Wings of Sakhalin", Russian President Vladimir Putin announced that the Sakhalin experiment on the introduction of civilian drones will be extended to other regions of our country. Today, more than 70 scenarios for the civilian use of UAVs have been developed in the Sakhalin Region. Drones are used to deliver medical supplies and small parcels, help prevent floods, identify forest fires, help catch poachers and search for lost people.

The Wings of Sakhalin forum brought together more than a thousand experts in the field of unmanned aircraft systems from 19 countries, and 19 companies presented their products at the exhibition.

As part of the working group of JSC "Ploshchad", whose specialists took part in the business program and in test and demonstration flights, the event was attended by Dmitry Nikitin, a research fellow at the Department of Coordination of Scientific Research at the State University of Management.

On the sidelines of the forum, a representative of the State University of Management held a meeting with the head of the Advanced Engineering School of Sakhalin State University "Island Engineering" Sergey Kotsukon to discuss strategic areas of cooperation within the framework of the PISH and joint research in the field of unmanned aircraft systems. Dmitry Nikitin also took part in discussions devoted to the formation of a scientific and technological base and infrastructure for UAS, legal regulation, the contribution of regions to the country's technological leadership, the creation of uniform standards for the interaction of unmanned devices and the training of qualified personnel for the unmanned industry.

Digest

Translation. Region: Russian Federal

Source: Official website of the State –

An important disclaimer is at the bottom of this article.

The very first week of school brought to the digest

— The history and significance of the State Council of Russia was discussed by the adviser to the rector's office of the State University of Management, head of the department of public and municipal administration of the State University of Management Sergei Chuev. "And if the State Council in the 19th century was still a national structure, which to some extent replaced parliament, then the modern State Council is, first of all, a body that allows the voice of the regions to be heard, to develop national decisions, but from the position of those who are on the ground, in the subjects," the adviser says.

— Marina Grigorieva, Director of the Pre-University of the State University of Management, discusses changes in the Moscow educational infrastructure. In her opinion, digital platforms allow teachers to quickly find teaching materials, teaching aids and assignments of various levels of complexity, conduct virtual excursions, demonstrate multimedia presentations and video materials, which makes lessons more lively and exciting.

— The results of the study of yard games were shared by the employees of the State University of Management Olga Vasilyeva and Ksenia Ovsyannikova. The study made a gradation between generations and preferred games. For example, the generation born in 1924-1944 preferred team sports games, and the baby boom generation of 1944-1967 preferred role-playing family games of mothers and daughters and school, as well as checkers and shakhvaty.

— Associate Professor of the Department of Public and Municipal Administration, Head of the Project and Educational Laboratory of Urban Development of the State University of Management Irina Milkina discusses uniform standards for the integrated development of territories. The expert believes that uniform standards are necessary to guarantee the same level of comfort and safety, but at the same time notes that they should take into account the characteristics of specific territories, adapting to local conditions and the needs of the population. — Irina Milkina discussed the urban trend of rooftop gardens. "Rooftop gardens are becoming an important part of modern urbanism, helping to improve the urban ecology, quality of the living environment and increase the level of comfort of living in the city," the expert says. — Irina Milkina helped to calculate the number of cities in Russia. According to Rosstat, as of January 1, 2024, there are 1,119 cities in Russia. This figure may change slightly over time. Of these, 16 are cities with a population of over a million and 803 are small towns.

— The initiative to abolish homework in schools was discussed by Petr Tazov, senior lecturer at the Marketing Department of the State University of Management: “In my opinion, the key problem of modern education is the search for student subjectivity. Neither parents nor artificial intelligence will replace independent thinking. But they will cause doubts in one’s thoughts. The more often a student delegates tasks to others, the greater his unwillingness to think and doubts about the correctness of his own conclusions.” — Petr Tazov analyzed stereotypes in higher education. For example, about the fact that fee-paying students are not expelled. The situation may change next year, when the Ministry of Education and Science will set quotas for the number of fee-paying places in universities.

— Senior lecturer of the Department of State and Municipal Administration of the State University of Management Alexander Shakhov pointed out the clarifications in the model charter of the urban and municipal districts of the Perm Territory. The expert draws attention to the fact that in the Perm Territory it is proposed to fix a number of powers that can be withdrawn at any time by the subject of the Russian Federation. At the same time, no clarifications are made about the actual scope of competence of municipalities. — The lack of places in dormitories of Russian universities was discussed by Alexander Shakhov. Theoretically, a student can challenge in court the refusal of an educational institution to provide housing, but if the fund is exhausted, then the demands cannot be satisfied.

– The recognition by the US court illegal monopolization of the market by Google was discussed by the associate professor of the Department of Economic Policy and Economic Measurements of the Institute of Economics and Finance GUU Maxim Chirkov. He believes that the separation of the company will lead to healthy competition and reducing services for services. This stimulates innovation, since technological giants will no longer be able to suppress growing businesses. – Maxim Chirkov pointed out the failure of the policy of secondary sanctions: “The sections of the Americans that they will introduce or threaten to introduce secondary sanctions and the third countries will stop cooperation with Russia, it did not materialize, this is obvious. Accordingly, the meaning of these sanctions is lost. ” – Maxim Chirkov discussed the measures to confront the fraud of fraud in the banking sector. “It is probably hardly possible to completely defeat such a phenomenon as fraud, as it is impossible to defeat crime so far. But we see that Russia today adapts to new challenges, because so far there is a kind of race in which the same criminals use new technologies, including informational ones, ”the economist argues. – The chances of Hungary to win the court at the European Union were appreciated by Maxim Chirkov. The expert believes that there are chances, but they are small. And in general there is no confidence in the reliability of the European legal system. – The possibility of the autumn economic crisis in Russia was discussed by Maxim Chirkov. “In general, our economy, no matter what, is developing, is growing. Of course, growth rates in 2025 have somewhat decreased compared to the record last year, but we see exactly stable growth. And in 2026, our economy has a chance to show the growth rates similar to the fact that they were 2024, ”Maxim Chirkov is sure.

— The growth in the number of public-private partnership (PPP) projects related to infrastructure construction was discussed by Olga Astafyeva, Head of the Department of Economics and Management in Construction at the Institute of Industry Management at the State University of Management. The expert believes that attracting private investors to PPP projects is not only becoming an additional source of financing for significant infrastructure projects, but also stimulating economic growth.

— The list of systemically important banks in Russia was discussed by Nikolay Kuznetsov, Associate Professor of the Finance and Credit Department at the State University of Management. The main advantage of systemically important banks is that the state will support them during a crisis and will not allow them to collapse. There is also a downside — the terms of service in such banks may differ significantly from those of small banks.

— The reasons for the sharp increase in the number of dollar millionaires in Africa were discussed by the head of the Department of World Economy and International Economic Relations at the State University of Management, Evgeny Smirnov. There are currently 123 thousand millionaires in Africa, and over the next decade their number will grow by 65%. According to the economist, the gap between the rich and the poor will continue to grow at least as long as African countries are characterized by consistently high rates of economic growth.

— Associate Professor of the Department of Economic Policy and Economic Measurements of the State University of Management Artem Savostitsky spoke about the significance of the Eastern Economic Forum in an interview: “Over 10 years, the platform has become a very significant driver and the second most important platform in Russia after the St. Petersburg Economic Forum. More than 70,000 participants from 130 countries have passed through it, almost half of the world.”

Students from the State University of Management met with the acting governor of the Kursk region and received answers to their questions

Translation. Region: Russian Federal

Source: Official website of the State –

An important disclaimer is at the bottom of this article.

On September 3, 2025, a meeting of students from leading Moscow universities — natives of the Kursk region — with the acting governor of the region, Alexander Khinshtein, took place within the walls of the Bauman Moscow State Technical University. Among others, students from the State University of Management attended the meeting.

The dialogue was structured in the format of an open discussion, which allowed young people to directly ask questions about the prospects for the development of the region, as well as to identify key areas that, in their opinion, require priority attention. First of all, students were interested in the topics of young specialists returning to their small homeland after completing their studies in Moscow, creating a comfortable infrastructure for life and work, developing education, culture and the economy.

Alexander Khinshtein emphasized the strategic objective of attracting young specialists back to the region:

"It is interesting to learn about the problems that concern you and to answer an important question: what is needed to prevent young people from leaving Kursk Oblast? And this is, perhaps, the main goal of my meeting today – to talk about how I see the development of the region and why it is very important for young and competent specialists and managers to return home," the acting governor noted.

The meeting was also attended by Deputy Minister of Science and Higher Education of the Russian Federation Konstantin Mogilevsky, who noted the special connection of young people with their small homeland. In his speech, he emphasized that, despite studying and working in Moscow, many students maintain deep personal and family ties with the Kursk region, and it is this connection that forms the basis for the return of young people and the future development of the region.

During the discussion, issues directly affecting the quality of life and prospects of the region were raised. Particular attention was paid to the development of transport infrastructure: students were interested in the construction of a new railway station in Kursk, the possibility of electrifying sections and constructing a second track in Zheleznogorsk, resuming work on the reconstruction of the airport, as well as the condition of roads and transport links between settlements.

A significant block of questions concerned the preservation of historical and cultural heritage. Alexander Khinshtein noted that there are nine cultural heritage sites on the territory of the Kursk Fortress, of which restoration work is already underway on four; in parallel, the reconstruction of the historical building of the former men's classical gymnasium has been resumed, and in the future, improvement of the Znamensky Cathedral is planned.

The topic of education was no less relevant. The acting governor emphasized that there are four universities in the Kursk region, and each has potential for development. He noted that the creation of branches of federal universities in the cities of the region is being discussed, as well as the expansion of opportunities for practical training and internships for students at regional enterprises. One of the students present at the meeting asked to pay attention to colleges in the region, in particular, the Rylsk Aviation Technical College.

Answering the question about how to attract students back to the region, given the level of wages in the region and in the capital, Alexander Khinshtein noted that it will be difficult to compete with Moscow, but at the same time it is easier to prove yourself in the region than in large cities.
