On November 24, a meeting of the Council of Supporting Scientific and Educational Organizations of the Rostec State Corporation was held in Moscow. It was attended by Minister of Science and Higher Education Valery Falkov, Minister of Industry and Trade Anton Alikhanov, Rostec CEO Sergey Chemezov, representatives of the Corporation's holding companies, and rectors of leading Russian universities, including a delegation from the State University of Management, led by Rector Vladimir Stroyev and Vice Rector Maria Karelina.

At the meeting, eight strategic partnership agreements were signed with eight leading Russian universities: RANEPA, Samara University named after Korolev, UUNiT, Moscow State Law University named after Kutafin, KNITU-KAI, National Research University MPEI, Russian State University named after Kosygin, and South Russian State Pedagogical University named after Platov.

The Minister of Education and Science noted that the Ministry, including in collaboration with Rostec and the Union of Mechanical Engineers, is currently implementing a number of major projects and programs aimed at improving the quality of engineering education and promoting its popularization. These projects include industrial postgraduate programs, a program for the construction of modern campuses, the creation of advanced engineering schools, and the Priority 2030 program.

"When these programs and projects are implemented in the regions, we see that the outflow of young people not only stops. In some cases, they serve as magnets for young scientists and specialists from all over the country," noted Valery Falkov.

Anton Alikhanov, in turn, noted that over the past five years, the Ministry of Industry and Trade has funded more than 1 trillion rubles in research and development through the state program "Scientific and Technological Development of the Russian Federation." This program involves 155 universities and research organizations, as well as more than 1,300 enterprises.

"Over 550 projects have been supported under the unified R&D subsidy over six years. Since 2022, 470 projects have been implemented through the reverse engineering mechanism. Grants from the Foundation for Assistance to Small Innovative Enterprises are also available to support startups with high commercialization potential. We have agreed with the Foundation to implement special programs specifically tailored to national tech leadership projects," said Anton Alikhanov, Minister of Industry and Trade.

"In these challenging times for the country, both universities and industry must work together for a common cause. The combined efforts of university research and industry yield positive practical results. To this end, we are building the closest possible partnerships with universities—our companies collaborate with 140 universities across the country. We are enriching our educational programs with disciplines in demand in real-world production. We are creating the conditions for the development of young science. We support Advanced Engineering Schools—we already have 22 of them. We are funding R&D at leading universities and research institutes, involving young scientists—last year alone, approximately 17 billion rubles were invested in this. We are participating in the industrial postgraduate program initiated by the Ministry of Education and Science. These and other measures are aimed at one goal—to make our country even stronger and technologically independent," commented Sergey Chemezov, CEO of Rostec State Corporation.

The Council of Supporting Scientific and Educational Organizations under the Rostec State Corporation was established in 2024. Its mission is to unite the efforts of science and industry to create new technological solutions. Its members are developing mechanisms for developing cooperation between science and industry. In 2024, Russian President Vladimir Putin approved two fundamental documents aimed at strengthening interaction between the scientific and industrial sectors: the updated Strategy for Scientific and Technological Development of the Russian Federation and the Decree on the National Development Goals of the Country through 2030 and through 2036.

The meeting discussed pilot projects in the area of science and industry cooperation, including industrial postgraduate studies, the creation of research and production associations at universities, industrial state assignments, and others.

The State University of Management has always been a leader in training management personnel for sectors of the domestic economy. Over the past two to three years, we have significantly expanded our competencies in unmanned technologies, engineering design, technology projects, digital platforms, robotics, and control system automation, as evidenced by the successful completion of a major research project in agricultural technology, contract work commissioned by companies within Transmashholding, and research projects within the framework of the RosGeoTech Scientific and Educational School. As we have come to understand over time, this is the right direction, which is undoubtedly aimed at achieving key national goals—achieving food security and the state's technological leadership. Such rapid development of fundamental and applied science is impossible without the support of the Ministry of Science and Education, the Ministry of Industry and Trade, and the Ministry of Economic Development.

"The university's technological focus on research enables us to train not only management personnel with high professional competencies in the industry, but also a pool of young scientists capable of teamwork and project leadership. The invitation the university received to this event is proof of this. In the near future, we plan to propose to Rostec Corporation projects that would be interesting for joint implementation. The university plans to continue developing in this area, expanding the scope of its scientific research. With significant engineering expertise, confirmed by successful experience in implementing large-scale projects, we soon plan to sign an agreement with PJSC Signal, which is part of JSC Concern Radio-Electronic Technologies, a subsidiary of Rostec State Corporation," said Vladimir Stroyev, Rector of the State University of Management.

Together with the Rostec State Corporation and the Moscow government, the State University of Management is a member of the "Quality of Life in a Megacity" consortium of divers, a strategic academic leadership program for the development of the Russian economy. The main goal of this partnership is to unite the efforts of government agencies, educational, and scientific organizations to address practical development challenges in megacities and urban agglomerations in the following areas: digital management technologies, integrated environmental safety, transportation, road infrastructure, and logistics, product promotion and sales, information and communication technologies, ensuring the safety, availability, and quality of food, goods, and services, and big data analysis in socioeconomic research.

Our people in the city: GUU attended the 2025 International Mathematical Forum BRICS in St. Petersburg

Students from the State University of Management took an active part in the business program of the 7th International Municipal Forum (IMF) of the BRICS countries, which brought together experts, government representatives, and business representatives from more than 70 countries in St. Petersburg.

The forum's primary objective was to promote the socioeconomic development of urban spaces through an open exchange of best practices and innovative solutions. Discussions focused on key aspects of urban governance: from infrastructure modernization and digital transformation to environmental, economic, cultural, and educational issues. Particular emphasis was placed on developing international partnerships and strengthening humanitarian ties between countries.

Our students—Danila Yakovlev, a Master's student in the Sustainable Development Management program, and Katerina Sukmanova, a Master's student in the Hotel Management program—presented at the plenary sessions "The Impact of Universities on Sustainable Urban Development" and "International Tourism in a Multipolar World." During the discussions, the participants discussed the successful experience of the Russian Ministry of Education and Science, including the "Startup as a Diploma" program. As a result, Bashir Abbas, General Advisor to the Federation of Rectors of Russian and Arab Universities, Samahi, invited the young scientists to a conference in Egypt. Furthermore, a productive dialogue on waste recycling issues took place with the mayor of a Brazilian city, Eder Miano Pereira.

"We are confident that the knowledge gained and new contacts will form the basis for further international cooperation and practical development of SUM projects," our students noted.

It's worth noting that the Russian Ministry of Foreign Affairs, the Federal Agency for CIS Affairs, and the St. Petersburg government provided extensive organizational support for the forum, and the event's business program was held at the modern Nevskaya Ratusha complex. 32 years since the return of St. George the Victorious to the Moscow coat of arms

On November 23, 1993, Moscow officially returned its historical coat of arms, approved in 1781. The coat of arms was recreated based on the iconographic motif of "The Miracle of St. George and the Dragon" and its depiction on seals, coins, and the princely and royal coats of arms of ancient Rus'.

From an unnamed horseman to St. George the Victorious

The first depiction of a horseman piercing a dragon with a spear appeared on coins in the 15th century, during the reign of Prince Vasily II the Dark. At that time, this horseman did not represent a specific hero, but rather a symbol of an ordinary warrior who had vanquished the forces of darkness.

An unnamed dragon-fighting horseman became established as the coat of arms of the Moscow prince under Ivan III, and in the 16th century, under Ivan IV, a scene with a mounted spearman appeared in the center of the image of a double-headed eagle, the official coat of arms of the state, as a symbol of the fight against foreign invaders.

In the early 18th century, under Peter the Great, military regiments were named after the city where they were stationed, along with a banner and emblem. In 1712, the Moscow Regiment began using a double-headed eagle and a horseman piercing a serpent with a spear on its banner. Since the design closely mirrored the Russian coat of arms, over time, only the horseman with a spear remained on the emblem. At that time, according to some researchers, the horseman slaying the serpent began to be identified with St. George the Victorious.

Official approval and first changes

In 1781, Catherine II approved the Moscow coat of arms at the state level, marking an important step in the development of the city's symbolism. The official document emphasized that this coat of arms was "old," meaning it had previously been used as the city's emblem.

In the last third of the 19th century, the coat of arms underwent changes: the warrior in the image began to gallop to the viewer's left, in line with the canons of Western heraldry. The spear was tipped with a cross, reinforcing its association with Christianity. The coat of arms also featured the imperial crown, St. Andrew's ribbon, and scepter, emphasizing Moscow's status as the capital of the Russian Empire.

Star Replacement

After the 1917 Revolution, the "old regime" emblem was abolished. In 1924, architect Dmitry Osipov created a new coat of arms for Moscow, which included a five-pointed star, a hammer and sickle, and other elements symbolizing a new era in the country's history.

The Return of the Rider

In 1993, Mayor Yuri Luzhkov restored Moscow's historical coat of arms, dating from 1781. Of the later elements, only the cross crowning the spear remained.

The coat of arms of Moscow acquired its modern appearance in accordance with the law adopted by the Moscow State Duma in 1995.

The future of management training was discussed at the annual conference of the Presidential Program

The annual Conference of the Presidential Management Training Program was held at the All-Russian Foreign Trade Academy of the Ministry of Economic Development of the Russian Federation.

The State University of Management was represented at the event by Vice-Rector Dmitry Bryukhanov and Head of the International Cooperation Department Inessa Bogatyreva.

The key topics of the Conference were current issues related to the development of the Presidential Program, international internships, prospects for economic growth, and structural changes in the economy.

Following the discussions, a number of proposals for developing the Presidential Program were formulated. These initiatives include attracting new regions, such as the Republic of Crimea, to participate in the program, reducing the number of in-person hours in favor of increasing time for group project work, and increasing the tuition fee, with 50% covered by the participant and the remainder co-financed by federal and regional budgets. The proposals also included reinstating the practice of internships for executives of foreign companies and organizations in Russia based on intergovernmental agreements.

On November 22, 2025, Russia will celebrate Dictionary and Encyclopedia Day for the 15th time.

The festival was established in 2010 at the initiative of the Society of Lovers of Russian Literature and the V.I. Dahl Museum. Its goal is to increase interest in reference literature and develop a general culture of using language resources.

The date was chosen for a reason: it was the birthday of the great Russian lexicographer Vladimir Ivanovich Dal (1801-1872), who will forever be remembered as the author of the "Explanatory Dictionary of the Living Great Russian Language." On November 20, the State University of Management held its first meeting of the dissertation council for the research specialty 5.2.3. Regional and Sectoral Economics (Economics of the Agro-Industrial Complex (AIC)), created at the State University of Management this academic year.

At the meeting, candidates for the upcoming period were reviewed, issues of improving the defense procedure and methodological aspects of dissertation review were discussed, as well as other organizational matters.

GUU at the All-Russian Forum "Personnel for Space": A Step Toward New Heights in Specialist Training

On November 20, representatives of the State University of Management participated in the 1st All-Russian Forum "Personnel for Space," held at Bauman Moscow State Technical University.

The forum became a key event within the federal project of the same name and a launching pad for the development of a national system for training highly qualified specialists in the space industry.

Our university's Vice-Rector, Maria Karelina, and the Head of the Modern Training Laboratory for the Aircraft, Shipbuilding, and Innovative Transport Industries, Dmitry Nikitin, participated in the event. The laboratory focuses on automated control program development and the fundamentals of CNC operation for various machine tool technologies.
