The project will include railway, terminal, warehouse and customs infrastructure. VEB.RF and Sber signed a syndicated loan agreement for the project to build the multimodal transport and logistics center (TLC) "Artem" in Primorsky Krai.

The project will be implemented using the Project Financing Factory mechanism, which is supervised by the Ministry of Economic Development. The project budget is estimated at 40.3 billion rubles. According to the agreement, the syndicate's funds amount to 31.5 billion rubles for a period of 15 years. The volume of VEB.RF's participation in the project financing has been approved at 7.4 billion rubles, of which 2.7 billion rubles is preferential financing from VEB.RF for priority investment projects in the Far East through the Ministry for the Development of the Russian Far East. The project is being implemented by FinInvest.

First Deputy Minister of Economic Development Maxim Kolesnikov: "The TLC Artem project is aimed at achieving the national development goal of "Sustainable and Dynamic Economy", which was defined by Russian President Vladimir Putin. The construction of such a large infrastructure project will help increase cargo flow and speed up the delivery of industrial goods and goods for enterprises and the population of Primorsky Krai. The TLC Artem will increase the efficiency of the Far Eastern ports by removing non-core operations for the storage and distribution of goods from their territory. The terminal is being built within the framework of the "Project Financing Factory" mechanism, which guarantees investors a stable credit rate."

Deputy Chairman of VEB.RF Artem Dovlatov: "This is an important step towards implementing a large-scale project aimed at increasing the competitiveness of Russian ports and strengthening the country's transport infrastructure. Thanks to this project, we will be able to increase the capacity of Far Eastern ports, reduce transport costs and speed up the movement of goods, creating additional opportunities for the region's economic growth. The implementation of the project will also create new jobs and contribute to achieving the strategic goals of the socio-economic development of Primorsky Krai until 2030."

Anatoly Popov, Deputy Chairman of the Management Board of Sberbank: "The Artem dry port is not just a new infrastructure project in Primorye. Its construction is of colossal importance for the entire transport and logistics industry of our country. Artem will become the largest port in Russia and one of the key links in the supply chain between Russia and China, which will increase trade turnover with friendly countries. Sberbank prioritizes financial support for such projects that stimulate the region's economy and ensure the creation of new jobs."

The TLC will become the largest "dry port" in the Far East of the Russian Federation with a modern railway, terminal, warehouse and customs infrastructure capable of providing cargo owners with high-quality logistics services that meet international standards. The terminal will use a unique technology for accelerated processing of container trains.

The total area of the TLC is about 455 hectares. The cargo turnover will be 0.5 million TEU per year. The project involves the creation of 230 jobs. Temporary commissioning of stage 1 is 2025, commissioning of stage 1 is 2027.

Sakhalin has achieved carbon neutrality

Translation. Region: Russian Federal

Source: Ministry of Economic Development (Russia) – Ministry of Economic Development (Russia) –

An important disclaimer is at the bottom of this article.

This was announced at the plenary session of the “Islands of Sustainable Development” forum on August 2 in Yuzhno-Sakhalinsk.

In 2023, President Vladimir Putin approved an updated Climate Doctrine, which set the goal of achieving carbon neutrality in Russia by 2060.

An important stage on the way to this goal is the Sakhalin climate experiment, which has been conducted on Sakhalin for three years now under a separate federal law. It was on Sakhalin that the applied development of climate policy was launched: the first climate projects were launched, and the first sale of Russian carbon units took place.

"The climate agenda is a long-term priority for the Government. The competitiveness of our products abroad and Russia's participation in the formation of new markets, where we have the competencies to take leading positions, depend on it. These are products with a low carbon footprint – the production of aluminum, fertilizers, petrochemicals, lithium, nuclear and hydroelectric power, renewable energy sources," said Minister of Economic Development Maxim Reshetnikov.

Using Sakhalin as an example, comprehensive carbon regulation is being tested with emission quotas, mandatory verification of companies' carbon reporting, and the region's active involvement in programs for the introduction of energy-efficient technologies, gasification of housing and communal services, and the conversion of transport to natural gas, which leads to a reduction in harmful emissions into the atmosphere.

According to Maxim Reshetnikov, the Sakhalin experiment is successfully fulfilling its goals. During the experiment, it was already possible to halve the time required to prepare a greenhouse gas inventory. For the first time in national practice, extended carbon reporting and business plans for companies during the experiment were used to forecast emissions and establish quotas.

"Sakhalin was able to achieve carbon neutrality. Now the subject must decide whether it is valuable to it. Whether the region and business are ready to support carbon neutrality, the balance of emissions and absorption of greenhouse gases in the long term. If other regions are interested in scaling up the experiment, we are ready to support them and work on this issue," concluded Maxim Reshetnikov.

"Sakhalin Oblast has enormous potential for economic growth and investment. And we are confident that it can be realized on the principles of sustainable development. Sakhalin Oblast has achieved carbon neutrality. And according to Roshydromet, it has become the first region in Russia where greenhouse gas absorption exceeds their emissions according to the official regional cadastre. Thanks to the experiment, Sakhalin Oblast has become a dynamically developing entity in both economic and environmental terms. With clean air, unique wildlife. A region where you want to live, work and relax," said Sakhalin Oblast Governor Valery Limarenko.

In 2025, companies participating in the Sakhalin Experiment reported for the first time not only on emissions, but also on the fulfillment of quotas for 2024. Based on the results of the 2025 reporting campaign, some enterprises showed a reduction in emissions relative to the established quota and issued quota fulfillment units. These units can be sold or used to fulfill their quota until the end of the experiment in 2028. The volume of the quota market, new to Russia, is 266 thousand tons of CO2eq.

The Sakhalin climate experiment stimulated the circulation of carbon units from the implementation of climate projects and became the main source of demand for carbon units within the country, demonstrating the high level of openness of this market. In 2025, 131 thousand carbon units have already been counted – 8 times more than in 2024.

The results of the implementation of the climate program measures have affected not only the economy, but also the quality of life of people. Gasification of housing and communal services has been carried out, the energy efficiency of the city economy has increased, public transport and agricultural machinery have been converted to gas, electric transport is developing, the area of forest fires has decreased by 10 times. Air purity has improved twofold, dustiness has decreased fivefold.

Russian delegation to G20 working group criticizes unilateral trade measures that contradict WTO norms

A delegation from the Russian Ministry of Economic Development took part in the third meeting of the G20 Working Group on Trade and Investment, which was held under the chairmanship of South Africa on 29-31 July 2025 in Johannesburg.

The G20 members gathered around the negotiating table to exchange views on the current challenges facing the global trading system and to participate in the development of documents planned for adoption following the G20 Trade and Investment Ministerial Meeting (10 October 2025, Gqeberha).

As noted by the panellists, current developments in international trade, including the spread of unilateral measures and protectionism, are holding back global economic growth and investment activity. Many G20 participants expressed concern about the growing number of US bilateral deals, calling for such agreements to be consistent with World Trade Organization (WTO) rules, including the most-favored nation principle.

"We note with regret that enforcement in global trade is weakening. Many are concerned about the lack of transparency in agreements between the US and its partners in terms of compliance with WTO law. It is obvious that predictability can only be restored to the multilateral trading system by restoring trust within the G20," a representative of the Russian delegation noted during the discussion.

During the meeting, South Africa presented the first drafts of the outcome documents to the G20 members, including the “Principles for Trade and Inclusive Growth and Confronting Global Challenges”, the “Trade and Investment Framework for Fostering Sustainable Industrialisation and Sustainable Development”, and the “Declaration on WTO Reform and the Development Agenda”.

The Russian delegation, together with a number of G20 members, advocated for the inclusion in the final documents of provisions condemning unilateral trade measures that contradict WTO norms, and also called on partners to record a refusal to use measures aimed at promoting sustainable development as trade barriers.

The G20 members, with the exception of the United States and Mexico, which abstained from participating in the event, unanimously recognized the need to reform the WTO to resolve the current situation in international trade. Delegations agreed that the G20 should play a leading role in WTO reform. A speedy resolution of current contradictions is necessary in light of the fact that the upcoming 14th WTO Ministerial Conference (March 2026, Cameroon) will be a defining event for the future of the WTO.

Work on the draft documents will continue in the coming months for their adoption at the upcoming G20 Trade and Investment Ministers Meeting.

The APEC Tourism Working Group meeting was held in Incheon on July 28–31. Its key outcome was the approval of the APEC Tourism Strategic Plan 2029. The document sets out the priorities for cooperation between the region’s countries in this area for the coming years.

The main areas of cooperation include digital transformation of the tourism industry, development of human resources, simplification of tourist trips and implementation of sustainable tourism principles. As Nikita Kondratyev, Director of the Department of Multilateral Economic Cooperation and Special Projects of the Ministry of Economic Development of Russia, emphasized, all key proposals from Russia were taken into account when forming the plan.

"Russian priorities fully coincide with the focus of the new strategic document. We will continue to actively promote domestic tourism products and initiatives within the APEC framework. Thus, in 2026, together with the Moscow School of Management Skolkovo, we plan to implement a tourism project with an emphasis on digital solutions and increasing the connectivity of the region," said Nikita Kondratyev.

At the meeting, Russia presented its achievements in the field of sustainable tourism and ecotourism. In particular, within the framework of the national project "Tourism and Hospitality Industry", measures are being implemented aimed at developing infrastructure with a reduced carbon footprint. Among them is support for the construction of modular hotels and small flexible forms of accommodation that promote the careful use of natural resources. For the period from 2025 to 2027, the Government allocated 15 billion rubles for these purposes.

“Modular hotels are not just a trend, but an example of an environmentally friendly approach in action,” noted Nikita Kondratyev.

He added that the Russian Ministry of Economic Development is actively developing international cooperation in the field of sustainable tourism and ecotourism. Two thematic projects were implemented in 2024: on involving young people in the development of sustainable and safe tourism in rural areas in APEC and on the development of ecotourism in Northeast Asia in the format of the Expanded Tumangan Initiative. The projects aroused great interest from partners from China, ASEAN countries and other APEC participants.

In conclusion, Nikita Kondratyev summed up: “Along with achieving ambitious national goals – growth of the share of tourism in GDP, increase in the number of annual trips around Russia, growth of export of tourism services – we see the priority in the implementation of principles of sustainable tourism. We will continue to promote and support thematic initiatives in the APEC space.”

The number of applications for registration of regional brands has increased by almost 20%

Translation. Region: Russian Federal

An important disclaimer is at the bottom of this article.

In the first half of the year, the Federal Service for Intellectual Property (Rospatent) received 49 applications for registration of new and granting exclusive rights to already registered regional brands. This is almost 20% more than for the same period in 2024. Most applications were filed for food and agricultural products, as well as folk art and crafts.

"Each region has its own unique culture and geographical specificity, and these features should be actively used to form its favorable image. The creation of regional brands based on geographical indications and names of places of origin of goods is not only a key tool for increasing the recognition of the region, its economic growth and social progress, but also a chance for local authorities and entrepreneurs to introduce a wide audience to traditional crafts and products made in the region," said First Deputy Minister of Economic Development of Russia Maxim Kolesnikov. He also added that such brands should contribute to the development of local production and support of local manufacturers.

"Regional brands belong to the region where they are produced, so the same product under one brand can be produced by several different enterprises or companies. The main conditions here are the compliance of production with the necessary requirements and the registration of the enterprise in this region. This gives regions the opportunity for economic development. As a result, manufacturers enter the market with more confidence, maintain traditional production methods and expand them, and new jobs are created in the region," said Rospatent Director Yuri Zubov.

In the first six months of 2025, Rospatent received 49 applications for registration and granting the right to use regional brands, including one from abroad. Moreover, 32 applications relate to geographical indication (GI), and 17 to the name of the place of origin of goods (NMOG).

If the production is entirely located in the region and the product has special properties, then it is a name of the place of origin of the product. If it is associated with a certain region or place by reputation, and part of the production is located outside the region, then it is a geographical indication.

In 2025, the largest number of applications were received for goods in the category "Food and agricultural products" – 19. In the category "Folk arts and crafts" – 12 applications, "Mineral water" – nine, "Alcoholic products" – three, "Other goods" – five.

Among the regions, Stavropol Krai has filed the most applications this year — seven. It has also been the leader in application activity over the past five years: since 2020, residents of Stavropol Krai have filed 73 applications for registration and/or granting an exclusive right to a state or national trademark.

In the first six months of 2025, 14 new regional brands were registered with Rospatent, such as “Pleshkovskaya Igrushka” (Oryol Oblast), “Bashkirsky Palas” (Republic of Bashkortostan), “Decorative Stone Simbircite” (Ulyanovsk Oblast), and “Pechora Printed Gingerbread” (Pskov Oblast).

Russia Presents Report on Application of Space Technologies to Monitor Greenhouse Gases at APEC

Translation. Region: Russian Federal

An important disclaimer is at the bottom of this article.

The Department of Multilateral Economic Cooperation and Special Projects of the Ministry of Economic Development of the Russian Federation has prepared a report entitled “Monitoring Greenhouse Gas Emissions in APEC: Space Solutions.” The document is posted on the official website the Asia-Pacific Economic Cooperation (APEC) forum. The report reflects the key findings and recommendations of the international expert roundtable, which took place on March 14, 2025 under the auspices of the Ministry of Economic Development of Russia.

The report is a systematic review of the practices of using satellite technologies in climate monitoring with an emphasis on the potential for their scaling in the Asia-Pacific region. The document collects key recommendations from international organizations. In particular, the United Nations Office for Outer Space Affairs, the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), as well as the public sector, academic and business communities of APEC member economies, including Russia, Indonesia and Thailand.

"Satellite technologies are becoming an integral element of climate architecture. Their use ensures the objectivity, efficiency and reproducibility of climate data, especially in conditions where traditional ground infrastructure is limited or unavailable. Russia is consistently developing a climate monitoring system that combines satellite, air and ground tracking methods with advanced computational models. Dialogue at the APEC platform allows us not only to develop high-quality international expertise, but also to strengthen trust between the economies of the region," commented Evgeniya Drozhashchikh, Deputy Director of the Department of Multilateral Economic Cooperation and Special Projects of the Ministry of Economic Development of Russia.

The materials of the round table present advanced solutions in the field of remote sensing of the Earth, methods of their integration into national greenhouse gas emission inventory systems, approaches to the unification of methodologies, as well as legal and technological aspects of climate data exchange.

Given that APEC economies account for more than 60% of global CO2 emissions, the issue of creating a transparent and scientifically based monitoring system is becoming fundamental to achieving international climate goals. Satellite data allows not only to map emission hot spots, but also to track their dynamics in the long term.

The prepared report will serve as a basis for further work by APEC economies to develop technological cooperation and introduce space solutions into national climate management systems.

The procedure for obtaining licenses and permits has been optimized for businesses

Translation. Region: Russian Federal

Source: Ministry of Economic Development (Russia) – Ministry of Economic Development (Russia) –

An important disclaimer is at the bottom of this article.

Russian President Vladimir Putin signed a federal law that enshrines the reduction of the terms for issuing licenses and permits, as well as a reduction in the number of documents required to obtain them. The corresponding amendments to 69 federal laws were prepared by the Ministry of Economic Development of Russia on the instructions of Deputy Chairman and Chief of Staff of the Government Dmitry Grigorenko.

The signed federal law is the result of four years of work to reduce the time it takes to issue licenses, permits and the number of required documents, to transfer permits to electronic form and to make other simplifications for businesses and citizens. At the same time, the optimization of those government services that have shown positive results and for which it has been possible to obtain confirmation in practice that permits can be issued in a shorter time frame and with a smaller package of documents for the applicant is being consolidated.

The optimization affected a number of key economic areas that are most in demand by businesses and citizens. These include, in particular, permitting regimes in the areas of transport, construction, nature management and environmental protection, industrial safety, education, communications, tourism, accreditation of legal entities, and many others.

The law also permanently establishes a number of tools that have made it possible to optimize the process of obtaining licenses and permits and which will now be constantly applied in practice. For example, a comprehensive application. With its help, you can apply for several permits at once by submitting one application on the Unified State Services Portal. By the end of 2025, it is planned to implement about 20 comprehensive applications on the portal.

In addition, the mechanisms of interdepartmental information exchange are enshrined in law, when at the stage of preparing applications to the permitting agency on the Unified Public Services portal the necessary information is automatically pulled up. And also the proactive mode of operation of the Unified Public Services portal: the portal systems will remind businesses and citizens about the need to extend permits and automatically send a pre-filled application for their registration.

The process of optimizing the issuance of licenses and permits has allowed us to reduce the number of requested documents and the time required to obtain permits by half on average. In the future, it is planned to adopt more than 250 by-laws to implement the provisions set forth in the federal law.

The CSR discussed how platform employment regulation will develop

Translation. Region: Russian Federal

Source: Ministry of Economic Development (Russia) – Ministry of Economic Development (Russia) –

An important disclaimer is at the bottom of this article.

The Center for Strategic Research held a round table entitled "Platform Employment in the New Conditions: What Changes After the Law on the Platform Economy." Together with representatives of the Ministry of Economic Development, the State Duma, the expert and academic community, as well as leading digital platforms, they discussed the adopted law on the platform economy and future regulatory detailing at the level of by-laws.

According to the participants, the adopted law was an important step in the formation of a basic regulatory framework, but it is now that the most subtle and meaningful part of the work begins – filling this framework with tools, concepts and mechanisms.

The moderator of the round table, CEO of the CSR Pavel Smelov noted: "Russia is one of the few countries where digital platforms have become a truly systemic part of the economy. We have not just implemented technologies, we have created our own model – and this is a serious competitive advantage. Now our task is not to lose our leadership, to take the next step – to turn the platform economy into a full-fledged export model. It is no longer just about technologies, but about a new logic of the economic structure that can be transmitted beyond the country's borders."

Also, in his opinion, the key direction of the next stage is the issue of platform employment: "We are already living in a new reality: there is a platform, there is a platform economy, and we still continue to hold on to the old model of social security, as if nothing has changed. The social security system needs to be revised taking into account how the employment market is actually structured today. People are developing other principles of financial stability: investments, a safety net, additional income. Therefore, it is important not only to protect, but also to educate – to help people navigate modern work formats and make informed decisions. Especially when it comes to those for whom the platform is not their main, but additional employment."

The Ministry of Economic Development emphasized that the implementation of the law will require a flexible and consistent approach, especially in terms of employment. The main focus in the coming months is work on by-laws, the launch of a digital platform registry mechanism, and the preparation of clarifications.

“Russia has made great strides in developing the platform economy: we already have our own effectively functioning models that are of interest abroad. But it is important not to stop there. Platforms are developing rapidly, and regulation should not slow down, but rather accompany this process, be flexible and targeted. We see that citizens make decisions based not only on the logic of the future, but also on current circumstances — and pensions and social guarantees are not always perceived as real values. Therefore, the platform can become a channel through which we will rethink social policy — at the level of product, convenience, and trust. We have examples when digital, platform services became a necessary tool for performers to legalize and comply with legal requirements, including the calculation and payment of taxes. Platform tools have proven their convenience and demand. In turn, this approach provides additional opportunities to ensure control by the state. Our task today is not to go to extremes, but to maintain an open dialogue, flexibility, and thoughtfulness. This is precisely the strength of the platform economy,” said Vladimir Voloshin, Director of the Department of Digital Development and Data Economy at the Ministry of Economic Development.

State Duma Deputy Stanislav Naumov reported that an expert council will be created under the Committee on Economic Policy, which will undertake in-depth study of unresolved issues.

"In September, we are ready to move on. For me personally, there are three priorities today. The first is export orientation: platforms should help Russian businesses enter foreign markets, and not just regulate access of foreign players to ours. The second is the development of internal B2B interaction, where online platforms can become a full-fledged infrastructure for cooperation between suppliers. And the third is the use of platforms to improve the efficiency of state and municipal procurement," he said.

As for platform employment, according to the deputy, this is not just a regulatory issue – it is a question of filling the social fund and, as a result, a real opportunity to increase the minimum level of pensions in those regions where it is objectively insufficient today. "This is how I understand the social task of regulation," he concluded.

Business supported the general vector, but drew attention to the need for a differentiated approach. Industry representatives emphasized that uniform standards for platforms with fundamentally different models — from marketplaces to service aggregators — could result in risks for flexibility and employment.

"The platform economy has already changed the market, and the self-employed regime has proven that people are ready to come out of the shadows if they are offered transparent and convenient conditions. Let's not abolish what works, but rebuild the old – so that the economy, employment and the contribution system develop synchronously," said Anton Danilov-Danilyan, Deputy Chairman of Delovaya Rossiya, head of the working group of transport service aggregators at the Russian Union of Industrialists and Entrepreneurs. According to Yuri Bogdanov, General Director of the Association of Digital Platforms, "it is digitalization, platform development and the tax regime on professional income that give the state a chance to oust gray practices through transparency."

"Platform employment is being formed to a greater extent in industries with high demand for flexible types of employment, allowing for the expansion of participation of various groups of the population in the economy. Therefore, it is important not just to offer them standard social benefits, but to understand what they really need and what they are ready to use," noted Rimma Chichakyan, Director of Legal Affairs and Government Relations at Yandex Taxi.

Ozon representative Alexander Vasiliev supported this position. "We are no longer living in an industrial economy, but in a post-industrial economy, and regulation should take this into account. At the same time, it is important to maintain a choice between different employment formats and not limit new models," he noted.

The participants of the discussion agreed that the development of the platform economy does not require strict regulation, but rather fine-tuning and careful attention to specifics. Among the priority areas, the participants highlighted the need to clarify the criteria for the integrity of platforms, the formation of mechanisms for distinguishing employment from shadow schemes, as well as work on the status of the performer and protection tools. Particular attention was paid to the creation of a sustainable format for dialogue between the state, business and experts – both on the parliamentary platform and within the framework of the implementation of the law in practice.

The Ministry of Economic Development supported the Kaliningrad Region's application for the construction of the Belaya Dune resort

Translation. Region: Russian Federal

Source: Ministry of Economic Development (Russia) – Ministry of Economic Development (Russia) –

An important disclaimer is at the bottom of this article.

On July 28–29, Deputy Minister of Economic Development of Russia Svyatoslav Sorokin visited the Kaliningrad Region on a working visit. One of the key topics was the development of infrastructure on the Baltic Sea coast. The Ministry of Economic Development gave a positive opinion on the region’s application to build the Belaya Dune resort — the project can receive preferential financing through the mechanism of treasury infrastructure loans.

The resort "White Dune" near the village of Yantarny has been applied for funding under the national project "Tourism and Hospitality". The application involves the construction of engineering infrastructure – access roads, electricity and gas supply systems.

"The region is counting on treasury loans at 3% per annum for a period of 15 years. We have given a positive opinion on the application. The final decision will be made by the presidium of the government commission on regional development," said Svyatoslav Sorokin.

The main topic of the trip was monitoring the implementation of the state program "Socio-economic development of the Kaliningrad region". Over 10 years, 400 billion rubles were allocated from the federal budget within the framework of the program. These funds made it possible to build more than 200 objects – from roads and hospitals to coastal protection.

The Deputy Minister inspected the facilities in Svetlogorsk: work is underway to build an embankment and anti-landslide structures.

"The program remains a strategic instrument for the development of the region. It is important that the authorities of the Kaliningrad Region respond flexibly to changes related to the challenges of the time, including the consequences of sanctions pressure on business. We also discussed options for solving these problems with colleagues. A comprehensive approach is needed: maximum use of various types of support from the federal budget and prompt development of regional programs where necessary. The Kaliningrad Region is already taking serious steps in this direction," noted Svyatoslav Sorokin.

Currently, the region has a Special Economic Zone with more than 300 residents. Companies have already invested over 300 billion rubles, creating jobs and tax returns.

"SEZ residents produce about 40% of all goods and services in the region and provide half of the tax revenues. They are key employers and investors," the deputy minister emphasized.

During the visit, Svyatoslav Sorokin visited two key enterprises in the region. The Sodruzhestvo Group of Companies is a leading producer of plant protein for the feed industry, providing up to 15% of the needs of the entire feed industry in Russia. The company is one of the five largest taxpayers in the region.

The Avtotor Group of Companies is one of the largest employers in the region, and together with related industries, it provides employment for over 30,000 people. The company is currently implementing a project to launch the production of compact electric vehicles on its own technological platform.
